An
issue
came
to
the
attention
of
the
city
after
the
posting
of
the
agenda
after
the
time
had
expired
for
posting
the
agenda.
We
believe
it
requires
immediate
action
by
the
city
council.
So
what
I'd
like
to
do
is
state
a
proposed
motion
to
amend
the
agenda
that
way
and
then
have
the
city
council
vote
on
that.
A
E
A
And
passed,
therefore,
the
city
council
will
amend
the
agenda
to
include
closed
session
to
discuss
this
item
pursuant
to
government
code,
sections,
54954.2b2
and
54956.98
specifically
conference
with
legal
counsel,
existing
litigation,
one
case,
neil
jones
food
company
at
all
versus
city
of
hollister.
Had
it
all
san
benito
county
superior
court
case
number.
H
A
Aye
all
right
motion
carries.
We
will
add
that
at
item
c,
thank
you
very
much.
I'm
sorry,
one
more
thing.
Just
for
the
record.
It
appeared
to
me
that
councilmember
lenoir,
due
to
the
nature
of
this
matter,
recused
herself
and
did
not
participate
in
that
vote.
A
A
D
E
B
B
I
would
like
to
thank
the
wallace
group
for
scrambling
and
getting
together
the
bid
package
in
order
to
meet
this
day.
I
would
especially
like
to
thank
the
city
clerk
for
allowing
us
to
turn
it
in
a
couple
days,
late
past
the
deadline
to
get
for
you
today,
but
as
promised,
here's
your
bid
package.
So
a
vote
on
this
will
allow
us
to
advertise
it
and
then
first
meeting
in
september,
you
will
be
given
the
option
to
approve
the
project
or
define
all
bits.
I
A
B
Item
82
is
authorization
for
us
to
apply
for
eda
cares
act,
grant
funds.
The
due
date
is
going
to
come
in
july
during
the
rook
legislation
recess.
We
haven't
quite
got
everything
fleshed
out
on
the
project
that
we're
leaving
a
deal
but
right
now
it's
looking
for
funds
to
redo
the
lift
station,
the
sewer
lift
station
out
of
the
airport
and
do
the
upgrades
for
the
industrial
park
adjacent
to
the
airport
also
to
get
everything
squared
away
on
our
end
to
be
able
to
build
that
industrial
park.
I
Thank
you
all
right,
mr
chambliss.
Under
financial
impact,
it
says,
there's
a
potential
partial
funding
for
projects.
I
just
want
to
make
sure
that
we're
not
entering
into
a
grant
agreement.
That's
going
to
ask
for
like
98.
I
know
I'm
exaggerating,
but
is
there
going
to
be
a
little
bit
more
clarification
before
you
actually
apply
for
the
grant
as
to
what
the
partial
funding
is.
B
G
G
B
Item
83
is
authorization
for
staff
to
compete
for
a
competitive
grant
from
proposition
one
funds.
Proposition
ones
was
a
water
bond
that
was
issued
by
the
state
a
while
ago.
This
is
probably
going
to
be
the
last
round
of
grant
funds
for
this
bond.
It's
a
possible
additional
revenue
of
10
million
dollars
to
fund
stormwater
projects.
It
is
a
50
match.
B
So
if
we
got
10
million,
we
would
have
to
come
up
with
10
million
of
the
match,
but
we
would
like
to
go
ahead
and
apply
for
france
through
this
program
and
once
again
we
had
also
the
dude's
bed
last
experience
recess,
so
we're
looking
at
these
storm
water
filter
units
that
we
have
about
eight
more
years
to
get
into
the
ground,
so
we're
looking
at
possibly
funding
a
series
of
those
with
this
grant.
E
I
B
B
B
B
Regarding
proposed,
rent
relief
for
galvan
college
building,
unfortunately,
due
to
the
coca-19
outbreak,
the
school
was
forced
to
discontinue
operations
at
the
site
in
march
and
they
have
not
been
using
it.
