we
had
all

elevators

building
working.

the
elevators
in
this
building
actually
beginning
to
all
function?
That
would
be
an
interesting
concept
and
then,
of
course,
I
do
think
it's
interesting
to
notice
that
those
wonderful
little
brochures
that
are
mailed
to
the
house
that
everybody
in
my
neighborhood
tends
to
throw
out
fastest

The
mayor
requests
that
the
staff
develop
a
program
to
provide
opportunities
to
create
more
affordable
housing
in
the
city
and
return
to
the
full
council
for
direction
from
the
presentation.
The
city
has
a
long
history
of
creating
affordable
housing
units
in
the
city
of
Inglewood,
as
the
City
Council
were
to
approve
the
full
package
of
affordable
housing
programs
presented
today,
the
city
will
have
one
of
the
most
comprehensive,
affordable
housing
programs
in
the
region.
This
in
mind,
I
would
like
to
introduce
mr.

The
city
is
not
new
at
addressing
affordable
housing.
In
fact,
our
efforts
have
spanned
well
over
four
decades,
starting
in
the
late
1960s
through
the
1970s,
we
started
the
Englewood
redevelopment
agency,
the
Englewood
Housing
Authority
in
74.
The
section
8
program
in
76
was
our
first
development,
which
was
England
meadows,
199,
affordable
senior
units
and
in
77
Regent
Plaza.
In
the
80s
we
worked
on
Good
Shepherd
homes
as
well
as
Kelso
Street
replacement
housing
in
the
90s.
It
was
Pacific
Rim
housing
for
affordable
senior,
40,
affordable
senior
units.

West
side,
residence
hall,
301,
affordable
units
in
97,
homeward
bound
in
98,
Good,
Shepherd
homes,
number
230,
affordable
senior
units
in
99,
walnut
gardens
and
in
and
as
well
as
foundation
for
quality
housing
in
the
2000s.
It
was
grace
Manor
as
well
as
Osage
senior
villas
of
91,
affordable
senior
units
from
2010
and
above
we
worked
on
Eric
apartments.

Now
that
we
know
the
total
number
of
renter
occupied
units,
which
is
twenty-two
thousand
nine
hundred
and
forty
two,
let's
look
at
the
effect
that
the
city
has
had
as
far
as
affordable
rental
units
are
concerned.
City
funded
developments
for
seniors
three
hundred
and
ninety
six
units
city
funded
developments
for
low-income
772,
non
city,
funded
developments
where
the
developers
work
directly
with
HUD
three
hundred
and
six
units,
section,
8,
Housing,
Choice
vouchers,
1340
and
tenant-based
rental
assistance
adds
an
additional
thirty
to
the
total.
Affordable
rental
units
is
2846.

On
the
owner
occupied
side,
current
first-time
homebuyer
loans,
which
are
still
active,
one
hundred
and
ninety
two
prior,
first-time
home,
lower
homebuyer
loans
that
were
already
paid
off
a
hundred
and
thirteen
and
rehab
loans
that
have
been
paid
off.
One
hundred
and
forty-one,
the
total
number
of
owner-occupied
units
that
have
been
assisted,
446
between
affordable
rental
units
and
active,
first-time
homebuyer
loans.
The
city
has
an
astounding
three
thousand
thirty
eight
units
with
affordable
covenants.
At
this
time.

What
this
chart
shows
is
the
average
rent
by
city
from
2012
to
2017
and
when
we
say
average
rent,
that's
the
average
for
a
single-family
home
one
two
and
three
units.
Basically,
what
you
do
is
you
use
that
as
an
average,
so
you
can
combine
across
cities
to
see
exactly
where
you're
at
what
you're
going
to
notice
right
away
is
that
Englewood
is
at
the
very
top
of
the
list.
That
means
it's,
the
lowest
overall
rent
of
all
the
surrounding
cities.

