city
council
chair
because
of
his
repeated
habit

deceiving

public.
Two
weeks
ago,
James
bus
denied
a
charge
that
when
he
was
Santa
Monica's
police
chief,
he
was
sued
for
helping
violate
people's
civil
rights
through
violations
and
Miranda
rules.
The
mayor
implied,
he
wasn't
really
sued,
that
only
his
detectives
were
sued
but
because
he
was
police
chief.
His
name
was
put
on
the
lawsuit.

Documents
also
state
that
even
after
another
court
ruled
that
officers
who
violated
the
Miranda
rules,
risk
being
sued,
James
butt's,
never
canceled
or
even
changed
his
training
bulletin.
The
december
2002
Yale
Law
Review
said
that
James
butts
police
department
and
officers
admitted
in
court
that
they
had
a
policy,
a
policy
of
quote
deliberately
violating
the
Miranda
rules.

that's
Yale,

James
bus
detectives
told
the
court

to

the

bus

had

tactic
of

routinely

intentionally
ignoring
requests

speak

attorney

mayor's
claim
that
his
name
was
on
the
lawsuit,

formality
is
repeatedly
contradicted
in
court
documents
that
say
that
butts
approved
violations
of
the
Miranda
rules
and
on
page
52
of
the
court's
ruling,
where
it
says
that
James
butts
requested
immunity
from
being
personally
sued
and
the
court
denied
his
request.
So
James
bus
was
personally
sued
for
helping
train
people
to
violate
civil
rights.

the
Supreme

to
overturn
