B
Good
evening,
or
make
that
afternoon,
first
of
all,
I'm
going
to
address
the
concept
of
on
the
payment
of
bills
that
281,000
that
were
spending
for
an
armored
vehicle
I
would
have
hoped
that
if
we
are
going
to
spend
that
much
on
a
vehicle,
however
old,
the
other
wouldn't
was
that
you
keep
in
mind
that
we
still
haven't
bothered
to.
As
far
as
I
know,
address
the
concept
of
the
policies
that
we
were
supposed
to
be
reviewing
per
the
Department
of
Justice.
So
I
don't
know
if
they
would
think
too
highly.
B
If
you
dropping
some
more
money
on
that
when,
in
fact,
you
haven't
said,
you've
dealt
with
those
policies
and
we
still
haven't
heard
from
anyone
with
regard
to
the
two
people
who
were
well
I,
guess
killed
on
Manchester
by
the
way
that
video
still
isn't
up
I
hear
so,
let's
hope
you
hurry
and
get
that
one
up
on
the
internet.
Thank.
C
D
Yes,
Alfonso
Parker,
jr.,
Vietnam,
veteran
66-67
conscious
enjoy
mics,
not
working
today,
anyway.
Speaking
of
the
armored
vehicle
in
the
funding.
What
have
you
I'm
gonna
comment
beer
when
the
community
has
been
speaking
about
cameras
on
police
officers
and
everything
else,
you
seem
distressed
at
all
when
you
do
speak
of
it.
It's
like
it's.
It's
a
rendus,
it's
unknown
when,
just
you
say
in
the
Daily
Breeze
all
over
the
country,
especially
right
here
in
South.
Bay
cities
are
putting
cameras
on
your
officers
as
I
speak.
Something
already
done.
D
D
E
I
want
to
speak
on
the
vehicle
if
the
Chief
of
Police,
the
chief,
a
policeman
here
instead
of
Inglewood,
think
that
we
should
have
this
hick
Oh
armored
vehicle
is
to
take
the
people
that
comes
out
to
protect.
You
had
your
heart,
your
own.
When
it
comes
to
something
like
that
money
doesn't
count.
You
know
I
support,
100%.
If
the
chief
said
we
need
it,
then
we
need
it
and
I'm
a
taxpayer
I'm
willing
to
pay
my
share
in
a
day.
Let's
protect
the
people
that
come
out
to
your
house
to
protect.
F
We
need
to
militarize
our
police
more
in
a
city
like
Englewood.
What
message
does
this
send
to
the
citizens
not
of
safety,
but
a
year
in
a
war
zone?
This
is
not
a
good
community
action.
Have
you
gone
to
the
public?
Have
you
asked
all
of
the
stakeholders
in
this
community?
If
this
is
what
they
want,
armored
vehicles
on
their
streets
pursuing
their
citizens,
you
know:
do
you
want
the
police
to
come
across
as
an
occupying
military
force,
because
that's
exactly
what
this
does
exactly?
F
G
G
Military
weapon
setting
around
forever
and
it's
it's
just
it
just-
doesn't
make
any
sense.
You
know
you
already
have
one
out
there.
You
know
and
I
guess
maybe
just
take
them
and
ride
them
around
every
once
in
a
while
to
let
people
know
that
they
have
them.
But
you
know
it's
it's
a
mistake
that
that
you're
making
to
spend
money
this
way.
There
are
many
many
many
ways
that
you
could
better
serve
this
community
and
even
the
youth
in
this
committee
by
maybe
even
having
a
YMCA
here
again.
H
Good
afternoon
everybody,
my
name
is
Quentin
I'm
in
the
first
District
with
a
councilman
Dotson
I
was
just
gonna,
read
a
nice
little
poem.
If
you
don't
mind,
I
think
it'll
take
probably
like
30
seconds.
It
may
end
up
shifting
the
hate
to
me,
but
I'd
rather
take
it.
I'm
I,
just
love
everybody,
so
I
want
to
this
poem
is
learning.
That's.
C
I
I
It
was
on
television
all
that
time
and
all
the
way
down
to
H
in
the
crowd
and
down
to
Redondo
Beach,
and
they
finally
got
the
guy
surrounded
with
two
assault
vehicles
and
and
brought
him
out.
So
it's
it's
way
in
your
priorities.
Whether
you
want
this
old
vehicle
or
or
lapel
cameras,
I
think
lapel
cameras
myself
would
be
a
better.
I
For
and
to
help
the
citizens
in
the
city,
you
know
we
go
back
in
a
lot
of
things
in
history
around
here
we
were
questioning
what
happened
there.
You
know
there
was
a
police
I
mean
not
a
police
I.
