unanimously
approved.

with

plan

that

has
got
a
couple
of

programs
that
they're
working

employees

showing

day

driving

communities

providing
reliable
service

you
contracted
out

ongoing
business
versus
building
employees
were

dispose

trash

paying
to
the
process
recyclables

in
fact,
that
the
service
contract
we

expecting

paid

recyclables,

cost
structure
is

part
of
collective
bargaining
agreements.

recovery
had
already
put
in
place

and
we
plan
to
stand
behind
our
collective
bargaining
grievance
and
treat
our
employees.

timings

unfortunate

this
process
is
coming
when

it's

part
of
a
normal
annual
process,

franchise
agreement,
we're
not
doing
anything,

by

$13,000.

mistake

I
was
unable
to

it

the
Board

Supervisors
last
Tuesday
and
it
was
passed
on
there.
The
consent
agenda
I
would
have
had
it
pulled,
but
unfortunately,
I
didn't
make
it.
This
is
a
very
important
issue
to
a
lot
of
people
in
this
county
in
this
city
and
I
believe
that
you
can
make
a
choice
to
stay
an
increase.

It's
entirely
up
to
you
without
having
to
get
into
a
contract
lawsuit
with
the
city,
State
Farm,
for
instance,
in
my
my
Insurance
has
I,
don't
have
to
pay
for
two
months:
I
don't
have
to
pay
until
May
31st
for
my
insurance
and
I'm
covered
a
hundred
percent
of
what
it
is.
What
my
policy
is
Recology
you
have
that
option
as
well.
Verizon
is
doing
the
same
thing
all
other
come.
There
are
major
companies
out
there.

You
are
a
major
for-profit
corporation
that
can
afford
to
stay
the
rate
increase,
and
you
can
also
offer
your
citizens
right
now
that
they
do
not
have
to
pay.
While
we
are
in
this

that
people
are
unemployed
and
not
have
any
type
of
income
coming
in
that
you
can
waive
that
monthly
fees
for
a
certain
period
of
time.
You
choose
not
to
do
that.
That
is
entirely
by
your
choice
as
a
business
decision
for
a
profit
company.

need
to
consider
what
is
going
on
with
the
residents
through
the
entire
your
entire
clientele
that
Recology
covers,
for
you
can
afford
to
do
this.
You're
telling
us
that
you
have
this
contract
with
your
employees.

I
can
guarantee
you
that
your
employees
are
not
getting
4.5
percent
increase.

is
the
third
increase,
since
you
have
gotten
the
contract
with
the
city
with
the
county
and
with
San,
Juan,
Bautista
and
shame
on
San
Juan
Bautista
and
on
the
Board
of
Supervisors
for
not
pulling
that
item
and
having
a
discussion
with
you,
because
this
is
some
really
hard
times
for
a
lot
of
people
throughout
the
entire
country.
Now
what
you
can
do
again
is
you
can
put
a
stay?

can
choose
to
make
a
stay
or
you're
going
to
have
myself
and
other
people
out
there
going
after
you
on
social
media
and
definitely
getting
those
prop

signed,
so
that
you
do
not
get
an
increase
now
either
voluntarily
do
it,
which
makes
you
look
great
or
continue
to
do
it
because,
right
now
you
look
really
greedy
to
a
lot
of
people
that
I've
sent
messages
out
there
and
I've
been
getting.
That
was
responses
that
you
look
really
greedy
right
now.

people
are
unemployed
in
not
having
any
money
whatsoever,
so
you
entirely

We
have
collected
impact
fees
over
the
years
since
our
bond
issue
was
done
in
2016
team.
The
first
opportunity
to
pay
down
some
of
those
bonds
are
coming
June
1st
and
we
need
to
give
the
bondholders
30
day
notice
so
I'm,
requesting
that
the
council
approve
the
bond,
the
five
million
dollar
bond
call.
What
that
would
do
is
save
us
an
estimated
7.2
million
dollars
in
future
payments
over
the
life
of
the
rest
of
the
bond
and
approximately
2.2
million
dollars
in
interest
savings.
