Description
City of Hollister Airport Advisory Commission Meeting
February 26, 2020
A
B
A
D
C
D
E
E
B
C
Yeah,
so
it's
starting
in
days
and
so
I
went
ahead
and
uploaded
some
plans,
so
we
can
get
an
idea
of
the
scope
of
the
project.
This
is
gonna,
be
a
pretty
big
one,
not
as
big
as
when
we
closed
the
whole
place
and
dug
up
the
runway
for
two
weeks,
which
turned
into
four
weeks
because
it
ranked,
but
there
will
be
a
lot
of
night
work
because
of
operating
within
the
safety
areas.
C
So
this
is
runway
two-four.
This
is
runway
31.
So,
as
you
can
see
right
here,
we're
gonna
come
off
with
Charlie
with
a
taxiway.
That's
gonna
run
down
to
the
threshold
of
3-1
and
tie
in
we're
also
going
to
construct
a
new
taxiway
Bravo
from
taxiway
alpha
and
tie
in
at
the
threshold.
We
will
be
removing
the
old
taxiway
Bravo
completely
asphalt,
everything
that's
going
away,
we're
changing
the
paint
on
the
lead-in
taxiway
at
alpha
to
exit
out,
so
that
will
no
longer
be
available
to
use
as
a
taxiway
and
then
on.
C
C
This
is
a
close-up
of
how
the
taxiway
ties
into
Charlie
down
near
31,
and
then
I
went
ahead
and
labeled
the
area
where
Cal
Fire's
base
will
be
relocating.
So
you
can
understand
that
you'll
be
running
right
across
the
front
of
their
base
to
get
down
to
three
one
from
the
west
side
hangars,
and
then
this
is
a
close-up
of
where
that
taxiway,
it's
taxiway.
B
B
C
C
Know
he
can't
even
bypass
it
anymore.
It's
just
it's
the
taxiway
does
that
we're
kind
of
hope
and
then
go
back
to
the
white
spot
design
time,
and
then
this
is
the
other
side
of
the
runway,
the
new
taxiway
Bravo,
where
it
ties
in
and
then
you
can
see
the
old
Bravo's
over
here.
You
can
also
see
this.
It's
closed
up
enough
here
that
you
can
see
how
the
geometry
is
changing
in
the
latest
revisions.
There's
a
lot
more
angles
involved,
it's
no
longer
sweeping
curves
and
you
can
see
the
hold
up.
C
C
D
G
B
D
H
C
C
H
B
C
Yeah
so
let's
start
with
our
fund
balance,
you
do
not
have
that
sheet
in
front
of
you.
I
went
ahead
and
put
it
on
the
screen,
so
you
can
see
it.
Basically,
the
airport
equity
sits
at
around
14
15
million
right
now.
So
that's
what
the
airport's
were
buildings,
land
everything,
but
the
important
number
is
our
claim
on
the
cash
in
the
bank
account
and
we're
currently
negative,
two
hundred
fifteen
thousand
dollars
on
our
cash
balance.
C
C
So
now
we're
going
to
start
looking
at
the
sheets
in
front
of
you
and
we're
going
to
talk
about
fun,
two
one
two
now
this
is
the
most
confusing
fund
the
airport
has.
This
is
the
fund
that
the
FAA
projects
get
paid
out
of
so
it's
usually
running
about
a
year
behind,
because
the
contractors
there's
a
lag
and
billing
the
FAA
there's
a
lag
and
paying
so
the
numbers
never
match
exactly,
but
let's
go
through
the
numbers
and
and
you'll
see
how
it
catches
up
later.
C
One
warning
as
I
go
through
these
numbers
on
the
screen
for
2019
2020.
To
get
this
so
that
you
could
see
it
I
had
to
cut
columns
out
so
on
19
to
2000.
These
are
all
just
actual
columns,
not
the
budget
columns
in
1920
we're
talking
to
February.
So
that's
not
the
whole
year.
So
some
when
we
get
to
revenues
and
stuff
you'll
see
those
numbers
are
quite
lower
and
that's
only
because
it's
not
July
hit.
So
in
this
case,
as
you
can
see,
the
state
has
not
paid
us
any
money
for
the
taxiway
grant.
C
C
18
19.
We
received
a
grant
for
about
three
hundred,
fifty-three
thousand,
which
was
for
the
design
of
the
project
we're
doing
this
year
and
then
nineteen
twenty
is
the
project
this
year,
which
is
a
three
point:
five
million
dollar
project.
But
once
again
we
have
not
done
the
project
yet
so
the
money
is
not
here
yet.
