Any
persons,
madam
clerk,
which
call
roll
sure.

E
My
name
is
dancin
bra,
no
I
have
several
questions,
but
I'm
not
going
to
be
content
with
one
word
answer
I'd
actually
like
to
keep
them
staff
reports.
Return
to
this
body
shows
that
the
public
actually
knows
what
you're
voting
on
is
opposed
to
I,
I,
I
and
I
go.
My
questions
would
be.
I
would
hope
that
you
go
through
and
you
explain.
E
They
may
be
somehow
just
saying
it's
online
isn't
sufficient
enough
for
what
is
supposed
to
be
a
business
meeting
with
regard
to
setting
a
public
hearing.
Once
again,
I'm
going
to
reiterate
it's
something
of
that
magnitude
that
will
change
this
entire
community
forever
should
not
be
held
at
a
two
o'clock
meeting
when
the
majority
of
the
people
in
this
room
are
your
paid
staff
who
do
not
necessarily
live
near
this
community,
but
who
simply
take
money
out
of
it,
except
for
lunches,
are
able
to
attend.
E
F
F
The
residents
can
understand
what
is
being
voted
on
because,
as
it
said
to
your
reports
to
all
reports
on
the
internet,
everybody
don't
have
access
to
internet
for
one
thing,
and
also
here
again,
I
must
tell
you
that
we
move
it
in
the
right
direction
as
a
city
and
the
most
thing
these
two
years
and
I
think
we
are
the
where
that's
going
to
be
the
most
critical
time
in
the
history
of
Inglewood.
We
could
agree
to
that
now.
F
I'm
concerned
about
finances
which
is
not
on
the
agenda,
so
I
won't
speak
to
it
since
it's
not
agendized,
however,
on
the
human
resource
department
in
the
process
have
forgiven
padeen
on
knowledge.
I
would
assume
that
we
have
caused
readily
available
in
the
pool,
or
am
I
incorrect
on
that
and
I
think
it
would
be
less
expensive
to
use
cars
at
a
nun
use
at
the
time
or
available
rather
than
pay
per
deem
understand.
We
do
have
a
carpool
understand.
F
We
do
lease
cars,
so
I
would
suggest
to
table
this
for
today
and
reconsider
using
a
carpool
rather
than
per
diem
on
personal
cars
or
renting
cars.
Now
on
the
City
Clerk's
office,
with
a
conflict-of-interest
code
now
I
did
read
the
report.
However,
I'm
concerned
about
the
change
of
the
titles
of
each
department
as
sisters,
city
manager,
who
has
a
conflict
now
he's
another
title,
is
confusing
where
it's
modified
hardwood
hope
you'll
be
able
to
a
brief
or
report
on
that
and
that's
that's
it
and
then
on
the
public
hearings.
F
Well,
it's
going
to
have
a
public
hearing
so
at
the
prior
to
the
public
here
and
if
you
can
get
a
report
on
that,
you
know
how
two
such
a
city
so
forth.
In
other
words,
I'm
asking
for
transparency
and
I'm
asking
that
it
should
start
today
and
I
must
tell
you
that
things
are
moving
in
the
right
direction.
The
community
is
with
you,
but
they
need
input
and
the
only
way
you're
going
to
the
input
where
he
doesn't
have
to
take
off
from
work.
F
B
C
B
G
B
B
B
B
D
Since
I
didn't
know
what
these
changes
work-
and
you
know
when
we
asked
for
an
oral
report-
seems
to
me
that
they
could
have
went
over
these
changes
and
hold.
Those
of
us
who
are
here
to
make
us
understand,
but
since
way
I
don't
understand,
I
was
wondering
what
effect
it
might
have
on
the
general
fund,
if
any
at
all,
and
was
it
going
to
affect
the
cost
of
living
with
regard
to
the
employees
here
and
more
than
that,
I
was
wondering
since
they
don't
have
any
information
there.
There
are
concerns
of
mine.
That
story.
D
B
D
F
Neil
Matthews
district
for
mayor
and
city
council:
this
is
the
public
human
I
assume
so
I
one
of
the
income
primes
now
on
the
computer
on
the
Consumer
Price
Index,
it's
for
the
Los
Angeles
region.
Now
is
there
a
number
that
it
goes
up
where
you
have
to
make
changes
or
if,
in
fact,
what
effect
it's
going
to
have
on
in
the
wood
and
what
choice
the
single
would
have
if,
in
fact,
it's
mandatory,
voluntary
and
also
in
the
budget?
F
B
Is
this
isn't
a
cost
to
the
city?
