I
just
wanted
to
open
this
discussion
by
explaining
staff's
review
process
for
all
reports.

start
by
just
looking
at
the
numbers
submitted,
so
agencies
report,
Evanston
residents
served
and
their
total
population
search.
I
confirmed
that
those
numbers
also
match
the
household
income,
information
and
demographics
information.
That's
been
submitted.
I
do
contact
the
agency
to
work
out
any
inconsistencies,
because
sometimes
the
reports.

Oh
problematic,
challenging
I
then
review
narrative
and
program
outcomes
and
then,
of
course,
the
financial
information
and
staff
time
and
activity
tracking
that's
submitted
to
verify
services.

Grant
funds
are
paid
retroactively,
so
once
all
reports
requirements
are
in
and
satisfied
and
I
can
confirm
that
the
financial
information
verifying
Services
either
meets
or
exceeds
the
disbursement
amount.
That's
typically
when
the
city
releases
checks,
although
I
will
say
I
sent
because
it's
a
little
bit
of
a
new
process
to
have
agencies
report
twice
during
the
year,
as
opposed
to
quarterly
I,
did
release
first
quarter
disbursements
to
help
get
programs
up
and
running,
but
then
really
reviewed
financial
information
and
all
of
the
verifying
information.

With
these,
these
initial
reports
that
were
submitted,
the
reports
have
been
a
bit
challenging
and
I
wanted
to
talk
about
that
agencies
have
experienced
staff
turnover,
which
there's
a
big
learning
curve
for
these
reports
for
new
staff
coming
in,
as
we
are
still
working
through
some
programmatic
changes
that
tends
to
impact
the
report.

Submissions
I
believe
I
spoke
about
this
at
the
June
meeting
or
July,
but
the
city
was
still
in
negotiations
for
around
service
agreements
with
two
agencies
and
for
that
leads
to
some
backup,
and
some
of
the
key
takeaways
to
know
from
these
reports
is
that
agency
staff
are
stressed.
They
are
at
capacity
and
and
I
think
that
this
is
still
due
to
recovering
from
covet
they're,
seeing
participants
with
deeper,
more
complex
needs,
and
it's
really
taken
a
toll.

know
I'm
going
to
kind
of
move
on
to
what
I,
what
I
thought
you
might
need
to
know
from
the
each
program
that
submitted
a
report
connections
again.
Their
youth
program
is
working
with
a
very
high
need,
very
challenged.
Population
youth
who
are
homeless,
who
may
be
parenting,
really
do
need
longer
deeper
services
to
reach
self-sufficiency.

Again
there
has
been
staff
turnover
and
if
you
look
at
the
reports
reviews
the
operation
performance
report,
you'll
notice
that,
under
the
client
contact,
Section
and
referrals,
there
is
not
information
for
connections.
That
is
a
challenge
with
the
report.
There
are
about
seven
tabs
in
the
report
and
the
program
outcomes.
Tab
just
wasn't
completed
and
I
haven't
had
enough
time
to
work
with
connections
to
to
capture
that
information.

Focus
I
did
mention
that
it
took
a
bit
of
time
for
City
staff
and
family
focused
staff
to
finalize
their
agreement,
and
that
has
to
do
with
communicating
not
with
the
Evanston
Center,
but
with
Family
Focus
headquarters
and
I
will
say,
I,
don't
know
who
else
has
found
this,
but
no
longer
can
I
just
pick
up
the
phone
and
accept
to
reach
someone.
The
I
do
need
to
schedule
meetings
with
people
because
of
well
for
lots
of
reasons
and-
and
that
does
take
on
some
time
to
getting
answers
or
working
through
any
issues.

housing
authority
of
Cook
County.
We
are
still
we.
We
did
recently
move
into
an
agreement
with
that
agency
I'm
sure
they
will
report,
but
those
services
are
scheduled
to
start
mid-september.

Staff
has
been

conversation
with
impact
around
time
and
activity
tracking
the
services
that
they
could
report
and
document
don't
fully
match
the
complements
of
services
that
they
offered,
for
example,
when
Impact
Staff
work
directly
with
participants
in
a
case
management
or
counseling
capacity.

be

but
the
time
sent
outreaching
to
Evanston
residents
or
following
up

see
some
of
our
practitioners
might
be

not
necessarily

participants
that
want

engaged

for
a
couple
of
months,
with
some
funding
through
the
Human
Services,
and
then
there
was
an
opening
on
our
funding
component
and
she
was
linked.