Was
there
a
postman
up
there
on
the
hill,
crest
and
he'd
called
the
police
and
he
ended
up
getting
shot
and
killed.
Some.
I
K
K
K
The
older
community,
all
we
gray
hairs,
aren't
gonna,
be
out
there
riding
and
shooting,
and
it
would
require
you
to
have
to
pay
our
tax
dollars
to
purchase
such
a
vehicle
for
us.
So
many
other
things
that
that
money
could
be
used
for
so
many
other
things
so
I
know
I'm,
not
gonna,
get
any
answers.
I
never
get
any
answers
for
questions
that
I
ask,
but
I
just
want
you
to
know
the
public
to
know
democracy
practice
behind
closed
doors.
K
E
A
A
C
C
L
The
difference
is
primarily
due
to
market
differences,
but
the
bonds
will
be
held
until
the
maturity.
So
we
city
will
receive
full
value
of
those
bonds
and
the
totals
outstanding.
The
total
CDs
that
have
been
purchased
as
three
million
seven
hundred
fifty
thousand
dollars
and
the
total
total
investment
is
thirty.
Eight
million
four
hundred
eight
thousand
eight
hundred
thirty
nine
dollars
and
also
there's
an
interesting
article
in
this
USA
Today
on
Monday.
L
Regarding
that
there's
a
uptick
and
foreclosures,
and
it's
primarily
due
to
loans
loan
down
payments
that
are
being
offered
by
some
of
the
non
financial
institutions,
but
just
instead
of
twenty
percent
down,
they
required
only
three
to
five
percent
and
they
think
this
possibly
may
have
an
adverse
effect
housing
values
in
the
future.
Depending
on
how
this
tends
to
work
out
and
as
you
know,
deregulation,
the
financial
industry
is
coming,
so
the
exotic
securities
will
be
again
offered
by
financial
institutions.
That
concludes
my
comments
and
my
remarks.
C
D
Mazal
pocket
Vietnam
veteran
66-67,
my
numbers
3
2,
3,
8,
4,
2,
3,
3,
6,
3,
calling
me
I'll
show
you
just
hold
these
things,
working
it's
nasty
from
day
one
and
by
the
way
someone
misses
constitution.
It's
fine!
That's
why
himself
the
Constitution
was
put
together.
I,
don't
know
what
next
thing
is
on
the
cameras
which
I
didn't
tell
you
before
was
that
all
we
won't
do
is
get
it
on
the
table,
like
you,
do
the
crap
you're
doing
in
a
small
print
come
later
after
5:00?
D
Oh,
we
want
to
get
it
on
the
table.
Now
these
cameras
on
the
officers
just
as
fired,
because
they
don't
have
to
give
them
to
you.
They
won't
give
you
the
tapes.
They
just
snatched
the
ones
out
on
this
young
lady.
That
was
assassinated
up
there.
7-Eleven
Carl's
jr.
just
like
that
there,
but
if
we
get
it
on
the
table
on
the
officer,
we
can
get
him
up
front
so
I
want
the
cameras
will
deal
with
you
not
showing
us
the
tape
we
want
to
put
them
on
off.
F
You
asking
again
for
the
report
of
the
police
investigation
into
the
death
of
Keyshia,
Michael
and
Marc
Winton
says
this
report
should
never
go
just
to
the
attorneys.
This
report
needs
to
go
to
the
public
as
you've
heard
already
today,
and
you
will
probably
hear
more.
There
are
people
in
your
community
who
are
concerned
about
the
activities
of
the
police
and
they
want
transparency.
They
want
to
know
what
actually
happened
to
these
two
people
and
they
want
to
know
what
is
going
on
with
the
police
officers
in
this
community.
F
M
Good
afternoon,
mayor
city,
council
staff,
citizens
of
Inglewood
I,
have
to
speak
on
something
I
saw
on
television
last
night,
definitely
with
a
bad
feeling.
There's
a
fellow
who
comes
here,
every
Thanksgiving
hands
out
turkeys
in
a
music
video.
Frankly,
I
don't
care
what
he
thinks
of
the
president.
He
can
hate
the
air
he
breeds,
but
he
painted
police
officers
in
a
very
bad
light
and
it's
not
fair.
M
You
gonna
call
when
you
need
help
this
bet.
You
know,
I
I,
don't
know
what's
happening
anymore.
It's
somebody
gonna
tell
me
that
things
are
worse
now
than
it
was
in.
The
60s
I
was
born
in
the
San
Francisco
Bay
Area,
you
can't
tell
me
cops
today
are
worse
than
they
were,
then
you
can't
and
whose
fault
then
is
that
whose
fault
is
that
it's
our
fault?
