A
C
D
Good
evening,
council
members,
my
name
is
diane
sambrano
and
I
have
a
couple
of
concerns.
First
of
all,
I'm
thrilled
to
death
that
we
might
actually
be
getting
another
350
trees.
I
hope
the
public
will
notice
that
we
have
seven
thousand
missing
whoa,
seven
thousand,
that
as
they
came
up
as
missing
and
I
was
attending
the
park
and
recreation
meetings,
and
I
told
you
all
and
you
all
didn't
care
so
now
we're
up
to
7
000
gone
trees,
so
I'm
thrilled
we
might
get
350.
D
D
D
Now
you
see
it
is
the
details
that
make
the
difference.
Shall
I
tell
everyone
why
we
don't
trust
y'all?
Is
that
400
percent
salary
increase
there's
that
reduction
from
zero
utility
tax
that
we
got
told
was
a
reduction
from
10
to
eight,
but
we
all
still
pay
10
percent
utility
taxes
and
you
had
another
one
more
recently.
D
So
full
disclosure
is
not
the
reality
of
our
community.
We
believe
in
opaque
and
limited
information
to
this
community
in
the
biggest
and
glowingest
and
flowingest
ways.
You
know,
I
think
part
of
that
is
the
greatest
intent.
We
have
to
destroy
this
community
from
the
great
community
that
used
to
be
because,
right
now
we
have
what
hospital,
not
the
world-class,
wonderful
one.
E
Hello,
joey
smith,
district
one.
E
I
think,
as
long
as
I
have
been
coming
to
meetings,
I
don't
recall
seeing
any
proposals
to
change
the
charter
of
the
city
of
englewood
and
it
appears
that
is
being
changed
in
such
a
way
that
the
citizens
will
have
less
knowledge
of
the
resolutions
that
are
being
proposed
and
it
it
seems
to
me
that
it
is
something
that
will
that
is
not
in
the
best
entrance
interest
of
the
residents
of
the
city
of
englewood.
For
you
to
want
to
change
the
charter
so
that
you
do
not
have
to
publish
amendments.
E
You
can
only
publish
a
summary
of
the
amendment
and
deny
the
public
the
right
to
read
the
entire
amendment
if
they
so
choose.
So
this
is
why
you
know
it.
It
has
the
it
has
what
you
want
to
do
here,
but
it
does
not
say
why
you
want
to
do
it,
and
that
is
what
I'm
here
for
to
find
out
why
you
want
to
amend
the
city
charter.
Thank
you.
C
C
He
does
bring
ordinances
to
the
floor.
They're,
never
considered
by
certain
people
on
the
desk
they're
just
voted
no
down
out
he's
the
only
one
that
is
representing
district
one
and
his
constituents.
We
appreciate
him
and
we
are
going
to
fight
like
to
keep
him
on
that
desk.
No
matter
how
hard
you
try
to
get
him
off,
how
hard
you
try
to
quiet
him,
we're
going
to
fight
to
keep
him
on
that
desk
because
he's
the
only
one
that
I
can
see
representing
his
constituents,
the
only
one.
C
C
This
is
limiting
transparency
to
a
new
level
and
as
citizens
we
shouldn't
stand
for
it.
I
wish
this
place
was
overflowing
with
citizens
being
concerned
about
their
civil
rights
as
residents
of
inglewood
and,
like
the
other
speakers
have
said,
it's
almost
like
you're
trying
to
purposely
ruin
this
city
for
the
citizens.
F
My
name
is
ether
austin.
I
have
a
question
on
number
six
park
and
recreation.
You
said
you
is
this
for
grant
to
plant
some
trees
chairman.
Is
that
what
it's
for?
You
want
to
pull
a
grain
out
a
hundred
and
fifty
thousand
dollars
to
plant
350
trees?
F
F
Well,
you
can't
answer
and
you're
always
pushing
the
thing
over
when
you
can't
answer
anyway,
I'm
with
them
about
last
week.
You
all
was
talking
about
initiatives,
you
all
did
a
amendment
and
you
did
a
three
vote.
I
don't
think
it
was
constitutional
and
it
should
not
go
on
the
ballot
it.
It's
not
really
it's
not
passed.
F
You
cannot
sit
up
there
talk
about
something
and
then
say
it's
passed.
That
initiative
is
not
passed.
You
broke
all
the
rules
right
there
because
you
amended
the
initiative.
You
must
bring
that
that
thing
back.
You
can't
just
change,
no
constant
initiatives
to
what
you
want
them
to
be.
You
cannot
do
that
and
everyone
here
knows.
You
can't
do
that.
You
suppose
you
supposed
to
have
that
back
today.
F
You
can't
stop
them
from
talking
and
how
many
people,
each
council
member,
should
be
if
a
good
mayor
was
in
charge.
Each
council
member
should
have
an
initiative
every
week
to
let
inform
their
district
on
what
they're
doing
or
what
they
trying
to
do
for
each
district.
So
how
you
gonna
all
of
these
councilmen
sitting
up
here
and
you
gonna,
let
one
man
pull
all
of
your
thing.
What
about
when
election
come?
F
How
do
people
gonna
know?
What
about
your
christmas
thing,
how
they
supposed
to
know
think
about
it,
you
having
your
big
christmas
giveaway
every
year.
You
have
it,
but
you
can't
put
it
on
here
because
he
not
said
no
so
think
about
what
you
all
did
and
it's
it's
not
legally
passed.
It's
not
passed,
it
should
come
back
and
you
could
ask
your
city
attorney.
F
It's
not
passed.
What
y'all
did
last
week
was
not
the
right
way
to
carry
a
meeting.
It
was
not
councilwoman
dunlap.
Could
you
please
elaborate
on
what
I'm
talking
about
what
they
was
talking
about
last
week
when
they
said
you
don't
want
to
hear
what
you
got
to
say
and
all
that
and
I
just
hope
to
god:
y'all,
not
editing
and
pulling
people.
Conversations
out
of
these
meetings
is
not
right.
F
I
mean
you
are
just
looking
for
a
failure
and
ralphie.
Don't
don't
go
along
with
this?
Don't
do
it
be
your
own
man.
Don't
do
it.
You
need
the
christmas
thing.
Every
customer
should
have
initiative
every
month
on
here
every
month,
because
I
want
to
know
what's
going
on
in
my
district.
Don't
you
all
want
to
know?
What's
going
on
in.
I
G
G
All
right,
we'll
close
the
public
comment
item
one
csa,
two
and
h1.
B
B
K
K
On
september
13
2012,
the
matter
was
reconsidered
and
it
was
determined
from
information
submitted
by
the
planning
department
that
the
parking
requirement
had
still
not
been
held.
The
committee
therefore
denied
the
request,
based
on
the
fact
that
the
applicant
could
not
demonstrate
that
additional
parking
requirements
could
be
satisfied.
K
K
The
appellant
had
the
the
matter
was
originally
considered
in
august
of
2012,
and
it
is
now
december
2012.
So
the
appellant
had
a
little
over
three
months
to
resolve
this
issue.
Should
the
city
council
choose
to
overturn
the
decision
of
the
p
l
committee,
it
would
conflict
with
the
parking
requirements
as
set
forth
in
the
imc.
K
L
My
name
is
hussain
rasagpano
and
I
own
the
car
lot
at
one:
zero
one
manhattan
bull
award
and
I
have
a
business
17
years
and
did
the
city
planning
telling
me
I
need
15
parking
extra
parking
for
employee.
I
don't
have
any
employee
besides
me
so
and
I
showed
24
parking
space,
including
the
handicap,
so.
A
Your
property
sits,
be
something
sits
behind
the
the
strip
mall
that
has
the
chinese
food
restaurant
there,
the
faces.
L
A
And
then
and
you're
for
you're
behind
that
correct.
Yes,
now
is
you're
properly
the
one
that's
on
the
corner,
or
are
you
sandwiched
in
between
see
your
diagram
here?
Half.
L
A
M
A
So,
based
upon
the
size,
how
long
have
you
owned
the
property,
sir
10
years,
you've
only
10
years,
city
bingo
would
ever
cite
you
for
anything
in
the
past?
No,
have
they
ever
come
to
you
to
tell
you
that
you
need
to
provide
parking
for
your
employees,
that
you
say
you
do
not
have
in
the
past
before.
M
A
L
K
The
the
the
owner's
business
was
in
was
originally
located
in
linux,
he's
moving
to
hawthorne.
K
A
You
ever
had
a
license
at
that
location
before
no
no,
so
this
is
your
first
license,
though.
Yes,
okay,
so
what
we
have
here
is
a
situation
where
our
building
code
states,
that,
if
you
have
a
structure
on
the
premises,
you
have
to
provide
a
certain
number
of
parking
spaces
based
upon
the
square
footage
correct.
That's.
M
A
L
A
Yes,
so
you
bought
the
property
ten
years
ago,
all
right
and
now
then,
in
the
last
three
weeks,
you've
relocated
there.
Yes,
and
you
took
out
a
new
business
license
and
a
new
business
license
was
so
that
you
could
operate
there
correct
correct,
and
what
is
it
that
you
wish
to
do
there
selling
cars
same
thing.
A
M
N
M
P
M
P
Right,
but
just
looking
at
it
there's
about
four
offices,
you,
you
can
just
kind
of
assume
that
there's
someone's
in
them
right,
but
the
the.
I
believe
that
you
know:
where
did
the
gentleman
go?
Oh
there
he
is
the
you
know.
I
have
to
tell
you.
You
know
I've
seen
businesses
not
get
their
permits
just
based
on
parking.
As
a
matter
of
fact,
I've
had
countless
conversations
with
planning
because
I've
wanted
to
see
certain
businesses
come
in.
That
did
not
meet
the
requirement
and
they
weren't
able
to
do
so.
P
You
know,
but
what
I
I
I
we
I
can't
overturn
that
I
can't
vote
to
overturn
the
the
the
committee's
vote.
But
what
I
was
gonna
say
to
you
is
you
know
I
would
say
that
you
could
still
probably
work
on
this
plan
if
we
were
just
to
not
take
action
on
this
and
he
it
just
stays
overturned,
and
he
could
he
could
come
back
within
at
some
point
when
he
resolves
the
issue,
because
if
we
take
action
he
can't
even
come
and
try
for
a
year.
That's
that
is
correct.
P
I'm
just
trying
to
be
reasonable.
That.
P
P
That's
that's
it
or
we
deny
it.
I
mean
I
there's
nothing.
I'm
just
trying
to
be
reasonable
to
the
applicant
say:
hey,
do
you
want
to
not
wait
another
year,
so
that
would
be
my
motion
to
my
colleagues
here
that
we
do
put
it
back
and
give
them
90
days.
Other
than
that
I
mean
we're
going
to
vote
to
uphold
the
committee's
denial
and
you're
not
going
to
be
able
to
do
anything
for
a
year.
That's
your
motion!
Q
I
have
a
comment:
councilman.
Yes,
if
it's
based
on
the
square
footage,
and
this
gentleman
sells
automobiles,
what
would
be
the
requirements
if
he
were,
I
see.
