I
just
want
to
talk
to
you
about
see.
I
won
the
district
to
picnic
we're
coming
into
the
fifth
year
and
this
event
has
grown
and
it's
one
of
the
best
events
I've
seen
in
this
town.
Four
people
have
never
been
to
one
of
these
city
events.
This
is
way
you're
really
going
to
find
out
a
good,
a
lot
of
information
and
the
sea
has
district
to
picnic.
D
E
E
The
Burlington
was
there
long
before
that
individual
who
was
speaking
came
back
as
mayor,
so
I
think
people
should
stop
and
take
a
look
and
think
about
what
they're
being
told
on
a
regular
basis
and
see
if
that
jugs,
with
their
own
individual
memories
of
the
businesses
that
have
been
here
long
term
that
have
served
this
community
and
often
get
very
little
appreciation
or
respect.
The
current
council.
F
Be
brief,
Elijah
Woodson,
singer,
citizen
just
left
the
senior
citizen
center
we
playing
ping
pong
on
Tuesdays.
We
have
a
great
time
and
I
was
proud
of
you
guys
last
week
at
the
services
for
Lillian
bimbo.
You
know
you
guys
were
represented,
but
spoke
well,
so
thanks
for
showing
up
and
I'll
try
to
be
a
good
citizen.
Thank
you.
Thank.
C
G
Anybody
get
up
here
and
speak
against.
What's
going
on
in
this
city
should
think
about
what
happened
six,
six
and
a
half
years
ago
what
it
was
like
and
I've
never
heard
anybody
get
up
and
complain
about
the
streets
when
we
had
something
like
three
hundred
million
dollars
redevelopment
money
to
take
care
of
city,
but
it
was
never
done
now.
G
A
B
C
Quite
frankly,
I
heard
just
the
opposite
that
the
way
you
used
to
be
able
to
tell
when
you
were
leaving
in
wood
and
go
to
Los
Angeles
was
at
the
condition
that
roadways
was
better
and
I
will
tell
you
that
people
in
Los
Angeles
now
say
that
they
can
tell
when
they're
coming
to
Inglewood,
because
the
roadway
condition
is
so
much,
and
so
that's
just
a
total
reinvention
of
absolute
fact.
I
just
wanted
to
clarify
that
for
the
record,
madam.
H
You
may
so
I
also
want
to
bring
this
issue
up,
because
people
that
are
looking
for
issues
against
the
city
need
to
realize
we're.
Just
the
our
roadways
or
infrastructures
is
like
a
home
over
time.
You
have
to
do
repairs,
maintenance.
This
is
no
different
about
our
highways
and
then
you
come
to
town
hall
meetings.
You
come
to
the
council
meetings.
H
You'll
hear
that
we
just
voted
on
street
improvements
over
a
million
dollars
worth
is
going
to
be
done
and
Imperial
Highway
is
one
of
them,
and
this
also
in
this
project
item
number
six
is
also
going
to
address
the
Prairie
south
side
of
Prairie
from
Imperial
Highway
up
up
to
Manchester
area.
So
this
is
just
one
of
many
many
improvements,
that's
taking
place,
but
again
I
remind
you.
It's
just
like
a
home
overtime.
It
has
to
you,
have
to
do
maintenance
improvements,
our
streets,
sidewalks
curbs
highways,
are
no
different.
Thank
You
Baron.
C
J
Councilman
I
just
want
to
say
some
comment
about
the
streets
because
the
public
worked.
His
part
has
been
great
for
me
since
I've
been
here.
I
get
comments
all
the
time
about
the
number
of
streets
I've
done
since
I've
been
on
this
council.
So
there's
no
reason
for
anyone
to
say
these
streets
are
in
disrepair.
I
did
over
thirty
one
last
time
I
got
had
Street
and.
J
C
K
Look,
you
got
Harry
Flynn
and
Lewis
at
Wallin,
I'm,
sorry,
Harry,
frisbee
and
and
Flynn
marine.
You
know
these
are.
These
are
the
folks
that
help
us
get
things
done
and
Hunter
and
other
staff
so
I
mean
it.
You
know
we
are
fortunate,
we're
blessed
I
just
sit
here
and
I
shake
my
head.