This
is
an
increase
in
the
fees
that
we
charge
for
the
various
fees
that
that
we
charge
for
services
and
it's
going
to
be
a
minute
to
reflect
the
CPI,
the
cost
of
living
index
established
for
the
region,
and
so
that
means
the
fees
that
we
charge
will
go
up.
So
that
means
there
will
be
more
money
returned
to
the
general
fund
in
accordance
with
the
cost
of
living
increases.
Ok,.
B
B
F
E
My
name
is
Jonathan,
Brown
and
I.
Think
those
questions
right.
There
absolutely
showed
the
inadequacy
of
the
staff
report
that
was
presented
not
only
that
if
we
look
out
on
the
page
out
there,
there
is
not
a
master
fee
schedule
attached
in
print.
So
if
anyone
had
come
to
look
at
the
printed
version,
no
you
could
not
see
it.
How
pathetic
is
that
that
does
not
speak
very
well
to
transparency
now.
E
E
H
My
name
is
Willie
AG
I
live
in
the
beautiful
city
of
Inglewood
and
I'm,
proud
of
it
I'm
proud
of
the
representatives
we
have
here.
You
know
this
agenda
is
on
on
my
computer.
I,
don't
know
if
it's
on
the
rest
of
the
people's
computer
a
lot
but
anyway
I
pull
it
up
and
I
read
what's
going?
What
what's
behind
these
are
Jenna
items?
I,
don't
have
to
get
up
in
look
stupid
and
feel,
like
you
know,
I,
don't
know
what
I'm
talking
about.
Everybody
is
stupid
with
me
in
here.
H
A
Good
afternoon,
aldine,
sly,
first
District,
mayor
City,
Council
and
staff
I
just
have
a
short
comment:
ph1.
These
are
supposed
to
be
public
hearings
but
they're,
not
because
the
majority
of
the
public
is
not
here,
and
so
this
is
just
to
put
it
out
there
for
those
who
are
attending
the
meetings,
because
most
people
cannot
attend
these
meetings
at
two
o'clock.
The
public
meeting
should
be
held
at
seven
o'clock
when
people
are
able
to
come.
These
are
not
public
hearings.
A
These
are
just
put
the
information
out
there
to
those
who
are
here
at
two
o'clock
and
then
we'll
say:
aye
aye,
aye
aye
and
pass
it.
This
is
not
a
public
meeting
and
I
hope
somewhere.
Somehow
some
of
you
become
aware
that
the
public
is
wanting
to
know
information
I,
don't
care.
If
you
go
to
the
block
parties
in
here
Oh
everything
is
wonderful.
In
Inglewood
people
are
dying
for
information
because
they
don't
they
do
not
know,
what's
really
going
on,
and
if
you
pass
this
it's
because
the
majority
of
the
residents
are
ignorant.
B
B
I
J
But
when
you
question
the
transparency
and
let
you
question
you
know
not
have
the
information
we
try
to
make
this
information
as
available
as
we
can.
You
all
know
how
to
get
in
contact
with
your
council
representative.
If
you
have
any
concerns,
you
can
always
reach
out
to
us
and
we
can
address
your
concerns,
but
but
you
would
rather
wait
until
you
get
a
chance
to
come
up
front
and
then
make
these
comments
that
just
don't
don't
dive
with
what
the
reality
is.
J
K
J
You
know
we're
being
very
reasonable
and
prudent
so
that
we
can
recoup
what
our
costs
are
in
order
to
provide
this
information
to
others.
So
that's
all
that
we're
doing
it
and
as
far
as
a
public
hearing
that's
what
this
is
and
people
out
there
that
are
watching
it
on
TV
also
get
a
chance
if
they
have
any
questions
to
call
their
council
member
or
to
come
down
and
see
their
council
representative
in
person.
So
that's
my
comment
and
thank
you
for
your
staff
report
appreciate
it.
Thank.

Report
requested
at
a
public
here
and
be
set
to
consider
the
following
one:
adopt
adoption
of
the
downtown
Inglewood
and
fairview
heights
transit
oriented
development
plan,
including
zone
change,
to
adopt
transit,
oriented

owns
adoption
of
zoning
code
amendments
to
incorporate
and
develop
standards
for
the

Approval

K
K
G
You
Mary,
we
had
a
closed
session
as
to
the
bargaining
groups.
The
agent
negotiator
was
Jose
Cortez,
the
human
resource
director
in
regards
to
SEIU
Miami,
oh
I,
EO
and
I
PCM.
A
discussion
was
held
in
direction
given
to
staff
as
to
cs2.