Next,
as
a
comparison,
we
threw
in
California
as
a
whole,
followed
by
Gardena
as
a
next
highest
Carson
Hawthorne
and
at
the
very
top
of
the
list,
Los
Angeles,
which
has
the
highest
rent
in
the
area.
What's
important
to
gain
from
this
information,
is
that
Englewood
continues
to
be
a
bargain
compared
to
surrounding
cities
to
get
a
better
understanding
of
these
numbers.
Let's
look
at
them
graphically
on
the
next
slide.

These
are
basically
the
same
figures
that
been
plotted
out,
so
we
can
graphically
look
at
where
Englewood
stands
as
far
as
rent
is
concerned,
from
2013
to
2017,
so
real
quickly,
at
the
very
top
of
that
chart
in
orange,
is
Los
Angeles,
which
has
the
highest
overall
rent
for
the
surrounding
cities.
Then
it's
followed
by
Hawthorne,
which
is
blue
purple,
is
Carson.

To
make
this
point
more
clear,
what
we've
done
is
we
stacked
up
the
rent
increase
percentage,
all
the
way
from
2012
to
2017?
What
you're
going
to
notice
is
that
Hawthorne,
Gardena,
Los,
Angeles,
I'm,
sorry,
Hawthorne,
Gardena,
Inglewood
California
as
a
whole
and
Carson
have
all
basically
increased
at
about
24%.

So
let's
go
ahead
and
discuss
the
statewide,
affordable
housing
issues
and
some
of
the
factors
that
are
causing
it.
A
lack
of
development
of
new
housing,
construction
compared
to
the
population,
more
households
are
living
in
urban
areas
and
closer
to
work
and
amenities
and
improving
economy
has
brought
more
tenants
back
into
the
rental
market.

Our
first
program
is
the
multifamily
rehabilitation
program.
Basically
we're
looking
to
use
two
million
in
housing
bond
funds
to
provide
rehabilitation,
loan
assistance
for
use
in
the
apartment
units,
as
well
as
common
areas.
Apartment
owners
will
receive
funds
to
rehabilitate
the
property.
With
an
emphasis
on
code
requirement
upgrades
in
exchange,
the
city
will
receive
affordable
covenants.
The
loan
amounts
will
be
recorded
against
a
property
as
silent,
second
deeds
of
trust
with
no
monthly
payments,
and
this
is
estimated
to
produce
twelve
affordable
units
that
are
subject
to
fifty
five
year.
Covenant
restrictions.

Our
second
program
is
a
first-time
homebuyers
program,
we're
looking
to
utilize
2
million
in
housing
bond
funds
to
provide
mortgage
assistance
to
moderate
income,
households
looking
to
purchase
a
home
in
Englewood.
The
city
will
receive
affordable
housing
covenants
for
a
45
year
period.
In
return
for
providing
loan
funds
to
purchase
a
home,
loan
amounts
will
be
recorded
against
the
property
as
silent.
Second
deeds
of
trust,
and
this
is
estimated
to
assist
10
households.
The
maximum
loan
that
will
be
given
to
any
given
household
will
be
$200,000.

Our
third
program
is
called
the
nonprofit
multifamily
purchase
program,
we're
basically
going
to
utilize
4
million
in
housing
bond
funds
to
provide
a
qualified
nonprofit
entity
and
acquisition
and
rehabilitation
loan
to
purchase
and
rehabilitate
a
multi-family
apartment
building
loans
will
be
recorded
against
the
property
as
silent.
Second
deeds
of
trust-
and
this
is
estimated
to
produce
at
least
24
housing
units.

multifamily
rehab
program,

we
loan
to
property
owners,
they
fix
up
their
stuff
and
there's
a
55-year
covenant
and
it's
it's
recorded
as
a

that
means
that
upon
sale,

paid

does
it
carry
on
for
the
entire
fifty
five
years
or
do
they
have
ability
to
pay
back
the
second
and
stop
having
the
Covenant
on
them?
Well,.

what
I

looking
for,
because
I
know
in
the
past,
when
we've
seen
similar
programs
that
it
had
a
fro
a
year
frozen
in
time
and
then
over
on
the
nonprofit
multifamily
purchase?
I'm,
assuming
it's
like
when
we
used
to
do
with
the
neighborhood
housing,
where
they
kind
of
managed
the
first-time
homebuyers
program
in.