When
somebody
can
come
up
here
and
say
what
they
said,
you
just
gotta
sometimes
consider
your
source
and
move
on.
I
I
L
So
I
probably
can't
give
that
much
detail.
I
wasn't
prepared
to
do
that,
but
just
in
comparison
right
around
the
time
where
the
mayor
just
come
on
and
I
came
on
about
a
year
after
that,
I
think
we
were
doing
about
a
million
dollars
in
CIP
for
roadways.
Now
we
are
doing
about
12
to
13
million
dollars
a
year
and
includes
century
Boulevard,
Imperial
our
streets
and
alleys,
which
this
year
will
be
the
largest
residential
street
and
alley
project
we're
coming
to
Council
in
a
couple
weeks
to
do
that
project.
L
It's
around
three
million
dollars
just
that
we're
now
slurry
sailing
streets
that
we
slurry
sailed
five
years
ago.
So
we
can
preserve
them
because,
eventually,
once
you
start
a
slurry
seal
program
that
reefs
Lurie
seals,
old
streets
or
streets
that
you
had
done
before,
you
never
have
to
do
a
grind
and
overlay
again.
It's
just
a
maintenance
program
just
applying
lotion
to
your
skin
every
year.
So
we're
doing
a
lot
more
than
we've
ever
done,
and
that
includes
Centinela
LaBrea,
Prairie
Imperial
century
and,
like
I,
said
the
streets
and
alleys.
Okay,.
C
C
I
L
I
L
The
alleys
that
were
in
the
worst
conditions
were
pretty
much
through
through
most
of
them.
Yes,
and
we
concentrate
on
the
alleys
that
are
the
flattest
which
have
very
little
drainage.
Those
usually
go
concrete.
The
ones
that
have
more
we'll
use
a
concrete
ribbon
down
the
middle
and
I
think
councilman
Dodson
is
gonna
file
a
grievance
because
he's
working
out
of
out
of
scope
is
that
correct?
Okay,.
I

Brief
presentation
on
the
acronyms
mobile
source,
air
pollution
reduction
of
the
review
committee,
the
committee
was
established
by
the
California
Legislature
in
1990.
Its
sole
mission
is
to
invest
funds
to
reduce
air
pollution
generated
by
mobile
sources,
cars,
trucks,
buses,
heavy
equipment.
The
nsrc
works
closely
with
the
South
South
Coast
Air
Quality
Management
District.
However,
the
nsrc
is
not
a
regulatory
agency.
Their
main
objective
is
to
work
in
the
clean
air
projects
that
support
the
Southern
California
air
quality
management,
Management
District
and
their
priorities.
M
M
Mandatory
air
pollution
reductions
are
needed.
Now
the
enno
is
a
precursor
to
the
ozone
smog
formations.
From
today's
level.
The
emissions
need
to
be
reduced
by
45
percent
by
2023.
That's
not
just
a
few
years
away,
and
how
do
we
reduce
those
emissions
by
forty
five
percent?
We
implement
clean
air
measures
outlined
in
the
South
Coast
AQMD
s,
2016
air
quality
management
plan.
The
aqm
P
is
the
roadmap
of
how
to
meet
our
mandated
clean
air
obligations.
M
The
nsrc
is
partnering
with
the
south
coast
HQ
and
me
and
wants
to
partner
with
the
city
of
Englewood,
to
implement
high
priority
a
qmp
strategies.
Aqmd
includes
traditional
regulatory
measures
and
incentive
based
strategies.
Incentive-Based
programs
will
accelerate
the
introduction
of
key
aq
MP
technologies,
including
zero
and
near
zero
emission
vehicles.
M
The
nsrc
has
reserved
incentive
funding
for
jurisdiction
under
its
Local
Government
Partnership
Program
in
the
amount
of
one
hundred
and
forty
eight
thousand
two
hundred
seventy
dollars.
This
is
a
great
opportunity
to
receive
funding
to
implement
projects
for
your
jurisdiction
as
part
of
our
clean
air.
Future
participation
is
a
hundred
percent.
Voluntary
funding
is
already
reserved
for
for
the
city
of
Englewood
and
then
please
ask
your
staff
to
work
with
the
nsrc
to
develop
projects
that
jumpstart
the
implementation
of
the
a
qmp
and
help
improve
air
quality
for
all
residents.
