directly
for

indirectly

several
city
councils.
All
councils
face
their
challenges
and
have
opportunities
I'm
here
tonight
to
request
that
council
create
and
adopt
a
municipal
code
ordinance
to
address
our
elected
and
appointed
officials,
ethics
and
conduct
in
researching
existing
ordinances
from
other
jurisdictions.

asked
the

The
city

Belmont

general
law
city
as
like
the
city

Hollister.
Adopting
such
an
ordinance
could
be
as
simple
as
simply
removing
the
name
Belmont
and
inserting
the
name
Hollister
in
the
ordinance.
However,
I
would
assume
that
you
would
like
to
put
your
thumbprint
on
it
and
look
a
little
bit
at
it.

fairly
comprehensive
as
you'll
see
as
you
have
time,
to
review
it
at
another
time
to
view
have
expressed
an
interest

not
running
for
election
or
re-election,
and
I
would
suggest
that
this
may
be
an
opportunity
for
you

create
part

your
legacy

moving
an
ordinance
like
this

only
impact

conduct

this

for
councils
for

community

desire

council

move
beyond

differences,
adopting

ordinance

regulate

council

4-h
is
a
interactive
fun.
Educational,
youth
program
for
kids,
ages,
9
to
19
and
the
4-h
clover
bud
program
includes
kids
ages,
5
to
9.
We
learn
life
skills
through
4-h
projects
and
activities
to
help
us
become
responsible
leaders
and
giving
back
to
the
community.
I
There
are
many
different
projects
to
be
involved
in
in
4h
such
as
livestock
like
beef,
goats
and
swine
and
others
like
leadership,
community
service,
public
speaking,
arts
and
crafts,
vet,
science,
cooking
CPR
and
First
Aid
outdoor
adventure
and
more.
However,
the
4-h
program
is
in
trouble.
The
governor
budget
for
UC,
a
and
R
has
a
5
million
dollar
shortfall
and
funding
across
the
state
affecting
our
local
4-h
program.
As
a
result,
we
are
short
in
funding
for
our
4-h
program.
Ruby's

If
we
don't
have
a
fourth
programmer,
presentative
4-h
will
be
forced
to
dissolve
even
though
San
Benito
County
has
an
endowment
fund
that
is
reserved
for
4-h
youth.

We
are
working
on
raising
funds
to
keep
our
program
representative
and
hopefully
allow
her
to
work.
Full
time
due
to
samuel
county's
growth,
we
are
spreading
the
word
about
4-h
to
gain
partnerships
and
donations
to
keep
our
4-h
program
alive
for
many
generations
to
come.

Also,
our
4-h
program
is
hosting
our
pancake
breakfast
fundraiser
on
March
8th
to
benefit
our
community
with
a
long
tradition
of
over
three
decades,
along
with
4h
enrollment
fees.
This
is
our
only
other
fundraiser
that
helps
to
fund
or
4-h
clubs
and
our
4-h
program
representatives
position
for
as
little
as
$10.
Our
breakfast
includes
pancakes
sausage,
eggs,
potatoes,
fruit,
coffee
and
orange
juice,
and,
to
top
your
pancakes,
Hollister,
yummy
apricot
syrup.

is

opportunity

our
4-h
youth
to
shine
and
show
the
community
how
all
of
our
4-h
kids
participate

serving

the
tables

prohibits

storages

feet

an
amendment

policy

exemption
due
to
the

the
lands
front
on
Fallon
Road,

streets
and

the

hundred
thousand

The
city
of
Hollister
is
the
lead
agency
for
the
General
Plan
Update
place.

serve

consultant

agency
and
they
will
ensure
that
the
preparation
of
general
plan
and
the

IR

prepared
in
accordance
with
state
law,
while
incorporating
the
vision
of
the
community

As

know,
the
current
city
of
Hollister's
general
plan
was
adopted
in
2005
and
is
to
be
in
effect
until
the
end

2023
on
November
5th
2019.
The
city
received
three
proposals
for
the
General
Plan
Update.
All
three
firms
were
invited
for
interviews.

interviews
took
place
on
December,
10th,
2019
and
place
works.

selected

the
preferred
consultant

Work
serves
both
public
and
private
sector
clients
throughout
the
state

California
and
has
the
distinction
of
having
prepared

100
general
plans
for
communities
throughout
California,
including

Morgan
Hill
General

which
was
unanimously
approved
by
the
City
Council
in
July

2016,
and
is
currently
working
in

Los
Banos

we
understand
to
be
your
goals
and
the
community
goals

I

community

participation

underscore

the
outset

commitment
to
involving
the
community
throughout
this
process
and,
of
course,
we'll
be
talking
with
you
and
the
community
members
about
your
goals.

preliminary
understanding
is
first,
that
the
city
of
Hollister
really
does
value
its
agricultural
character,
its
small-town
character,
the
center
of
the
San
Benito
County
agricultural
region,
and
that
that
character,
even
in
the
face
of
other
changes,
needs
to
be
preserved.
That
means
that
we
need
to
manage
growth
to
be
consistent
with
our
overall
goals.
I
know
that
growth
has
been
a
very
big
issue
here,
and
we
need
to
continue
that
through
the
General
Plan
Update.
We
need
to
ensure
that
any
development
that
does
happen
is
of
the
highest
quality.

