From YouTube: Zoning Board of Appeals Meeting 4-20-2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
And
please
print
your
name
in
the
chat
so
that
we
can
have
a
record
of
it
there
too.
Each
ch
each
case
will
be
introduced
by
staff
and
a
list
of
documents
will
be
read
into
the
record.
Then
the
applicant
will
give
an
explanation
of
the
proposal
after
that.
Those
who
wish
to
testify
as
either
proponents
or
opponents
of
the
case
will
have
the
chance
to
do
so,
and
then
the
applicant
will
have
a
chance
to
respond.
Any
cases
not
concluded
at
tonight's
hearing
will
be
continued
to
our
next
meeting
melissa.
Please
call
the
role.
A
A
Okay,
thank
you,
I'm
just
going
to
say
oath
for
anybody
who's
going
to
testify
tonight.
I
will
swear
you
in
anyone
who
plans
to
give
testimony
any
of
the
cases
scheduled
for
tonight.
Do
you
swear
and
affirm
that
the
testimony
you
will
provide
in
connection
with
this
case
will
be
the
truth,
the
whole
truth
and
nothing
but
the
truth?
A
C
I
will
I
move
that
we
move.
I
move
that
we
conduct
our
meeting
digitally
this
evening
in
accord
with
governor
pritzker's
proclamation
about
you
know,
coveted
restrictions
and
move
forward
with
the
business
at
hand.
A
E
I'd
like
to
move
I'll
move
to
approve
the
meeting
minutes
from
the
prior
meeting,
although
I
do
want
to
mention
that
I
believe
there's
one
adjustment
that
needs
to
be
made
to
it
page
nine
of
the
meeting
minutes
I
think,
is
left
off
and
that's
been
noted
and
it
just
says,
adjourned
on
page
nine,
and
that
will
be,
I
think,
corrected.
C
A
Opposed
okay,
so
melissa,
are
you
gonna
talk
about
2030
greenwood
under
old
business.
B
Yes,
so
a
clarification
for
everyone.
That
case
was
heard
at
the
joint
meeting
of
the
plan
commission
and
the
zoning
board
a
few
weeks
ago,
and
the
plan
commission
moved
their
portion
forward
to
city
council
and
the
zoning
board.
It
was
stated
that
the
since
the
motion
was
since
the
vote
was
split
and
there
were
not
four
con
concurrent
votes
that
that
vote
would
continue
over
to
tonight.
That
was
misstated.
B
A
B
Yes,
staff
requests
that
we
continue
this
case
without
hearing
it
tonight
and
continue
it
to
the
next
zoning
board.
Hearing
on
may
18th,
so
that
there
can
be
time
for
the
applicant
to
present
at
a
ward
meeting
and
provide
more
information
to
the
neighborhood.
So
if
we
could
have
a
motion
and
a
vote
on.
C
Pending
you
know,
award
meeting
as
melissa
described.
C
B
B
The
zoning
board
of
appeals
makes
a
recommendation
to
the
city
council,
the
determining
body
for
this
use,
and
shortly
before
the
meeting
I
did
send
an
email
to
all
of
the
zoning
board
members
that
contains,
I
believe,
24
additional
letters
of
support
that
were
not
in
the
zoning
board
packet.
When
I'm
posted.
A
D
Thanks
I've
been
in
business
13
years
now.
If
you
can
believe
that
melissa
helped
me
in
the
very
beginning.
D
So
for
13
years,
we've
had
a
dog
daycare
training
and
we
opened
the
kennel
last
year
before
last
bad
timing,
because
kovid
really
messed
that
up,
but
we've
always
been
a
renter
and
the
building
became
available
for
us
to
purchase
the
building.
So
I
am
looking
to
purchase
the
building
now,
which
will
ex
expand
the
space
we
have
and
I'm
going
to
keep
our
operation
exactly
as
it
is
right
now.
D
But
I'm
going
to
use
the
other
half
of
the
building
to
make
an
agility
center
and
to
have
a
place
that
we
could
rent
out
to
people
who
may
want
to
have
a
party
with
their
dogs
and
their
family
when
we
can
actually
get
together
with.
