miss

in
2002
our
city
passed
resolution,

was
a
resolution
supporting
h.r
40,
which
would
establish
a
commission
to
study
the
impact
of
slavery
and
develop
remedy
proposals.
Next
month
we
recognize
20
the
20-year
anniversary
of
the
passing
of
our
local
resolution
and
33
years
since
its
congressional
introduction,
all
while
continuing
to
grapple
with
the
declining
black
population
and
widening
race
gaps.

First,
10
million
dollars
of
cannabis
sales
tax
that
established
a
fund
to
begin
the
process
of
reparations
in
our
black
community.
To
be
clear,
our
call
for
hr
40
has
only
become
more
resolute,
but
we
recognize
the
city
of
evanston.
Illinois
is
also
responsible
for
harming
the
black
community.
We
are
moving
forward
with
tangible
repair
that
is
within
our
purview
and
in
direct
correlation
to
the
harm
enforced
by
the
city
of
evanston.

Today
we
deliver
only
four
percent
of
our
initial
budget
and
it
should
be
noted
that
the
reparation
fund
is
growing
with
private
private
contributions
and
a
commitment
is
growing
city-wide,
with
an
additional
reparation
fund
managed
by
the
reparation
stakeholder
authority
of
evanston.
There
are
additional
commitments
being
made
by
our
faith,
community
and
foundations.

We
all
have
more
work
ahead
of
us,
the
committee,
the
city
council
and
staff,
and
our
entire
community.
There
were
dozens
of
recommendations
for
reparation,
some,
the
responsibility
of
the
city
of
evanston,
but
many
are
the
responsibility
of
other
institutions
in
town
who
are
challenged
to
join
in
our
community
commitment
to
repair
to
those
that
are
concerned.
This
is
not
enough.
I
believe
we
are
all
in
agreement
with
you,
but,
as
you
know,
this
is
not
a
settlement.

If
the
goal
is
to,
in
fact
improve
our
efforts,
the
most
productive
use
of
our
time
is
to
engage
in
a
process
to
inform
the

of
the
budget
that
is
remaining
and
yet
to
be
allocated
with
stakeholder
direction.

work
being
done,
is
being
done
by
selfless
leaders
truly
committed,
stretching
themselves
and
advancing
unprecedented
policy.

first
time

days

agency

participating
in
a
process

will
make
this
a
more
perfect
union

inclusive

all
citizens
of
the
united
states
of
america.

this
a
perfect
process?
No,
no
first
time
effort
ever
is,
but
we
can
truthfully
say
no
other
community,
no
other
state.
No
other
agency
in
the
government
has
gone
this
far
so
before
you
start
criticizing
us.

unique

we
make
mistakes

we
still
have
a
long
road
ahead
to
repair

community
properly.

one
thing
I
thought
about
the
other
day
is,
I
think,
with
separate.

noticed
from
being
at
the
the
reparations
conference
not
a
few
weeks
ago,
is
that
we,
you
know
robin
was
was
was
great
in
organizing
that,
and
people
from
all
different
states
arrived
in
evanston
to
learn
about
what
we
were
doing
here
to
talk
about
their
work
in
their
city,
and
if
I
remember
correctly,
there
were
a
lot
of
cities
that
that
want
to
pursue
some
type
of
preparatory
justice
program
that
didn't
believe
they'd
have
the
their
councils
or
their
board
support
or
their
elected
official
support.

change
is
possible
in
evanston
and
that's
a
wonderful
feeling
to
live
in
the
town
where
change
is
possible.
So

know

community

is

prioritize

lived

rank
them
in
an
order
right,
and
so
our
hope
is
that
all
of
the
first
16

accept
the
award

move
forward

the
process.

event

reason,
someone
cannot
take
the

chooses

participate,

we
know

we

line
of
people
behind

that

critical
that

reiterate

think

it's
necessary
that

committee
continue

reach
out

black
led
organizations
to
be
able
to
help
do
the
work
based
on
a
recent
meeting.

seems
as
if
cipa
has
been
selected
to
do
all
of
the
work
for
the
committee,
which
is
the
community's
community
partners
for
affordable
housing
or
whatever
their
name
is.

just
feel
that
you
know,
as
kimberly
said

last
minute
last
meeting,
she
worked
on
creating
something
with
them
for
over
six
to
seven
months,
and
I
believe
that
the
committee
and
the
community
should
have
been
made
aware
of
that,

they
could
have
had
an
equal
amount
of
time
to
locate
a
black-led
organization
to
do
the
work.

our
community
has
been
taking
advantage
of
by
white
supremacy
and
oftentimes.

resisted,

afraid

real

my
own
skills

not

a
public
administrator

as
a
leader

happened

a
challenge,
but
I
just
appreciate

patience

try

figure
this

something

something

standpoint

we

asking

right
questions
who
weren't,
who
were
not

were

imperfect

it
might

community,
and
if
we
really
want
to
live
in
the
democratic
society,

to
be
a
part