Obviously,
this
was
an
office
complex
based
on
the
drawing
that's
before
us.
Correct
was
an
office
complex.
Q
C
Q
Okay,
so
if
he
wants
to
do
a
long-term
business,
there
selling
automobiles,
if
he
were
to
make
the
office
size
the
office.
The
buildings
smaller
like
on
this
drawing
like
to
eliminate
the
two
that
are
front
on
hawthorne,
would
he
be
able
to
have
more
space
for
the
selling
of
automobiles
and
less
required
parking?
That's
that's
correct!
So
that's
an
option
he
might
consider
in
the
time
frame
by
which
he's
being
extended.
Q
Presented,
sir,
if
it's
based
on
the
number,
the
square
footage
and
if
he
reduces
the
square
footage
based
on,
I
would
sort
of
assume
that
all
of
this
square
footage
is
not
necessary
for
the
type
of
business
you
choose
to
do.
It
may
have
been
there
for
a
prior
use
because
it
actually
shows
four
offices
on
the
site.
K
Q
He
may
take
it
a
little
more
seriously
now
because
it's
either
doing
something
like
that
which
would
reduce
the
number
of
required
parking
spaces
and
actually
give
him
more
space
for
the
selling
of
automobiles,
which
is
his
business
that
he
wants
to
pursue.
Q
So
I
would
support
that
that
motion
to
give
send
it
back,
give
him
90
days,
so
he
can
truly
evaluate
all
the
options
open
to
him
and
so
that
he
can
remain
in
business
because
we're
a
business
friendly
city,
you
know,
so
we
want
him
to
remain
in
business,
and
so
he
can
look
at
these
options
to
see
if
there's
something
that
he
can
do
so
I
would
support
that.
G
The
reason
that
we
have
the
process
that
we
do
are
so
that
business
people
can
work
with
the
city,
be
informed
of
what
their
requirements
are
and
we
hold
public
hearings
and-
and
I
I
I
think
it
sends
the
wrong
message
if
we
decide
that
up
here,
we're
going
to
decide
how
the
man's
business
is
going
to
be
configured,
he
obviously
made
his
own
decisions
at
the
time
and
we
are
here.
Our
function
is
either
to
uphold
or
overturn.
G
R
Mayor,
yes,
sir,
let
me
just
speak
back
because
this
body
is
responsible
for
enforcing
our
own
policies.
In
this
case,
this
is
a
england
municipal
codes,
and
so
there
are
times
when
businesses
do
come
before
us
seeking
special
use
permits
and
that
we've
been
able
to
weigh
into
it
under
extenuating
circumstances.
R
R
I
clearly
agree
with
my
colleague,
council
morales,
who
made
the
motion
that
we
want
to
give
this
individual
a
reasonable
period
of
time,
and
it
looks
like
90
days
would
do
that
with
the
understanding
that,
if,
if
he's
not
able
to
vet
it
out
where
it's
in
compliance
with
our
english
municipal
codes,
then
in
turn
we
will
not
be
able
to
consider.
We
will
not.
R
We
will
not
support
that
based
upon
what
the
council
has
said
this
evening,
so
I
do
hope
that
the
gentleman
does
in
fact
reconsider
his
position
and
and
go
back
to
the
it's
a
license.
Thank
you.
P
P
To
fulfill
the
requirement,
either
by
by
any
means
that.
B
B
T
The
funds
for
this
agreement
are
still
available
and
the
reason
we
are
asking
to
amend
the
term
of
the
contract
is
because
there
were
some
delays.
There
were
some
unforeseen
delays
in
completing
the
execution
of
the
non-disclosure
agreement
with
the
time
warner
with
time
warner
and
those
issues
were
outside
of
the
control
of
the
city
and
with
the
auditor,
but
that
has
since
been
completed.
The
contract
is
executed
and
they
are
actually
in
the
process
of
performing
their
audit.
T
Q
Yeah
so
well,
I
would
like
to
see
the
report
from
for
att
as
soon
as
possible.
If
it's
been
completed,
I
don't
think
we
have
to
wait
till
the
the
later
date
for
that
one.
So
I
would
like
to
have
that
as
soon
as
possible,
please,
but
secondly,
I
would
assume
then
that
this.
Q
The
video
user
taxes
would
be
eight
percent
of
the
gross
revenue,
and
the
peg
would
be
one
percent
of
the
gross
revenue.
So
I
want
to
know
what
those
gross
revenues
are
with
regard
to
the
city
of
inglewood
and
also
with
regard
to
time
warner.
I
do
understand
the
reason
for
this
extension
and
I
support
the
extension,
because,
once
again,
it
was
due
to
circumstances
out
of
our
control.
Q
However,
it
talks
about
on
the
agenda
the
audit.
It
only
mentions
the
audit
of
public
education
and
governmental
access
support
fees,
mr
fields,
and
it
should
reference
all
three
of
these
fees.
It
should
have
on
the
agenda:
franchise
fees,
video
user
taxes,
as
well
as
peg
shouldn't
just
be
pg,
because
that's
not
what
this
audit
is,
it's
not
just
peg,
and
secondly,
mr
fields,
I'd
like
to
know
why
we
would
be
paying
for
an
audit
of
peg,
which
is
once
again
public
education
and
governmental
access.
Q
J
However-
and
I
don't
have
the
law
in
front
of
me
here,
but
the
audit
does
speak
to
auditing
those
fees
that
cable
companies
are
required
to
pay
the
city
for
the
the
opportunity
to
provide
services
to
our
residents.
So
it's
a
it's
a
more
generic
audit.
It's
not
looking
at
the
type
of
programming
that
we're
doing
at
this
point
in
time.
Okay,.
Q
Well,
thank
you,
since
it's
on
my
time.
I
want
to
complete
my
remarks.
Actually,
it's
not
more.
Generic
peg
is
very
clearly
defined
under
the
law.
It's
public
education
and
governmental
programming,
it's
very
clearly
defined
under
state
law,
and
we
have
a
policy
adopted
under
your
tenure
city
manager,
prohibiting
prohibiting
any
public
broadcasting
or
any
educational
broadcasting.
Q
So,
therefore,
we
are
not
eligible
for
the
one
percent
which
we
would
be
authorized
to
receive
if
we
indeed
provided
that
type
of
programming
to
the
community,
once
we
reach
the
threshold
of
56
hours
of
original
programming,
so
why
would
we
be
spending
any
general
fund
money?
And
once
again,
I
want
to
speak
to
the
fact
that
this
agenda
item,
I
should
have
included
not
just
peg,
but
it
should
have
had
everything
on
there:
franchise
fees
and
video
user
taxes,
and
I
I
would
like
to
know-
maybe
you
are
well
anyway,
I've
already.
Q
J
Q
This
point
49
seconds.
Actually,
mr
fields,
since
it's
the
state
lahar
that
we
have
to
follow
and
it's
a
state
law
that
determines
we
would
get
one
percent.
Actually
I
wish
we
were
getting
the
one
percent
of
the
gross
revenue
of
at
t
and
time
warner.
Q
Wouldn't
all
of
you
out
there
wish
we
were
getting
one
percent,
that's
a
whole
lot
of
money
that
could
be
coming
to
us
when
we
provide
the
kind
of
programming
our
community
wants,
but
we've
told
them
no,
absolutely
not
because
once
again,
I
think
it
has
to
do
with
serving
the
public.
It's
about
open
government!
It's
about
transparency,
it's
about
all
of
that.
Q
It's
about
serving
the
public
interest,
which
apparently,
we
have
no
interest
in
doing
here,
because
we
adopted
a
policy,
this
council
majority
to
deny
public
and
educational
programming
period,
so
we're
not
eligible
for
the
money
that
we
could
be
getting.
You
might
call
it
free
money
that
we're
not
eligible
for,
and
that's
a
shame
and
that's
what
I
want
to
bring
the
public's
attention.
It's
a
shame
that
we're
not
getting
money.
We
should
be
eligible
for
for
programming
that
our
community
wants
to
have.
Q
I
had
people
come
up
to
us
when
we
passed
that
policy
and
said
councilwoman.
We
have
choirs,
we've
been
on
public
access
for
many
years.
Now
they
tell
us
we
can
no
longer
have
our
program
on
our
cable
station.
I
said
I
am
sorry.
It's
your
council
majority
under
our
city
manager,
who
chose
put
that
policy
forward
and
cancel
those
programs.
J
A
mayor
just
one
more
comment:
I
can
tell
you
that
the
majority
of
the
cities
do
not
offer
education
and
public
access
channels
programming
on
their
channels.
It's
normally
public.
I
mean
government
programming,
that's
on
the
channels
and
that's
I
have
a
lot
of
experience
working
with
a
number
of
cities
in
in
the
state,
and
none
of
them
have
had
both
all
three
of
those
channels
operating
for
the
simple
fact
that
there's
some
operational
costs
associated
with
running
three
different
programming.
J
A
T
T
There
were
so
many
there
were
issues
initially
that
they
did
not
agree
to.
It
took
some
time
to
work
through
those
issues,
and
so
the
non-disclosure
agreement
has
since
been
executed.
Well,.
A
No
no
disrespect,
but
I've
got
a
limited
time.
It's
quirky.
It
states
very
clearly
right
here
that
says
unforeseen
delays
in
finalizing
a
non-disclosure
agreement
with
time
warner,
which
was
outside
of
the
control
of
the
city
and
the
consultant.
Thus,
the
project
could
not
be
completed
by
december
31st,
so
they
have
not
been
successful
at
what
they
were
contracted
to
do
now.
This
company
is
located
in
newport
beach.
How
much
is
this
company
costing
us
to
do
what
they're
doing.
T
T
T
I
don't
have
that
information.
I
can
get
that
back
to
you.
A
Okay,
miss
corky.
I
understand
that,
but
you
know
sometimes
people
want
to
maximize
their
contracts.
They
could
tell
us
anything,
I'm
just
being
devil's
advocate
here.
They
could
tell
us
anything.
They
could
tell
us
we're
not
able
to
close
the
deal
just
yet
councilman
I'll
go
have
to
try
a
little
harder.
Thus
the
clock
keeps
on
ticking
and
they
run
out
they're
running
off
that
money.
A
That's
why
I
asked
the
question:
how
much
are
they
up
to
at
this
point
without
a
minute
and
46
seconds
left,
I
see
our
former
inglewood
tv
person
here
who
ran
our
channel.
Mr
brown,
could
I
impose
upon
you
to
just
give
me
your
viewpoint
on
this?
Sir,
would
you
be
gracious
enough
to
do
that,
mr
brown?
G
A
Let's
see
if
you
can
perform
the
duties
of
in
28
seconds
since
that
little
exchange
there,
the
clock
continued
to
run.
I've
got
23
seconds
left.
Can
you
just
tell
me
just
exactly
how
much
do
you
estimate
is
owed
to
the
city
of
englewood
under
the
franchise
agreement
with
time
warner?
How
much
is
outstanding
in
fees?
How
much.
T
A
N
J
G
Right
all
right,
so
we're
at
time
sir
meadow
city
clerk.