Real
quick,
so
when
somebody
gets
in
on
the
first,
the
buys
a
home
and
say
they,
it's
a
silent.
Second
they'll
pay
it
back
we'll
set
up
the
program
so
that
it
recycles
and
gets
another
family
right,
the
first
time
when
it
gets
paid
back.
It
just
goes
right
back
into
the
program
and
more
families
can
continue
to
be
able
to
use
the
program
right.
That's.

The
other
thing
I'm
glad
to
hear
about
is
that
there's
been
concerns
regarding
the
demise
or
future
demise
of
the
section
8
program
under
the
current
federal
administration,
and
that
we
now
have
something
in
place
that
we're
now
focusing
on
reaching
out
to
that
need
and
most
vulnerable,
so

that

shows
that
we
as
a
city
are
doing
our
share
of
providing
affordable
housing
for
residents
and
senior
housing,
and
you
know
we
can't
solve
all
of
La,
County's
or
California's
or
the
nation's
housing
issue,
but
we
are
certainly
certainly
doing
our
share
to
address
housing
here
in
the
city
of
Englewood.
So

2011
seems
like
there's
more
than
that,
fine
I
just
want

make
a
point,
so
we've
done
more
than
one
affordable
project
housing
project
a
year.
That's
the
point
that
I'm
making
and
that's
a
faster
rate
than
we've
ever
done
now.
I
want
to
talk
about
land
cost,
those
those
residential
swatches
of
land.
Do
you
have
an
idea
of
the
average
cost
per
acre
for
any
of
those
lawns?
I
know.

Mr.
Jones,
we
have
had
a
school
board
member.
That's
made
a
point
that
we
should
take
the
parcels
on
Sanchi,
the
22
acres
that
we
that
were
purchased
with
FAA
money
and
turned
those
either
to
affordable
housing
into
a
youth
center,
an
urban
farm,
a
business
incubation
Center
now
I
want
to
go
slowly
about
this.
So
as
far
back
as
25
or
30
years
ago,
city
began
acquiring
those
Lots
using
FAA
funds
for
sound
mitigation
and
relocation.
Is
that
right,
that's
correct!.

would
you,
but
to
be
fair,
to
estimate
that
those
parcels
were
probably
purchased
on
an
order
of
a
magnitude
of
10
times
less
value
per
acre
than
they're
worth
today.
That's
would
be
correct.
Okay,
so
now,
if
we
were
to
one
attempt
to
reacquire
those
parcels
when
we
are
part
of
them
at
the
amount
that
FAA
paid
back
20
25
years
ago,
we
have
to
pay
them
at
today's
current
appraised
values.

one

half
million
to
1.7
million
per
acre,
thank
so
for
us
to
acquire
those
22
acres.
If
they
were
appraised

equivalent
value,
isn't
it
correct
that
the
city

pay

million
dollars
to
acquire
that
property,
and
if
we
acquired
that
property
we'd
have
to
pay
for
another
general
fund?
Wouldn't

someone
else
buys
it,
it
gets
recycled
to
the
city
of
Englewood
to
use
for
sound
insulation
program.
So
so
we
get
it
coming
and
going,
whereas,

we're
foolish
enough

buy
it,
we
lose
that
benefit
and
we
lose
tens
of
million
dollars
out
of
the
general
fund.
Isn't
that
right?
That's
right!
So
that's
the
point
that
I'm
making
not
only
is
the
city
providing
more
affordable
housing
per
capita
than
anywhere
in
the
South
Bay,
and
not
just
now,
but
has
been.