There
was
closed
session
regarding
the
pending
litigation
with
cystic
first,
the
city
of
Inglewood
and
a
discussion
was
held
and
there's
a
request
for
settlement
in
that
matter.
Oh
move.
B
L
You
mayor,
we
did
have
a
two
bonds:
ask
your
CD
in
a
bond
that
subtle
that
I
purchased
on
Monday.
The
CD
was
for
250
thousand
dollars.
The
rate
is
1.65,
so
that
CD
rates
are
pretty
good,
that
that's
the
lowest
one.
That's
in
the
portfolio,
all
the
others
are
2
point
0
and
higher,
and
also
had
a
fannie
mae
bond
that
also
settle
on
monday
at
1.40,
and
the
total
bum
that
I'll
have
invested
in
all
of
GSEs,
which
is
government-sponsored.
L
Enterprises
ponds,
are
29
million,
six
hundred
fifty-eight
thousand
eight
hundred
thirty
nine
dollars
and
the
CDs
that
have
been
purchases,
two
million
four
hundred
8830
nine
dollars
and
also
regarding
consumer
confidence.
This
consumer
confidence
rose
in
September
to
its
highest
level.
In
nine
years
they
saw
that
American
households
are
emerging
from
the
long
shot
of
the
recession
and
also
regarding
today's
market.
L
Four
trillion
is
intro
governmental
holdings
interest
paid
on
outstanding
debt
for
the
current
fiscal
year
through
august,
31st
is
413
point
five
billion
dollars,
and
US
companies,
governmental
and
households
have
13
trillion
dollars
more
debt
than
they
did
before
2008,
and
also
would
like
to
point
out
regarding
home
sales
home
sales
in
doing
well
in
inglewood
what
in
District
one
sold
for
seven
hundred
thousand
dollars
in
district
1
in
3,
bedroom,
home
and
two
others
that
were
four
bedroom
homes
sold
with
six
hundred
and
ninety-five
thousand
dollars?
That
concludes
my
report.
That
was
a
mouthful.
B
B
D
Last
week,
I
was
here
and
mr.
Atwell
was
talking
about.
He
made
response
with
regard
to
our
two
o'clock
meetings
here
when
I
was
talking
about
having
meetings
here
that
would
represent
the
public
at
seven
o'clock.
I
would
like
him
to
know,
and
you
to
to
know
that
you
know
he
has
no
business.
You
know
jumping
into
the
politics
of
the
city.
We
pay
them
two
hundred
forty
four
thousand
dollars
a
year
to
take
care
of
his
job
over
there
and
that's
where
he
needs
to
stay
at
mayor
bus
with
you
Chris.
D
E
F
F
If
you
don't
think
you
do
it.
Look
at
the
video
from
last
week.
Also
another
thing
when
anybody
speaks
on
items
that
are
not
agendized,
any
constant
meeting
can
call
point
of
order
to
know
it's
not
a
Gentile.
If
you
allow
it
for
certain
individual
and
we
do
need
rent
control
darkness
in
this
city,
it
has
to
help.
Thank.
H
One
of
years
this
council
in
the
city
of
Inglewood,
say
I
deserve
it.
Evidently,
I
do
I
want
to
thank
everybody.
That's
involved,
and
you
know
we
have
a
lot
of
other
people
here
that
deserve
a
plaque
just
like
that,
and
I
certainly
hope
they
get
it.
I
would
be
doing
everything
I
can
because
we
got
some
of
the
greatest
people
here
in
this
city.
That's
officials,
councilman
staff
that
deserve
it
to
thank
you
again
and
I
love,
division,
winning
over
city
of
Inglewood
and
the
beautiful
people.
That's
right
and
thank
you
very
much.
M
Of
all
I
want
to
thank
all
who
came
out
or
the
shredding
day
event.
This
past
Saturday.
We
were
able
to
do
right
at
22
tons
of
truck
I've
threading
I
won't
thank
Don
Harris
of
Republic
service
in
Angela
William,
sending
environmental
manager.
They
came
out
as
well,
and
I
really
won't
think
7-eleven
for
donating
the
coffee
and
donuts
and
the
water
it's
great
when
we
have
business
that
get
involved
in
the
city
and
I
really
want
to
thank
7-eleven
for
that.
I
also
want
to
thank
st.
M
Mary
for
inviting
me
over
to
their
celebration
of
partnership,
the
dinner
and
lunch.
It
was
very
well
attended
and
st.
Mary's
is
a
great
part
of
Inglewood
itself.
I
also
want
to
thank
a
cinnamon
autumn
Burke
for
inviting
me
to
speak
at
her
event.