V
Thank
you
good
evening,
council
members,
the
staff
report
before
you
ask
that
you
adopt
a
resolution
authorizing
the
city
to
submit
for
a
competitive
tree,
planting,
grant
that's
available
through
supervisor
mark
whitley
thomas's
office.
He
recently
announced
the
availability
of
seven
hundred
and
fifty
thousand
dollars
for
district
council
count
county
supervisor
district
two,
a
minimum
grant
amount,
is
fifteen
thousand
dollars
up
to
a
hundred
and
fifty
thousand
dollars
we
are
requesting
in
this
grant
application
to
be
able
to
receive
funding
to
plant
three
hundred
and
fifty
trees.
V
The
city
has
over
twenty
thousand
trees,
that
our
department
is
entrusted
to
care
for
that
is
handled
by
two
three-man
crews,
trimming
pruning
removing
planting
and
all
of
that,
as
previously
stated,
we
have
seven
over
seven
thousand
tree
wells
that
are
vacant.
Those
trees
were
identified
and
actually
more
were
identified.
When
the
city
completed
its
tree
master
plan
in
2003.,
we
have
made
some
progress,
but
we
have
a
long
way
to
go.
V
We
are
trying
to
replenish
our
urban
forest
and
we
believe
that
this
is
an
opportunity
to
do
so.
We
will
be
planting
24,
gallon
trees.
Our
master
plan
allows
for
a
minimum
of
15,
but
that's
a
really
puny
tree,
so
we're
going
to
plant
24
gallons.
A
key
component
of
this
grant
is
that
we
have
a
youth
employment
component.
We
are
currently
in
an
mou
with
the
los
angeles
conservation
corps,
who
are
in
the
completing
the
planting
of
300
trees
at
the
writing
of
the
report.
V
They
had
about
75
left
to
go
and
we
are
going
to
re-engage
them.
They
come
with
the
manpower,
the
labor,
the
tools,
the
supplies
and
we'll
be
able
to
plant
these.
Likewise,
we
likewise
we've
built
in
an
in-house
staff
person
that
will
then
be
responsible
for
watering
and
attending
to
them
and
making
sure
they
don't
die
in
their
early
development
stages.
H
Q
Done
that
yes,
actually
I
want
to
apologize
to
mr
bird
for
not
speaking
up
when
you
were
attempting
to
speak
about
trees
under
public
comments
at
the
beginning.
Q
Q
The
fact
that
this
is
a
particular
grant
for
certain
trees,
I
think,
is
somewhat
irrelevant
and
too
specific.
So
I
think
you
should
have
been
given
an
opportunity
to
tell
us
what
kind
of
trees
you
like
you
and
your
neighbors
or
what
you
don't
like.
So
with
that
being
said,
I
I
do
agree
with
miss
barnes.
Q
With
regard
to
what
you're
talking
about
this
the
size,
I
mean
definitely
24
inch
well
well,
actually,
36
inch
box
and
48
inch
box
are
much
preferred
because
they
have
a
more
of
an
opportunity
for
survival.
You
might
say
others
are
very,
very
small,
so
I'm
glad
you're
looking
to
get
as
large
as
you
can.
V
We've
identified
our
goal
is
to
put
an
equal
amount
of
trees
in
each
district.
We've
identified
vacant
tree
wells
that
are
our
priority
sites.
However,
with
this
recent
planning,
we've
been
incurring
several
residents,
who
will
normally
call
and
say:
please
don't
plant
the
tree
here,
because
we
have
some
flexibility
with
these
seven
thousand
sites.
We've
been
honoring
those
requests,
but
at
some
point,
because
when
a
tree
is
removed,
it's
the
goat,
it's
the
city's
goal
to
put
the
tree
back,
they
will
go
back,
but
because
we
have
flexibility.
V
We
also
through
some
of
our
learning
experience
recently
are
making
sure
that
they
put
placards
on
the
doors
so
that
a
resident
at
this
point
can
say
I'd
love
a
tree
or
you
know
I'm
not
able
to
care
for
the
tree
because
of
my
health
or
whatever
the
case
may
be,
because,
ultimately,
when
we
plant
it,
it
does
partly
become
the
responsibility
of
the
the
resident,
because
they
are,
you
know,
expected
to
water
it.
What
have
you
so
if
it.
Q
I
think
that's
a
great
idea,
especially
allowing
people
to
say
they
don't
even
want
it,
as
you
say,
because
they're
going
to
be
ultimately
responsible
for
it,
so
whatever
notification
you
can
give
to
a
resident
if
it's
in
their
parkway,
for
instance,
I
think
that's
a
good
idea.
That's
a
good
plan,
because
there
are
people
who
don't
want
them.
Q
You
haven't
mentioned
what
kinds
of
trees
you're
looking
to
get
or
are
getting.
So
when
I'm
concluded
with
my
remarks,
you
might
speak
to
the
type
of
trees
that
you're
you're
doing,
and
I
do
know
that
there's
lots
of
reasons
why
there
might
be
missing
trees.
Obviously
some
have
been
removed
deliberately
because
of
root
problems.
Q
Q
So
I
think
it's
always
a
good
idea
if
we
can
re-green
our
city
so
to
speak,
I'm
glad
that
they're
going
to
be
equitably
distributed
among
throughout
the
city.
I
would
like
to
to
have
provided
to
me
where
you
think
you'll
be
planting
them
in
the
second
district,
because
I
do
know
where
there's
some
trees
been
missing
for
quite
a
long
time
where
people
would
love
to
have
them,
and
so
I
would
like
to
take
a
look
at
that.
Q
I
feel
very
fortunate
that
there's
actually
a
very
highly
qualified
arborist
who
lives
actually
in
the
second
district,
who
has
been
working
with
the
city,
whether
it's
on
kaboom
builds
and
so
forth,
volunteering,
his
expertise,
his
his
assistance
and
planting
trees
or
helping
the
city
in
that
regard
as
a
good
neighbor
as
a
community
volunteer.
So
I
do
appreciate
that
I
want
to
applaud
his
efforts
as
well,
but
now,
if
you
could
speak
to
the
type
of
trees,
I
would
appreciate
it,
and
I
think
mr
bird
would
appreciate
it
as
well.
Thank
you.
V
Sure
our
tree
master
plan
outlines
for
parkway
trees,
three
species
that
are
recommended
there
is
the
preferred
species,
but
all
three
are
acceptable.
Typically,
we
take
from
that
pallet.
We
go
first
with
what
we
have
in
stock.
If
a
resident
has
engaged
us
and
sometimes
we
will
have
a
resident
call
and
say
what
kind
of
tree
can
I
plant
and
then
we
will.
Let
them
know
what
the
options
are.
V
It
depends
on
where
you
are
the
parkway
size
makes
a
difference,
so
it
it
could
be
anything
from
a
chinese
elm
to
a
brisbane
box,
a
water
gum.
It
really
depends
on
the
area
where
there's
a
small
parkway
there's
a
specific
set
of
trees
that
goes
there.
If
it's
a
larger
parkway,
then
there
are
other
tree
options
that
are
available
at
that
location.
Q
V
Well,
while
this
ficus
trees
have
been
a
signature
tree
for
the
city
for
quite
a
while,
they
are
quite
problematic
with
regards
to
our
infrastructure
and
they
cost
us
more
money.
They
are
beautiful
when
they're
trimmed,
but
they
cost
us
more
money
than
they're
worth
and
they
are
detrimental
to
the
concrete
they
overgrow
the
roots.
The
root
structures
are
really
large
and
they're
just
and
they.
G
Miss
barnes:
I
wanted
to
also
talk
about
how
many
ficus
cheese
did
we
removed
just
recently.
G
Okay
and
and
mr
bird,
I
know
I
saw
your
email,
I
knew
exactly
what
you
wanted
to
talk
about
and
miss
barnes
will
be
here
to
talk
about
the
trees
that
were
replaced.
So
that's
the
only
reason
why
I
asked
you
to
wait
earlier,
because
I
knew
you
wanted
to
talk
about
the
trees
that
were
removed
by
the
endeavor.
I
saw
your
email
all
right.
Madam
cigarette.
G
A
Ms
barnes,
can
you
tell
me
what
type
of
trees
are
those
that
are
on
the
parkway.
A
A
A
A
Okay,
so
we
have
7
000
sites
on
the
tree,
well,
map
correct,
correct.
Okay,
now
we've
planted
a
tree
at
the
corner
of
7th
avenue
and
90th
street,
which
is
of
the
same
species
as
the
trees
on
manchester
boulevard,
and
if
you
go
there
right
now,
you'll
find
that
that
tree
has
a
huge
amount
of
leaves
that
have
dropped
off
of
it.
A
A
large
amount
problem
with
the
trees
with
those
types
of
trees,
the
same
type
of
trees
that
we
have
on
manchester
boulevard
that
they're
high
maintenance.
Now
those
trees
on
manchester
boulevard
now
understand
they
have
nothing
to
do
with
this,
but
they're
the
same
species.
A
A
None
and
the
trees
are
in
the
environmental
divider,
where
the
space
shuttle
traveled
on
manchester,
between
crenshaw
drive
and
prairie
they're
going
to
become
bears.
They
already
are
now
becoming
more
so
so
I
would
like
to
make
a
suggestion
to
my
council
members
that
we
modify
this
to
request
that
we
actually
purchase
evergreen
trees
and
evergreen.
Trees
are
trees
that
do
not
shed
their
leaves,
and
they
say
green
continuously
throughout
the.
N
A
And
there
are
those
species
that
are
not
invasive
in
the
sewer
lines.
Now
there's
another
question
that
I
have
for
you
with
these
7
000
locations,
miss
barnes
and
some
of
the
trees
have
been
missing
and
some
of
the
trees
were
going
to
cut
down
these
old
ficuses
and
remove
them
and
put
these
new
trees
in
place
of
them.
Correct.
V
A
A
Why
why
why
why?
Why
are
we
not?
Why
is
it
that
we
no
longer
do
that?
Why
don't
we
do
that?
Why
is
it
the
resident's
responsibility
to
maintain
the
sewer
line
from
the
sidewalk
under
the
parking
strip
out
to
the
center
of
the
street,
which
costs
a
resident
on
average,
anywhere
from
nine
to
sixteen
thousand
dollars
to
replace
that
sewer
line
pipe
when
it's
broken
by
one
of
our
trees?
J
Mayor
and
city
council
to
your
first
question,
we
have
not
changed
the
policy.
There's
not.
I've
talked
to
my
public
works
staff
and
with
sabrina
and
we've
determined
that
there
hasn't
not
been
a
change
in
the
policy.
In
terms
of
how
we
deal
with
sewer
lines,
I
would.
J
No,
even
before
I
came
on
board
the
policy
that
they've
been
going
by
from
the
people
that
are
here,
they've
said
that
since
they've
been
here,
a
number
of
them
have
been
there
for
a
while
have
said
that
to
their
knowledge,
it's
always
been
we're
currently
operating
under
the
same
policy.
So
the.
J
J
What
was
yesterday,
oh,
I
was
going
to
just
say
the
for
the
public
end.
As
the
council
may
already
know,
the
trees
do
not
cause
the
damage
to
sewer
lines.
