From YouTube: 10/13 Referrals Committee
Description
10/13 Referrals Committee
A
Hey
so
I'm
told
the
council,
member
Revell
is
unavailable
this
morning,
so
we
have
a
full
compliment
and
so
the
October
13th
meeting
the
referrals
committee
come
to
order
customer
severton
here,
mayor
Biz
is
here
so
with
two
members
present
we
have
a
quorum
and
I'm
ready
to
do
our
work.
We
begin
with
public
comment.
Is
any
member
of
the
public
speaking
to
give
comment
this
morning,
foreign.
A
Against
the
motion
carries
and
the
minutes
are
approved,
this
brings
us
to
the
main
item
of
our
work
items
for
consideration.
We
are
now
on
the
as
usual.
We're
on
the
new
referrals
form
tab
of
the
referral,
tracker
and
I
believe
what
we
have
before
us
this
morning
is
rows
47
through
52.,
so
row
47
is
a
referral
from
council
member
nusma.
A
Essentially,
requesting
that
the
city
council
referee,
disagreement
between
him
and
councilmember
headachari,
it's
about
a
truck
route
issue,
so
I
don't
know
this
is
like
an
ipw
issue.
I
guess.
A
A
I,
don't
know,
I
mean
I,
think
I
think
it's
probably
a
PW
I,
don't
think
there's
a
particular
Rush
here,
but
I
think
it
should
get
to
APW
at
some
point.
Okay,.
A
That's
right-
and
this
is
this-
is
a
little
different
he's
not
asking
to
actually
change
the
prepared
he's
just
asking
for
kind
of
a
he
just
kind
of
wants,
Council
to
bless
sort
of
change
in
enforcement,
basically,
okay,
but
so
yeah.
B
A
Councilor
suffer
the
moves
that
wrote:
47,
B,
Center,
Administration
and
public
works
with
the
recommendation.
They
hear
it
this
year
mayor
bis
seconds,
any
discussion
seeing
none
customer
severton,
hi
I
vote
I
to
voting
in
favor
notification
against
the
item
is
referred.
A
This
brings
us
to
row
48,
which
is
a
fair
notice,
ordinance,
basically
adding
to
the
landlord
tenant
regulations
to
kind
of
incorporate
a
protection
that
is
available
to
Chicago
tenants.
A
C
Is
requested
that
this
go
to
Housing
and
Community
Development
Committee,
along
with
the
following
referral
line
49
there
are
several
referrals
that
they're
hoping
that
they
can
address
all
at
once
for
the
residential
landlord
tenant
ordinance
and
make
one
big
Amendment.
A
B
Sure
I
move
that
we
send
rows
48
and
49
to
wherever
else
and
said
they
should.
A
Go
all
right:
counselor
suffered
moves
to
send
rows
4849
to
the
Housing
and
Community
Development
Committee.
Before
the
end
of
with
the
recommendation
they'd
be
heard
before
the
number
22.
remember
seconds,
any
discussions
seeing
none
customers
suffered
in
aye
I
vote.
I
was
too
voting
in
favor
and
then
voting
against
the
motion
carries
and
the
two
items
are
referred
at
once
look
at
us
being
efficient.
A
The
next
item
is
from
Luke,
which
is
this
junking
of
abandoned
cars
ordinance.
So
if
I'm
reading
this
correctly,
it
sounds
like
basically
when
cars
get
abandoned,
they
sort
of
become
our
problem,
and
then
we
pay
to
store
them
forever
seems
Wild.
A
A
C
I'm
not
sure
if
it's
like
ready,
ready
to
go
but
I
think
it
could
be
ready
very
soon.
If
given
the
opportunity
so.
A
All
right
so
Council
for
supper
time
moves
that
row.
50
be
referred
to
the
administration
and
Public
Works
committee,
with
the
recommendation
that
it
be
heard
before
the
end
of
November
mayor
bis
seconds.
Is
there
any
discussion
seeing
non-customer
sufferton,
aye
I
vote,
I,
there's
two
million
in
favor
and
none
voting
against
the
item
is
referred,
and
this
brings
us
to
your
referral
regarding
you've,
given
an
extremely
elevated
name.
It's
rackets.
B
Of
course,
too,
that
needs
to
be
part
of
this.
What's
up,
there's
a
racquetball
court.
A
B
Part
of
the
planning
and
assessment
does
badminton
count.
Also
it
could
I,
don't
yeah
I,
don't
know
when,
when
it
ceases
to
be
a
racket
and
begins
to
be
a
paddle,
but
I
think
all
these
all
these
would
be
relevant
matters
of
inquiry
for
the
Parks
and.
A
B
Well,
I
guess:
that's
a
good
question.
The
the
goal
that
I
had
was
for
all
of
the
inquiries
or
requests
that
I
get
from
people
who
would
like
us
to
have
more
pickleball
or
the
other
position
of
tennis
players
who
do
not
want
pickleball
and
Crossing
on
their
tennis
courts
for
there
to
be
like
a
place
for
that
to
all
go
and
for
there
to
be
appropriate
attention
paid
and
a
plan
made
for
how
we're
gonna
do
it.