Gavin
college
is
facing
budget
challenges.
In
fact,
I
was
just
reading
our
art
on
the
sacramento
bee,
where
higher
education
is
getting
lamb
in
the
budget.
Deal
that's
just
got
through
today,
so
their
challenges
are
even
greater
than
when
I
spoke
to
them
weeks
ago,
and
so
I
they
requested
whether
or
not
we
were
willing
to
do
any
type
of
relief
for
them.
B
B
B
D
E
A
Your
camera
turn
your
camera
off
that
helps
when
I'm
doing
mine,
also
because
otherwise,
mine
freezes
is
there
any
other
questions.
I
Thank
you
so
much
same
as
as
councilmember
lenoir
I
checked
with
the
city
manager,
he
told
me
it
was
about
9
000
roughly.
He
said
that
they
are
not
actually
owning
rent
at
this
time
that
they're
up
to
date.
I
So
there's
some
questions
I
had
my
other
question
would
be
so
I
think
we
need
a
lot
more
specifics,
mr
chambliss,
just
how
is
not
having
students
in
the
building
affecting
their
ability
not
to
pay
the
rent,
because
I
need
to
see
that
I
need
to
see
that
specifically
that
how
covet
is
affecting
them,
because
we
still
have
an
obligation
to
maintain
the
building
and
if
I
can't
tie
it
to
them
actually
having
body
in
that
building
for
them
not
to
be
able
to
pay
their
rent,
and
I
don't
see
why
they
shouldn't
be
paying
their
rent.
I
If
that
makes
sense-
and
I
don't
want
to
come
across
as
insensitive
or
harsh-
I
just
think
it
could
be
a
lot
more
information
because
it
just
it
doesn't
make
sense.
It
doesn't
make
logical
sense
to
me.
So
if
you
can
come
back
to
me-
and
let
me
know
specifically
by
them
not
having
students
in
that
building,
is
it
really
affecting
their
ability
to
pay
their
rent
and
if
so,
then
I
would
consider
it.
I
B
I
I
I
For
loan
forgiveness
on
all
their
buildings,
are
they
doing
this
in
morgan
hill?
You
know
I
just
I
don't
know.
I
need
a
little
bit
more
clarifications.
A
A
G
A
Carol,
you
might
what's
helpful.
Sometimes
if
you
turn
off
your
video,
it
doesn't
take
like
yeah
every
time
I
turn
my
video
on.
I
get
cut
off
all
the
time.
Also,
okay,
yeah
go
ahead
with
your
question.
G
You
can
hear
me
now.
Yes,
my
question
was:
what
is
monthly.
I
A
Chair
just
to
update
you,
councilmember
ascended,.
A
Maybe
you
want
to
explain
to
carol
your
question
that
you
have
sure.
I
So
I
was
wondering
councilman
lennar
if
them
not
having
bodies
in
that
building
is
directly
impacting
them
and
if
so,
if
we
can
just
get
a
little
bit
of
clarification
on
that.
G
I
And
then
I
was
just
wondering
like
if
they're
willing
to
pay
it
back
later
on
the
mayor
brought
up
a
great
point
I'll.
Let
them
go
ahead
and
disappear.
A
Carol
my
question
was:
if
we're
going
to
give
them
rent
relief,
are
they
willing
to
give
some
of
the
local
students
some
type
of
relief,
also
our
halls
for
students,
and
I
think
we're
asking
mike
if
he
can
ask
a
few
more
questions
of
them.
A
C
A
K
Good
evening,
the
gavilan
college
current
fiscal
year
is
in
a
1.5
million
dollar
deficit
next
year.
The
coming
year
is
going
to
be
a
9.7
million
dollar
deficit.
K
Gavilan
students
in
hollister
that
use
the
facility
here
all
paid
the
same
tuition
did
not
get
any
refunds
while
they
were
online
and
for
the
foreseeable
future
they're
going
to
continue
in
the
fall
to
do
online
courses
at
the
same
fee.