What
occurs
is
that,
because
of
the
time
I
mean
the
the
age
of
the
sewer
line,
those
sewer
lines
crack
and
once
they
crack
roots,
are
attracted
to
to
water
or
liquid,
and
they
invade
the
sewer
lines
through
cracks
that
are
not
due
to
the
trees
but
due
to
some
other
other
circumstance.
J
G
G
J
G
Once
that
happens,
tree
root
will
seek
the
water
and
it
will
obstruct
the
pipe,
and
so
it
would
be
a
policy
decision
of
the
council.
Actually,
if
we
were
going
to
take
on
that
responsibility
that
apparently
historically
we
never
have
correct
and
then
we
should,
if
we
are
going
to
do
that,
then
we
need
to
put
a
budget
with
it
so
that
we
would
have
an
idea
of
what
this
would
cost
the
city
and
then
we
could
make
an
intelligent
decision,
as
is
something
that
we
should
modify
because
I
empathize
with
the
residents.
G
You
know
they
say
your
tree
invaded
my
sewer
line,
but
the
reality
is
if
eventually
a
sewer
line
is
going
to
erode
and
it's
going
to
crack
and
when
it
does
things
that
grow
or
things
that
fall
out
of
the
the
the
ground
surface
underneath
are
going
in
to
stop
up
that
sewer
line.
So
we
would
be
actually
basically
saying
once
a
sewer
line
becomes
a
certain
age.
The
city
is
going
to
repair
it
and
take
on
that.
G
J
Our
policy
is
consistent
with
most
policies
throughout
the
region.
Here:
okay,.
G
A
Point
the
point
of
voting.
My
point
is
this:
is
that
since
we've
made
a
motion-
and
the
motion
was
made
immediately
to
approve
this,
does
that
mean
that
we
are
not
now
able
to
modify
this
document
so
that
we
could
include
in
it?
That
was
we
wish
to
have
a.
We
wish
to
be
tree
specific
with
it,
preferably
trees
that
do
not
shed
their
leaves
in
the
winter.
A
Has
moved
and
it.
G
Q
Q
Madam
city
clerk,
but
mayor,
I
want
you
to
repeat
what
you
just
said,
because
obviously
we're
not
going
to
have
a
full
hearing
with
regard
to
the
matter,
because
whatever
the
secondary
motion
might
be,
is
not
typically
based
on
whether
the
first
the
main
motion
passes
or
doesn't
pass.
It
could
be
an
amendment
that
might
be
voted
on
first,
which
actually
it
should,
because
that
would
determine
well.
G
Q
Well,
it's
not
an
amendment,
it's
a
motion.
If
I
may
make
a
quick
statement,
then
I
will
then
I
will
vote.
My
quick
statement
is
this
that,
with
regard
to
our
tree
policy,
I
do
appreciate
what
my
colleague
said
with
regard
to
some
neighborhoods:
don't
even
want
the
trees
with
the
leaves
falling
and
some
people
can't
care.
I
appreciate
all
of
that,
but
I'm
saying
I
would
actually
support
a
hearing
on
that
meaning
staff
to
bring
a
report
to
us
with
regard
to
the
tree
policy.
We
have
a
master
plan,
bring
it
to
us.
Q
T
Q
Want
so,
I
would
like
to
suggest
to
my
colleague
that
I
believe
that
his
desires
can
be
met,
approving
the
grant
application,
which
just
allows
us
to
have
money
to
buy
trees
and
then
have
staff
come
back
in
the
future
with
regard
to
the
master
plan
throughout
the
city
and
with
regard
to
neighborhoods,
and
maybe
people
in
neighborhoods
should
have
more
say
so
about
what's
planted.
N
Q
G
Have
staff
come
back
and
discuss
the
types
of
treatment?
Another
time?
Let
me
finish
please,
you
know
I
did
hear
the
question
about
the
evergreens
versus
the
the
trees
that
the
leaves
fall
off
and
I'm
sure
that
the
arborist
for
some
reason
recommended
that
we
do
things
a
certain
way.
I
don't
think
that
this
particular
item
is.
Is
the
is
the
vehicle
to
look
at
our
master
plan?
I
think
if
we
were
going
to
have
a
workshop
or
or
a
staff
report
on
why
the
arborist
recommended
things
a
certain
way.
G
P
Briefly,
you
know
obviously
there's
a
lot
of
options
when
it
comes
to
trees,
but
we
have
to
remember
it's
also
based
on
funding
on
the
annual
basis
when,
when
trees
get
planted,
we
also
have
seen
a
lot
of
requests
for
for
blocks
either
in
my
area
that
either
want
trees.
Some
don't
want
any
because,
quite
frankly,
just
because
of
the
leaves
so
before
we
get
into
a
situation
where
we're
up
here,
picking
the
kinds
of
trees
that
it
could
be.
P
I
mean
there
if
we
have
an
arborist,
that's
working
with
staff
to
give
us
options
and
give
our
residents
options.
That's
what
we
need
to
be
doing.
If
we
bring
back
a
staff
report,
then
there
needs
to
be
enough
information
on
there
that
we
we
could
either
give
our
opinion,
because
none
of
us
know
which
routes
are
going
to
go
to
the
pipes
or
anything
else
like
that.
You
know
if
we're
going
to
play
a
role
in
picking
trees
is
what
I'm
saying.
X
O
Y
P
A
Just
just
just
just
a
just
another
point,
if
I
could
just
read
something
it
states
very
clear,
it
says,
recommendations.
G
A
A
G
B
Madison
clerk
council
members
done
that
stephen
said
no
dunlap,
aye
morales
aye
franklin
aye
mayor.
A
AA
This
item
is
requested.
The
council
receive
and
file
the
draft
consolidated
annual
performance
evaluation
report
prior
to
the
scheduled
public
hearing.
This
caper
also
known
as
the
caper,
the
acronym
this
caper
is,
represents
year.
Five
of
the
five-year
amended
consolidated
plan,
which
covers
years
fiscal
year,
2007
eight
through
fiscal
year,
2011-12
in
the
caper.
AA
The
caper
also
outlines
affordable
housing
opportunities.
Here
in
the
city
of
inglewood
and
of
note
in
this
caper
over
the
last
five
years,
the
council
has
funded
in
one
way
or
another
affordable
housing
projects
such
as
the
market
park,
apartments
located
at
601
north
market
street,
which
included
acquisition
and
rehabilitation
of
a
40
year
old
building
the
eric
apartments,
which
is
a
four
unit,
affordable
housing
project
for
developmentally
disabled
adults,
for
which
the
council
just
approved
a
phase.
AA
Q
Well,
I'd
like
the
reason
this
is
actually,
this
is
coming
before
us
at
a
public
hearing
on
december
11th.
This
event.
Q
Q
I
know
it's
in
the
city
clerk's
office,
so
the
public
will
have
a
chance
to
look
at
it
with
regard
to
all
of
the
the
services
rendered
with
these
funds,
it's
quite
a
detailed
report,
so
I
would
recommend
that,
if
you're
interested
at
all
that
you
take
a
look
at
it.
What
what
is
the
total
amount
of
funds
expended
on
these
projects
for
for
this
year,
the.
Q
All
right,
so
it's
15
million
dollars
of
money
that
came
into
the
city
that
was
expended
for
different
types
of
programs,
whether
it's
housing
services,
code
enforcement,
quality
of
life
and
so
forth.
15
million
dollars
a
whole
lot
of
money,
a
lot
of
tax
dollars
that
came
into
the
city.
So
I
would
like
to
suggest
that
take
an
opportunity
to
go
on
the
city's
website
under
tonight's
agenda
item,
where
you
should
be
able
to
find
it
as
well
as
the
library
or
I
would
like
to
also
suggest.
Q
Mr
feels
that,
in
addition
to
the
caper
consolidated
annual
performance
evaluation
report
being
included
in
the
staff
report,
I'm
hoping
it's
listed
separately
on
the
our
website
as
well.
So
people
can
find
it
immediately
if
that's
what
they
go
to
look
for
without
having
to
look
for
tonight's
agenda
once
again:
15
million
dollars
in
the
services
and
programs
and
so
forth.
Q
A
AA
A
Let's
miss
stephen,
I
have
a
couple
of
questions
for
you
just
a
few
on
page
23,
it
states
that
we
have
a
remaining
balance
of
35
35
951.94.
A
It
states
the
property
maintenance
division.
This
is
on
page
23.
It
states
the
property
maintenance
division
was
allocated,
227
815
dollars
in
community
development,
block
grant
funds
for
code
enforcement
activities
in
community
development,
block,
grant
eligible
areas
and
expended
191
863
dollars
and
six
cents
goes
on
to
state.
The
remaining
balance
of
35
951.94
is
anticipated
to
be
reprogrammed
for
future
cdbg
eligible
activities.
AA
AA
A
M
N
G
G
AB
H
A
Mr
city
attorney
this
is
this
states
very
clearly.
It's
a
draft
consolidated
annual
performance
evaluation
report
draft.
AB
A
For
clarity,
I
just
want
to
make
sure
I'm
understanding
correctly.
We
as
a
body
my
five
colleagues,
all
of
us
here.
My
four
colleagues
on
my
left
here.
We
cannot
give
direction
to
staff
on
any
issue
pertaining
to
any
item
that
comes
before
us
and
if
and
if
it's
a
public
hearing
that
is
to
take
place,
we
cannot
have
any
input
in
reference
to
a
staff
report
prior
to
the
public
hearing,
staff
is
just
somehow
floating
out
here
quasi
on
their
own.
AB
G
J
Yes,
mayor
city
council,
my
comments
tonight
are
that
I
believe
that
a
number
of
residents
may
have
received
a
report
from
consolidated,
indicating
that
plastics
were
not
allowed
to
be
placed
in
the
blue
bins.
Recycle
bins,
that
was
an
error
and
republic,
will
be
sending
out
a
retraction
stating
that
they
will
be
accepting
plastics
inside
the
recycle,
bins.
All
right.
R
There's
concerns
that
the
way
that
the
residents
have
thoroughly
been
educated
on
the
recycling
process
that
it's
the
plastic
bags
are
not
to
be
placed
in
the
green
barrels,
which
is
the
that's
recyclable
for
the
green
waste.
And
so
they
don't
want
to
mix
that
up.
But
then,
when
it
came
to
the
blue
bins,
it
was
for
plastic
bags.
However,
we
don't
want
plastic
bags
with
with
kitchen.
C
J
Q
J
I'm
not
quite
sure
what
you're
referring
to.
I
have
not
directed
a
investigative
report.
Q
No,
the
one
was
done.
The
it
was
requested
by
this
body
to
make
sure
with
regard
to
the
confidence
of
the
public,
because
this
individual
served
here
and
for
to
maintain
the
confidence
of
the
public.
It
was
requested
actually
by
the
chair
that
there'd
be
some
investigation
to
make
sure
that
all
funds
were
expended
properly
and
so
forth.
During.
G
Q
Well,
the
point
was
whatever
those
expenditures
might
have
been
whatever
that
request.
