off
what
asked
with
regard
to
finances,
question
I've
asked
you
before
you
know
again:
you're
not
using
water,
too
sweet
clean,
the
streets
of
Inglewood.
You
keep
not
answering
that
question,
but
I
wonder
why
you
know
they're
not
using
water
to
clean
the
streets.
You
know
we
pay
for
that,
and
it
seems
like
we
ought
to
be
having
clean
streets
here.
The
other
thing
is
with
regard
to
these
card
permits,
these
permits
on

Let
me
let
me
let
me
read
this
back
at
the
deal
to
Special
Olympics
when
we
had
the
celebration
a
few
weeks
back.
You
know
one
of
the
people
that
we
recognize
without
Thea
Moses
born
in
Belize
and
raised
in
England
California,
and
she
and
her
family
moved
here
when
she
was
just
10
years
old,
driven
by
her
desire
for
education,
Althea
excelled
within
the
unified
school
district.
She
graduated
six
in
her
class
from
morningside
high
school
and
while
morningside
she
discovered
her
affinity
for
sports.
D
D
She
is
also
a
junior
gold,
Junior
Olympic
gold,
medalist
and
record
holder
triple
jump
champion
she's
a
graduate
of
the
University
of
California
at
Los
Angeles,
where
she
attended
school
on
a
track
and
field
scholarship,
a
gold
medalist
and
world
champion
Althea
competed
in
the
19th
96
Olympics
1996,
but
not
long
ago.
No
Annette
long
ago
in
Atlanta
Georgia
today
Althea
continued
to
pursue
her
love
of
that.
Let
exhale
thin
bitness
she's,
also
founder
of
the
a.m:
health
and
fitness
company
she's.
Also
the
creator
of
the
althea
exercise
and
inventor
of
the
circle
mark.
D
She
was
invited
to
serve
as
a
fitness
trainer
for
the
first
lady
Michelle
Obama's.
Let's
move
programs,
let's
move
programs
designed
to
fight
childhood
obesity
and
upgrade
neighborhood
patterns
of
fitness,
nutrition
and
wellness.
She
has
created
a
vital
enterprise
devoted
to
empowering
inactive
and
active
people
globally.
Althea,
as
a
passion
is
passionate
about
teaching
and
helping
people
get
results
with
an
Olympians
touch.
Now,
therefore,
be
it
known.
D
Well,
as
the
title
of
master
barber
is
now
this
this
this
is.
This
was
pretty
unique
you
guys
during
the
Special
Olympics
know,
we
hosted
about
90
699
a
fleet
from
Jamaica.
You
know
one
of
the
things
that
people
don't
think
about
is
that
when
someone
is
here
being
hosted,
you
know
and
you're
going
to
compete
on
a
worldwide
stage.
D
You
need
to
get
your
hair
cut,
but
if
you
don't
have
a
barber
and
what
do
you
do
and
so
for
the
past
32
years,
Trevor
Graham
has
been
a
barber
throughout
the
Los
Angeles
area,
eventually
selling
down
and
calling
England
his
home,
where
he
has
worked
tirelessly
with
dr.
Rutherford
and
the
black
barber
ship,
but
like
black
barbershop
Association
Trevor's
commitment
to
the
community
through
his
job
development
for
parolees
and
homeless
and
summer.
Youth
programs
are
lesser
tip
of
his
gentle
spirit.
D
True
kindness
and
endless
generosity,
Trevor
husband
has
actively
participated
in
many
civic
engagement,
stoy
drives
and
feed
the
homeless
programs
in
Englewood,
including
cutting
hair
for
the
underprivileged
rogers
park.
Thus
it
is
no
surprise.
The
trevor
generously
donated
his
time
and
expertise
in
support
of
the
2015
special
olympics,
but
for
by
providing
haircuts
free
of
charge
to
all
the
Olympians
of
team
jamaica.
D
D
C
Be
an
honor
first
want
to
thank
the
city
of
Inglewood
and
the
mayor,
and
every
one
of
the
council,
members
and
staff
for
recognizing
my
Olympic
achievement.
It's
been
almost
20
years,
but
you
didn't
know.
I
went
about
my
life
teaching
here
in
inglewood
for
nine
years
and
building
a
business
of
my
own
as
well,
and
so
a
lot
of
people
didn't
really
know
my
co-workers
did
Sabrina
liaison
for
Ingo
unified.
C
She
knew
so
she
supported
me,
but
I
would
just
want
to
thank
you
all
for
coming
out
today
and
and
just
honoring
me
this
way.
It
is
really
really
special
because
I
work
hard,
and
this
is
where
my
family
and
I
started.
When
we
came
from
Belize
my
mother
candy.
Could
you
please
stand
up
the
model,
my
model
of
class
of
Education
driving
us
to
get
an
education
doing
our
best
in
school
and
my
sister
Lynette
she
has.
My
mother
has
five
girls.
C
My
youngest
sister
can