A
B
N
You
mayor,
just
like
the
report
that
I
did
fake
a
two
million
dollar
I
bought
an
investment
Federal
Home
Loan
bond
this
morning
that
has
a
three
and
a
quarter
coupon
and
the
source
of
those
funds
from
a
bond
that
did
mature.
So
this
again,
this
is
a
five-year
non-call
for
one
year
and
also
just
like
to
mention
I
recall
when
I
first
became
treasurer,
the
investment
portfolio
was
approximately
including
bond
money
about
thirty
eight
million
dollars.
N
Today
it
exceeds
a
hundred
eighty
million
and
would
just
like
to
mention,
during
the
last
two
years
alone
thousand
fifteen
to
to
2018
my
investments
and
exceeded
the
the
30
million.
That
I
did
that
when
I
first
became
treasurer
matter
of
fact,
it's
40
million
750
thousand
dollars
and
with
all
the
developments
going
on
in
the
city
with
the
stadium
and
the
homes
that's
going
to
be
built
and
the
commercial
business.
You
know
the
investments
gonna
either
expect
it
to
really
soar
over
the
years.
So
that's
certainly
is
amazing.
N
Progress
for
this
city,
that's
a
little
bit
less
than
nine
square
miles
and
there's
no
other
city
in
all
of
the
United
States.
Doing
what
we
are
doing,
you
know
thankful
for
all
of
the
employees.
Think
for
this
council,
the
residents
as
a
matter
of
fact,
I
had
him
a
home,
and
one
of
the
neighbors
mentioned
that
they
did
a
reverse
mortgage
about
seven
or
eight
years
ago
and
because
of
the
increase
in
property
values
she's
about
to
make
the
second
reverse
mortgage
I
mean.
N
That
is
just
amazing,
and
you
know
it
really
allows
us
seniors
who
are
not
able
to
refi
under
normal
conditions
and
getting
higher
rates
of
interest.
They
are
able
to.
Actually,
you
know,
get
funds
that
they
can
enjoy
and
enjoy
their
senior
years
with
no
mortgage
payment
and
do
some
of
the
things
that
otherwise
they
would
not
be
able
to
do
because
generally,
but
this
particular
neighbor
was
able
to
make
application
for
a
second
reverse
mortgage.
That
concludes
my
comments.
You.
N
C
N
My
car
cost
more
than
that
at
home.
At
that
time
it
was
roughly
about
under
$30,000,
and
today
you
know
that
home
value
exceeds
somewhere
in
the
neighborhood
of
roughly
$700,000,
so
that
was
just
really
amazing
growth
and
it's
just
such
a
gift
and
a
blessing.
You
know
for
the
neighbors
and
the
residents
you
know
who
do
live
here
is
able
to
take
advantage
of
the
tremendous
growth
and
equity
all
over
the
city,
but.
C
N
So
that's
and
we
know
our
particular
street
is
cement,
so
normally
it
was
never
repaid
because
it
was
cemented
and
primarily
some
of
the
major
piping
and
in
Indy
for
the
city
was
right
at
the
corner
of
5th
Avenue
and
7th
Avenue,
where
I'm,
where
I
live.
So
we've
had,
you
know
very
good
rows
in
the
area.
So
that
is
much
appreciated.
Well,.
C
N
B
B
C
C
O
I
love
it
the
way
you
German
its
match,
numbers
and
furnitures
and
mathematical
word
problems
to
absolute,
the
people
as
to
what
different
see
these
people
at
this
level
who
says
that
they
can't
have
no
effect.
We
have
to
go
upstairs,
but
they
come
down
in,
tell
you
to
watch
each
other
and
we
pour
it
up
these
gentlemen
from
the
top
to
the
bottom,
to
the
top
have
been
trashing
your
records,
your.
O
Your
better
existence
on
this
planet-
Maxine,
Waters
Obama,
yes,
he's
a
president
ever
since
the
draft
was
instituted
in
41.
This
is
what's
going
on
before
digital
and
they
can't
control
the
internet.
They
were
doing
it
an
offset
printing
messing
with
your
documents.