chime
in
and
then
you
could,

you
could
talk
about
15
million
a
year
in
property
taxes
at
a
billion
dollar
assessed
value
set
of
structures
would
bring.
Then
you
could
talk
about
the
four
or
five
million
a
year.
Take

taxes,
parking
taxes,
sales
taxes
will
bring
into
the
general
fund,
I
mean
it
gets
to
be
stupid
in
a
minute
all
right,
Thank

we

up

federal
government
and
you
go
up
to
the
federal
government
and
take
our
issues
to
them:
a
part
of
community
espionage
and
treason,

racketeer

Madoff,

dime,
you
earned,
doesn't
an
elected
official
when
you
came
to
public
office
until
you
prove
that
not
a
dimer
that
was
done
through
acts
of
treason
and
it's
not
an
ethics
issue.
What
they
told
you
they
just
created.
That's
a
kangaroo
court.

it

strikes
me
as
interesting
that
you
feel
compelled
to
put
derogatory
comments
when
you
speak
buddy
else's
ideas,
and
yet
it
is
fascinating
to
me
that
if
I

to
look
at
the
average
rent

City

this
chart,
I
wonder
if
anyone
stopped
to
consider
that
Los
Angeles
is
so
large.
We
can't
really
compare
it
because
this
would
include
those
homes
in
Beverly,
Hills,
Malibu,
Ladera
heights,.

myself.
Los
Angeles
in
California
do
include
a
vast
array
of
various
rents
that
do
not
include
the
same
income
level
of
our
community
and
to
compare
those
two
seems
a
little
bit
unrealistic.

from
Zillow,
so
that
probably
only
includes
the
current
rent
request,
as
opposed
to
those
who've
been
in
their
rentals
for
multiple
years.

Wednesday
we
did
a
FedEx
job
fair.
You
know,
they're
gonna

open
up

facility
right
across
the
street
from
Rogers
Park
and
that
lot

dormant
for
darn
near
forty
years.
From
what
I
understand
that
ex
is
coming
to
town,
they
held
a
job
fair
to
try
and
hire
as
many
folks,
not
only
in
Englewood,
but
in
the
surrounding
community
and
I
got
to
tell
you.
It
was
standing
room
only
so
I
want
to
thank
all
the
folks
that
came
out.

the
mayor
council
staff
for
helping
us
get

word
out
and
in
the
community
at
large
for
coming
out
for
those
that
were
looking
for
work
to
get
there
and
to
apply
so
I

a
huge
success

that's

type

stuff
that
we
as
a
council
are
looking
to
do
is
get
more
people
to
find
jobs
to
be
able
to
provide
for
their
families.

you
know,
our
unemployment
rate
dropped
from
17
and
a
half
percent
just
a
couple.

years
back
to
five
point.

morning
the
mayor
and
I
had
an
opportunity
to
go
down
to
Highland
elementary
school.
We
were
joined
there
by
the
state
trustee
dr.
meléndez,
the
principal
miss
Beazley
and
the
rams
and
the
california
milk
advisory
board.
It
was
a
partnership
between
the
Rams
and
the
milk
advisory
board
from
California,
as
they
presented.
Highland
Elementary
School
with
a
ten
thousand
dollar
check
to
help
them
with
they
play
60,
which
is
the
NFL's
program,
along
with
a
nutrition
program
for
the
kids
at
the
school.
So
again,
it
was
very
well
attended.

some
of
the
parents
were
out
there
and
the
mayor
and
I
and
again
these
are
the
type
of
community
events
that
put
us
at
the
tip
of
the
spear
when
it
comes
to
what
we're
doing
in
this
community
and
with
that.

reminder

if
you're
looking

your

is
having
their
carnival
their
October
carnival,
so
that'll
be
starting
for
night

it'll

fliers

have

way
you

fund

for

only

it
been
addressed
recently,
but
over
the
years
you
know,
we've
we've
consistently
seen.
You

the
need
come
and
everything
else,

one

truths
that
came
out
is
where
we
are
in
terms
of
rent
around
the
state
of
California
and
around
here.
Our
South
Bay.