So
it
seems
like
Parks
and
Rec
board
is
the
appropriate
place.
B
I,
don't
personally
have
any
urgency
to
it.
So
I
suppose,
however,
their
agendas
are
looking,
it
probably
needs
to
move
and
concert
with
some
budget.
You
know,
if
so,
whatever
makes,
and
then
also
there
needs
to
be
appropriate
notice
for
all
the
interested
parties
to
participate.
B
B
Correct
yeah
I,
don't
have
a
specific
proposal
in
mind,
I'd
like
it
to
be
figured
out
and
presented
to
city
council
with
all
the
relevant
stakeholders.
I.
Imagine
that
there
are
a
pretty
hardcore
group
of
people
who
care
about
this
very
much
and
then
a
large
swath
of
residents
who
care
about
it.
Much
less
so.
B
And
I
believe
they
should
all
sit
down
and
figure
out
what
makes
sense,
and
then
the
city
should
figure
out
what
kind
of
budget
we
have
and
what
kind
of
long-term
plan
makes
sense.
And
then
it
should
be
part
of
you
know
most
likely,
not
this
much
of
discussion,
but
our
next
one
and
then
there's
also
matters
related
to
lighting
Etc.
That
may
involve
some
Capital
Improvement
money.
A
Right
so
the
next
step
it
sounds
like
is
a
discussion
with
all
the
stakeholders
at
The,
Parks
and
Rec
board,
and
that
I'm
sure
there's
no
reason
that
can't
happen
soon,
but
we
want
it
to
happen
long
enough
from
now
that
they
have
time
to
actually
like
think
about
it
and
show
up
right.
Yes,
all
right,
so
I
think
it
should
be
referred
to
Parks
and
Rec
board
for
discussion
this
year.
Is
that
cool
works?
For
me
all
right?
Is
there
a
motion?
A
I
moved
that
I
second,
that
so
customer
suffered
a
moves
that
I
wrote,
51,
be
sent
to
the
parks
and
rec
board
for
a
discussion
to
occur
before
the
end
of
for
discussion,
which
is
recommended
to
occur
before
the
end
for
discussion
with
all
stakeholders
which
is
recommended
to
occur
before
the
end
of
this
year.
Mayor
of
his
seconds,
is
there
any
discussion
seeing
none,
councilmember,
Suffern
I
I
vote
I
and
with
two
voting
accounts
and
nope,
two
voting
in
favor
and
I'm
voting
against
the
Russian
carries,
and
the
item
is
referred.
A
So
we
have
a
pattern
here
where
councilmember
Burns
refers
parking
things
like
this
and
I
say
this
doesn't
need
to
be
a
referral
and
everyone
else
corrects
me
and
then
we
refer
it.
So
how
does
that
go
Allison?
Do
you
want
to
remind
me.
C
The
residents
need
to
agree
to
pay
an
additional
30
annually
for
a
permit
and
purchase
visitor
hand
tags
when
needed
so
Mike
says
once
there's
approval
from
the
referrals
committee,
then
Parking
Services
will
issue
a
postcard
survey
to
the
remaining
home
addresses
that
aren't
currently
included
here
and
then,
if
51
of
those
residents
agree,
then
they'll
move
forward
and
bring
it
to
probably
you
know:
I
I
suggest
you
know
APW
and
then
the
council-
and
there
are
four
additional
blocks
that
are
adjacent
to
the
area
that
council
member
Birds
mentioned
that
are
in
a
similar
situation
and
so
Mike
suggests
doing
all
of
those
at
once.
C
I
think
councilmember
Burns
declined.
He
said
he
just
wanted
to
do
these,
because
only
this
block
had
made
an
inquiry,
but
I
think
once
we
start
with
this
block,
then
other
blocks
may
be
interested
as
well,
so
we
might
get
more
requests,
but
basically,
for
this
situation,
I
think
a
referral
is
appropriate
once
it
goes
through
the
referrals
process,
then
Parking
Services
will
jump
into
action
and
and
do
a
survey
for
these
residents
to
see
if
they're
interested
in
joining
or
not.
A
A
I
second,
the
council
member
supplement,
Moves
In,
This
Bureau
referred
to
Administration
and
Public
Works
would
be
advice.
They
hear
it
before
the
end
of
the
first
quarter
of
2023
mayor
of
the
seconds
and
discussions
seeing
none,
because
that's
what
we're
suffering
I
I
have
two
winning
in
favor.
Not
voting
against
the
motion
carries
and
items
referred.
That's
our
list.
A
It's
just
seeing
nothing
further
to
come
before
us.
The
relatively
efficient
October
13th
meeting
of
the
referrals
committee
stands
adjourned
thanks.
Everybody.