It
was
done
at
a
council
meeting
and
then
it
was
reported
back
to
the
public
that
the
investigation
had
been
completed
and
there
was
no
wrongdoing.
I've
never
seen
any
results
of
that
investigation.
That's
all
I'm
asking
for.
I.

Mr

B
B
I
want
to
give
a
little
report
on
this
first,
I
want
to
start
out
by
saying
this
is
not
an
initiative.
It's
a
charter
amendment
and
it's
going
to
the
people
for
a
vote,
which
means
that
it
has
to
be
done
it
within
a
time
frame.
The
council
had
nothing
nothing.
Let
me
make
that
very
clear.
The
council
and
the
mayor
and
council
had
nothing
to
do
with
this.
This
is
yvonne
horton
and
I'm
going
to
tell
you
why
the
charter
says
that
we
have
to
publish
ordinances.
B
We
have
published
this
year,
twenty
one
ordinances,
two
of
them,
possibly
three,
but
two-
that
I
can
name
off
the
top
of
my
head
right
now,
which
is
a
salary
ordinance
and
an
ordinance
that
we
had
for
trees
that
mr
falco
read,
and
I
think
it
was
like
18
pages
long
somewhere
around
there.
B
Those
cost
anywhere
from
three
to
five
thousand
dollars
in
a
paper.
So
with
a
budget
of
twelve
thousand
dollars
just
say:
hypothetically,
I
pay
five
depending
on
the
pages.
That's
fifteen
thousand.
Well,
I'm
already
in
the
hole
and
in
my
department
I
publish
public
hearings,
ordinances
and
bids.
B
So
these
fees
don't
support
my
budget.
They
don't
even
support
the
budget
for
probably
anybody
within
the
city
in
different
departments.
So
what
I'm
asking
is
that
we
take
it
to
the
people
for
a
vote.
Not
the
city
council
was
not
going
to
vote
on
it,
they're,
not
going
to
say
they're.
Trying
to.
I
don't
want
people
to
think
that
they're
trying
to
not
have
transparency,
that's
not
the
issue.
B
B
Now,
as
for
the
ordinance
itself,
we
are
going
to
make
some
other
arrangements
so
that
people
do
have
access,
and
that
would
be
that
it
would
be
printed
and
housed
in
our
office,
which
we
do
that
anyway,
and
it
would
be
on
the
website
every
ordinance
that
we
have
would
be
on
the
full
full
ordinance.
Rather
it's
one
page
or
100
pages
we
haven't
had
100
page,
but
I
just
thought
I'd
say
that
it
will
be
on
the
website
and
that's
pretty
much
what
I
have
to
say.
If
there's
any.
B
B
P
Know
just
a
quick
question
when
we
put
it
on
the
website
and
it's
complete
text
right
so.
P
Is
it
in?
Can
we
print
it
off
of
the
website.
B
Yes,
I
think
well
right
now,
it's
the
way
we're
going
to
do
it
right
now,
it's
in
the
agenda
so
like
if
you
go
like
if
we
have
an
whatever
we
have
on
like
this
agenda
here,
the
blue
part
is
where
you
go
in
and
you
click
and
it
prints
out
whatever
you
want.
B
It
actually
comes
up
and
then
you
can
read
it,
but
you
can
print
it
as
well,
but
we
get
that
right
now,
but
but
we
are
talking
about
also
just
having
a
site
just
for
ordinances,
so
that
people
can
go
to
that
and
they
have
the
access
that
they
need,
but
we
still
have
to
print
it
in
the
paper.
B
H
B
A
G
B
B
I
can't
get
my
words
out.
Excuse
me,
control
over
the
majority
of
the
council
routinely
mr
stevens
and
other
members
have
argued
that
no
one
member
should
have
dictatorship
to
the
actions
of
the
majority
of
the
council.
So
this
is
another
amendment
that
we're
asked
that
I'm
asking
that
the
council
would
approve
again
they
had
nothing
to
do
with
it.
I
just
want
to
stress
that
it's
yvonne
horton
by
herself
move.
G
B
B
B
Z
A
one
bond
purchase
actually
two
month
purchases,
and
I
was
a
fannie
mae
and
a
federal
fund
credit
at
point.
Eight
seven
percent
and
the
form
credit
was
at
0.90
it's
a
five-year
non-call
for
one
year,
meaning
that
the
the
the
issuer
cannot
be
redeemed.
The
bond
for
at
least
at
least
one
year
and
thereafter
is
called
quarterly
and
also
would
like
to
point
out
that
interest
rates
continue
to
be
quite
low.
Z
There
are
no
offerings
at
all
at
the
one
year
at
the
one-year
agencies
and
that
the
two
years
the
the
the
offering
starts
at
like
.32
and
at
the
three-year
it's
a
rough
about
point,
five,
zero
point:
five
six
and
the
highest
at
four
years
is
.75
and
five
year
is
less
than
one
percent
is
point
nine
zero.
So
those
are
the
offerings
that's
been
offered
for
for
gses
government-sponsored
enterprises
and
also.
Z
I
would
like
to
point
out
that
the
bills
that
was
paid
for
the
month
of
october
was
12.7
and
the
net
payroll
was
2.5
and
the
total
for
the
month
was
15.2
for
november
11.7
was
the
bills
paid
and
the
net
payroll
2.6
and
the
total
for
the
month
is
14.3,
and
I
would
also
like
to
point
out
that
the
city
traders,
intern
program
did
earn
did
end,
and
I
have
about
seven
students
that
will
be
presented.
Prepare
the
council
next
week
for
their
their
accommodation
and
all
of
them.
Z
I'd
like
to
point
out
earn
at
least
85
percent
on
the
final
exam
so
and
the
students
ages
range
from
about
age
10
to
about
17..
So
I
did
have
roughly
about
14
that
actually
enrolled
in
a
program,
but
about
seven
did
actually
complete
the
program.
Some
of
the
other
things
came
up.
They
were
not
able
to
complete
the
program
and
also
would
like
to
say
a
special
thank
you
to
congresswoman
maxine
waters.
Z
Who
did
call
me
regarding
turkey
and
food
that
she
was
offering
through
the
thanksgiving
season,
and
I
did
contact
sabrina
barnes,
and
I
think
she
was
able
to
take
advantage
of
that.
So
it's
a
special
thanks
to
the
congresswoman
for
that
food.
That
was
very
much
needed
and
also
would
like
to
point
out.
I
want
to
say
I
put
out
that
I
normally
also
offer
free
tax
income
tax
preparation
for
those
residents.
Limited
tax
preparation
for
those
who
cannot
afford
to
you
know,
prepare
their
tax
returns.
So
just
simply
call
my
office
at
310-411.
Z
And
I'd
be
more
than
happy
to
take
care
of
that.
For
you
again,
it's
a
limited
number
of
returns
that
I
am
able
to
prepare
and
also
a
special
thank
you
also
for
chairman
jerome
horton,
who
contacted
my
office
and
invited
me
to
partner
with
him,
with
the
california
state
board
of
organizations,
seat,
number
four
and
the
franchise
tax
board
in
presenting
2013
free
income,
tax
preparation
and
family
services
initiative.
Z
As
part
of
the
volunteer
tax
program,
which
is
the
vita
program-
and
this
is-
and
I
have
again
participated
in
free
income
tax
preparation
for
a
number
of
years,
and
also
he
pointed
out
that
this
initiative
has
captured
more
than
3.7
million
in
federal
tax
credits
in
helping
thousands
of
individuals
file
their
tax
returns
and
also
like
to
point
out
that
you
know
for
those
who
earn
less
than
51
thousand
dollars.
Z
They
may
be
eligible
to
see
also
receive
the
maximum
of
fifty
eight
hundred
and
fifteen
hundred
ninety
one
dollars
in
earned
income
tax
credits,
and
this
is
something
that
really
goes
unclaimed
by
more
than
370
million
folks
every
single
year.
Z
So
again,
if
you
earn
less
than
51
000,
you
may
qualify
for
this
5871
tax
credit.
So
again
you
know,
residents
who
are
not
able
to
you
know
to
prepare
their
pay
for
their
tax
return,
feel
free
to
contact
my
office
and
more
than
happy
to
assist
you
again.
The
number
is
310-412-5642.
Z
Y
Good
evening,
michael
coper,
I
was
listening
to
your
debate
about
the
car
lot
and
that
made
me
think
back
to
about
15
years
ago,
when
you
guys
changed
the
law
and
you
made
it
a
minimal
requirement
to
have
one
acre
for
a
car
dealership.
Y
Now
I
saw
on
arbor
vita
and
la
brea,
all
of
a
sudden
somebody's
got
a
car
dealership
and
a
gas
station
and
the
reason
you
changed.
That
is
because,
like
let's
say
now,
this
gentleman
cars
was
my
tent.
Until
recently
in
hawthorne,
I
have
a
lot
of
used
car
lots
on
hawthorne.
I
don't
have
one
vacancy.
Why?
Because
we're
allowed
to
do
it
on
small
little
lots
and
you
see
what
goes
on,
but
that's,
okay,
that's
the
way
it's
traditionally
there,
so
he
had
a
14
000
square
foot
lot
for
every
thousand
square
feet.
Y
Four.
He
needs
14
parking
spots,
a
3,
000
square
foot,
building
every
300
feet
for
a
building.
So
it's
10,
that's
24.!
Y
Now
the
reason
you
guys
changed
it
15
years
ago
is
because
with
24
parking
spots,
three
employees,
three
customers-
that
leaves
you
15
cars
to
sell.
But
you
have
broken
down
cars
and
they're
out
in
the
street
they're
in
the
driveway
they're
all
over
the
place.
So
I
have
quite
a
few
lots
of
non-conforming
if
we
decided
for
some
reason
to
change
the
law
and
allow
some
people
to
do
it
with
less
than
an
acre.
Why
not
me?
Y
I
want
to
do
it
all
over
the
place.
Nobody
owns
more
land
and
more
car
dealerships
in
this
town
than
me.
Now
we
were
debating
that
and
really
thinking
about
what
to
do,
but
meanwhile,
hyundai
and
chrysler
are
on
life
support.
You
guys,
don't
understand.
The
franchise
are
in
jeopardy.
If
I
don't
finish
this
auto
mall
that
we've
been
working
on
for
10
years
right
now,
I've
made
everybody
aware
we're
selling
cars
in
dirt.
Y
The
customers
are
coming
from
all
over
the
area
and
they're
walking
in
dirt.
So
if
we're
trying
hard
to
have
a
little
car
lot
happen,
100
million
dollars
in
sales.
I
have
about
a
hundred
employees.
Now
there's
a
hundred
families
in
this
region
are
now
affected
by
my
efforts
in
the
car
business
carmax.
My
idea,
the
car
business,
would
be
dead
in
this
town,
if
not
for
the
last
35
years.
So
let's
get
off
right
now,
I
don't
know
what's
going
on,
but
if
we're
going
to
do
it,
let's
do
it.
Y
You've
got
me
tied
up.
The
franchises
have
ultimatums
and
I'll
and
all
it's
like
every
time,
somebody's
new
here,
I'm
re
re
doing
this
deal
for
the
last
10
years.
