there

tremendous
amount

sacrifice
that
every

one

is
associated
with
a
police
officer
makes
to
the
city,
and
we
all
appreciate
the
sacrifice.

very
fortunate
in
Evanston
to
not
have
the
ultimate
sacrifice
of
a
public
safety
officer
since
I
think
it
was
1929

Remember
that,

I

read
a
proclamation

night

City
Council
meeting
about
National
Police
week,
which
will
also
be
recognizing
this
week
and
into
next
week

all

the
officers
here
in
Evanston,

was
at
lunch
the
other
day
and
a
gentleman
said

story.

he

there
had
been

burglary
in
my
neighborhood
and
the
next
day
the
police
came
out
and
they
knocked
on
my
door
and
they
said
hey
then
spend
this
burglary.
We
want
to
know
if
we
could
chat
with
you
and
this
gentleman
was
in
the
middle
of
making
popcorn
in
his
family
room
in
the
back.
He
said:
well,
why
don't
you
come
on
in
officer?

I
got
to
get
to
my
popcorn,
so
I
went
back
and
in
the
officer
and
he
started
to
talk
and
he
put
the
popcorn
in
a
in
a
little
bowl
and
he
and
the
officer
ate
some
popcorn
and,
and
he
talked
about
it
and
the
gentleman
said
well,
you
know,
I
have
surveillance
on
my
property
and
I
have
cameras.
He
said
well.
That
would
be
terrific.

the
tapes

so
another
officer
joined
apparently
one,
that's
a
little
more
tech-savvy
than
the
first
one
and
Annie
came
in
and
they
they
searched
through
the
surveillance
tape
and
they
didn't
find
who

it,
but
they
were
able
to
rule
out
somebody
that
one
of
the
neighbors
thought.

maybe
this
person
did
it
and
they
absolutely
were
able
to
rule
that
person
out
which
was
wonderful.

and
the

said

we

Police
week
and
I
wanted

share
it
with
you
all,
because
we
have
an
outstanding
police
force
here
in
Evanston
that
keep
us
safe

every
day
and

am
so
proud
and
I
know.
People
here

this
city
are
so
proud
of
the
work

you
do

again

sacrifice

families
provide

risky

federal
partner

great
work
they

on
many
different
crimes
in
many
different

significant

drug

gang
suppression,
efforts
and
I
think
it
is
an
indication
of
their
dedication
that
choosing
between
public
recognition
and
assisting
another
agency
of
the
they
made
the
call
that
I
would
expect
the
men
and
women
of
the
caliber
we're
going
to
give
out
a
series
of
awards.

Awards
usually
involved
the
handling
of
civic
serious
crime.
We
take
a
certificate

record
recognition

active
service,
normally
unexpected
in
the
course
of
every
duties

letters

appreciation.

awards

on
the
privilege,

have

Evanston

department

feel
deserve

attention

the

we

think

particularly
highlights
the
bond

the
community

deputy
chief
Barnes

the
letters
of
appreciation.

On
April
3rd
2017
officers
responded
to
an
in-progress
domestic
situation.
An
adult
son
was
threatening
the
adult
sister,
an
elderly
father
with
a
baseball
bat,
the
offender
appeared
mentally
unstable
and
is
a
convicted
felon.
No
arrests
were
made
due
to
lack
of
cooperation
from
the
family.
You
counseled
the
adult
sister
about
the
seriousness
of
the
situation.
You
are
able
to
get
information
from
her
that
she
had
removed
a
handgun
from
the
house.
She
believed
that
it
was
the
offenders.

You
convinced
her,
that
the
best
course
of
action
would
be
to
turn
it
over
to
the
police
officer.
Carmichael
recovered
the
firearm
magazines
and
ammunition
from
the
sister
because
of
your
interaction.
The
weapon
was
removed
from
the
excess
of
a
violent
offender
with
felony
convictions
for
your
assistance.
We
present
you
with
the
letter
of
appreciation.

On
July
13
2017,
you
were
dispatched
to
a
location
regarding
two
subjects:
using
drugs
inside
a
parked
vehicle
at
the
scene.
You
encountered
two
subjects:
they
immediately
exited
the
vehicle
and
were
unwilling
to
grant
you
entry
into
the
vehicle.
Despite
cannabis.
In
plain
view,
you
observed
the
top
IV
revolver
gun
wedged
between
the
passenger
seat
and
center
console,
with
both
suspects,
secured
entry
was
gained
to
the
vehicle
resulting
in
the
recovery
of
two
loaded
handguns
and
a
small
amount
of
cannabis.
Once
at
the
police
station,
you
obtained
voluntary
statements
from
both
subjects.