Today,
the
black
business
round
table
service.
It
was
very
well
attended
and
that's
one
of
the
things
I
like
about
people
do
come
out.
Do
the
day
to
these
different
events
that
we
have
in
the
city.
M
M
That's
not
me
saying
that
you
can
check
the
records
so
I
think
this
mirror,
and
this
council
has
took
this
city
in
a
different
direction
and
this
direction
is
working.
This
city
is
better
off
now
that
it
has
ever
been
so
now
you
can
say
or
do
whatever
you
would
like.
But
the
facts
are
the
facts.
They
speak
for
themselves.
We
can
all
have
an
opinion,
but
the
facts
speak
for
themselves,
so
I.
Thank
you
all
for
coming
out
and
I
hope
to
see
you
next
week.
Thank
you
very
much.
Thank
You
Catherine.
J
Following
that
meeting,
we
attended
a
meeting
over
at
Vincent
Park
regarding
the
use
of
the
soccer
field,
or
football
field
depend
on
who
you
talk
to,
which
was
presented
by
our
parks
and
recs
folks,
and
our
chair
of
that
Commission
was
there
Willie
ages
and
I
want
to
thank
Sabrina,
Barnes
and
Teresa
Estrada
for
bringing
folks
together
to
adjust
their
concerns
about
that
use.
You
know
it.
J
It's
amazing
now
that
we
have
a
brand
new
filled
with
natural
turf,
everybody
in
the
area
once
used
and
not
just
Inglewood,
but
the
surrounding
communities
want
to
use
it,
so
they
did
a
really
good
job
of
explaining
the
process
of
how
the
city
is
going
to
go
about,
picking
teams
that
can
use
that
field.
So,
thank
you
for
your
your
work
on
your
presentation
this
morning,
I
to
attended
the
black
business
members
roundtable.
J
It
was
great
to
see
at
least
40-50
business
owners
there
to
talk
about
how
they
can
grow
their
business
and
and
many
of
them
wanted
to
grow
their
business
here
in
Inglewood.
We
are
at
the
tip
of
the
spear
all
the
positive
things
that
are
happening
folks
want
to
come
to
Inglewood
and
establish
themselves
now
to
get
in
early,
and
so
some
great
discussions
were
had
by
business
owners
that
were
there,
but
earlier
at
eight
o'clock
this
morning.
The
mayor
also
attended
with
me
was
coffee
with
a
cop.
J
It
was
an
opportunity
for
our
community
residents
and
business
owners
to
come
out
and
get
to
meet
and
talk
with
our
police
officers
and
discuss
all
the
good
things
going
on
and
to
listen
to
some
of
the
residents.
Concerns
regarding
traffic
and
I
got
to
thank
lieutenant
Jackie
lane
for
setting
this
up
and
coordinating
it.
The
attendance
was
off
the
charts
folks
from
all
over,
not
only
district
2
but
from
all
over
the
city
of
Inglewood
that
showed
up
because
they
wanted
to
come
out
and
get
to
meet
and
support.
J
So
I
just
want
to
also
thank
all
of
you
for
coming
out
today
to
attend
a
council
meeting,
and
you
all
know
that
if
you
need
something,
you
don't
have
to
wait
till
two
o'clock
on
tuesday,
you
can
talk
with
us
any
day
of
the
week,
give
our
office
a
call
or
just
stop
by
and
if
we're
here
we're
going
to
be
more
than
happy
to
meet
with
you
with
that.
Thank
you
and
enjoy
the
rest
of
your
week.
Councilman.
N
If
you
want
to
get
on
my
email
blast
list,
please
let
me
know
by
just
sending
it
to
me
that
our
Franklin
at
ctvn.org,
if
you're,
looking
for
jobs
if
families
looking
for
jobs,
anyways
looking
for
jobs,
it's
better
to
get
started
now,
because
the
next
three
to
four
years
we're
going
to
be
really
really
busy,
and
you
want
to
already
have
the
skill
that
you
need
to
be
able
to
sustain
that
employment.
Thank
you,
Mary
Thank,.
I
I
A
year-
and
you
know
we
heard
a
lot
of
perspectives
at
that
point
before
that
I
had
been
here
13
years,
seven
o'clock
I
can't
see
much
of
a
difference
at
all.
To
be
honest
with
you
in
terms
of
input
in
terms
of
the
folks
that
are
actually
here,
that's
the
truth.
You
know
you
can
look
at
the
tapes.
You
could
see
before
that,
actually
maybe
13
14
years
ago.
They
had
him
during
the
day.
People.