The
students
are
not
getting
any
kind
of
a
discount
monetary
discount
benefit
for
gavilan
college.
If
they
were
to
get
some
kind
of
a
relief
gavilan
college
is
going
broke.
K
Gavilan
college
has
been
able
to
pay
it.
I
don't
believe
that
that
gavilan
college
deserves
any
kind
of
a
pay
rent.
I
don't
even
know
what
to
call
it
not
allowed
not
to
pay
the
rent.
Sorry
I
lost
for
words.
86
86
of
the
budget
is
on
administrative,
it's
for
their
employees.
K
They
are
mismanaging
the
money
and
they're
in
deficit
and
now
they're
asking
the
city
to
if
they
cannot
have
to
pay
the
rent
because
of
covet.
It
has
absolutely
nothing
to
do
with
covid
they're,
scra,
they're,
scraping
and
they're.
Coming
up
with
different
ideas
on
how
to
save
money
and
cut
costs,
kathleen
rose
did
not
get
a
five
percent
increase.
It's
not
like.
She
took
a
five
percent
cut
in
her
salary.
She
just
didn't
take
her
increase.
K
The
trustees.
I
understand,
also
took
a
five
percent
salary
cut
and
not
in
a
raise,
but
they
they're
the
ones
who
took
a
cut.
I
think
gavilan
needs
to
go
back
and
take
a
look
at
their
administrative
costs.
Before
they
can
come
back
and
ask
the
city.
K
We
cannot
afford
to
not
continue
to
take
the
money
to
get
the
money
that
rightfully
belongs
to
the
citizens
of
the
hollister.
They
mismanaged
the
money.
That's
not
our
problem,
that's
not
the
taxpayers!
Money
measure
e
money
went
to
coyote
valley.
Coyote
valley
has
been
losing
money.
Now
we
have
measure
x
and
they're,
saying
that
they're
going
to
do
if
we're
going
to
get
a
campus,
we
don't
know
what's
going
to
when
we're
going
to
get
that
campus
and
with
a
what
did,
I
say,
a
7
point
or
9.7
deficit.
K
K
It's
sounding.
Like
a
councilman
resendez
said
you
don't
want
to
sound
like
you're,
you
know
you're
being
a
the
bad
person
here,
but
business
is
business
and
the
city
of
hollister
isn't
to
make
business,
because
we
we
have
to
answer
to
our
constituents
you
have
to,
and
those
constituents
happen
to
be
gavel
and
students.
So,
let's
not
forget
about
the
gavilan
students
they're
taking
they're,
paying
every
day
they're
paying
their
fees.
Gavilan
should
respond.
C
A
I
If
I
can't
mr
rooney,
I
just
want
to
say
that
I
am
a
proud
graduate
of
devlin
college
as
many
students
here,
but
I
was
elected
to
represent
the
people
of
my
constituents
here
and
I
just
need
a
little
bit
more
information
and
I
too
remember
when
they
took
tax
money
from
our
community
and
they
built
a
campus
over
in
morgan
hill
and
not
here,
so
that
kind
of
leaves
a
little
a
little
bit
of
a
sore
spot.
I
I
would
say
when
it
comes
to
dealing
with
finances
and
politics
here,
so
I
really
want
to
see
them
make
good
on
their
promise
and
if
it's
directly
impacting
them-
and
they
can
rationalize
that-
I
get
it.
I'm
totally
willing
to
to
you
know
be
a
little
flexible.
But
I
need
to
see
some
investment
on
their
part
in
our
community
in
our
home.
A
D
I
Position
fairly
clearly,
and
I'm
just
I'm-
really
disappointed
that
we
have
a
bigger
population
of
residents
here
in
the
county,
yet
ecology
was
willing
to
negotiate
with
them
and
not
us
when
we
asked
for
so
I'm
very
disappointed.
