the

attorneys

asking
if
you
would.

up

dollars,

expensive

overnight

seeking
support,
help
anything
that
I

put

place

we
couldn't
have
a
brief
discussion
when
it
comes
to

rents.
The
City
Council
does
not
control
the
free
market,
and
nor
could
we
when
in
would
people
that
provided
housing
in
Englewood
apartment
buildings
when
they
had
to
accept
rents
that
were
below
the
average
for
the
area,
because
people
didn't
want
to
live
in
Englewood
as
much
as
they
wanted
to
live
other
places.

couldn't
force
the
tenants
to
pay
the
prevailing
market
rate
right
now.

can't
force
the
landlord
just
say
you
must
take
less
than
other
areas,
but
what
we
are
exploring
right
now,
my
Executive
Assistant,
the
executive
assistant
to
the
city
manager,
are
putting
together.
It's
been
put
together
a
little
bit
on
the
council
agenda
development
developers
tax,
basically
to
set
it
to
develop
a
fund
that
will
provide
money
for
affordable
housing
issues.

One
of
the
ways
we
might
utilize,
that
is,
to
provide
a
stipend
for
apartment
owners
that,
in
exchange
for
receiving
a
stipend,
to
help
them
with
capital
improvements
to
their
prop
to
their
property
that
they'll
freeze
their
rents
for
X
number
of
years.
We
don't
know
exactly
depend
on
how
big
the
fund
grows,
but
it
will
be
contributed
to
you
by
impact
fees
from
the
housing
developed
in
the
city
or
pre
projects
developed
in
the
city
that
will
create
housing
needs.

can't
control
the
free
market,
but
we
are
exploring
the
possibility
that
we
can
have
an
impact
and
it
would
affect
people,
maybe
that
had
been
living
in
Ingrid
for
ten
years
or
more

don't
know
which
we're
trying
to
look
into
that,
but
it
hasn't
been
presented
to
us
as
yet
so
the
council
is
gonna
have
to
vote
on
I've
seen
the
proposal
that
our
executive
assistant
is
put
together
and
that'll

coming
before
the
council
shortly

suit

forum

doing
against

we
have
a
meeting
with

and
the
city
of
Inglewood
at
the
forum
when
there's
a
convenient
time,

we
all

don't
need
attorneys
because

all

all
talk
about
business,
for
the
city

the

First
off
want

thank
the

mayor
and
I
went
out
to
parents
school
this
past
Saturday
to
help
them
build,

called
a
kaboom
project
and
that's

they
build

playground
for
the
kids
to
play
in
and
I
got
to
tell
you.
It
was
really
nice
to
see
all
the
different
members
of
the
community,
not
only
in
Englewood
but
the
surrounding
community.

had
folks,
as
far
away
as
from
Glendale
Burbank
area,
the
valley
that
all
came
to
help
us
put
together
this
playground.
We
kicked
it
off
at
8:30
and
by
2
o'clock.
We
were
done
ribbon-cutting.
Everything
ready
to
go
was
really
nice
today
for
me
to
look
out
my
window
and
see
those
kids
playing
on
the
kaboom.
So
I
want
to
thank
the
principal
from
parent
school,
Greg,
Gregory
great
Gregory,
what
a
name
for
helping
put
this
together
Ellen
a
special
thank

to
a
parent,
Miriam
Morris
who
cheerleaded
this
whole
event.

twofold

The
clips

occurred
yesterday
that

staff
was
outstanding
and
providing
us
with
the
necessary

gear
that
we
needed
to
wear
in
order
to
be
part
of
history,
and
it
took
the
time
and
effort
notification
to
the
public
that
were,
it
was
going
to
be
made
available.

increasing
since

we

to
get

their
deepest
condolences
to

family,

loved
ones

chief
Raymond
L
Johnson
chief
Johnson
was
a
living
legend
who
made
a
positive
positive
impact
on
the
state
of
California
and
the
city
of
Inglewood.
During
his
remarkable
career,
he
served
as
a
unit
leader
in
the
United
States
Marine
Corps,
a
police
officer
for
the
Bakersfield
Police
Department.

He
was
the
first
african-american
deputy
chief,
which
is
a
division
commander
of
the
California
high
patrol
of
the
southern
section,
which
is
includes
Inglewood
Los
Angeles.
He
was
chief
of
police
for
the
city
of
Inglewood,
from
1985
to
1981
1991
and
the
executive
director
of
the
governor's
office
of
criminal
justice
planning.
Chief
Johnson
was
a
member
of
various
organizations,
including
the
National
Organization
of
a
black
law
enforcement
executives,
the
International
Association
of
police
chiefs,
national
criminal
justice,
Association,
the
California
police
chiefs,
Association,
the
California
police
chiefs
Association
and
the
Peace
Officers
Association
of
LA
County.

There's
no
doubt
that
chief
Johnson,
profoundly
and
affectionately
touched
many
lives
that
he
came
in
contact
with
through
his
professionalism
and
vibrant
demeanor,
and
I
should
note
that
he
was
a
very
wise
man.
He
promoted
me
to
captain
and
deputy
police
chief
chief
Johnson
will
be
greatly
missed,
yet
his
legacy
will
be
cherished
forever
in
the
hearts
and
minds
of
his
family.