37
year
old
mill
was
fatally
shot
during
a
dispute
at
a
Walgreens
in
Schaumburg,
a
mellow
offender
fled
the
scene.
The
offender
was
identified
as
a
local
resident.
You
assisted
in
convincing
the
offender
to
surrender
to
authorities
without
incident.
The
offender
turned
himself
into
the
Schaumburg
Police
Department
and
was
charged
Schaumburg
police
department
expressed
his
appreciation
for
your
assistance.
In
bringing
this
matter
to
a
peaceful
resolution,
you
were
instrumental
and
bringing
a
violent
offender
into
custody
for
your
assistance.
We
present
you
with
this
letter
of
appreciation.

On
March
5th
2017,
you
observed
a
vehicle
near
Howard
Street,
which
was
occupied
by
seven
subjects.
The
vehicle
was
reported,
stolen
out
of
Chicago
in
an
armed
vehicular
hijacking.
You
maintained
an
observation
distance
from
the
vehicle
and
continually
updated
dispatch
of
their
location
as
the
vehicle
traveled
through
multiple
side
streets
in
Chicago.
When
sufficient
units
were
close
enough,
you
coordinated
a
felony,
stop
with
Chicago
police
officers
and
assist
units.

An
adult
offender
committed
an
act
against
a
minor.
You
responded
in
the
middle
of
the
night
to
take
over
the
initial
investigation
from
the
midnight
shift
you
advocated
for
the
victim
and
were
instrumental
in
recovery,
physical
evidence,
which
proved
essential
to
the
case.
Your
efforts
resulted
in
the
approval
of
the
felony
charge
of
aggravated
criminal
sexual
abuse
for
your
assistance.
We
present
you
with
this
letter
of
appreciation.

On
November
13
2015,
the
victim
was
unloading
items
from
her
car.
The
offender
came
up
behind
the
victim
and
struck
her
with
a
blunt
object,
rendering
her
unconscious.
The
offender
then
went
on
to
commit
numerous
crimes
in
the
following
days.
In
Wisconsin
as
an
evidence
technician,
you
responded
and
collected
evidence.
The
offender
had
discarded
the
items
he
had
taken
from
the
victim.
You
took
DNA
swabs
from
those
items
in
an
attempt
to
recover
the
DNA
of
the
offender.
Your
efforts
did
produce
a
DNA
match
that
linked
the
offender
to
the
robbery
proceeds.

On
October
19
2017,
you
responded
to
the
shooting
of
a
weapon
in
the
area
of
Custer
and
Oakton
dispatch.
Put
out
a
description
of
one
of
the
subjects
running
from
the
area.
A
responding
officer
was
able
to
order
the
subject
to
lie
on
the
ground.
Until
your
arrival
you
secured
the
subject
and
located
a
loaded
firearm
during
a
protective
pat-down.
You
also
proceeded
to
process
a
crime
scene
that
included
two
crashed
vehicles,
a
gun
and
a
shell
casing.

On
September
22nd
2012
day,
Jay
Coleman
was
walking
with
a
group
of
friends
near
the
intersection
of
Church
and
Florence.
When
a
gunman
emerged
from
the
area
of
Church
in
Ashland,
the
gunman
fired
at
the
group,
Coleman
was
struck
and
killed
by
gunfire.
Evanston,
Police
and
North
have
Major
Crimes
Task
Force
responded
over
the
course
of
the
next.
Several
days
an
offender
was
identified.
Witnesses
were
located
and
identified
the
subject
as
the
gunman.

Almost
five
years
after
the
murder
of
the
offender
was
convicted
after
a
lengthy
and
complicated
jury,
trial
for
murder
and
several
counts
of
attempted
murder,
your
dedication
to
the
case
was
instrumental
in
making
the
arrest
your
dedication
continued
through
assisting
the
Cook
County
State's
Attorney's
Office,
prepare
for
trial
and
testifying
at
that
trial.
The
efforts
took
place
over
the
course
of
five
years
for
your
assistance.
We
present
you
with
the
letter
of
appreciation.

2017,
you
responded
to
the

of
a

in
the
area
of
Custer

Ogden
dispatch.
Put
out
a
description
of
one

the
subjects

You

the
area

subject

the
description
you
were
able
to
safely
control
the
offender.
You
ordered
the
subject
to
lie
on
the
ground
until
arrival

assisting
officers,
both
the
subject
and
the
second
offender
were
charged
with
aggravated
discharge
for
their
roles
in
the
shooting.

that
we
present
you
with
a
certificate
of
recognition.

On
November
13th
2015,
the
victim
was

items

her
car.
The
offender
came
up
from
behind
the
victim
and
struck
her
with
a
blunt
object,
rendering
her

offender
took
her

and
personal
items

on
foot.
You
responded
and
initiated
an
investigation.
The
investigation
identified
an
offender
who,
shortly
after
the
robbery,
went
on
to
commit
several
other
crimes
over
a
period
of
days
in
Wisconsin
those
crimes
included,
attempted
murder,
carjacking
and
kidnapping.
The
offender
was
apprehended
by
Wisconsin
authorities
and
sentenced
to
nearly
15
years
for
his
crimes
in
Wisconsin.