However,
I'm
glad
that
they
are
reconsidering
and
that
they're
coming
back.
I
look
forward
to
having
that
proposition
again.
Thank
you.
G
A
H
G
A
L
L
J
Is
okay?
She
was
about
to
go
back
to
her
seat,
but
I
asked
if
she
could
stay
here
just
in
case
this
is
abraham.
Just
that's!
Okay,
mr
mayor
would
like
to
translate
the
comments
from
mrs
villeta
sanchez.
Very
well.
So
miss
villeta
sanchez
wish
everybody
a
good
evening
and
her
she
has
a
couple
questions.
One
of
her
questions
is:
how
does
the
city
of
hollister
benefit
would
be
college's
increase
in
price?
J
She
indicated
that
the
she
feels
that
the
community
does
not
benefit
but
wants
to
see
how
the
city
of
hollister
would
benefit
and
that
she
feels
that
it
is
bad
timing
right
now
for
an
increase
in
price
for
for
the
members
who
have
waste
service
because
of
the
cova
19
crisis,
and
that
there
are
persons
that
use
ecology
or
the
waste,
not
ecology,
but
the
waste
the
landfill
and
that
they
come
from
out
of
town.
J
And
so
maybe
that
can
be
a
place
where
uber
ecology
can
see
and
possibly
increasing
their
their
prices
and
to
consider
that,
and
she
feels
very
strongly
that
it
regarding
administration
of
fees
and
very
strongly
about
keeping
the
fees
low
for
for
the
residents.
She
gave
us
an
example,
propositions
that
pass
during
in
the
community
and
a
lot
of
the
times.
J
They
are
promised
that
they
will
pass
for
improvements,
but
that
they
would
be
either
removed
or
or
they
would
eventually
go
away,
and
she
gave
an
example
of
when
the
sewer
tax
rates
were
provided
to
the
to
the
residents
of
hollister,
with
the
promise
that
they
would
eventually
go
away.
J
The
increase
would
go
away,
but
they
have
not,
and
she
indicated
that
she
as
well
as
people
that
she
knows
and
everybody
that
that
that
she
knows
would
like
to
live
in
dignity
and
especially
in
their
later
years
in
life,
and
the
increases
in
prices
does
not
make
it
for
people
to
live
in
dignity,
especially
their
final
years,
and
so
would
like
the
city
council
to
please
consider
the
not
increasing
the
the
payment
for
ecology.
At
this
time.
J
Yeah
and
she
just
wants
to
reiterate
that
the
companies
that
come
from
the
outside
really
shouldn't
be
taking
advantage
of
prices,
the
lower
prices
that
that
that
should
be
addressed.
G
D
K
Hello,
thank
you
good
evening.
So
I've
been
speaking
against
free
colleges
since
before
they
even
got
the
contract,
because
recology
had
a
reputation
once
they
got
the
contract
that
they
would
increase
their
prices.
And
here
we
are.
This
is
the
third
one.
I
understand
why
the
city
couldn't
say:
no,
because
there's
a
contract.
K
The
thing
is
that
there
was
not
a
back
door
with
the
county
supervisors
that
what
it
is
is
that
they
were
able
to
are
willing
to
speak
to
the
to
the
supervisors,
yet
did
not
offer
the
same
thing
to
the
city
of
hollister.
The
city
of
hollister
has
more
pay
raise
and
pay.
Raters,
I
think,
is
the
correct
word.
I
can't
anyway.
F
K
You
need
you
know
it's
kind
of
it's
being
disrespectful,
not
just
to
the
community
itself,
to
ask
for
this
raise
at
a
wrong
time
in
the
economy.
That's
going
on
and
like,
and
then
we
have
the
covet.
We
had
people
losing
their
jobs.
We
don't
know
whether
people
are
going
to
be
able
to
go
back
to
some
of
their
jobs.