So
that's
why
it's
not
showing
up
and
then
we're
projecting
next
fiscal
year
that
our
project
will
be
a
federal
grant
of
$400,000
to
recoup
the
money
that
we
lost
in
legal
fees,
defending
the
FAA
specs
for
them.
C
So
that's
where
that
money's
coming
from
and
that's
what
that
project
is,
that
will
have
the
effect
of
delaying
our
projects
by
one
year
that
were
on
the
approved
airport
capital
improvement
plan,
but
I
the
FAA
isn't
interested
in
funding
it
outside
the
capital
improvement
program.
So
we
need
to
go
this
route
to
get
this
money
back
and
then,
as
you
can
see
down
below
1718,
we
spent
about
1.1
million
on
the
runway,
repairs
which
pretty
much
equals
what
the
revenue
was
on.
C
1819
we've
spent
about
four
hundred
twenty
one
thousand
between
improvements
and
professional
services,
which
is
a
little
more
than
what
we
brought
in
I'm,
going
to
figure
out.
There
maybe
actually
be
a
legal
bill,
that's
not
through
on
that
and
then
19
20.
So
far,
we
spent
sixteen
thousand
dollars
on
the
current
project,
which
are
those
concrete
pipes
over
behind
the
Weatherly
building.
C
That
was
so
that
we
could
keep
the
grant
active.
We
purchased
some
stuff
so
that
we
got
to
pay
out,
because
if
the
federal
government
system
doesn't
see
constant
activity
in
the
grant,
they
closed
it
up
and
we
lose
it.
So
that's
what
that
16,000
is
and
then
obviously
we
don't
have
any
expenditures
in
planned
for
the
next
year's
project,
because
we
already
spent
all
that-
and
this
is
a
reimbursement.
So
that's
why
that's
at
zero
any
questions
on
any
of
that.
C
C
If
you
look
at
the
top
line
in
the
gray
bar,
it's
a
state
grant
and
you
can
see
zeros.
But
if
you
go
over
to
1920,
you
can
see
that
we're
budgeted
to
receive
a
$260,000
state
grant
which
hasn't
come
in.
Yet
that's
why
it's
not
showing
up
on
the
screen
and
below
that
are
the
federal
grant
numbers
that
you
see
on
the
screen
and
what
you
see
on
the
screen,
our
activity
numbers,
not
the
budget
numbers.
H
A
A
C
C
I
did
not
pull
every
dollar
that
we
make
off
of
the
sheets
in
front
of
you
and
put
on
the
screen
just
so
that
you
could
read
it
so
I
pulled
the
big
ones
off
and
put
on
screen
so
that
the
body's
greeted
so
our
big
revenue
generators
are
the
aircraft
possessory
tax,
landing
fees,
storage
fees,
ground
leases,
hangars,
building,
rents,
tie-downs
and
fuel.
You
can
see
the
revenues
over
the
years
and
we're
projecting
projecting
a
revenue
of
1
million
94
next
year.
D
G
C
The
notable
difference
would
be
the
ground
lease
is
decreasing,
and
that's
because
the
bikal
hangar
is
coming
into
our
possession
and
as
you
can
see,
the
hangars
are
increasing
mm-hmm
and
that
reflects
the
difference.
So
when
it
went
to
return
to
our
possession,
it
comes
off
of
ground
lease
and
it
goes
into
hangars.
D
B
D
C
G
G
B
B
C
C
G
E
C
B
C
So
capital
project
$100,000
their
$50,000
piece
I,
would
like
to
put
a
new
sign
at
the
entrance
of
the
airport.
It's
designed
to
look
like
a
wing
on
and
similar
to
what
watsonville
had
we'll
put
tacks
away:
light
surplus
taxiway
lights
around
at
the
bottom
on
the
concrete
base,
and
then
it's
going
to
modify
a
little
bit
so
that
there's
additional
places
for
other
businesses
to
advertise,
so
Gavilan
can
get
a
spot
and
DK
if
they
wanted
the
glider
people
if
they
want
it
etc.
C
B
B
C
D
B
C
D
B
But
it
happens,
but
that
would
be
nice
in
the
case
that
you
know
one
of
the
local
clubs
is
having
a
meeting
or
you
know
anything
like
and
you
we
can
decide
what
the
rules
would
be
around
something
like
that.
But
I
think
that
would
be
a
really
nice
thing
to
clean
up
all
the
rest
of
the
sign
or
whatever
the
event
is
yeah
hungry,
yeah.
G
E
C
So
anyway,
that's
the
capital
project,
I'm,
trying
D
to
work
on
and
then
the
other.