support
me,
and
so
I
just
want
to
thank
my
mother
here
in
front
of
everybody
that
I
really
appreciate
you
just
being
so
strict
and
stern
and
telling
us
get
an
education.
Get
an
education
and
yeah.
She
was
very,
very
good
and
we
are
all
productive
citizens
as
a
result.
So
thank
you,
mother,
thank
you
and
thank
you,
city
of
Inglewood
and
everyone
here.
Well,.
A
Well,
I
too,
would
like
to
say
thank
you
for
acknowledging
and
recognizing
my
efforts
in
the
city.
I
had
a
few
of
the
things
that
I
pride
myself
on,
but
I
guess
it's
more
secretive
as
to
to
use
my
my
gifts
to
fulfill
my
purpose.
I
have
a
gift
of
barbering
and
a
gift
of
cooking,
but
the
way
I
see.
A
If
they
pay
when
they
pay
me,
that's
my
ties
and
if
they
tip
me
that's
my
offering,
but
I
am
feeding
it
to
the
spirits
of
young
men
and
thus
far,
every
barber
that
has
worked
in
the
shop
now
has
their
own
homes,
their
own
investment
properties
and
their
own
businesses,
and
my
works
with
the
barbs
within
the
shop,
as
well
as
foundations
for
the
junior,
blind
and
other
organizations.
That's
my
proudest
moment
is
not
necessarily
here,
although
I
do
thank
you
is
my
proudest
moments
is
when
the
other
people
around
me
do
great
things.
A
Right
right,
I'm
from
bleacher
as
well,
and
some
of
the
all
of
the
values
that
my
family
and
my
culture
has
taught
me-
has
bled
over
into
the
city
of
Inglewood
and
to
other
cities
to
help
other
people
to
uplift,
encourage
and
inspire
other
people.
Thank
you
for
the
acknowledgment
and
I
really
appreciate
it.
Hey.
G
G
F
G
D
H
I
Good
evening,
good
afternoon,
mayor
and
members
of
the
City
Council
I'm
here
to
open
the
public
hearing
to
place
outstanding,
delinquent,
refuse
and
sewer
charges
on
the
property
tax
bill
for
collection.
The
majority
of
the
Englewood
residents
and
businesses
receive
water,
refuse
and
sewer
service
from
the
city,
but
there
is
approximately
twenty-five
percent
of
the
city
that
only
receives,
refuse
and
sewer
services
and
water
is
provided
from
another
outside
agency.
For
this
25
percent
of
the
city,
there
is
no
mechanism
to
enforce
collection
of,
refuse
and
sewer
fees.
I
The
county
of
LA
mandates
that
refuse
and
sewer
services
be
provided
to
all
residences
and
businesses
for
health,
safety,
health
and
safety
reasons.
Since
the
collection
of
refuse
and
providing
of
sewer
services
is
mandatory,
the
county
of
LA
allows
the
city
to
hold
the
property
owners
libel
and
place
these
fees
directly
on
the
property
tax
bill.
I
After
they
have
been
properly
noticed,
and
a
public
hearing
has
taken
place
as
of
May
31st
2015,
there
were
317
delinquent,
refuse
and
sewer
accounts
with
charges
in
excess
of
250
dollars,
and
that
were
past
due
for
more
than
90
days.
The
total
outstanding
amount
of
these
amounts
represents
at
just
under
a
hundred
and
forty-three
thousand
dollars
of
uncollected
revenue.
Each
year.
The
city
reviews
delinquent,
refuse
and
sewer
accounts
and
submits
them's
submits
them
to
the
county
of
LA
to
place
on
the
property
tax
rolls
for
collection.
I
Full
collection
of
these
outstanding
charges
prevents
utility
customers
who
are
in
good
standing
with
the
city
from
having
to
subsidize
the
service
delivery
costs
of
others.
The
proposed
to
a
thousand
fifteen
year
lien
list
contains
residential
single-family,
multi-unit
apartment
buildings
and
commercial
properties.
The
customer
service
division
of
the
finance
department
has
provided
copies
of
tenants,
delinquent
utility
bills,
notices
to
the
effective
property
owners,
as
well
as
hearing
notices
in.
B
I
English
and
Spanish,
as
as
in
past
years,
the
finance
department
will
work
directly
and
has
worked
directly
with
property
owners
to
resolve
issues
concerning
their
delinquent
accounts
through
the
hearing
date
and
will
work
with
customers
to
resolve
their
delinquent
balances.
Even
after
the
lien
has
been
submitted
to
the
county.
As
of
today,
the
finance
department
has
worked
with
83
property
owners
to
have
them
removed
from
the
lien
list,
and
we
look
forward
to
working
with
any
other
additional
property
owners
that
would
like
to
resolve
their
issues
directly.
And
that
concludes
my
presentation.