There
are
people
that
are
that
are
just
struggling
to
get
businesses
going
and
those
businesses
they
were
kind
enough
to
say,
look
if
you
can't
and
your
business
is
shut
down.
You
don't
need
the
service.
K
K
Mayor
velasquez,
you
know
you
you're,
saying
we're
in
a
recession.
We
are
going
to
be
going
into
recession
and
it's
not
going
to
get
any
better.
It's
going
to
take
a
long
time
for
us
to
get
back
to
where
we
were
and
like
violeta
violeta
says
she
is
on
a
fixed
income
she's
in
her
in
an
age
group
or
she
wants
to
be
able
to
enjoy
her
retirement.
K
Add
a
fixed
income
without
having
to
worry
that
soon
she's
going
to
have
to
save
more
money
or
bring
money
from
somewhere
else,
so
she
can
meet
to
pay
her
bills.
She
shouldn't
have
to
live
like
that,
and
most
of
the
citizens
that
are
retired
should
not
have
to
be
able
to
live
like
that.
Ricology
was
not
forthright
telling
the
city
look
we're
talking
to
the
supervisors.
A
D
Correct,
well
I
mean
we
initially
discussed
it
with
recology
our
concern
about
the
pay
pay
increase.
D
A
D
Yeah
we
do
have,
I
mean
we
do
have
a
franchise
agreement
with
them.
So
we
do.
We
do
get
a
percentage
of
of
of
the
amount
that
they
bring
in
and
which
also
there's
litter
improvements,
and
so
there
are
some
different
benefits
for
the
city.
D
Mean
yeah,
it
helps
with
learning.
I
mean
it
is
a
general
general
fund
revenue,
so
it
does
help
all
aspects
of
our
city,
so
public
safety
roads,
just
the
general
running
of
the
city.
D
All
right,
I
don't
have
that
off
top
of
my
head,
but
I
can
get
that
for
that
for
the
next
meeting
about
270
000,
I
believe
I'd
like
I
said
I
have
to
re-look
at
that.
Okay,.
A
Okay,
I
just
want
to
make
sure
it
is
clear
on
that
and
going
back
to
the
contract.
I
think
it's
important
for
the
public
to
understand
that
the
contract
it
wasn't
that
one
hc
or
one
company
was
offering
a
better.
They
were
all
off.
The
contract
was
the
same
for
all
three
and
they
were
all
bidding
off
of
that.
A
So
all
the
increases
would
have
been
the
same,
no
matter
which
company,
okay,
I
think
it
was
going
to
be
so
that's
important
for
for
everyone
to
know,
and
it's
part
of
the
negotiations
early
on
and
the
other
part
is
the
question
I
thought
I
heard
about
the
landfill
and
do
you
want?
Do
you
have
any
information
on
that.
D
What
that
one
is,
you
know,
that's
a
it
is
a
county
contract,
not
a
ecology
one,
but
I
will
actually
get
some
information
for
the
public
for
that.
One
also.
A
Right-
and
I
think
I
just
want
to
make
sure
that
people
understand
that
it's
not
something
that
free
college
is
in
control
of
that
is
something
else.
That's
a
county
deal
that
was
done
and
we,
I
think
most
of
us
agree
that
people
shouldn't
be
coming
out
of
town
for
a
lower
price
here.
They
should
be
paying
with
where
they're
coming
from
same
pricing.
So,
okay,
any
other
questions
or
comments
on
council.
G
A
G
Have
my
hand
raised,
you
know
in
matthew,
you
you
kind
of
touched
on
it.
I
I
wonder
if
you
maybe
you
were
here
when
they
did
that
contract,
but
isn't
it
kind
of
standard
procedure
to
have
a
cpi
inflator
or
whatever
it
is
later
in
the
contract?.