On
August
14
2017,
the
male
victim
was
shot
and
killed
by
unknown
offender
during
a
disturbance
at
Howard
and
Chicago
Avenue
within
Evanston
city
limits.
The
murder
investigation
was
subsequently
cleared
by
the
arrest
of
the
offender.
Each
of
you
is
being
recognized
for
the
countless
hours
you
logged
during
this
investigation,
which
resulted
in
an
arrest
of
the
offender
and
provided
closure
for
the
victim's
family.
You
participated
in
chasing
down
numerous
leads
gathering,
evidence
and
intelligence,
completing
numerous
interviews
and
writing
volumes
of
detailed
reports
documenting
the
investigation.

What
officer
Martindale
please
come
for
on
October
11th
2017
at
8:00
p.m.
officer
Neal
stopped
at
vehicle
speeding.
He
saw
open
from
doing
the
vehicle
was
occupied
by
three
individuals
officer.
Neal
observed
alcohol
and
smell
of
cannabis
in
the
vehicle
leading
to
probable
cause
for
further
investigation
of
all
persons.
Inside
the
vehicle
officer,
cherry
conducted
a
pat
down
on
the
rear
passenger.
It
was
then
discovered
that
the
rear
passenger
had
a
loaded,
38
caliber
handgun
in
his
waistband.
A
further
search
of
the
vehicle
revealed
a
second
weapon.

Other
subjects
were
ultimately
removed
from
the
residence,
including
several
children,
the
residents
and
the
garage
was
searched
in
a
7
62
caliber,
semi-automatic
rifle
pistol
spent
shell
casings
a
rifle
magazine
and
a
cell
phone
were
recovered.
During
the
investigation,
a
DNA
swab
was
taken
which
ultimately
matched
the
DNA
recovered
from
the
firearm.
The
offender
was
charged
with
multiple
felonies,
including
a
class
2.

UW,
bio
felon.
We
present
each
of
you
with
a
certificate
of
recognition.

On
February,
16th
2017.
You
responded
to
a
commercial
burglary
in
progress
at
JD
Mills
located
at
635
Chicago
Avenue.
Preliminary
investigation
revealed
that
two
male
subjects
have
broken
up.
The
door
entered
the
business
and
smashed
a
cash
register.
A
witness
was
located
in
critical
information
was
provided
via
police
radio,
which
aided
in
the
apprehension
of
the
offenders.
Two
adult
male
offenders
were
positively
identified
by
the
caller
and
were
charged
with
burglary,
preventing
any
further
crime.
Violence
or
danger
to
the
community
represents
you
with
an
honorable
mention.

On
February
4
2017.
You
responded
to
a
bank
robbery
in
progress
at
the
Chase
Bank
located
at
635
Chicago
Avenue.
The
offender
fled
from
the
bank
with
officers
in
pursuit,
you
played
a
pivotal
role
in
the
pursuit
and
apprehension
of
the
offender.
Due
to
your
quick
actions
on
the
scene,
the
offender
escape
was
interrupted.
Your
actions
prevented
further
violence
or
danger
to
the
community
and
additional
bank
robberies.
As
it
was
learned,
this
offender
was
implicated
in
other
bank
robberies.
We
present
you
with
this
honorable
mention.

3rd
2017,
several
Evanston
Police
Department
unis,
responded
to
the
Davis
metro,
stop
located
at
915
Davis
for
suicidal
subject
that
was
laying
on
the
tracks
you
and
your
partner
located.
The
subject
who
was
positioning
himself
on
the
tracks
for
approaching
train
to
strike
on
taser
deployment
was
used
to
try
to
subdue
the
subject,
but
it
was
ineffective.
The
subject
fled
you
and
your
partner
ran
after
the
subject,
grabbed
a
hold
of
him
and
quickly
brought
him
to
safety.
The
subject
was
subsequently
transported
to
the
hospital
for
psychological
evaluation.

On
April
18
2017,
you
received
information
about
a
victim
outcry
from
the
department
of
child
protection.
You
conducted
interviews
with
the
victim
and
determined
that
sexual
abuse
had
occurred
several
years
earlier
after
tirelessly
investigating
all
information,
provided
you
were
able
to
track
down
the
offender
who
was
already
incarcerated
for
other
sex
crime
and
was
scheduled
for
release.
You
were
able
to
get
a
warrant
for
the
offender
arrest,
return
him
to
Evanston
and
obtain
a
full
confession.
Due
to
your
efforts,
you
are
able
to
prevent
a
violent
sexual
predator
from
being
released
to
the
community.