Nobody
really
knows
what's
going
on,
I
have
to.
I
have
national
brands,
hyundai
and
chrysler.
We
all
gave
them
guarantees
chrysler
will
be
up
and
running.
I've
been
a
four-month
delay
for
no
reason,
so
we
need
to
get
this
together.
Everybody
hears
on
tv
they'll
ask
me
I'm
embarrassed
to
say
I
don't
know.
Y
What's
going
on,
I've
been
working
on
this
for
a
decade
we
spent
millions
of
dollars.
I
I
took
out
trailer
parks.
I
re
I
sent
everybody
elsewhere
I
paid
for
them
to
go
hotels,
manchester
motel
I
took
it
out.
You
guys
can
afford
to
do
it.
The
biebers
I
bought
them
all
out.
I
spent
tens
of
millions
of
dollars
and
now
you
guys
are
saying.
Oh,
I
don't
know.
Y
What's
going
on
it's
time
to
really
take
some
some
control
here,
I've
been
very
patient
and
everybody's
asking
me,
but
now,
when
I
sign
something
and
you
guys
sign
something,
we
live
up
to
what
we
signed.
There's.
Nobody
in
this
town
can
say
I've
never
lived
up
to
my
obligation.
I
made
the
deal
with
the
city
not
to
some
state
agency
and
I've
been
asking
people
what's
going
on.
My
tenants
are
asking
me
these
folks
are
spending
a
lot
of
money
for
the
you
know
we're
non-professional.
I
You
came
to
our
block
club
meeting
and
you
promised
us
that
they
would
be
as
good
of
better
trees
replanted
that
they
was
taken
out.
A
couple
of
your
good
memories
that
don't
allow
me
to
say
nothing
about.
You
is
here,
so
I'm
just
going
to
ask
you:
if
will
you
or
your
people
don't
know
a
proper
tree
and
where
proper
trees
should
grow?
I
I
Now
I
like
this
channel,
I
like
seeing
this
y'all,
but
I
want
manchester
back
like
it
were
or
before
I
said
you
was
the
blessed
man
I
ever
seen,
because
that
stand
can
go
back
on
manchester
and
brent,
no
prairie
a
lot
of
work
they
doing
extra
on
manchester.
I
I
understand
that,
but
those
trees,
we
will
not
accept
them
those
trees.
I
know
you're
gonna,
say
yeah.
I
don't
have
a
choice.
I
do
we
get
rid
of
one
or
the
other,
and
I
sent
every
one
of
you
a
letter
that
letter
came
from
me.
I
want
you
to
know
it,
but
it
came
from
the
block
club,
not
just
me
prisoner.
I
What
is
an
oak
tree?
What
is
a
pine
tree?
What
do
these
maples
and
popular
trees
do?
I
know
asian
though,
because
we
had
a
lot
of
trees
around
us,
but
those
trees
that
was
that
was
beautiful
when
this
tree.
If
you
come
down
on
550
region,
527
region,
that
man
is
out
there
every
day
for
over
a
month
now,
breaking
these
aj
will
tell
you
again
that
if
you
hit
the
brakes
on
leaves
and
it's
wet,
you're
gonna
slide.
I
I
I
AC
Good
evening,
mayor
and
city
council
and
staff
ray
davis
second
district,
I
came
up
to
speak
on
behalf
of
mr
copper
and
his
frustrations.
AC
I've
been
coming
to
city
council
meetings
for
about
a
decade
now,
and
I
I'm
almost
as
frustrated
as
he
is.
I
mean
my
goodness
folks
how
many
times
have
we
been
told
in
this
year
we've
had
big
multi-million
dollar
deals
come
up
under
the
radar
screen.
It'll
show
up
here
to
be
voted
on
that
night,
we'll
say:
hey
whoa
whoa
wait
a
minute.
Why?
What?
What
well
we
got
to
do
it
now?
Otherwise
we're
going
to
lose
our
money,
we're
going
to
lose
everything,
so
we
have
to
vote
on
it
right
now.
AC
He
wants
to
do
business
here.
He
comes
with
his
checkbook
open
we're
giving
millions
of
dollars
to
other
developers,
giving
it
to
them
under
short
notice,
votes
and
he's
been
coming
here
for
10
years
longer.
I
I
don't
understand
folks,
just
you
know
just
let
him
know
what
the
deal
is.
Let
us
know
what
the
deal
is,
so
we
can
stop
having
these
false
hopes,
and
I
guess
in
a
in
a
lighter,
somewhat
sarcastic
note
I'll,
say
the
madam
city
clerk.
H
Good
night
we're
gonna
have
to
stop
public
come
for
a
moment.
Madam
city
clerk.
G
B
Thank
you.
I
just
need
to
make
a
change
in
the
resolution
on
cc2
there
it.
It
stated
that,
whereas
the
amendment
seeks
to
change
the
current
charter
requires,
which
requires
the
city
to
read
in
full
an
ordinance-
and
it
says
after
and
it
should
say
at
the
time
of
the
adoption
and
not
after
because
it's
done
at
the
time
of
some
move,
and
so
I
want
to
thank
you.
AD
Good
evening,
mayor
council,
I
didn't
get
a
chance
to
read
my
comments
last
week,
I'd
like
to
do
so
now,
mr
mayor,
as
a
business
owner
near
the
intersection
of
cedar
and
manchester
boulevard.
AD
AD
AD
AD
H
AE
AE
We
I
came
before
you
and
I
expressed
to
you
that
I
went
before
maxine

town
hall,
meeting
august
2009
and
expressed
that
social
security
medicare.
All
these
programs
are
not
in
trouble
that
the
va
is
running
them
in
the
ground,
and
you
see
the
efforts
today
in
your
everyday
life,
where
they
just
threw
the
baby
out
with
the
water.
Now
everybody's
getting
a
piece
of
the
pie
or
trying
to
everybody,
but
the
people
that
need
the
service
and
it's
it's
going
to
get
worse.
AE
AE
I
have
I've,
had
a
secret
clearance,
not
lately,
but
most
of
my
work
life.
I
worked
in
the
aerospace
business,
I'm
also
a
conscious
objector
country's
objectives
are
never
sent
into
a
combat.
Theater
never
have
been.
My
father
was
one
you
can
serve,
but
you
don't
go
there.
I
was
sent
there
not
only
me
others,
that's
one
of
our
nasty
little
secrets.
AE
AE
None
of
this
stuff
is
new
agent.
Orange
is
nothing
new.
You
buy
agent
orange
in
the
store.
Your
home
depot
is
afraid
of
weeds
between
your
crack.
They
spray
that
kind
of
mess
all
over
the
jungles
over
there
and
they
don't
want
to
take
care
of
us.
Now
I
told
you
about
ptsd
read
the
paper:
they
bushing
them.
They
close
off
all
the
information
from
you
with
the
privacy
act
of
74
or
make
it
so
hard.
AE
If
you
don't
have
money,
you
can't
get
it
even
if
you're
a
government
agency,
but
let
me
tell
you
something:
va
just
done
an
audit
recently.
It
was
in
the
paper
last
week
where
they
showed
they
had
a
14
error
factor
in
their
diagnosis
of
giving
veterans
in
general,
their
benefits
an
independent
done
it
and
it
was
34..
AE
AE
This
would
be
a
74
error
rate
in
not
approving
veterans
benefits.
Don't
that
tell
you
something's
wrong,
and
then
you
run
out
here
talking
about
social
security.
Medicare's
broke
quality.
What's
breaking?
Is
that
being
until
you
clean
that
mess
up
out
there?
It's
gonna
might
be
too
late
because
you
come
next
year.
They
just
got
elected.
Now
after
they
go
home,
you
watch
you
ain't,
seen
nothing.
E
Hello,
joy
smith
again,
and
I
imagine
it
should
be
addressed
to
the
to
the
madam
city
clerk,
and
I
know
that
you
have
a
lot
to
do
and
you
work
very
hard
and
you
you
do
have
a
very
heavy
responsibility.
E
However,
I
feel
that
if,
if
these
a
men,
if
there
is
a
law
that
these
ordinances
have
to
be
published
in
their
entirety,
I
feel
that
there
is
a
reason
for
that
law
and
I
feel
that
we,
the
city
of
englewood,
should
comply
with
that
law
rather
than
amend
the
city
charter,
which
would
apply
only
to
the
city
of
inglewood,
so
that
the
residents
would
not
have
access
to
the
entire
ordinance.
E
I
feel
that
to
conduct
an
election
of
the
citizens
would
cost
a
lot
of
money,
so
maybe
that
money
could
be
transferred
to
the
office
of
the
city
clerk
and
you
know-
or
maybe
you
could
be
increased
so
that
you
could
publish
what
you're
supposed
to
publish.
But
I
feel
that
if
there's
a
law
that
says
that
the
ordinances
should
be
published
in
their
entirety,
then
I
think
that
the
city
should
comply
with
that
law.
Rather
than
make
a
permanent
change
to
the
city
charter,
that
and
you
know
not-
everybody
has
access
to
a
computer.
E
You
know
everything
is
online,
but
so
many
people
would
not.
You
know,
do
not
have
access
to
that,
and
I
think
that
we
must
have
you
know
the
ordinary
citizens
there's
so
much.
That
goes
on
that
we
don't
know
about
that.
We
don't
get
information
about
so
whenever
there
is
something
that
we
have
to
be
informed
about.
E
I
am
very
concerned
that
we
are
informed
about
it
and
that
we
preserve
all
of
the
transparency
that
we
can
and
because,
when
you
summarize
things
something
is
going
to
be
left
out,
so
I
would
prefer
that
we
follow
the
law
and
go
on
and
publish
the
ordinance
in
its
entirety
so
that
the
citizens
would
have
access
to
it
if
they
are
so
inclined.
B
B
When
I
brought
this
before
the
council,
we
will
have
the
ordinances
housed
in
our
office
and
we,
you
know
we're
just
gonna-
have
to
go
the
extra
mile
to
help
the
residents,
and
that
means
that
if
they
want
a
copy
of
it
and
they
want
it,
mailed
we'll
have
to
get
it
out
to
them.
You
know
and
we're
willing
to
do
that.
That's
a
little
bit
cheaper.
B
B
If
I
don't-
and
I
just
continue
to
spend
money
and
then
I
get
to
the
end
of
the
funds
and
then
I
have
to
go
to
claims
review
and
I
have
to
ask
them
to
pay-
and
they
look
at
me
like
well,
don't
you
know
how
to
handle
your
budget,
and
I
do,
but
I
don't
control
the
cost
of
other
people,
and
I
have
even
asked
other
papers.
Can
you
give
me
a
a
better
price?
I
do
I,
I
negotiate
all
the
time,
so
you
know
we're
doing
the
best
that
we
can.
B
I
just
think
it's
a
a
responsibility
to
the
city
and
to
the
residents,
and
I
truly
respect
what
you're
saying
I
understand
clearly
and
we're
just
gonna
have
to
make
it
up.
On
the
other
end,
some
kind
of
way
we'll
have
to
make
it
up
and
make
it
and
it
is
going
to
be
available
and
you're
right.