They
were
doing
it
in
lace,
pretty
and
they're
still
doing
it
today,
and
they
say
they
can't
control
it.
All
these
other
people
got
access
and
they
can't
control.
They
put
it
out
to
the
trash.
Thank.
O
C
D
Afternoon
counseling
mayor
I
want
to
address
something
like
notice:
I've
been
spent
about
a
week
and
a
half
over
in
Westwood
lately,
traveling
back
and
forth,
and
these
scooters
over
there.
They
have
the
scooters
that
you
rent
I'm.
Finding
these
things
laid
out
in
the
middle
of
the
streets
on
a
block
and
handicapped
access
areas.
I
have
we
have
no
grand
of
the
companies
have
no
control
over,
but
I,
don't
think
we
should
let
them
into
the
city.
I
see
the
bike
racks
and
the
bike
racks
they're
using
good
day
bikes
go
back.
D
They
rent
the
bike
to
take
it
back
to
the
bike
rack,
but
the
scooters
you
don't
matter
whether
at
when
they
they've
laid
him
I,
where
I
seen
one
down
bankamerica
blocking
driveway
a
chase
bank
one
was
drunken
the
walkway
and
for
some
of
these
seniors
walking
along,
they
don't
see
it
they're
gonna
trip
and
fall
on
these
things
and
I'm
concerned
about
him
as
a
public
safety.
Oh
I'd
like
to
see
you
well
if
they
did
address
the
city
to
come
in,
let's
see
if
we
can't
do
something
by
not
having
them
come
in.
E
Council
members,
how
sad
it
is
that
you
feel
compelled
to
always
praise
praise,
praise
and
praise
and
I
guess,
because
they
don't
always
praise
is
the
reason
you
felt
compelled
to
suggest
I
choke
myself
and
then
the
miraculous
thing
is
you
had
somebody
go
back
and
added
it?
Oh,
my
goodness.
That
leads
me
to
ask
the
question:
how
many
of
those
years
that
you
were
as
a
police
chief
did.
You
have
people
cover
up
things
that
were
done
inappropriately?
We
know
about
the
Miranda
warning.
We
know
about
a
lot
of
other
things.
E
Clearly
MSG
the
co
per
KP,
ATO
lots
and
lots
of
things,
but
you
know
it's
not
being
responsible
and
apologizing
when
you
do
wrong.
That
will
probably
end
up
costing
this
community
many
more
hundreds
of
thousands
of
dollars
in
hostile
work,
environment
situations
threatening
or
suggesting
at
least.
We
know
that
you
suggested
I
choke
myself
can't
deny
that
one.
G
Q
Can't
make
this
up.
Madam
treasurer
I
was
having
a
conversation
with
the
young
gentleman
today,
I
was
making
a
shameless
plug
for
the
East
apartment
he's
currently
enrolled
in
criminal
justice
courses,
College
engines,
I,
don't
know.
I
said
I'd
like
to
find
out
how
much
is
invested,
where
mile
in
the
nine
mile
city
I,
said,
I
hear
it's
over
a
billion
bucks.
That's
true:
has
there
ever
been
done,
not
just
in
America
but
worldwide?
R
F
R
There
mr.
mayor,
took
him
in
as
a
mentee
when
he
was
5
years
old,
he's
now
13.
He
just
completed
summer
session
at
Santa,
Monica
College
and
what
I
like
when
they
know
that
he
is
from
Inglewood
I,
hear
Oh
Inglewood,
you
guys
are
doing
big
things,
that's
what
I'm
proud
of
so
thank
you,
the
city
of
Inglewood,
thank
you,
Miss
Mann,.
J
J
So
put
that
on
your
calendar
date.
The
other
thing
I'd
like
to
say
is
that
I've
lived
in
Englewood
long
time.
Okay,
I've
seen
it.
You
know
when
I
got
here,
I've
seen
it
go
through
what
it
has
gone
through.
To
get
to
this
point,
I
can't
tell
you
I,
can't
even
imagine
I
start
telling
you
how
proud
I
am
of
what
has
been
done
in
the
last
six
years.
K
K
Tell
you
I'm,
very,
very
excited
about
our
future
and
I
really
appreciate
the
community
support
and
their
response
in
helping
us
move
the
city
forward,
because
none
of
this
heavy
lifting
gets
done
just
by
counsel
and
staff.
