interviews

civil
rights
cases,
the

Administration
decisions,
I've
been
an
expert
in
Witnesses,

civil
rights
cases,
and
there
are
no
civil
rights
issues
or
words,
and
the
state
does
not
required.

the
process
is
not
necessarily
independent.
One
original
guiding
principle
for
this
committee
was
the
protection
of
encumbency.
In
this
context,
I
think
creating
a
committee
is
made
up
entirely.
Council
members
Embraces
the
Spectrum
possible
gerrymandering
when
the
city
likes
to
protect
an
image
of
neutrality.

in
multiple
Wars
I
would
say:
no
splitting
the
downtown
multiple
Wards
wasn't
part
of
the
original
July
of
last
year's
presentation.
The
community
seems
to
be
added
that
in
April
of
this
year,
but
there's
no
definition
of
what
comprises
the
downtown
so
I,
don't
know
how
you
could
decide
where
to
put
it
and
there's
no
rationale
given
for
why
the
downtown
should
be
split
up
into
separate
boards.

pleasantly
a
split
between
the
first
and
the
fourth
board
from
the
downtown,
but
the
only
the
fourth
boards
represented
on
this
committee.
The
first
board
actually
contains
all
of
the
downtown
blocks
which
I
can
see
is
from
CTA

Chicago
Avenue
from
Davis
to
Clark,
Fairley
being
downtown.
All
of
those
are
in
the
first
award
except
the
one
which
is
assigned
in
the
fourth
board.

east
of
the

Removing
this
building

think
is
a
logical

it

an
awkward
appendix
to
work
for

undermines
Illinois's
guidance
that
Wards
shall

territory
as
practical
and

city's
guide
recognizing
existing
neighborhoods
and
Geographic
boundaries.

interests

issues

is
the
main
objective
in
that

getting

population
balanced
and
I
noticed
the
goal
of
preserving
neighborhoods
and
other
communities
of
Interest
and
I
think
that
what
we're
recommending
to
do
here
is
in
a
blatant
conflict
with
that.
Here's,
why

Plaza
is
obviously
an
integral
part
of
the
first
word
when
we
wake
up
in
the
morning.

one

all
the
traffic
I
think
that
goes
by
us.
It's
either
originating
or
terminating
in
the
first
world.
So
when
you
add
all
these
things
together,
what
happens
in
the
first
world
is
all
of
it
very
important
to
us,

everything
that
happens
there
is
what's
important
to
us
shouldn't.

have
a
voice
shouldn't.

the
drafting
of
the
new
map
for
Evanston.
Evanston
has
acknowledged
its
wrong
regarding
literally
picking
up
the
homes
of
black
residents
from
the
lakefront
and
moving
them
to
the
Fifth.
Ward
Evanston
has
acknowledged
its
harm
in
redlining,
Evanston,
Prides
itself,
on
being
a
Pioneer
in
reparations
with
providing
new
toilets
and
windows
as
black
people's
reparations.
For
those
past
harms
due
to
vocal
community
members
who
never
gave
up
on
speaking
out
and
all
the
person
Devon
reads,
motion
and
fight
during
the
two
reparation
meetings.

One
of
the
gripes
races
have
with
reparations
is
that
they
have
nothing
to
do
with
what
happened
in
the
cats,
wipe
the
war
lines
clean
so
that
we
are
not
continuing
the
harm
that
was
put
in
place
years
ago.
Let's
not
continue
to
build
upon
the
harm
which
is
minor
tweets
to
the
map
change
it.
Your
deadline
for
the
new
map
of
the
wards
is
2024.,
there's
time
to
bring
in
a
sociologist
and
an
urban
planning
consultant
and
involved
residents
to
be
on
the
committee.

should
not
be
drawn
by
the
alderman.

look

redistricting,

one

think
we

agree.

construction

committee

look

the

be
composed.

the

Look
like
I
think
is
an
inherent
problem
in
appearance,
maybe
not
in
substance
and
for
long,
but
we're
starting
off
with
an
appearance
issue.

before

can
design
what
the
award
should
look
like,

think
there's
an
overarching
opportunity
for
the
city,
the
alderman,
to
look
at
what
contributions
a
restructuring
of
the
war
can
have
on
making
this
city
a
total,
unified,
City

heard

comments
up
to
this
point.
Where
people
talk
very
specifically
about
Wards,
we
do
not
want
to
become
and
continue
to
be,
a
city
of
nine
Wars.

Ethnicity,
with
respect
to
those
cities,

current
Wards
in
Evanston
structure
has
existed
basically
since
1860
and
those
Wars
from
those
days
to
today
still
look
like
they
did

substance

informed.

we

away

being
able
to
identify
evanstonians
by
where
they
live
or
what
war
they
are
in,
which
is
an
indication
of
economic
wealth,
educational
opportunities,
business
opportunities,
social
opportunities

Wards

alderman
sitting.

People
talk
about
Wards

holistic

eliminate

discussion

people

awards
are
essentially
equal

neighborhood.

to
be

Corporation

everyone

be

all
those
companies

the

But
now
we
have
a
large
amount
of
developments
that
have
happened
in
20
years
in
the
city
and

Think
that
that
constituency
should
be
heard.

mean
it's
now
a
neighborhood.

people
work
there,
people
go
to
the
shop,
they
go
to
the
movies
they
dine
there,
but
for
some
people
it's
I
think
that
personally
I
feel
responsible
for
this,
for
this
is

Devon
reads
a
motion

create
this
committee.
So

feel
that
you
know
what
we're
hearing
is
legitimate
and
I
feel
like
this
community.