It's
it's
we're
talking
six
thousand
dollars
the
airport's
being
asked
to
contribute
six
thousand
dollars
to
the
purchase
of
this
piece
of
equipment,
and
what
this
is
is
a
robotic
slope.
Mower
I,
don't
know
if
you've
noticed,
but
a
long
alpha,
there's
quite
the
slope
and
it
doesn't
get
mowed.
This
particular
device
eliminates
the
risk
of
injury
to
humans
so
that
we
would
be
able
to
keep
that
mode.
B
C
C
D
C
I
have
some
pictures
of
the
park,
so
this
pictures
taken
basically
from
I,
don't
know
how
many
of
you
are
familiar
with
it,
but
there
used
to
be
fenced
across
the
front
that
separated
the
park
from
the
dog
park.
So
this
is
the
corner
of
that
fence
in
the
airport
fence.
Looking
towards
the
intersection,
as
you
can
see,
we
got
the
playground
relocated
to
this
side
of
the
world,
and
my
staff
is
actively
forming
up
the
walls
to
separate
the
grass
from
the
playground
surfacing.
So
that's
what
the
concrete
is
being
done
there.
C
C
This
is
just
a
couple
steps
over
looking
through
there,
and
this
is
taken
from
the
back
of
the
small
dog
area.
Looking
back
towards
the
parking
lot,
this
was
actually
the
first
section
of
grass
that
we
got
planted
even
after
eighty
thousand
dollars
worth
of
gopher
wire
and
all
the
stuff
we're
doing.
We
still
had
to
kill
four
Gophers
in
there.
My
staff
is
all
been
briefed
that
I
put
a
bounty
on
their
heads
and
they're
getting
quite
proficient
and
eliminating
because
I
don't
want
to.
Let
them
tear
up
the
work
they
did.
C
I'm
anticipating
this.
This
pride
of
ownership
is
gonna
morph
to
the
other
parks
too,
so
that
I
would
say
in
the
next
couple
of
years.
We
ought
to
be
able
to
have
decent
grass
olive
works,
and
then
this
is
a
shot
from
the
entrance
to
tell
pathway
looking
at
the
a
kind
of
a
safety
zone
of
the
runway.
Three
one
and
you
can
see
the
playground
between
the
trees
is.
C
They'll
come
through
the
airport
corner
to
access
it
so
they're
not
driving
anywhere
on
any
of
the
grass
destroying
it
and
then
there's
also
a
12-foot
walkway
around
the
small
table
area
now
so
schedule.
Moving
forward.
I
am
to
the
point
where
on
Monday
I'm
meeting
with
a
couple
different
sod
vendors,
because
the
intention
is
to
sod
the
rest
of
the
park
we
should
be.
We
are
pouring
concrete
on
Monday.
That
should
be
the
second
to
the
last
four.
We
have
one
more
pour
after
that.
C
Hopefully
they
can
get
everything
in
place
this
week
and
it
is
the
last
four
once
the
concrete's
done.
My
concrete
crews
moving
up
to
vallivue
Park
to
work
on
another
project,
while
the
plumbing
in
Turk
crew
ready
for
the
sod
and
then
the
shade
structures
and
benches
have
to
go
back
in
so
all
in
all
I'm.
Anticipating
this
opening
around
July
1.
B
H
B
C
Let's
talk
about
the
doctrine
yeah,
what's
its
purpose,
this
this
document
is
required
by
the
FAA
in
order
to
qualify
for
grant
funding.
The
purpose
of
this
document
is
to
go
ahead
and
forecast
the
airport's
growth.
That's
why
you
see
a
whole
lot
in
here
about
the
specifications
at
the
airport
and
it
looks
at
the
airport
around
us
to
determine
what
is
the
industry
doing?
C
E
B
E
B
C
C
The
question
I
want
to
ask
is:
if
you're
gonna
have
highly
technical
questions,
if
you
want
I'll,
go
ahead
and
spend
the
money
and
bring
the
consultant
back
so
that
they
can
answer
them
specifically
and
provide
you
that
information,
it
will
be
expensive
because
their
contracts
closed
already
and
they
did
their
presentation
to
Council,
but
otherwise
I'll
give
it
my
best
shot
to
answer
the
questions.
What.
C
B
E
B
A
C
B
D
D
B
Opposed
okay,
so
the
motion
to
put
this
table
this
till
the
next
meeting-
we're
gonna
of
course
add
it
back
onto
the
agenda
and
is
that
sufficient
I
think
I
think
for
today?
I,
don't
think,
there's
any
open
items
on
it.
So
No,
alright
item
7f
is
the
open
house.