C
Yes,
hi,
could
you
tell
us
a
little
more
about
where
drop-offs
will
be
happening
and
you
know
sort
of
traffic
circulation?
You
know
circulation
in
the
area
and
how
your
proposal
you
know,
may
impact
that.
D
We
are
going
to
continue
right
now,
since
covid
we've
been
open
throughout
because
we
were
considered
an
essential
business
and
we
have
done
pic
pickups
and
drop-offs
outside
we're
going
to
continue
that
we
actually
asked
our
clients
if
they
prefer
that,
and
it's
actually
safer
for
the
dogs
safer
for
my
staff
as
well.
D
So
when
the
previous
meeting
we
had,
they
said
they
wanted
me
to
build
a
sidewalk
and
we'll
actually
try
to
in
move
the
sidewalk
in
a
little
so
that
we
can
have
a
drive
in
where
people
can
kind
of
drive
off
to
drop
them
off,
and
then
we're
going
to
try
to
turn
that
into
a
loading
zone
for
the
day
10
hours
so
that
they
can
have
additional
street
parking
at
night.
Double
clutch
is
opening
up
and
they
might
need
additional
parking.
C
And
with
your
proposed
use
with
the
agility
and
the
the
doggy
parties,
does
that
change
your
hours
or
your
proposed
hours
of
operation.
D
A
With
the
agility
center,
are
you
going
to
be
accepting
other
dogs
and
will
there
be
more
dogs
that
you
serve.
D
Gosh,
I
hope
so,
but
that's
that's
the
plan.
We
actually
are
hoping.
If
we
do
it
right,
we
can
actually
have
it
open
where
people
can
go
and
practice
their
dogs,
if
they're,
if
they're
competing
in
agility
or
something
that
we
could
actually
have
them,
come
compete
in
it
that
people
could
and
we
could
have
agility
classes.
D
D
You
know,
honestly,
I
don't
anticipate
a
whole
lot
more
because
it's
more
of
a
class
kind
of
thing,
so
it
would.
It
may
be
ten
at
a
time
that
are
separate
in
that
half
of
the
building.
The
daycare
would
remain
the
way
it
is
okay,
so
I
don't
anticipate
that
it's
we're
not
gonna
have
another
hundred
dogs
there
at
the
same
time,
what's
your
capacity
just
curious
right
now
we
we
have
about
between
100
and
110
a
day.
D
C
And
I
recall
kyoti
if
I
may
call
you
that
the
last
time
you
came
before
the
zoning
board,
I
think
that
was
the
expansion
to
include
the.
I
guess.
The
kennels
right
correct
some
question
at
the
time
as
to
sort
of
whether
dogs
were
going
to
be
sort
of
walking
through
the
neighborhood
and
where
they
would
be
eliminating
and
all
the
rest
and
how
that
might
impact
upon
neighbors.
And
so
do
you
see
any
sort
of
similar?
C
Do
you
see
any
need
for
the
types
of
concerns
that
were
voiced
at
that
time?
Given
sort
of
the
you
know
your
proposal
before
us
this
evening?
I
don't.
D
Think
so,
because
they're
going
to
be
dogs
that
are
coming
with
their
parents
for
either
a
class
or
a
competition.
So
it's
going
to
be
a
one-off
thing.
I
will
say
that
we
are
really
aware
that,
to
be
honest
with
you,
we
get
blamed
for
a
lot
of
stuff
around
the
around
the
neighborhood.
D
So
my
staff
actually
proposed
last
week
that
we
have
a
community
cleanup
day
and
we're
kind
of
trying
to
get
everybody
around
the
area
right
around
twigs
park
that
we
can
just
clean
up
the
whole
area
because
there's
so
much
trash
and
everything
there.
So
we're
going
to
try
to
make
that
an
annual
event.
But
I
don't
see
that
this
expansion
is
going
to
affect
that.
E
Hi
there
I
see
in
the
dapper
minutes
that
they
they
recommended
that
a
condition
a
bit
contingent
on
this
in
order
to
reconstruct
or
repair
the
the
curb
cuts
and
restore
a
proper
sidewalk.