It
gets
done
because
we
come
together
as
a
community
and
we
make
these
things
happen.
We
realize
what
our
priorities
are
and
we
work
on
those
priorities
so
that
we
can
be
self-sustained
for
the
next
25
plus
years.
That
being
said,
I
want
to
remind
everybody
that
next
Tuesday
a
week
from
today,
is
National
Night
Out.
K
It's
an
opportunity
to
come
out
and
support
our
police
officers,
all
the
men
and
women
that
put
their
life
on
the
line
to
let
them
know
how
much
we
appreciate
them.
It's
gonna
be
done
right
behind
City
Hall
from
5:30
to
7:30,
there'll,
be
entertainment,
raffles
giveaways,
again
just
a
great
community
event.
K
You
know
we
also
talked
about
the
big
things
that
are
happening
in
England,
but,
let's
not
forget
about
the
little
things
and
I
got
to
tell
you
the
other
couple
of
weeks
ago,
I
had
a
chance
as
I'm
driving
around,
to
stop
and
go
to
a
lemonade,
stand
and
talk
to
the
kids.
They
were
serving
the
lemonade.
K
These
are
the
future
entrepreneurs
of
our
community
and
it's
so
good
to
be
able
to
be
out
there
with
them
to
talk
with
them
and
just
to
share
some
refreshing
lemonade,
and
these
kids
actually
had
some
good
questions
about
the
city
of
Englewood
I
mean
I
was
surprised,
these
four
kids.
They
were
drilling
me
and
you
know,
but
again,
just
because
we
took
the
opportunity
to
stop
and
get
a
cup
of
lemonade.
You
know
I
felt,
like
I
was
having
a
town
hall
meeting
right
there
on
the
sidewalk.
K
Oh,
you
know,
the
future
is
bright.
I
also
had
an
opportunity
this
past
weekend
to
go
to
the
fire
department's
pancake
breakfast.
It's
interesting
because
it
was
at
station
58,
which
is
right
outside
of
Inglewood,
but
they
cover
North
Inglewood
as
well.
It's
right
there
at
Slauson
and
Fairfax
all
the
conversations
that
I
had
with
folks
that
live
in
LA,
County,
LA
City
area.
Talking
about
the
excitement
of
what's
happening
in
Inglewood,
so
you
know
things
are
good.
It's
it's!
A
bright
future
for
us
here
in
the
city
of
Inglewood.
K
I
also
had
a
chance
to
go
to
the
library
if
you
get
a
chance
go
by
there,
there's
artwork
by
a
district,
2
resident,
Sidney,
tug
ursin
and
there's
Sidney
with
a
few
of
the
kids
at
the
library.
His
artwork
is
on
display
until
the
16th
of
August
gopanna,
and
take
a
look
at
some
of
the
talent
that
we
have
right
here
in
our
back
yard.
You
know,
Sidney
is
a
longtime
resident
of
Inglewood
and
he's.
K
H
All
I
can
say
is
that
when
someone
says
someone
is
doing
wrong
and
won't
apologize,
we'll
see
if
this
person
does
likewise
because
with
the
infrastructure
that
we
have
been
spending
money
for
repeatedly
year
after
year,
block
after
block,
this
person's
block
is
being
done
in
this
budgeted
year.
So
don't
understand
the
logic
but
clearly
there's
times
when
we
started
to
start
thinking
positive
on
how
this
city
is
moving
forward
and
you
be
part
of
the
solution
and
don't
become
part
of
the
problem.
Thank
you.
I
You
know
that
there's
no
question:
how
much
we've
improved
everybody
in
this
room
knows
it
and
and
throughout
the
city
we
talked
about
it
all
the
time
how
we
end
up
having
these
conversations
with
folks
and
while
nothing
is
perfect
in
the
world,
the
difference
that
they've
seen
and
the
movement
in
towards
the
direction
that
this
city
is
going
is
amazing,
I,
mean
and
and
and
here's
here's
the
deal
I
mean
even
moments
like
the
the
lemonade
stand.
First
of
all,
the
picture
was
a
great
diverse
shot
of
who
we
are.
