From YouTube: Referrals Committee Meeting 2-17-2022
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
right,
good
morning,
the
february
17th
meeting
of
the
referrals
committee
will
come
to
order
councillor
bell.
B
A
A
To
begin
with
public
comments,
is
there
any
member
of
the
public
seeking
to
get
appointments,
saying
none?
We
move
on
to
approval
of
the
next.
The
regular
meetings.
A
A
Okay
cool,
so
my
this
will
be
fun
because
I
tried
to
assemble
this
list
manually
at
last
night
in
preparation.
C
Well,
I
just
I
mean
I
know
what
a
community
fridge
is
and
apparently,
according
to
our
health
department,
there's
it's
not
provided
for
or
something
so.
A
B
A
A
So
as
so
so
when
I
found
out
about
this,
they
felt
they
had
to
take
enforcement
action
and
I
don't
there's
actually
the
date
of
the
referral
is
missing
from
the
spreadsheet,
but
you
know
there
were.
Discussions
were
brokered
between
our
health
department
and
the
black
lives
matter.
B
B
A
A
Extreme
to
me,
yeah
in
in
discussion
with
our
health
department,
I
was.
A
C
B
B
B
A
A
C
In
the
state
yeah,
no,
I
mean
think
about
farmers
market
and
we
have
tables,
nonprofits,
have
tables
and-
and
I
think
they
have
homemade
so
anyway.
Okay.
C
Okay,
so,
okay,
so
will
you
chat
with
councilmember
reed
about
this
now
or.
A
So
this
as
I,
if
I'm
understanding
properly
came
out
of
discussion
that
occurred
at
council
where
he
was
saying
you
know
the
we
have
these
various
policies,
we
haven't
institutionalized
asking
the
tenants.
C
B
B
A
Their
residents,
I
guess
I'll,
ask
you
something
a
lot
more
experience
than
me.
Is
it
question
this.
C
C
E
Trying
to
I'm
just
wondering
I
had
someone
else
who
was
trying
to
get
another
board
meeting
last
night,
which
is
tonight
so
I
didn't
know
she's
trying
to
get
into
referrals,
because
I
don't
think
we've
ever.
E
C
C
A
A
My
inclination
would
be
to
suggest
that
they
have
that
discussion
with
you
know
with
city
manager
and
patrick,
and
I
guess
I'm
not
sure
what
a
premium
hearing
would
do
for
this.
C
Yeah
yeah,
I
think
I
know
my
predecessor.
A
A
C
They
might
want
to
recommend
that
you
should
be
discussed
by
the
next
compensation
committee
or
something
just
to
you
know,
make
sure
it
just
doesn't
get
lost
all
together
right,
but
I
guess
you
know
we
have
to
define
how
many
hours
I
mean
I
there
would
be
a
whole
lot
of
issues
to.
A
C
E
There
were
times
where
the
communications
used
to
be
comedian.
Well,
community
engagement
and
citizen
engagement
used
to
have
a
work-study
student
or
two.
That
would
help
with
some
of
these
items
with
communications
for
council
members,
it
doesn't
cover
the
work
study
program
got
drastically
reduced
or
even
eliminated.
Some
cases.
B
B
E
A
E
Yeah,
when
cohen
first
hit,
they
essentially
would
not
allow
remote
work
and,
of
course,
we
weren't
doing
a
lot
of
in-person.
So
essentially
it
kind
of
killed
the
work
study
program.
But
now
it's
back
essentially
so
we
used
to
have
a
number
of
work
straight
students
in
that
on
that
team,
on
that
communications,
team
growing
up.
That
would
do
this
type
of
work
in
some
cases,
newsletters
and
other.
B
B
E
E
B
B
B
C
Not
okay,
I
gave
it
a
two
to
a
three,
a
two
and
a
three.
Let
me
see
what.
A
That
means
two
for
time
sensitivity.
I
agree
with
you
there
you
give
it
a
three
for
attention
to
existing
policy
and
where
I
give
it
to
give
them
two
for
the
interest
asset.
I
and
you
give
it
a
read
for
connection
to
our
goals.
Where
I
give
it
two,
I
don't
know
why
I
get
it.
So,
let's
split
the
difference.
Sure.
B
C
So
I
mean,
if
we
said,
beginning
of
the
second
quarter,.