I'm
glad
they
caught
that,
and
I
just
wanted
to
confirm
with
you
that
that
your
current
operations
and
the
expansion
won't
require
any
kind
of
vehicle
or
traffic
into
the
building
from
the
front.
Okay,
not.
D
D
Most
of
my
staff,
I
have
a
staff
of
17
right
now.
Almost
all
of
them
take
public
transportation,
but
if
they
drive
they
tend
to
drive
the
park
in
this
city.
A
lot
down
the
street.
Okay.
A
G
Yep,
I'm.
H
Gonna
just
say
that
you
know
rex's
place
is,
is
extremely
well
run
and
my
dog
sydney
has
been
going
for
the
last
several
months
and
I'm
not
sure
what
I
would
do
without
it.
So
I
think
that
what
they're
planning
is
terrific.
G
Yeah
hi,
I'm
mike
shakazian,
I'm
one
of
the
partners
in
the
double
clutch
brewery
which
is
opening
across
the
street
and
happy
happy
to
see
kathy's
doing
this.
We
chat.
We
chatted
a
little
bit
about
the
about
the
project
and
traffic's.
The
only
thing
that
is
a
concern
and
the
one
comment
I
made
to
kathy
that
I
thought
might
be
helpful,
is:
is
there
any
way
when
you're
redoing,
that
curb
cut?
B
A
C
I'm
in
support
of
this
project
kathy's
been
a
long-term
business
owner.
I
know
that
she's,
you
know
as
a
dog
owner
myself.
I
know
what
a
need
this
is
in
the
community,
and
I
know
that
you
know
people,
you
know,
love
the
service
and
really
appreciate
the
you
know
the
services
that
she
offers.
I
think
that
the
proposed
use
is,
you
know,
not
a
high
intensity
sort
of
extension
of
her
use
in
the
neighborhood,
and
I
think
it
helps
to
further
support
a
long-term
business
in
evanston.
F
Thank
you
I
I
agree
with
with
lisa
I'm
in
favor
of
this
project
and
I'm
so
glad
to
see
that
this
business
is
doing
well.
Thank
you.
Thank
you.
I
I
So
they
the
street,
is
it's
wide
enough,
but
it
will
be
nice
if
there
is
a
little
bit
of
improvement
over
there
with
the
drop-offs
and
cars
that
pass
by.
Otherwise
it's
a
good
business
and
I
fully
support
it.
F
E
Yes,
thanks.
I
also
support
the
project.
I
think
it's
a
great
idea
and
I
think
it
meets
all
the
standards
and
it's
it's
consistent
with
the
intent
of
this
comprehensive
plan,
and
I
would
support
it
in
including
the
conditions
that
were
set
forth
by
dapper.
I
think
that's
a
good
idea
and
I'm
sure
city
staff
will
work
with
kathy
when
it
comes
time
to
consider
that
inset,
as
that's
also
a
great
idea.
A
A
Yeah,
it
was
I'm
sure
it
was
really
tough
okay.
So
if
nobody
else
is
speaking,
I'm
going
to
read
the
special
use
standards
if
any
of
the
board
disagrees
with
them
I'll
pause
afterwards
after
I
read
them
and
tell
you
what
I
think
about
the
standard,
and
then
you
can
tell
me
what
you
think
for
the
zba
to
recommend
the
city
council
grant
to
special
use.
The
zba
must
find
that
the
the
proposed
use
number
one
is
one
of
the
listed
special
uses
for
the
zoning
district
in
which
the
property
lies.
A
This
standard
has
been
met.
A
daycare
center
and
domestic
animal
animal
and
kennel
are
listed
in
special
uses
in
the
mxc
district
number
two
complies
with
the
purposes
and
the
policies
of
the
comprehensive
general
plan
and
the
zoning
ordinance.
This
standard
has
been
met.
The
use
is
compatible
with
the
surrounding
neighborhood
subject
to
special
use
conditions.