I
Lemonade
was
excellent
Alex,
but
what
it
was
was
I
mean
if
you
really
look
at
that
picture,
that
is
who
we
are.
If
you
break
it
down
in
terms
of
the
diversity
of
those
children,
it's
amazing.
It's
amazing!
It's
a
celebration.
I
get
the
question
all
of
the
time.
In
terms
of
you
know,
how
does
a
diverse
community
get
along
I
go
man,
I
mean
I've,
been
here
since
the
70s
and
I
can't
tell
you.
If
we're
not
the
the
greatest
example
we're
not.
I
I
My
first
time
going
in
in
in
my
15
plus
years
here
and
I
have
to
tell
you
that
I'm
glad
I
went
immensely
successful
the
folks
that
are
there
from
a
variety
of
different
areas.
They
love
talking
about.
What's
going
on
and
in
going,
they
love
it,
and
it's
very
nice
to
see
the
group
of
people
you
guys
have
Basim
ball
and
Eric.
You
did
a
great
job.
I
Sam
did
a
great
job
and
everybody
associated
with
the
chamber
did
a
great
job,
so
I
commend
you
and
I
really
hope
that
you
know
it
continues
to
grow.
You
just
needed
to
turn
down
the
heat.
It
was
hot
out
there
again.
One
thing
that
makes
our
community
great
I'll
tell
you
is
the
fact
that
we
continue
to
promote
community
events
within
the
city
of
Inglewood.
Alex
did
a
good
job
of
mentioning
a
couple
that
are
coming
down
and
George
and
I'll.
Tell
you
this
weekend
on.
I
Sunday
is
gonna,
be
the
taste
of
Inglewood
here
at
Grier,
Villa
Park,
one
of
our
best-kept
secrets
with
the
Limbourg
mural
and
will
be
in
association
with
them
with
our
district.
Three
family
date
will
have
some
information
out
there
about
the
city.
Come
on
out,
bring
your
chairs
great
food,
but
I'll
tell
you.
There
are
very
few
communities
our
size
that
can
continue
to
have
these
community
events.
We
did
it
during
our
toughest
years,
because
that's
who
we
are
and
now
we're
improving
on
it.
So
you
know
it's
just
a
great
day.
C
P
C
You
know
last
I
think
it
was
Thursday.
We
had
a
transit
scoping
meeting
at
the
Senior
Center
to
discuss
our
vision
and
plans
for
the
last
mile
connection
system,
which
would
be
a
people
mover
or
a
monorail
to
connect
Market
and
Florence
Green
Line
station
to
the
entertainment
district,
and
you
know
it's
an
example
of
how
far
we've
come.
C
We
envision
projects
for
the
rest
of
the
region
to
emulate
and
our
system,
if
we're
able
to
bring
it
to
fruition
and
I,
believe
that
we
will
will
be
a
catalyst
for
further
mass
transit
connections
to
both
the
airport
and
possibly
to
the
valley
and
I'm
very
proud,
I'm.
Very
proud
of
you
know
the
fact
that
Englewood
has
come
from
being
a
city.
C
You
do
have
some
fun
with
it,
and,
and
so
we
mean
no
harm,
but
this
is
a
broadcast
meeting,
and
so
we
do
have
to
put
the
facts
out
very,
very
I'm,
very
honored,
to
serve
with
a
council
like
this,
because
I've
had
the
opportunity
to
work
in
several
very
large
organizations
and
with
some
very
talented
people
and
I
can
truly
say
that
at
one
time
I
thought
the
pinnacle
of
my
career
was
going
to
be
my
time
in
Santa.
Monica.
C
Pinnacle
of
my
career
is
my
time
with
these
Englewood
residents
with
you
and
after
that
we
have
here
and
with
this
council
and
the
proofs
in
the
pudding
this
city,
the
city,
is
the
leader
in
this
region
and
it's
the
leader
in
this
country,
as
it
pertains
to
potential
over
the
next
seven
years,
there'll
be
over
ten
billion
dollars
of
investment,
that'll,
be
here
centered
in
the
city
of
Inglewood.
That
is
going
to
bring
commerce
and
traffic
to
this
region,
money
that
otherwise
would
have
been
dispersed
throughout
LA
County
and
that's
no
accident.
