continued
rise
in
coveted
cases,
approximately
200
new
cases,
just
just
in
this
week
and
four
four
deaths,
which
include
a
recent
passing
of
a
local
business
owner.
We
are
presenting
this
urgency
ordinance.
This
urgency
ordinance
is
for
the
city
to
have
the
ability
to
enforce
the
state
guidelines
for
the
coven
19
to
allow
the
city
to
save,
to
have
some
teeth
behind
our
enforcement.

ordinance
will
allow
us
to
enforce
closure
on
businesses
when
they
are
supposed
to
be
closed
or
enforce
the
capacity
requirements
of
a
business
and
not
maintaining
the
correct
capacity
or
enforce
the
gathering
requirements
for
parties
that
are
continuing
to
happen
within
our
city
limits.
We
will
continue
to
use
the
educational
approach
as
our
first
step,
but,
as
so
like,
I
said,
we
always
try
to
educate
first
and
then
use
the
fines
as
a
second
step
and
as
a
reminder
for
the
new
for
the
new
council
members.

votes

allow
this
ordinance

the

from
the

operational
perspective,
the
city
would
pursue
that

officer

officers
were

refused

see
appear
to

any
prescriptive
authority-
that
they
could
compel
somebody
to
provide

identification

trying

here

we
have

issue

only

couple
businesses

think
they
have
complied

problem

businesses
that
refuse
to
follow
the
state
orders
mandates
of
not
assembling
inside
of
a
building.
We
had
a
restaurant
that
was
having
large
indoor
parties,
indoor,
not
outdoor
indoor
parties,
refusing
to
comply
with
the
state
rules.

is
something
we
you
know.
We
worked
so
hard
here
in
the
city
to
work
with
our
businesses
help
them.
We
did
our
downtown
program
as
much
as
we
could
to
do
everything
we
can
to
help
them
survive,
but
we
can
have
certain
businesses
that
decide.
They
don't
need
to
follow
the
rules,
while
others
do
follow
the
rules.
We
definitely
cannot
have
businesses
that
decide.
They
can
have
parties
inside
because
they're
making
money,
while
the
others
are
following
the
rules.
This
spread
is
exploding
in
our
community.
These
are
the
state
laws.

Unfortunately,
we
haven't
had
the
assistance
of
our
county
to
enforce
any
rules
other
than
the
rule
we
put
into
place
with
the
face
covers.
All
this

go
around
pulling
licenses

let
people
know

work

don't
want
you
shut
down,

the
last
thing
we
want,

we

have
businesses
holding
large
gatherings
inside

rules,

numbers

to
make
sure
businesses
understand
that
we're
all

this
together

work
together,

bring

numbers
back

wants

see

business
shut
down,

we're

doing
something
now

people
are
having
their
parties
large
parties
indoors
and
we're
refusing
to

anything
about
it.

then,
shame
on
us

part

this
problem

great
great
majority
of
businesses
have
been
following
the
rules,
those
that
were
not
are
now
following
the
rules.
We
can
do
this
right,
but
we
cannot
afford
to
play
this
game
again
in
the
future
back
and
forth,
and
it's
a
shame
and
I
was
disappointed.

sure
many
people
are
that
some
businesses
chose
that
tactic,
but
this
is
to
make
sure
we
start
working
to
drive
down
the
numbers.

all
those
other
businesses
that
are
following
the
rules
have
a
chance
to
get
open
because
the
longer
this
goes
on,
the
worse
it
gets
and
the
more
time
that
passes
where
these
businesses
cannot
open.
While
a
few
decide
to
ignore
the
rules.
That's
what
we're
dealing
with
here
and
I
think,
we've
all
done
a
good
job.
The
code
enforcement
done
a
good
job.

Something
has
to
change
or
we're
going
to
see
more
and
more
people
dying
from
this
virus,
and,
let's
not
do
anything
about
it
and
that's
a
shame,
but
we're
going
to
get
through
this

the
community,
but
the
first
step
is

sure

work

partners
on
this

again,
this
is
not
an
attack
to
try
to
shut
down
businesses
at
all

process

way
it

made
the
comment
about
adc
pulling

license.

go

the
point

having

license
pulled

suspends
the
license,

doesn't
pull,

doesn't

back

lottery.

have
to
do
this
right
and
we

afford

ignore
this
problem

the
point

five
six
hundred
people.

stuck

trying
to

rules

need

move

businesses

our
citizens.

this
is

about

clear
that
individuals
gathering
in
homes,

are
requesting

has

shut

completely

down
and
my
family
has
been
financially
impacted
since
the
very
beginning
of
covid,

people
to
say
that
we're
anti-business
or
to
spread
the
narrative
that
we
are
trying
to
help
kill
businesses.

think
it's
very
misleading,
and
it's
just
it's
just
not
true
I'll,
be
honest
with
you.

reason
this
ordinance
really
came
about,
let's
be
honest,
is
that
there
were
a
couple
of
businesses
and
business
owners
that
are
actively
calling
for
defiance
for
people
that
are
feeding
people
indoors.
They're,
not
social,
distancing,

they're,
not
wearing
masks.
There's
sports
competitions
that
went
on
over
the
weekend.
It's
just
it's
been
very
risky.

would
say
to
say
the
least,

that's
why
we
found
out.

didn't

tool
to
be
able
to
enforce
any
anything.

speaking

the
city
manager,
the
city
attorney,

my
understanding

position
always
is
to
educate
the

promote
safe
operations

takeout

restaurants

the
other

lot

that
another
agency
outside
came

why
didn't
that
restaurant
work
with
us
directly?

were

better
in

sudden
they
started
getting
worse,

remember
going
out
to
the
public
and
saying

work
together,
we
keep
these
numbers
down,

here

hospital

make
it
through.
This
whole
episode
this
pandemic
and
keep
most
things
open.

weeks
ago,

I
told
people
we're
going
to
hit
100
people
thought
that's
impossible,
we're
not
going
to
hit

but

knew
we

because

was
tracking
those
numbers

then
I
told
people

to
happen
impossible.

said
it's
going
to
happen.

it
was
300.

can
do
things

but
we

problem

rules
and

down

path.

can

state