In

I'm
excited

and
they'll
be
located
right
here
at
the

and
lastly,
just
for
the
public
wanted
to
remind
those
that
have
children,
especially
that
we
do
have
our

under
the
stars,
at
our

and
on
Saturday

The
theme
is

will
have
Mayor

there
to
talk
about
the
state
of
the
city,
we're
going
to
recognize
the
Alpha

Alpha

top
ladies
of

We're
going
to
talk
about
the
pipeline
safety
enhancement
plan
regarding
Crenshaw
Boulevard
and
the
gas
companies,
temporary
lane
closures,
the
african-american
eye
disease
study
and
then
tips
on
personal
financial
planning
and
it's
open
to
the

I
would
also
like
to
get
you
to

come
out
and
shred
those
important
important
documents,
I
heard
on
the
news
this
morning.
That's
one
of
the
highest
rated
crimes
we
have
going
on
right
now
is
identity
that
so
this
is
one
of
the
best
ways
you
can
keep
that
from
happening
to
you.
Please
mark
your
calendar
to
come
out
saturday,

B
Thanks
mayor
I,
just
real
quick
to
to
save
the
dates
number
one
is
on
September.
The
19th
right
across
from
here
at
crozer
school
is
our
Hispanic
heritage
event.
It'll
also
encompass
or
include
a
car
show.
So
anybody
out
there
that
wants
to
get
their
car
in
this
car
show.
Please
call
my
office
at
310,
412
8601.
We
have
a
limited
number
of
spaces
for
classic
cars.
B
So,
if
you're
interested,
please
call
my
office
and
save
the
date,
then
after
you've
gone
to
shred
your
paperwork
over
at
district
1,
please
come
over
to
northpark
for
our
annual
district
to
picnic
and
chili
cook-off,
so
we're
looking
forward
to
getting
all
the
community
together.
You
don't
have
to
live
in
district
2
to
come
out
and
celebrate.
So
this
is
an
opportunity
to
come
out
and
just
get
to
meet
each
other
and
have
some
fun
bring
some
food
to
the
table.
B
D
Right
before
we
continue,
I
saw
air
full
of

from

on
dlm.
They
wanted
to
give
him
an
opportunity
to
speak,
probably
on
behalf
of
the
assembly
woman.
L
Thank
You
honorable

and
I
just
want
to

going
to
be
held.
This

Briefly
want
to
thank
some
of
the
community

who
came
out
to

and
helped
us
clean
up
that
space
over
the
weekend
after
we
got
some
calls
that
there
was
some
graffiti
and
kind
of
vandalism,
so
I
just
want
to.
Thank
them
also
want
to
welcome
all
the
kids
back
to
school
too.
I
know
that
city
of
inglewood,

I
think
they

I.
