some
campaign

support

measure

member

frank
berrigan,
decided

work
in
a
campaign
against
measure

underhanded
attempt
to
discredit
us.
He
has
been
posting
and
mischaracterizing
screenshots
of
old
private
messages,
not
just
conversations
about
how
to
support
projects
and
dispel
misinformation,
but
also
private
discussions
around
politics
in
an
effort
to
harass,
embarrass
and
humiliate
his
former
colleagues.

This
is
a
ridiculous
and
false
claim,
particularly
given
our
group
was
organized
months
ago
before
measure
n
even
existed
council
member
resendez,
you've
taken
things
even
further.
You've
repeatedly
attacked
and
bullied
me
online,
implying
I'm
being
paid
stalking
my
husband
to
find
out
where
he
works
and
for
how
long
and
then
attempting
to
mischaracterize
his
job.
I
You
also
accused
our
group
of
hiding
or
funneling
campaign
donations
and
the
proof
you
offered
were
frank,
berrigan's
old
screenshots
from
last
spring,
which
have
nothing
to
do
with
the
measurement
campaign.
You've
even
posted
a
screenshot
that
had
been
doctored
in
photoshop,
leaving
out
some
content.
In
order
to
twist
the
message
your
behavior
is
that
of
schoolyard
bullies,
and
it
seems
particularly
hypocritical.
Mr
mayor,
given
you
participated
in
an
anti-bullying
campaign
over
the
weekend,
I've
asked
you
both
to
stop
the
slander
and
the
personal
attacks,
but
you
have
continued.
I
I'm
hereby
requesting
the
city
attorney
to
advise
these
council
members
of
what
slander
and
defamation
of
character
is
and
also
how
they
expose
the
city
to
liability
when,
in
their
ministerial
capacity
on
social
media,
the
mayor
and
council
member
misused
their
titles
and
the
weight
of
their
elected
office
to
attack
citizens,
I
will
not
be
silenced
by
their
efforts
and
I'm

longer

officials
cease
and
desist
from
their
slanderous

defamatory

services
director

city

hollister
before
you
this

is
a
second
reading
of
the
shopping,
cart,
containment
ordinance,

approved

ordinance
will
be

effect
30
days
from
this
evening.

has

Since
beginning
enforcement,
our
department
has
received
widespread
feedback
from
residents
who
are
in
violation.
The
overwhelming
consensus
among
the
public
has
been
that
the
current
setback
and
height
limitations
are
too
restrictive
and
stifle
their
abilities
to
build
and
place
accessory
units
and
structures
on
their
property.

Code
enforcement,
in
collaboration
with
the
planning
building
and
fire
department,
seek
to
introduce
an
amendment
to
section
of
the
accessory
building
code.
Currently,
all
accessory
buildings
and
structures
must
be
set
back,
a
minimum
of
10
feet
from
the
main
building
and
5
feet
from
any
other
accessory
buildings
or
structures
on
the
property.

We
hope
that
by
modifying
the
setback
and
height
requirements,
this
will
allow
city
of
hollister
residents
greater
accommodations
to
build
and
place
accessory
structures
on
their
property,
especially
if
they
reside
on
a
smaller
lot.
Residents
will
have
greater
freedom
in
regards
to
where
they
choose
to
place
accessory
structures
on
the
property.

believe
that
this
is
a
more
amicable
solution
for
both
the
city
of
hollister
and
its
residents.
This
was
also
brought
to
the
city's
planning
commission
in
september
as
well,
and
we
brought
it
to
the
to
that
board
and
they
had
no
comments
on
the
ordinance
as
it's
being
presented
to
the
city
council.
So
that
concludes
the

recommendation

narcotic

felony
suspect

faithfully
served

handler
officer
miguel,
masso
and
protected
other
police
personnel.

is
common
practice
to
retire
canines
to
their
handlers
when
the
dog
has
reached
an
age
or
condition
where
they
can
no
longer

service.

dallas
is
a
nine-year-old
german
shepherd
that
became
service
with

hollister
police
department
in
october
of
2016.,
due
to
dallas
age
and
associated
training
costs.
It
has
been
determined
that
dallas
should
not
be
moved
to
a
new
handler.

department
desires
to
retire
at
k-9
dallas
from
law
enforcement
service
and
enter
into
a
retirement
contract
with
miguel
masso.
The
department
would
like
to
retire
the
canine,
so
the
dog
may
live
out
his
remaining
years
with
someone
who
has
and
will
continue
to
care
for
him
in
his
forever
home
city
council.
Approval
is
necessary
for
the
transfer
of
these
city
assets
in
dallas
and
dallas
was
donated
to
the
city
of
hollister.

the
department
acquired
him
in

the

The
item
before
you
is
an
updated
agreement
between
the
cities
of
hollister
gilroy
and
san
juan
bautista
and
cmap
community
media
access
partnership
back
in
2001.
An
original
agreement
was
created
with
the
help
of
a
consultant
sue
buskie
group,
and
we
asked
her
to
also
parta
participate
in
in
updating
this
agreement
and
also
making
some
changes
and.

And
therefore,
we
have
the
agreement
before
you.
Some
changes
to
the
agreement,
including
updating
the
agreement
to
include
the
2006
dipka,
ordinance,
the
digital
infrastructure
and
video
act
of
2006,
which
took
away
the
the
capability
of
the
cities
to
negotiate
local
franchises
with
cable
companies
and
and
brought
that
to
the
state
for
state
franchises.
Now,
cable
companies
need
to
become
french
state
franchises
and
also
there
was
a
in
2010.
There
was
a
settlement
agreement
between
all
three
cities
in
charter
communications
on
fiber
network
and
video
work.