C
C
So
I
move
that
we
refer
this
fireworks
policy
issue
to
human
services
and
ask
that
would
be
addressed
if
they're
they
will
meet.
A
B
C
A
B
A
A
C
A
C
A
minute,
so
I
hope
that
we
well,
let's
start
with
that:
okay.
A
B
A
I
think
it's
the
right
thing
to
say:
I'm
not
sure
if
you'll
agree,
but
I
don't,
I
think,
that's
the
right.
I
think
it's
you
know
I
mean
I
understand,
there's
plenty
of
people
who
are
skeptical
about
this
idea,
which
I
think
is
inappropriate,
but
it's
a
serious
proposal
to
address
a
real
set
of
questions.
I.
B
A
B
B
D
Kick
it
out
and
figure
out
who's
going
to
have
some
of
those
questions
so
that
we
can
do
the
research
so
that
we
don't
get
there
yeah,
because
I'd
like
to
put
it
up
ahead
of
time.
C
Okay,
can
I
move
that
we
forward
this
item
to
the
rules
committee
to
be
addressed
in
the
second
quarter
of
2022.
A
A
B
C
I
think
I
think,
while
I
was
on
the
council,
I
think
when
did
he
reorganize
public
service
public
public
works
group
agency?
I
think
that
was
it
before
it
was
on
the
call
of
2015.
yeah.
It
was
just
before
I
got
yeah
so.
E
That
yeah,
that
happened
even
earlier
about
10
or
11
years
ago,.
E
A
B
E
A
B
A
B
A
Failure
to
align
my
preparation
with,
what's
actually
on
the
list.
I
apologize
council
member.
C
Our
release
with
mwrd
runs
to
2032
canal
shores.
That's
a
long
time.
From
now
canal
shores
is
embarking
on
a
major
capital
fundraising
campaign
when
they
talk
to
really
big
donors,
a
2032
timeline
is
not
enough,
and
so
canal
shores
has
been
talking
with
us
for
several
months
now
about
the
city
renegotiating
negotiating
an
extension
of
the
lease.
C
So
there
are
some
financial
considerations
when
mwrd
has
new
leases
with
entities,
because
this
would
have
to
be
a
new
lease
it
couldn't
just
be
or
if
we
would
fall
under
all
the
new
rules
and
regulations
they
have
in
place
now
for
their
leases,
including
a
very
strict
soil
testing
rule.
So
we'd
have
to
do
a
whole
bunch
of
soil
testings
and
then,
if
they
found
anything,
bad
we'd
have
to
remediate
and
so
and
then
there's
a
big
green
infrastructure
a
requirement.
C
So
we
have
to
put
in
a
bunch
of
rain
gardens.
So
there's
it's
not
just
saying
we
really.
We
want
to
continue
having
oversight
over
this
vast
property,
but
also
we're
willing
to
accept
these
potential
financial
opportunities.
C
Okay,
okay,
so.
C
E
For
remedy,
that's
fair
to
say
yes,
that's
correct,
I
know
upcoming
is
pretty
busy.
I
think.
A
C
C
Yeah,
so
this
is
actually
councilmember.
Burns
is
particularly
keen
to
have
us
deal
with
this,
but
since
the
launch
would
be
in
the
seventh
ward,
the
thought
was
that
better.
I
made
this
reference,
so
we,
the
city,
had
a
grant
to
do
a
study
of
where
the
best
place
for
a
canoe
launch
might
be.
They
came
back
with
a
report
and
they've
shown
they
so
council
member
burns,
and
I
attended
a
meeting
where
they
presented
the
you
know
results
of
this
study,
so
we've
identified
a
place
for
the
canoe
launch.
C
What
it
would
look
like
a
budget
and
the
evanston
environmental
environmental
association
is,
has
committed
to
raising
a
big
chunk
of
the
money
for
this
and
they're
ready
to
get
started
with
fundraising,
but
they
need
the
city
to
commit
to.
I
guess
what
our
portion
might
be.
C
C
C
C
So
I
mean
it's
a
complimentary
issue
to
the
canal
shores
mwrv
lease
issue,
so
I'm
you
know
maybe
a
w
could
deal
with
both
of
those
at
the
same
in
the
same
meeting.
A
E
C
A
A
78
through
87
in
the
tracker,
and
so
it's
a
series
of
proposals
to
limit
decrease
the
number
of
things
for
which
police
enforcement
will
occur.
