directs
this
body

hear
applications
for
major
variations,
special
uses
and
appeals

decisions

Zoning
Administrator,
depending
on
the
type
of
matter.
This
board
will
either
make
a
final
determination
or
send
its
recommendation
to
City
Council.

can
either
use
it
for

can
park.

car

bike.

can

on

having

I
would
also
note
that
the
creation
of
a
parking
pad,
which
is
what
we're
being
asked
to
create
here,
seems
a
little
excessive
on
this
particular
property,
which
already
has
two
garages
on
it.
It
seems
to
me
that
there
is
parking
available.
One
of
the
reasons
that
we
often
will
grant
a
parking
pad
is
to
help
alleviate
traffic.
Our
I'm
sorry
parking
congestion
on
the
street.
The
fact
they're
already
appear
to
be
multiple
parking
places
on
this
particular
property.

The
first
one
is
the
requested
variation
will
not
have
a
substantial
adverse
impact
on
the
youths,
enjoyment
or
property
values
of
adjoining
properties.
This
particular
case.
Creating
a
parking
pad
right
up
against
the
property
line
is
not
something
that
we
typically
like
to
do.
We
have.
We
have
setbacks
for
a
reason,
in
this
particular
case,
I
believe
there
would
be
an
impact
on
the
property,
but,
with
this
particular
case,
I
am
willing
to
concede
that
it
would
not
be
a
substantial
impact.

know
that
other
people
probably
may
disagree
with
me,
but
I
find
that
the
first
standard
will
be
met.
The
requested
variation
is
in
keeping
with
the
intent
of
the
zoning
ordinance,
as
I
mentioned
earlier.
One
of
the
reasons
that
we
look
for
parking
in
our
the
creation
of
parking
on
two
lots
is
to
help
alleviate
any
of
the
parking
congestion
that
occurs
on
some
of
our
streets.
At
many,
many
of
the
homes
that
were
built
were
before
people
had
two
cars
in
the
household.

This
house,
as
I
mentioned,
has
several
Gras
arc,
has
two
garages
already
on
the
property
and
I
believe
that
the
creation
of
a
parking
pad
which,
to
my
understanding
from
what
the
applicant
has
stated,
may
be
used
for
the
parking
of
a
bike
may
be
used
for
play
and
may
be
used
to
just
help.
Alleviate
weeds
is
not
within
the
the
intent
of
the
zoning
ordinance.
So
I
do
not
believe
that
standard
is
met.
Number
three,
the
alleged
hardship
or
practical
difficulty
is
peculiar
to
the
property
I.

Don't
find
any
reason
to
believe
that
there
is
any
true
hardship
created
in
this
particular
situation.
This
seems
to
be
more
of
a
desire,
as
opposed
to
a
true
need
to
be
occurring
on
this
property,
and
so
I
believe
that
standard
number
three
has
not
been
met.
Number
for
the
property
owner
would
suffer
a
particular
hardship
or
practical
difficulty
as
distinguished
from
a
mere
inconvenience.

If
the
strict
letter
of
the
regulations
were
to
be
carried
out,
as
I
mentioned
in
number
three,
I
do
not
see
a
hardship
being
created
that
would
is
being
alleviated
by
the
requested
zoning
relief.
So
I
don't
believe
standard
number
four
is
met
standard
number.
Five.
The
purpose
of
the
variation
is
not
based
exclusively
upon
a
desire
to
extract
additional
income
from
the
property.
There's
been
no
testimony
that
the
applicant
intended
to
rent
the
space
or
do
anything
with
the
space
that
would
put
extra
money
in
his
pocket.

So
I
believe
that
that
standard
has
been
met.
Number
six,
the
alleged
difficulty
or
hardship-
has
not
been
created
by
any
person
having
an
interest
in
the
property
again
I'm
having
a
hard
time
identifying
a
true
hardship
that
is
being
requested
here.
It
appears
that
the
this
applicant
is
seeking
to
have
something
that
he
would
like
to
have
on
his
property,
but
is
not
necessarily
a
hardship,
so
I
believe
standard
number
six
is
not
met
and
number
seven.

noting
that
there's
already
multiple
parking
spaces
available
to
the
applicant
on
the
property,
the
addition
of
an
extra
parking
pad,
which
doesn't
really
seem
to
be
necessary
because
there
I've
not
heard
any
testimony.

going
there
or
we're
doing
anything
to
help
alleviate
parking
in
the
neighborhood.

the

the
side

the
house

Plainview
and

very
historic
district.
Even

side

the
house
looks

front

would
have
to
screen
it
with
landscape
and
so
forth,
but
putting
it
in
the
location
behind
the
brick
wall,
which
is
a
10
inch
thick
brick
wall
would
also
dampen
the
sound
as
they
start
up
at
once.

regular

maintenance
start
up
and
I
you
know
can
imagine
that
would
be
a
little
abrupt
to
some
passer
bys,

very
popular
sidewalk,

park
their

variance

adequately
spaced

condensers

though
there's
plenty

parking

garage

tinier
than

feet

managed

cars

pleasant,

feet
seems
like
there's
enough
space
to
get

couple
cars

being
said,
the
lot

support

feeling
is
that

generator
probably

minimum
necessary
and

favor

the

in
terms

barking

me,
it
seems
pretty
clear

inconvenience
rather
than
a
hardship,
they're,
currently
able
to
put
two
cars
in
their
garage

currently
able
to
put
one
car

garage
or
one
car
in
the
driveway.

it
requires
some,
I
think
it
was
described
as
a
challenge.

are
recommending

Council
again
on
this
particular
case

of

parking
space,
the

standard

request
variation

enjoyment
or
property
values
of
adjoining
properties.

city
for
running
the

maybe
they
forget
about
the
generator

will
have
any

It
appears

it
will

be
hidden
in
the
woods
in
the
back
of
the
property,
so
I
feel
that
that
standard
is
met
on
both
of
those
specific
issues.
Number
two:
the
requested
variation
is
in
keeping
with
the
intent
of
the
zoning
ordinance.

Obviously,
the
issue
with
the
generator
the
intent
is
to
try
to
lessen
the
impact
on
the
neighbors,
just
like
we
do
with
our
air
conditioning
condensers,
trying
to
keep
them
away
from
property
lines.
Also
they'll
keep
trying
to
keep
them
tucked
in
close
to
the
house,
so
they
kind
of
fit
in
with
with
the
existing
structures.
I
believe
that
that
standard
is
met
in
regard
to
the
parking
pad.

It
is
an
issue
that
we
try
to
again
remove