The
comprehensive
plan
recognizes
the
importance
of
enhancing
the
existing
assets
of
neighborhoods
and
encouraging
a
mixture
of
commercial
and
residential
uses
in
mixed-use.
A
Neighborhoods
number
three
does
not
cause
a
negative
cumulative
effect
in
combination
with
the
existing
special
uses
or
as
a
category
of
land
use.
The
standard
has
also
been
met.
There
are
a
variety
of
uses
in
the
area
with
a
mixture
of
intensity
and
impact
on
the
surrounding
properties.
There
are
no
other
animal
related
uses
in
the
immediate
area.
Number
four
does
not
interfere
with
or
diminish
the
value
of
the
property
in
the
neighborhood.
The
standard
has
been
met.
The
use
is
an
expansion
of
existing
operations
and
should
not
diminish
the
value
of
surrounding
properties.
A
Number
five
is
adequately
served
by
public
facilities.
This
standard
has
been
met.
The
property
is
adequately
connected
to
the
public
utilities.
Number
six
does
not
cause
undue
traffic
congestion.
This
standard
has
been
met.
The
area
features
moderate
automobile
traffic
for
surrounding
residential
and
commercial
uses,
which
will
not
significantly
change
with
the
proposed
expansion
to
rex's
place.
Furthermore,
the
applicant
is
currently
working
with
the
city
to
establish
an
official
drop-off
vehicle
zone
for
customers.
A
Okay,
number:
seven
preserve
significant
historical
and
architectural
resources.
This
is
not
applicable.
Number
eight
preserve
significant
national
natural
and
environmental
resources.
This
is
not
applicable
and
number
nine
complies
with
all
other
applicable
regulations.
This
standard
has
been
met.
The
proposal
complies
with
all
other
applicable
regulations,
including
applicable
regulations
regarding
animals
within
title
eight
chapter
4
and
title
9,
chapter
4
of
the
city
code,
and
with
that
I
am
going
to
ask
that
you,
someone,
make
a
motion
and
include
the
conditions.
C
I'm
happy
to
make
remind
me
this
is
a
a
positive
recommendation
to
city
council
melissa.
This
goes
to
city
council,
okay,
so
I
apologize
in
the
matter
of.
C
Can
I
give
the
address,
as
opposed
to
the
zba
item,
number
melissa
in
the
matter
of
2116-2120
ashland
avenue,
with
the
accompanying
addresses
of
1625
payne
street
2147-2149
dewey
avenue,
I
move
that
we
make
a
positive
recommendation
to
city
council
for
a
special
use
permit
the
expansion
of
the
special
use
permit
for
the
daycare
center
domestic
animal
use
at
and
kennel
at
rex's
place
with
the
following
conditions,
in
line
with
the
dapper
recommendations,
one
that
within
12
months
removed
the
curb
cut.
C
An
adjacent
saw
sidewalk
to
restore
the
street,
curb
in
constructing
a
standard
sidewalk
the
length
of
the
property,
two
on-street
loading
zone
permitted
with
specified
hours
needed
by
applicant
with
the
zone
to
be
available
for
street
parking
during
non-loading
zone
hours,
and
three
and
melissa.
Tell
me
if
I
get
this
correct,
that
applicant
works
with
city
staff
to
consider
other
remedies
related
to
the
public
way
and
sidewalks
so
as
to
make
it
mitigate
any
traffic
and
congestion
in
the
area.
C
A
B
The
only
thing
to
mention
is
extra,
thank
you
to
everyone
who
spoke
or
submitted
comments,
or
did
any
of
that
for
the
administrative
review
uses
text
amendment
that
city
council
briefly
discussed
and
then
plan
commission
discussed
in
depth,
and
that
is
now
getting
to
its
final
steps
back
with
city
council.
So
thank
you
to
everyone
who
spoke
up
about
that
and
if
it
is
approved,
then
it
looks
like
the
zoning
board's.
Workload
will
be
roughly
cut
in
half
and
you
guys
won't
have
to
spend
time
on
the
really
really
obvious
easy
cases.
B
So
I
think
it'll
be
well
worth
it
in
the
end.
I
greatly
appreciate
it
from
everyone.