I
was
asked
to
just
give
a
summary
on
that,
so
the
Hollister
airport
open
house
began
in
July
of
2019
and
has
been
a
fairly
good
success.
B
It's
there's
also
been
a
lot
of
interest
in
what
services
and
we
were
able
to
provide
them
references
to
the
jet
center,
as
well
as
the
they're
interested
in
the
restaurant,
which
has
been
very
popular
and
the
overwhelming
one
of
the
biggest
draws
that
that
we
hear
for
the
airport.
So
that's
that's
really
good
news.
I
do
want
to
point
out.
I
want
to
thank
a
number
of
folks,
though,
that
have
been
helping
with
this.
B
The
Leonardo's
and
the
jet
Center
have
just
been
super
open
and
helpful,
and
most
of
the
people
that
transit
through
tend
to
go
through
and
speak
to
somebody
in
the
jet
center.
So
that
has
been
really
nice
and
welcome.
Also
the
clubs
and
the
participation
booth
Erickson
from
the
Airman's,
Association
and
EAA,
and
just
on
our
committee
I,
want
to
recognize
commissioner
Mayer
starett.
B
So
no
sons,
re
and
wells
have
all
volunteered
and
been
actively
participating
in
the
events,
and
it
has
been
I've
heard
nothing
but
positive
feedback.
The
next
event
is
scheduled
for
March,
the
14th
and
15th,
and
we're
gonna
continue.
Unless
we
hear
anybody's
objection,
I
think
it's
been,
it's
been.
It's
been
a
pretty
good
and
popular
success.
I
don't
know
if
anybody
has
any
comments
on
it.
D
C
D
C
Help
to
understand
what
we're
talking
about
so
this
kind
of
ties
into
the
book
we
were
talking
about
a
few
minutes
ago.
So
basically,
this
whole
book
just
summed
up
on
this
piece
of
paper,
and
that
is
what
are
we
going
to
do
at
the
airport?
So
the
reason
why
this,
the
back
before
you
today
is
I,
had
to
change
it.
C
We
were
trying
to
get
the
FA
to
fund
the
legal
defense
costs
as
a
separate
item,
in
addition
to
our
project
that
we
had
scheduled
for
not
next
year
but
the
year
after
that
and
they
have
declined.
So
we
had
to
roll
that
into
the
ACIP
so
effectively
we
bumped
everything
down
one
year
so
on
2020,
you
see
where
it
says:
rehabilitate
runway
through
phase
1
repair.
That
is
the
$500,000
project
that
we
talked
about
in
the
budget
that
we're
projecting
for
next
year
and
that's
to
get
our
money
back
for
the
legal
fees.

runway
6,
there
we
go
runway.
6
was
supposed
to
be
included
in
this
year's
project,
but
due
to
biological
concerns,
it
was
split
from
the
project
because
it
was
gonna
delay
everything
so
we're
currently
working
through
those
biological
concerns
to
go
ahead
and
and
make
this
project
work,
and
that
is
what
the
plan
is
for.

Additionally,
we're
gonna
fund
the
design
and
the
environmental.
That's
what
NEPA
is
National
Environmental
Protection
Act
we're
gonna
fund
the
design
in
environmental
for
taxiway
lights
on
taxiways
alpha,
which
is
the
long
one
right
here
and
charlie,
which
is
the
mouse,
doesn't
want
to
work
anymore.
I'm.
Sorry,
this
one
right
here
in
2022,
the
project
I'm,
sorry
and
for
2021
it's
to
do
the
environmental
right
on
six
yeah
2022!

Their
trucks,
the
trucks
they're
too
heavy
to
go
on
two
inches
of
asphalt
on
top
of
dirt
yeah,
so
my
staff
is
gonna,
go
out
there
hopefully
next
week
and
do
emergency
patch
paving
and
then
the
plan
is
to
include
a
permanent
fix
of
this
area
under
the
current
contract
with
granite
rock
when
they
come
in
to
put
the
taxiway
in,
we
can
save
about
$100,000
that
way
and
get
this
permanently
fixed.
So
this
doesn't
happen
yet
so
within
a
week
or
two,
my
street
staff
will
be
out
there
patch
paving
the
worst
of
this.

We're
gonna
carry
the
item
over
so
if
there
is
a
submission
we'll
bring
that
next
month
and
we'll
have
it
in
front
of
us,
so
we
can
yeah
yeah
well,
we'll
get
an
update,
all
right
old
business.
We
have
nothing
on
the
agenda
new
business,
nothing
on
the
agenda
items
for
the
next
agenda.
Oh
you
do.
Okay,.