One
thing
I
wanted
to
point
out
was
that
throughout
the
years
we
used
to
get
these
section
8
voucher,
folks,
that
came
from
other
cities,
and
they
would
bring
in
the
vouchers
that
they
had
like
saying
the
City
of
LA
city
of
Gardena
city
of
Hawthorne,
and
they
would
take
those
vouchers
and
bring
them
here
to
the
city
of
Inglewood.
And
that's
because
the
rent
here
was
more
affordable
and
then
we
would
literally
subsidize
it
I
believe
until
we
were
then
reimbursed
again
by
the
HUD
department.

So
the
city
of
Inglewood
even
then,
was
going
that
extra
mile,
and
there
was
some
times
and
I
wish.
Mr.
Singh
was
here.
We
would
wait
years
to
get
reimbursed
for
that
money.
So
those
are
things
that
have
existed
here
in
the
city
of
Inglewood,
not
because
we
weren't
open
to
it,
but
because
about
two
things
we
were
open
to
it
and
the
fact
that
the
rent
has
always
been
more
reasonable
here
for
what
you
get.
So
those
are
things
that
I
wanted
to
point
out.
I
would
like
to
close
mayor
in
honor
of
mr.

Casas
Gonzalez,
who
just
passed
away
he's
a
35
year
resident
of
the
city
of
Inglewood
next
door
to
him,
and
you
know
he
was
just
one
of
those
guys
that
used
to
clean
the
streets
every
day
go
up
and
down
the
block,
and
he
just
added
so
much
to
the
community,
and
he
truly
will
be
missed.
So
I
just
wanted
to
say
that.

you
see
we
have
people
and
some
of
them
sit
in
this
room
and
they
continuously
misrepresent.
What's
going
on,
I
heard
somebody
today
say
well
what
about
the
elevators?
You
know
when?
Are
they
all
gonna
be
working?

elevators
are

you
know
why
they're
broken
down
because
they're
old
technology-
and
you
know
why
they're
down
now,
because
we're
spending
a
million
half
dollars
to
completely
renovate
the
elevators.
That's
just
like
the
people
that
complain.

But
then,
when
we
get
our
act
together
fix
things,
we
can't
even
wait
until
they're,
fixed
I,
even
hear
people
complaining
about
forum
traffic,
and
if
you
live
in
Inglewood,
you
know
we're
not
to
go
in
Prairie.
You
know
we're
not
to
go
on
pink
guy.
You
know
we're
not
to
go
on
Manchester,
but
I'll.
Tell
you
what
it's
easier
to
figure
that
out
I'm,
going
to
figure
out
how
to
have
about
how
to
finance
police
parks
and
recreation
services,
library,
services
fixing
people's
streets.

It's
a
lot
easier
to
say:
7
o'clock
at
night,
I'm
not
gonna,
be
on
Manchester
and
in
Prairie
I'm,
not
gonna,
be
there
this
it's
it's
a
lot
easier
to
do
that.
So
what
I'm
telling
you
is
you
be
careful?
Because,
right
now
people
are
sending
literature
to
your
house
they're
still
telling
you
that
we're
gonna
take
people's
homes
and
kick
people
out
of
apartments,
and
they
know
that's
not
true.
We
have
people
going
door-to-door
as
late
as
last
Friday
in
council,
Padilla's
district,
knocking
on
the
door
and
passing
out
literature
like
that.

This
is
the
greatest
era
in
the
history
of
this
city.
There's
no
city
that
I
know
of
that
can
ever
say
within
two
years
time.
They're
on
the
verge
of
acquiring
three
professional
sports
teams
a
year
earlier
brought
back
a
venue
that
everybody
thought
was
dead
and
would
never
be
alive
again,
and
what
these
things
will
do,
what
they've
already
manifested
themselves
the
jobs
that
have
come
here.

need
everybody
to
stay
strong
and
to
be
smart
and
use
your
prefrontal
cortexes,
because
there
are
other
people
there
making
emotional
Appeals
and
they
don't
want
you
to
think
things
through
and
I
have
to
do