Computers
are
not
available
to
everybody
and
that's
why,
if
they
call
our
office
we'll
just
have
to
make
sure
they
get
it
we'll
make
we'll
do
our
best.
B
D
My
name
is
diane
sombrano
and
while
I
appreciate
that
ms
horton
I'm
going
to
reiterate
that
we
have
free
public
education,
theoretically,
we
have
a
free
library
service
and
that
this
city
council
chooses
to
not
appropriately
budget
the
funds
she
needs
is
not
on
her.
It's
on
the
five
of
you,
the
five
of
you
choose
to
cut
her
budget.
The
five
of
you
choose
to
increase
your
salaries
choose
to
have
whatever
fun
frivolity
games
and
whatever
you
choose
to
have
on
a
regular
and
continuous
basis.
D
D
What
happened?
Mr
due
diligence?
Did
you
not
do
your
due
diligence?
You
should
have
caught
it
before
it
was
voted
on.
That's
like
standard
op
in
this
room,
hurry
up
rush
it
through.
Let's
get
it
ramrodded
and
oops,
we
screwed
up
we'll
have
to
come
back
and
redo
it
now.
Someone
over
here
should
have
caught
it
and,
more
importantly,
five
of
you
were
supposed
to
voted
on
it
consciously
thoughtfully
and
considerately,
and
instead
you
choose
for
a
lack
of
transparency.
D
She
suggests
you
vote
okay.
Now,
having
said
that,
I'm
gonna
go
back
to
know.
Among
the
other
things
we
do
dumb
because
we
have
a
truckload,
but
let
me
just
pick
that
one
cs-8
issues
regarding
parking
structure.
Let
me
see
that
would
be
the
parking
structure
we
built
in
1970.
We
didn't
manage
our
funds
wisely.
Anyone
hear
a
theme.
We
didn't
manage
our
funds
wisely.
We
sold
and
leased
back
the
property
that
we
already
owned,
and
now
it's
state
thing
wow
that
was
bright.
D
D
B
Mayor,
I
just
want
to
say
one
more
thing
and
I
promise
I
won't
interrupt
I
I
know
this
is
a
it's
really,
but
with
all
due
respect
to
miss
sambrano-
and
I
and
I
appreciate
her
comments
as
well-
and
I
and
I'm
going
to
be
done
with
this,
because
I'm
sure
other
people
will
have
comments,
but
this
was
the
the
change
that
we
had
to
make
after
we
got
started
with
the
public
comments.
B
It
was
brought
to
my
attention
by
councilwoman
dunlap
earlier
today
and
as
I
looked
to
it,
I
went
over
to
the
city
at
mid
city
attorney,
and
I
asked
to
make
sure
that
we
had
to
get
a
vote,
that
we
make
this
change
and
he
said
yes,
so
I
just
want
to
make
that
clear
that
she
did
bring
it
to
the
attention
and
it
was
corrected
I'll,
take
the
blame
for
it,
I'm
sorry
and
as
far
as
the
budget,
the
budget
is
not
really
their
fault.
It's.
B
This
is
a
problem
throughout
many
cities,
but
this
is
a
problem
throughout
this
city
with
all
the
departments.
In
terms
of
publications,
I
mean
you
guys,
don't
have
a
clue.
How
I
bump
heads
sometimes
with
people,
because
they
want
to
get
the
cheapest
rate
they
can,
because
they
don't
have
the
funds
in
their
department
to
pay
for
the
publications.
B
W
Out
of
my
hand,
this
council's
ridiculous
excuse
for
trying
to
continue
to
hide
evidence
of
police
misconduct
was
that
the
playing
of
the
tape
was
quote
illegal
under
the
brown
act.
So,
for
the
past
four
or
five
weeks,
I've
repeatedly
challenged
this
council
or
any
other
city
official
to
explain
where
in
the
brown
act
it
bans
the
playing
of
audio
tapes
by
the
public.
But
of
course,
because
that's
not
in
the
brown
act.
Everyone
up
on
that
council
has
had
to
plead
the
fifth
keeping
silent
to
keep
from
incriminating
yourselves
further.
W
Not
only
have
I,
given
you
copies
of
the
brown
act
and
read
you
passages
from
the
brown
act
that
contradict
the
lie
and
pointed
out
that
surrounding
cities,
don't
not
only
don't
ban
the
public
from
playing
audio
tapes
but
actually
help
the
public
play
audio
tapes
for
their
councils.
But
I've
offered
to
give
three
hundred
dollars
to
whoever
could
tell
the
public
where,
in
the
brown
act
playing
audio
tapes
is
banned.
W
But
I
think
what
this
council
did
last
week,
probably
convinced
anyone
who
was
still
unsure
whether
or
not
you
were
lying,
convinced
them
that
in
fact
you
have
to
be
lying.
Last
week
I
offered
to
donate
an
additional
three
hundred
dollars
in
addition
to
the
200
I
had
already
donated
for
christmas
dinners
and
clothes
and
toys
to
an
elementary
school
in
district
number,
one
mike
stevens
district,
my
district.
W
If
anyone
in
inglewood's
government,
including
mike
stevens,
would
just
tell
the
public
on
what
page
and
in
what
paragraph
the
brown
act
says
that
no
one
from
the
public
can
play
audio
tapes
at
a
city
council
meeting.
But
none
of
you
said
anything
well.
That
only
means
one
of
two
things:
either
you
know
you're
lying,
and
you
know
that
the
brown
act
doesn't
ban
me
from
playing
audio
tape.
F
F
This
mike
has
been
here
and
supported
us
for
years
and
years
and
years
that
wasn't
right,
and
if
that
man
came
had
fixed,
then
it
should
have
stayed
like
that,
like
the
man
said,
he's
not
going
to
improve
it.
So
why
would
you
even
go
against
the
board
and
bring
it
in?
You
should
have
left
that
man
alone.
Let
him
go
about
his
business
to
glendale
and
burbank,
where
you
belong,
that
man
don't
be
over
there,
but
anyway,
I
want
to
say
another
thing.
Last
night
I
went
to
a
very
important
meeting
in
compton.
F
Tell
you
how,
anyway
we
had
federal
and
I
have
to
we
got
the
we
spoke
on
the
murders
here
in
what
we
got.
The
murders
is
10
rated
10.
We
got
10
murders.
This
is
a
list
of
all
the
murders
that
the
sheriff's
and
lapd
ingwood
has
killed
people
by
gunfire
right
here.
This
is
a
list.
This
is
the
wife
over
here
rosa
stand
up
rosa,
that's
the
wife
of
the
resident
that
lived
here
jose
he
got
shot
in
compton
trying
to
listen
to
the
shirts.
F
Then
we
have
the
family
with
the
bicycle
that
the
sheriff
killed
ran
over
that
family.
Was
there
the
server
family?
Then
you
have
the
guru
teres
family.
They
shot
him
in
the
bed
with
cintanella
said
he
reached
for
the
gun,
but
guess
what
happened?
Guys
liars
always
get
caught
the
lady
next
to
the
guy
said
they
were
lying
so
now
what
they
gonna
do
with
these
crooked
shirts.
That
killed
this
man
for
no
reason
they
shot
him
cold-blooded,
just
kill
him
and
he
was
handcuffed,
but
that's
how
liars
get
busted.
F
F
You
know
how
you
used
to
have
it
outside
of
the
council
in
that
chair
and
people
could
read
up.
Then
that's
a
good
thing,
because
a
lot
of
people
don't
have
email
and
also
another
thing
about
gee.
Someone
brought
this
up
and
asked
me:
when
will
the
construction
start?
I
thought
it
was
supposed
to
start
in
october.
F
Someone
had
me
to
come
and
ask
the
council:
when
is
this
going
to
start
and
if
y'all
stopped,
dropping
cillians
and
changing
thermostats
we'd?
Have
a
budget
stop
making
of
all
these
fake
debts,
and
this
child
could
publish
what
she's
supposed
to
publish
it's
not
fair
to
the
seniors.
Those
are
your
top
voters.
Thank
you.
Gotta
recognize.
S
S
And
I
would
like
to
see
that
mr
stevens
and
all
of
you
members
will
realize
what
mr
the
builders
and
contractors
of
thomas
safran
are
doing.
I
just
went
to
my
apartment.
There
was
an
illegal
broken
in
I
met
with
you,
councilman
stevens.
During
the
week
I
told
you
that
these
people
were
building
that
case
legal
entry
open
my
closets.
S
They
search
my
drawers,
my
desk.
I
still
don't
know
it's
exactly
what
they're
looking
for,
but
my
guess
is
that
they
are
interested
in
evicting
me
for
finding
something
being
20
years
unemployed
after
the
king
drew
fiasco
as
a
medical
doctor
having
to
worry
about
whether
they're
going
to
evict
me.
I
think
there's
something
very
perverse
about
this.
S
Now
about
the
publishing
of
the
orders.
S
Let
it
know,
for
example,
that
I
went
when
I
wanted
to
run
against
pay
your
buds
city
clerk
told
me
that
I
had
that
was
unable
to
presume
that
I
could
submit
my
nomination
papers
because
at
the
deadline.
S
S
L.A
times
one
of
the
worst
districts
I
applied
for
a
job,
there
declined
me
because
there's
no
funds.
This
is
a
vicious
cycle.
Englewood
school
district
trouble
because
it's
one
of
the
wars.
So
how
can
they
possibly
understand
about
harry
henry
david
thoreau
and
civil
disobedience
or
what
what
lincoln
used
to
say?
S
I
may
disagree
with
you,
but
I
would
always
defend
until
the
end
your
right
to
defend
yourself
and
say
what
you
feel
and
you
believe
in
I.
I
believe
that
this
all
surrounds
the
issue
of
injustice
and
in
the
bible.
It
says
about
injustices,
also
noted
under
the
sun
there's
evil
in
the
courtroom.
H
H
O
First
of
all,
I
I
don't
know
what
the
problem
is
with
the
city
and
mr
copper.
I
I've
been
knowing
him
a
long
time.
As
a
matter
of
fact,
I've
been
looking
at
one
of
his
cars
out
here
recently.
You
know,
and
people
are
very
nice
and
then
you
know
I
would
like
to
see
the
city
whatever
I
don't
know
what
the
problem
is,
but
whatever
the
problem
is
I'd
like
to
see
the
city
sell
this
in
mr
copela's
favor,
you
know
he's
a
good
man.
He's
he's
a
money
man.
O
I
you
know:
I've
been
coming
here
for
many
years,
and
my
purpose
of
coming
here
is
to
make
this
a
better
city
and
to
support
the
people.
That's
been
elected
here
to
operate
this
city
and
I
think
most
of
the
people
on
this
council
is
doing
a
very,
very
good
job.
O
The
the
three
people
that
I
have
confidence
in.
I
never
hear
them
campaigning.
In
my
opinion,
you
have
two
people
on
here.
That's
just
campaigning
for
reelection
yeah.
I
think
we've
had
enough
of
that
campaigning.
You
know,
and
people
walking
up
to
the
dash
campaigning
for
them.
