and

with
the

study

it's

long
time

making

a
feeling.

council
members

our

have
to

felt
like

worked

previous
development

inconsistent
on
some
of
the
policies
and
it

be
that
if
we
approve
this
policy,

person
goes

changes
their
window
and
goes
and
asks
for
permit,
then
they'll
have
to
pay
a
certain
percentage
of
those
fees
towards
the
art
impact
fee,
and
that's
that
wasn't
the
purpose
they
just
wanted
on
new
commercial
type
buildings
and
not
let
it
affect
the
residents.

also
feel
from
the
Department.

also
feel
that
it's
an
impact
fee,
it
doesn't
sit
well
with
some
of
the

may
not
sit
well
with
residents
or
the
developers.
So
we
need
to
find
another
kind

way

asking

percent
of

the
fees
which
was
in
a
significant
amount.

didn't
feel
like
it
was
so
and
that's
where
the
study
was
recommended