C
I
Were
issued
driven
just
like
today,
our
meetings
can
be
issued,
driven
we've
already
seen
it
it's
it's
not
getting.
We
work
for
our
residents
if
a
resident
calls
me
if
I
represent
and
emails
me
I'm
going
to
email
them
back.
If
there's
a
question,
you
know
we
disagree.
That
happens.
That
happens.
Does
everybody
love
us?
I
The
police
department
was
out
there.
We
gave
a
hundred
had
helmets,
two
children
riding
bicycles,
one
of
them
actually
learn
how
to
ride
a
bike
and
take
off
his
training
wheels
right
there.
That
was
awesome.
Just
to
watch
that
was
the
highlight
of
the
day,
but
but
I'll
tell
you
that
that's
the
kind
of
community
we
are
we're
very
proud
of
it
that
we're
going
to
have
our
ups
and
downs
and
our
credits
that
happens.
So.
Thank
you
all
for
being
here.
Thank
you.
B
Okay,
just
briefly
about
this
meeting
time
thing
I
heard
said
that
the
majority
of
people
can't
come
people
work
all
shifts
in
this
country,
but
the
reality
is
we
hold
about.
I'll,
take
40
for
people
at
most
in
this
council
chamber,
their
110,000
people
in
city
of
England,
42,000,
I'm
a
registered
to
vote,
and
in
the
last
mayor's
election
we
had
about
19,000
people
vote,
there's
no
way
that
19,000
people
would
fit
in
this
chamber
if
we
had
it
at
midnight.
Seven
in
the
morning,
7
p.m.
B
the
reality
is
is
that
the
meetings
are
open
to
the
public
for
public
input
and
one
thing
that
I've
noticed
the
same
people
be
all
the
time.
The
difference
between
now
and
used
to
be
used
to
be
that
council
meetings
were
actually
for
political
theater,
and
that
was
a
substitute
for
doing
anything
of
substance
for
the
residents.
That
was
a
substitute
to
not
talk
about
we're,
not
paving
your
streets,
we're
not
redoing
your
sidewalks.
B
We're
not
replenishing
the
water
system,
we're
not
providing
public
safety,
we're
not
promoting
economic
development
because
because
we
weren't
doing
anything
and
so
then
we
then
this
council
person
would
bring
their
group
of
people
and
then
they'd
show
off
for
them
and
then
that
council
person
to
bring-
and
it
was
usually
to
my
right
there-
people
and
they'd-
show
off
for
them
and
they'd.
They
talk
badly
about
the
rest
of
the
council
and
that's
what
we
substitute
that.
B
So
that
was
the
substitution
for
a
council
meeting,
and
that
was
what
was
called
progress
in
the
city
of
inglewood
and
it
was
nothing
so
you
know
two
o'clock,
seven
o'clock:
it's
the
results
that
matter
and
that's
what
I
hear
I
have
had
not
had
one
person
other
than
a
few
people
that
come
to
these
meetings
say:
oh,
it
would
be
real
blood
better.
If
all
the
meetings
were
seven
o'clock,
you
know
what
there
are
they
proud
to
live
in
Ingrid,
they're,
proud
and
happy
to
the
property.
Values
are
up.
B
They're,
proud
that
we
have
national
stature
now
so
I
would
have
to
say
you
know
announcer
that
we
can
only
get
44
people
on
here
and
we
have
about
the
same
amount
of
people
from
the
public
in
the
daytime
or
the
nighttime.
The
difference
is
the
staffs
at
work
right
now,
they're
not
sitting
in
the
back
room
waiting
to
see
if
they'll
be
called
and
yelled
at
for
theatre.
B
That's
what
we
used
to
do
to
not
not
not
anybody
on
this
council,
but
and
they
call
them
and
they
belittle
them
and
then,
if
they
try
to
answer
a
question,
they'd
say
they're
not
to
be
correct,
a
council
person-
and
it
was
ridiculous,
so
I
mean,
let's
just
call
it
what
it
is
right
now.
If
you
had
to
measure
the
difference
in
progress-
and
you
said
it
obvious-
is
not
the
length
of
a
council
meeting
determines
progress
in
the
city.
B
It's
the
leadership
of
the
council
in
fulfilling
the
direction
of
the
people,
and
so
just
because
one
person
gets
up
and
says
that
they
are
the
public.
They
are
not
a
hundred
fifteen
thousand
people
they're,
not
forty-two
thousand
voters
and
are
not
one
of
the
twenty
thousand
or
so
that
vote
regularly,
they're
one
person
or
two
people,
and
so
this
meeting
these
Tuesday
meetings.
This
doesn't
determine
what
the
public
wants.