I
don't
think
this
is
right.
O
You
know
I
don't.
I
support
people
here
in
this
city,
but
I
don't
get
up
here
and
talk
about
them.
You
know
why
is
it
necessary
for
people
in
the
audience
to
come
up
and-
and
you
know,
try
and
support
people
that
you
know
let
them
get
out
there
and
do
what
and
do
what
they're
supposed
to
do
and
that's
represent
the
city.
It's
not
about
individuals,
what
you
think
or
what
you
believe
it's
about!
What's
good
for
this
city!
That's
what
that's
why
they
elect
you?
O
AB
O
U
Hello,
englewood
family,
I'm
wild
bill
widener
and
I'm
going
to
back
everyone
up
on
getting
michael
copeland's
business
going
again
because
you
know
there
was
a.
I
don't
know
if
any
you
remember,
but
this
town
used
to
be
full
of
auto
dealers.
We
had
lincoln
mercury
and
toyota
and
chryslers
and
dodges,
and
all
these
other
chevrolets
everything
and
this
city
was
jumping
and
that
that's
the
way
it
was
we've
got
the
airport
over
here
and
and
we're
not
taking
advantage
of
it.
U
We
let
a
ford
dealer,
go
down
here
just
over
into
the
culver
city
side,
and
you
know
the
toyota
dealer
all
these
different
ones
they
got
away
from
us
and-
and
you
need
to
do
something
to
correct
that
situation,
a
guy
with
a
little
used
car
lot
and
you're
squabbling
over
a
couple
of
parking
places.
That
sounds
ridiculous
to
me.
You
know
I
was
in
the
auto
business
all
my
life
and
and
I
understand
where
these
people
are
coming
from
and
the
need
see.
U
You
know
a
lot
of
times,
there's
other
jobs
that
people
can
get
out
of
the
airport.
Besides
just
the
cars,
but
all
these
things
get
to
working
together
and
if
you
don't
have
anything
to
get
someone
here,
you're
not
going
to
sell
nothing
and
all
we
need
is
about
15
or
20,
more
churches
or
something
where
we
don't
get
any
income
from,
and
then
we
give
give
them
money.
U
All
the
time
see
that's
ridiculous
and,
and
that's
been
raping
our
city
of
money
over
the
years
over
and
over
again
there
and
18
million
dollars
will
forgive
you
know,
and
and
yet
I'm
trying
to
I've
been
here
for
over
60
years
and
try
to
get.
U
A
low
interest
grant
or
or
loan
for
repairing
my
house,
because
I
don't
have
the
funds
to
do
it,
and
I
can't
do
any
of
that
stuff.
This
is
not
a
residential
friendly.
This
is
not
a
business
friendly
city.
You
guys
gotta
work
on
doing
some
things
to
change.
It.
H
Close
public
comment
council
comments,
councilman
stevens.
A
Yes,
I'd
just
like
to
say,
mr
beltran,
I
have
an
appointment
scheduled
for
with
our
housing.
A
Tomorrow,
in
reference
to
your
issue,
it'll
be
one
of
the
issues
I'll
be
discussing
with
them,
so
I
will
be
in
contact
with
you
by
the
end
of
the
week
in
reference
to
my
discussions
with
them.
I
take
your
comments
very
seriously
in
reference
to
those
individuals
who
come
to
the
microphone
to
the
podium.
A
I've
always
supported
all
of
you
with,
regardless
of
what
you
say.
I
feel
that
your
three
minutes
amount
of
time
is
what's
what
you're
entitled
to,
and
I
have
no
problem
with
any
of
you
playing
videotape
videotape,
audio
tape.
Matter
of
fact,
years
gone
by,
I
have
been
known
to
play
a
cassette
recorder
from
the
podium
and
I've
stated
that
publicly.
A
So
I
I
I
have
no
problem
with
the
public
speaking
their
their
opinion,
whether
it's
in
support
of
me
or
against
me.
So
I
hope
all
of
you
recognize
that
fact
in
reference
to
how
I
operate
in
reference
to
mr
fields.
A
I
also
find
perplexing
that
if
I
was
to
ask
a
question
pertaining
to
robert's
rules
of
order,
the
city
attorney
refuses
to
be
a
parliament
parliamentarian
and
simply
answer
the
question.
Instead,
my
colleague
ms
dunlap
must
serve
as
a
parliamentarian
when
reference
to
the
mayor.
In
reference
to
mr
morales's
motion.
A
A
A
Ladies
and
gentlemen,
my
time
is
as
concluded,
I'd
like
to
ask
all
of
you
to
drive
home
safely,
and
I
look
forward
to
seeing
you
at
our
next
council
meeting
our
next
council
meeting.
Mr
city
manager
will
be
on
the
11th,
so
we're
not
gonna.
We
will
not
be
dark.
Okay,
outstanding,
look
forward
to
seeing
you
all
on
december
11th
and
drive
safely.
Thank
you.
Q
Yes,
thank
you
mir.
First,
I'd
like
to
offer
my
condolences
to
those
of
you
who
came
out
to
our
meeting
tonight
in
the
audience.
Who've
lost
loved
ones,
so
I
want
to
be
sure
and
express
that
several
items
are
on
the
agenda,
one
with
regard
to
the
audit
on
peg
public
educational
and
government
broadcasting
on
our
cable.
Q
Q
Q
With
regard
to
mr
copper,
this
community
knows
your
history.
All
of
the
businesses
that
you've
operated,
the
you
know
prince
chrysler
they.
They
know
that
name
for
many
many
years
that
was
here,
you
brought
oh
my
gosh,
so
much
revenue
into
the
city,
it's
mind-boggling,
but
let
me
say
that
the
fact
that
we're
having
all
these
problems
with
you
being
able
to
open
and
maintain
a
hyundai
dealership
and
chrysler
the
only
two
new
dealerships
in
this
city.
Q
It's
such
an
embarrassment
to
me
as
a
member
of
this
body
that
it's
been
very
much
bungled
by
city
administration,
executive
staff
that
were
in
this
position
today,
I'm
just
embarrassed
by
it
a
couple
of
years
ago
or
a
year
and
a
half
ago
when
your
deal
should
have
been
over
with
they're
instead
trying
to
figure
out
a
way
to
give
madison
square
garden,
18
million
dollars,
as
opposed
to
focusing
on
finalizing
and
taking
care
of
you
and
the
residents
of
this
community,
because
you
generate
a
ton
of
money
in
sales,
tax
revenue,
automotive,
new
sales,
tax
revenue,
it's
huge
cities,
fight
over
car
dealerships
and
we're.
Q
Q
With
regard
to
mr
texter,
the
very
first
time
he
spoke
with
regard
to
recording
he
had
sure
he'd
left,
but
I
made
the
comment
that
the
brown
act
does
permit,
recording
at
the
speaker's
podium.
I've
never
found
anything
that
denied
that
access,
I'm
not
sure
if
he's
here
this
evening.
Q
Two
members
of
this
body,
at
least
with
regard
to
censoring
remarks,
cutting
people
off
when
these
whole
meetings
should
be
about
the
careful
consideration
of
every
item
before
us.
Every
the
chair
should
be
seeing
to
it
that
every
member
is
heard
properly
and
given
the
ability
to
express
themselves
on
each
matter.
Thank.
P
Thank
you.
First,
we're
all
extremely
supportive
of
every
resident
who'd
like
to
come
up
here
and
speak.
N
P
No
question
in
regards
to
receiving
information:
it's
open
to
the
public,
anything
anything
you
need.
You
know
those
are
things
that
interpretations
that
happen
based
on
on.
Whatever
comments
want
to
be
made,
that's
all
that
is
in
regards
to
mr
copper
I'll,
let
unfortunately,
since
most
was
discussed
in
closed
session
I'll.
Let
staff
update
you,
but
I
can
tell
you
that
there's
no
lack
of
support
for
your
project.
P
You
know
there
are
just
rules,
but
in
terms
of
the
lack
of
support
there
is
none
now
in
regards
to
the
the
crossing
at
manchester
and
cedar.
Mr
fields,
can
we
actually
have
that
I'd
like
to
know
if
you
can
send
me
an
email
by
friday?
P
P
Also,
if
a
full
three
color
light
cannot
be
posted,
then
it
could
be
there's
a
similar
situation
that
was
on
arbor
vitae
and
they
created
that
that
just
a
single,
yellow,
blue
light,
where,
if
someone
wanted
to
cross
the
street,
you
push
it
and
it
just
turns
into
red
until
they
make
it
all
the
way
across.
P
Maybe
some
options
like
that,
but
but
if
you
could
do
that
and
and
get
a
response
to
me
at
least
tell
me
what
the
options
that
we're
going
to
look
into
just
so
that
I
can
be
prepared
out
for
my
resume.
Thank
you
very
much
other
than
that.
You
know
we.
We
are
once
again
having
our
tree
lighting
ceremony.
I
believe
it's
on
thursday
at
5
00
p.m.
In
the
south
lawn.
I
really
hope
people
come
out
to
december.
P
December
6th,
meaning
thursday
at
6
30
did
you
say
well
the
proper
time
I
believe
is.
P
5
30,
sorry,
but
yeah,
it's
always
a
great
little
event.
I
just
wanted
to
make
sure
I
mentioned
it
and
hope
to
see
you
guys
all
there.
Okay.
G
Councilman
franklin,
I
just
wanted
to
jump
in
real,
quick.
Mr
copper.
I
think
you're
well
aware
that
the
council
and
some
have
gone
to
extraordinary
measures
to
try
and
make
a
deal.
That's
been
in
the
works
for
quite
some
time,
work
that
the
demise
of
the
redevelopment
agencies
involved.
G
As
recently
as
two
weeks
ago,
I
went
to
sacramento
to
personally
lobby
for
your
agreement
personally,
along
with
others
that
were
put
on
the
rops
that
were
denied,
so
I
don't
want
anyone.
That's
listening
to
think
that
this
is.
This
is
something
that
it's
not
high
on
the
council's
radar
or
priority.
It's
an
extreme
priority
from
the
time
that
you
told
me
that
we
would
lose
the
chrysler
dealership.
I
wrote
a
personal
letter
to
chrysler
to
let
them
know
of
our
interest
so
that
they
would
remain
so.
G
G
We
could
to
make
sure
that
that
agreement
can
be
consummated,
so
I
want
everyone
to
know
that,
and
I
also
care
very
much
about
people's
right
to
be
heard,
but
I
also
care
about
everyone's
right
to
be
heard
and
not
to
the
dominance
of
one
person
over
another
one
council
person
over
another.
Everyone
deserves
to
be
heard.
Councilman
franklin,
good.
R
G
And
I'd
like
to
join
the
meeting
of
december
4th
in
passing
of
miss
evelyn
ware,
who
passed
away
last
week
following
a
lengthy
illness.
She
lived
in
england
for
over
30
years
and
her
family
still
resides
here.
She
was
a
past
president
of
the
english
serotoninist
past
president
of
england,
vfw
post
and
a
member
of
the
la
zeta
phi
beta
sorority
amica
auxiliary
and
a
member
of
england
area
ministers
association.