If
there's
any
fault
to
blame,
it's
our
fault.
N
Afternoon,
I
too,
want
to
speak
on
the
issue
of
a
report
regarding
the
killing
of
Keisha
Michaels
and
Mark
Winton
Sandler.
There
is
what's
known,
a
Community
right-to-know.
We
understand
that
you
said
that
you
will
be
reporting
information
because
a
lawsuit
is
in
process,
etc,
etc.
We
understand
that,
but
there
is
an
element
of
a
community
right
to
know,
because
this
is
something
that
has
occurred
in
the
community
has
something
to
do
with
public
faith,
safety
and
utilize
public
resources,
particularly
the
five
officers
of
the
Inglewood
Police
Department,
who
were
involved.
P
Hi,
my
name
is
Kathy
Debbie
I'm,
a
member
of
a
holy
faith,
Episcopal
Church
here
and
we've
been
following
this
case
of
that
of
the
ankle
with
shooting
at
the
7-eleven
for
a
year
now
and
about
three
weeks
ago.
I
believe
you
folks
told
us
that
it
would
be
another.
It
would
be
a
month
for
us
to
get
the
report
so
we're
hoping
to
see
that
next
week
for
sure
that'll
be
a
month.
Next.
C
P
I
also
wanted
to
say
that
last
time
I
spoke
here,
I
asked
for
a
use
of
force.
Policy
from
the
police
department
and
I
have
now
been
provided
with
that
by
your
City
Clerk.
Thank
you
very
much,
and
it
looks
like
it
was
revised
in
September
not
have
been
in
effect
at
the
time
of
that
shooting,
but
I
would
I
will
be
reviewing
both
policies
to
see
if
there's
Inge.
Thank
you
thank.
C
Q
Good
afternoon
Inger
Turner
with
blacklivesmatter
LA
and
the
Inland
Empire
I'm
working
on
that
y'all
I,
am
here
today
because
I'm
concerned
about
the
police.
The
level
of
police
violence
that
has
been
happening.
Crime
has
steadily
gone
down
in
the
United
States
since
for
the
last
40
years,
and
you
know,
what's
really
even
causing
crime
to
go
down.
It's
not
more
law
enforcement.
It's
not
more
militaristic
vehicles.
It's
been
birth
control.
Q
Vert
control
has
had
a
lot
to
do.
It.Why.
We
don't
have
as
violent
as
society
as
we
used
to.
If
we
would
invest
that
money
instead
of
in
these
militaristic
video
vehicles
into
the
community.
You
know
when
I,
when
I
write
when
I
Drive
through
Englewood
I
see
a
lot
of
closed
businesses
and
I
see
you
guys
want
to
do
something
about
that.
But
increasing
law
enforcement
in
a
negative
way
is
not
the
way
to
do
it
and
also
giving
people
only
a
minute
to
make
up
they
mine
on
what
they
want
to
say.
Q
D
Q
Just
want
to
say
thank
you
for
at
least
do
at
least
listening
to
me.
I
would
hope
that
you
would
think
about
the
people
of
the
city
of
Englewood.
You
know
they
have
an
expression
here.
It's
all
good
in
you
know.
Would
it's
not
all
good?
When
we
spend
all
our
money
on
law
enforcement,
we
don't
need
police,
you
know
what
we
need.
We
need.
Eldercare
majority
of
this
citizenship
is
getting
hella
old.
We
need
to
do
something
for
our
children.
Q
A
A
E
C
Ok,
just
briefly,
you
know
when
understand
people
feel
strongly
about
certain
issues,
but
we
have
to
maintain
order
and
when
people
get
out
of
order,
as
opposed
to
having
to
have
the
sergeant
large
physically
pull
something
from
the
podium
I'm
going
to
choose
to
recess
the
meeting.
C
As
it
pertains
to
a
public
report
about
any
use
of
force,
there
are
state
laws
regarding
the
privacy
of
officers,
personnel
records
and
the
only
thing
that
will
be
released
in
a
public
setting
will
be,
and
we've
already
released,
the
names
of
the
officers
and
whether
or
not
officers
are
on
the
payroll,
but
short
of
that.
We
can
make
a
declaration
as
to
what
the
Chiefs
findings
are
about
a
use
of
force.
C
Current
investigation
underway
by
the
love
sands,
District
Attorney's
Office,
and
we
wouldn't
do
anything
to
and
intrude
upon
that,
even
if
we
could-
and
so
there
will
be
no
public
report
detailing
the
intricacies
of
the
investigation.
But
there
will
be
a
statement
as
to
what
our
ultimate
findings
were
that
dinners
with
the
officers
have
already
been
released
with
that
we're
adjourned.
Thank
you
very
much.