tell

little
bit
about
our
firm.
We
have
four
major
areas
of
specialization
and
the
first
of
them
you
see
here
is
planning.
We,
as
Abraham
mentioned,
have
prepared
over
a
hundred
general
plans
in
the
state
of
California
they're,
actually
only
about
550
jurisdictions
that
need
a
general
plan,
so
that
means
we've
prepared
about
20%
of
them
in
the
entire
state.
We
do
also
have
a
lot
of
expertise
in
zoning
and
writing.

form-based
codes
we
are

was
interested
that
you
passed
your
SB
to
resolution
tonight.

are
experts
in
housing
and
are
actually
the
state's
consultants
for
technical
assistance
under
the
sb2
program.

have
a
lot

transportation
planning,

be

big
issue
here
and
we're
very
concerned

sustainable
communities.

are
urban
designers
and

personally

make
sure
that
all
the
planning
decisions

you
all
make
really
will
create

highest
possible
design
quality.

we
are
Park

we're

concerned
to
make
sure

you

only

functional
but
a
beautiful
and
vibrant

environmental
planners,
we

own
in-house
review

the
California
Environmental
Quality

and
we'll
preparing

IR

your
general

number

community
meetings
and

your

six
items

approach
is
to
focus

targeted
issues.

staff
actually
wrote
an
excellent
request
for
proposals
for
this
project
that
gave
us
a
lot
of
information
about
what
issues
are
facing
Hollister
today
and
we
really
wrote
our
proposal
to
respond
to
those
key
issues.

This
is
a
comprehensive
General,
Plan
Update,
but
it's
going
to
focus
in
on
the
five
items
that
you
see
listed
here
on
this
slide.
The
first
of
those
is
to
respond
to
the
state's
mandates
that
have
come
to
you
over
these
last
15
years,
but
perhaps,
more
importantly,
is
number
one
to
articulate
a
general
plan
vision.
You
have
a
pretty
good
general
plan
from
2005.
Q
It
has
a
lot
of
interesting
concepts
in
it,
but
there's
nowhere
in
that
general
plan
that
sort
of
gives
an
overarching
picture
of
what
you're
trying
to
achieve
I
think
you
probably
have
at
least
some
consensus
about
what
that
is.
I
know
there
are
points
of
non
consensus,
but
we
really
need
to
take
that
and
formulate
it
into
a
simple
statement,
one
or
two
or
maybe
three
pages
at
the
very
most-
that
takes
that
whole
fad
general
plan
and
translates
it
into
a
single
vision.
So
that's
the
next
point
that
I
have
here.

The
next
is
to
consider
growth
management.
I
know,
you've
had
some
strong
debates
about
the
appropriate
way
to
go
about
growth
management,
I
think,
there's
a
consensus
that
you
need
to
manage
growth
here
in
town,
but
we'll
need
to
work
with
you
as
to
exactly
how
that
should
happen,
and
we'll
need
to
do
that
in
the
face
of
new
state
law.
That
I
think
you
know
that,
as
of
January
1st,
there's
actually
new
state
law
that
actually
limits
your
ability
to
do
certain
kinds
of
growth
management.
So

you

that
as
well.

aware,
of
course,
also

planning

our
work
will

can

strongly

Hollister
need

commute

city

streets
that
accommodate
not
only
cars

also
pedestrians,
bicycles,
transit

so

routes
to
school

our
children's
to
school
in
ways
that
does
not
create
additional
traffic
and
instead
really
emphasizes
safety,

of
service
assessment
to
vehicle

traveled

we'll

working

guidelines

we

town

has

policy

without
first
considering
a
roundabout
and

we
helped
to

we've
heard

sort
of
great
interest
here
as
well.
So
those
are
some
some
traffic
issues
that
we'll
be
looking
at.

plan

extra

in
the

have
those

make
sure
that
we

communities

we

actually
at
place

statewide

how

we

in
all

of
the

glad

not
be
on

losing
side
of

lawsuit

get
out

them
already
and

coming

knows

members
approve

for

months,

opportunity
to
give
sworn
peace
officers
raises
and

police
officers

city
and

turn

the
people
that
we
depend
upon
yet
you're
willing
to
give
a
company
$700,000.
But
you
tell
your
public

employees,
especially
the
peace
officers,
that
we
can't
afford
them,

not
showing
your
confidence

your
employees.

I
know
that
the
mayor
you
tried

acres
for
parks

developments
and

was
shot
down

as
an

city

developers
of

alternate
parking
overlays.

virus

out
about
it.

in
turn
called
our
city
manager

get
more
information
about
what
was
going
on
the
it's
important
when
these
things
happen
to
get
factual
information
to
the
public.
Unfortunately,
right
away,
the
rumor
mill
was
going
and
false
information
was
gained
out
about.

on
so
I
want
to
make
sure
the
public
is
clear
about
what
happened.

gentleman
in
our
community
visited
China
came
back
as
he
came
back
through
San
Francisco
Airport.
They
did
check
him
to
make
sure,
as

all
passengers,
that
he
was
all
right,
not
showing
any
symptoms
of
the
virus
he
passed
through,
but
as
he
passed,
they
gave
him
a
card.

said,
basically,
if
you
start
experiencing
any

these
symptoms,
please

local

following
morning,

woke
up,

did
fill
some
of
these
symptoms

called

local
health

to

shopping

groceries
or

never
left
the
house,

brought
to

and

transported

Mr.
mayor

shelter

bull
adoptions.