Based
on
the
things
that
charter
communications
did
not
do
in
in
that
original
agreement
in
this
agreement,
all
three
cities
representatives
got
together
and
wanted
to
make
some
changes
in
from
the
original
agreement
in
which
we
now
have
the
city
of
gilroy
participating
and
having
cmap
cover
their
council
meetings
and
planning
commission
meetings,
which
wasn't
the
case
before
for
the
city
of
hollister.
It
includes
adding
the
airport,
commission
and
planning
commission
to
the
to
the
coverage
that
was
actually
separate
from
the
original
agreements.

Now,
all
all
planning,
commission,
airport
and
city
council
meetings
are
covered
by
cmap
part
of
the
funding
that
goes
to
cmap
for
equipment.
The
cities
would
like
to
see
some
of
that
money
be
put
aside
for
to
replace
equipment
here
in
council
chambers
and
other
you
know-
needs
as
as
needed
for
audio
visual
equipment.

Currently,
that
was
that
was
always
a
kind

a
discussion
that

going
back
and
forth
at
what
was
covered
and
what
was
not

agreement
actually
stipulates

little
bit

put
10
percent

money
aside

cmap
gets
to

the
cities
can

budget
separately
for

and

recovered

three
proposals

the

basically
went
with
the
lowest

that
bill.

had
put

information
regarding
the
hollister
rate
payers
and
approximately
74
of
the
hollister
rate
payers
for
the
residents
have
a
32
gallon
or
smaller,

collected
weekly
and
that's
a
1.45
increase
per
month.

context
what
type
of
dollar
amount
we're
talking
about
for
this
rate
increase,
because
I
think
sometimes
the
percentages
can
be
basically
in
people's
minds,
phantom
numbers.
But
I
wanted

real

the
city
council
for
consideration
that
that's
the
amount
that
we're
talking
about,
and
so
I
wanted
to
share
that

see
if
there
were,
of
course,
any
additional

if
there
were
questions

general
manager

safety
to

to
utilize

simulation

vehicle

aspects

we
do
responding

calls

high
speed,

with
law
enforcement

high-speed

we

hope

help
of
the
county,
that
the
council
will
will
support.

are
recommending
that
any
parklets
that
are
less
than
or
equal
to
or
less
than
15
linear
feet
down
the
sidewalk
that
we
would
do.
We
would
give
that
those
applicants
750

this

hundred
dollars
in
funding
anything
a
greater
than
fifteen
linear
fee.

would
do
it
up
to
fifteen
thousand
dollars
now
you'll

on

It
says
completed
by
november
15th.

would
love
to
give
everybody
as
much
time
as
possible,
but
the
county
has
given
us
the
offer
of
the
150
000
of
cares.

they
need
us

spend
it

we
don't
spend

only
gives
them
a
month
about
a
month
and
a
half
to
spend
it
or
they
have
to
return
it
to
the

meeting
non-stop

big
questions
that
everybody
is
the
responsibility

parklets,
it's

the

person
that
has
the

need

keep

parklets
clean,
the
greenery
health,

parklet's,
free
of
pests,
keeping
the
draining
drainage
area
clean
adequately,
maintain
all
the
surfaces
of
the
parkwood,
keeping
all
the
furniture,
clean
repair
and
replace
the
furniture
pro
in
the
park
light
as
needed
and
securing
furniture
overnight
when
or
when
not
in
use.

liability
holding
the

in
the

fund
to
build

own
parklet,

we

put
it

work
on

areas

ideas
would
be
to
put
it
in
front
of
vacant
buildings
or
another
area
that
we
feel
is
best
suited
for
it.

for
community
events,
we
can
like
maybe
like
the
parade
stand,

allow
the
different
community
groups
that
we
have
to
use
it.

seen
mats

places
where
people
when
code's
over

exercise
programs
out
on
it.

have
numerous
ideas
to
do.

Recreational
ideas,
we'll
have
probably
something
different
every

something
one
thing
has
been
requested
for
future

once
we're
done
with
this
initial

around

to
start
looking
at

make
downtown
more
bike,
bicycle
friendly

pet
friendly,

this
could
be
a
perfect
stop
spot

work

favor
of
losing

could

conflict

loading

unloading
zones.

Those
are
important
to
bars

we

get
a
lot
of
deliveries,
but
at

same
time

also
have

lot
of
people
that
would
like
to
take

cab
downtown
and
we'd
like
to
have
those
loading
zones
available,
so
that
people
can
take
a
cab
or
an
uber
to
and
from
these
places
and
that
they're
not
too
inaccessible
for
them
to
take,
because
those
are
incentives
for
people
to
come
down
and
sort
of
go
from
restaurant
to
restaurant
and
bar
to
bar
and
everything
without
having
to
worry
about
getting
a
dui
on
the
way
home.

do
have
a
fair
amount
of
our
clientele
that
does
do
the
responsible
thing
and
take
those
bars.
So
I'm
in
favor
of
those
loading
zones,
I
don't
think
we'll
lose
too
many
parking
spots,
as
peter

over
doubling
our
parking
by
giving
it
that
angled
parking
and
once
again
just
wanted