G
A
At
the
end
of
the
day,
their
proposal
was
being
the
best
and
the
lowest
from
all
those
that
were
involved
in
negotiating
the
final
contract,
with
the
those
that
were
been
on
on
the
service.
So
do.
G
You
know,
do
you
know,
I
mean
when
you
talk
about
costs
for
service.
Do
you
suspect
that
it
would
have
been
the
same
or
relatively
close?
Do
you
think
that
they
pay
for
the
money
and
maybe
don't
fast
enough
onto
their
employees?
I
know
it's
a
private
business,
but
I'm
just
wondering
would
the
other
ones
have
been.
A
H
I
have
a
comment.
It's
me,
I
know
we
we
sit
here
and
we
talk
about
this
and
it
was
a
contract
in
the
whole
nine
yards.
H
But
I
did
a
little
bit
of
math
and
I
can
only
go
by
how
many
of
the
protest
that
they
sent
out
in
hollister
and
they
said
they
sent
out
about
nine
thousand
yeah,
okay,
nine
thousand
so
and.
G
H
H
So
for
9,
000
people
and
we're
not
talking
everybody
in
hollister
we're
just
talking
9
000
protests
that
went
out
that
10
550
comes
out
to
1.5
million
dollars
a
year
of
an
increase,
and
that's
just
for
9
000
protests.
They
sent
out
4
000
in
the
county,
which
comes
out
too.
I'm
not
really
sure
what
that
is.
H
That's
what
I
want
this
community
to
understand,
and
I
think
mr
mayor
ignacio
velazquez,
you
need
to
understand
that
too.
These
people
are
raising
the
rates
every
year
and
it
is
coming
out
to
millions
of
dollars
a
year
in
their
pocket.
A
A
These
contracts
and
part
of
that
negotiation
also
involved
making
sure
that
their
employees
were
getting
raises
and
different
things.
So
that's
part
of
their
contract
on
the
other
side.
So
there's
a
lot
of
more
information,
and
this
is
again
why
it's
important
that
we
can
have
a
bit
of
a
conversation
about
these
things,
but
the
reality
is,
we
know
very
little
about
how
they're,
using
that
money
other
than
the
contract
that
they
have
with
their,
I
believe
the
teamsters
to
give
their
drivers
and
their
staff
more
money
on
their
side.
A
Just
making
more
profit
as
much
as
it
is,
you
know,
meeting
their
obligations
also
and
again,
I'm
not
in
any
way
justifying
their
increases
or
not.
But
these
things
were
pretty
clear
in
these
these
negotiations
and
I
think,
on
our
side
we
had,
I
think,
was
councilmember
flower
and
also
a
friend
that
did
negotiating
and
I
forgot
who
it
was
in
the
county
and
then
san,
juan
batista
and
then.
A
I
I
don't,
I
don't
think,
there's
a
question
of
whether
they
should
or
shouldn't
have
their
increases.
I
think
what
this
came
down
to
mainly
for
me
and
what
I
heard
from
the
other
council
members
before
was
the
timing
of
the
increase
and.
I
I
I
A
A
A
You're
gonna
close
out.
We
have
a
different
right
over
here
to
get
into
the
post
session
and.
G
A
A
F
F
L
C
Give
the
if
you
could
just
give
minute
track
one
second
to
catch.
A
A
Thank
you,
mr
mayor.
The
reporter
close
session
is
the
city
council
discussed
in
closed
session.
The
item
that
had
been
amended
to
the
agenda,
as
stated
previously
in
the
meeting
and
direction,
was
given
to
staff
the
city
council
adjourned
from
the
closed
session
at
702
pm.
Thank
you.
Thank
you
very
much
councilmember.
You
wanted
to
adjourn
today
in
the
memory
of
david.
I
think
it.
A
C
Carol
before
carol
before
you
go,
if
you
have
any
of
his
contact
information
where
I
might
send
a
letter
that
we
adjourned
in
his
memory,
if
you
could
email
that
to
me
or
text
me.