C
A
I
think
that
allison
has
been
in
some
discussions
with
the
council
member.
D
Yeah
each
of
these
google
docs.
Actually,
he
has
made
very
specific
line
item
like
outline
edits
to.
D
So
I
have
a
feeling,
if
you
clicked
on
it,
it
might
not
open.
I
think
he
had
to
change
some
of
the
sharing
permissions,
or
maybe
he
was
able
to
do
that,
but
so
you
know
reckless
conduct,
for
example,.
D
It
works
yeah,
they
there's
a
lot
of
elimination
of
sections
in
general,
so
you
know
just
crossing
out
certain
sections
and
the
yeah
the
line
edits
are
there
so
he's.
D
B
B
B
D
Of
what
this
would
look
like
if
they
have
any
concerns,
I'm
also
going
to
be
asking
the
our
data
person
at
the
edison
police
department.
D
D
B
D
Then
I
think,
we'll
also
be
reaching
out
to
a
few
stakeholders,
because
we've
got
some
pet
owner
stuff
right.
C
D
And
so
I've
actually
asked
him
to
kind
of
hold
off
a
little
bit
on
doing
too
much
while
we
do
a
whole
bunch
of
this
legwork.
Okay,
I
guess
the
other
stakeholder
group.
I
should
mention
it's
a
very
minor
issue,
but
is
the
school's
about
a
safety
issue
with
like
spray
paints
for
kids.
B
D
So
yeah
we're
kind
of
just
like
going
through
all
of
those
things.
I
think.
If
we
wanted,
you
know
you
could
maybe
refer
to
human
services
like
at
a
certain
time,
and
then
we
could
aim
to
have
all
of
our
kind
of
research
in
rows
and
a
duck
ducks
in
a.
B
D
B
E
A
B
A
A
B
C
C
I
think
that's
right,
I
mean.
Obviously
a
lot
of
the
dapper
stuff
does
go
to
them
anyway,
if
it's,
you
know
special
use
or
something,
but
I
think
they
deal
with
a
number
of
issues
that
you
know
where
they're
in
the
final
decision
and
it's
mostly
an
interpretation
of
the
zoning
code.
C
What's
up
so
would
this
be
a
a
pnd?
I
think
it's
gotta
be.
E
B
A
E
Yeah,
there's
not
a
whole
lot
at
the
list,
I'm
looking
at
but
you're
correct
and
some
of
the
lanes
are
not
yet
officially.
C
E
E
C
C
A
B
B
C
A
A
Two
zero
vote.
That's
the
order
of
where
it's
going.
The
item
is
referred,
and
this
brings
us
to
the
last
item,
which
is
the
commission
count
on
food
delivery
services.
B
A
C
That
or
not
as
you
prefer,
I
said
two
for
time
sensitivity,
but
I'm
happy
to
think
it's
a
one.
Just
if
there's
all
this.
C
A
We
were
so
close
everything
I
said
a
one
for
community
interest,
but
I
will
refer
to
you
and.
A
That
adds
10..
Where
should
this
go,
though,.
E
Actually,
even
earlier
than
that,
my
gut
feel
would
be
pw.
C
C
And
and
what
what
have
we
decided
about
the
ampw
agenda
for
the
you
know
for
march.
A
A
A
A
C
C
Say,
let's
encourage
ampw
to
deal
with
it
before
the
end
of
the
first
quarter,
so
I
move
that
we
forward
this
item
to
apw
and
ask
that
they
do
address
it
before
the
end
of
the
second
end
of
the
first
quarter.
So
I.
A
A
About
two
to
zero:
this
is
also
referred,
which
I
believe
brings
us
to
the
end
of
our
pretty
hefty
agenda.
C
E
B
D
D
You
know
those
are
kind
of
the
other
entities
who
might
be
interested
in
submitting
a
referral,
so
the
the
drop
down
menu
reflects
that
and
you've
seen
the
questions
before
this
is
something
that.
B
C
The
other
thing
we
were
going
to
talk
about,
but
I
don't
know
if
we
have
time
today,
is
going
back
to
see
where
we
are
with
some
of
those
referrals
that
we
forwarded
months
ago
and
then
have
kind
of
languished.
A
B
B
A
All
right
we'll
see
no
further
business
to
come
before
us.
The
february
17th
meeting
the
referrals
committee
stands
adjourned.
