We've
got
the
opening
ceremonies
for
the
Olympics
in
2028,
but
there's
a
ton
of
really
great
events
going
to
happen
here,
and
so,
when
we
look
at
the
transportation
network,
we're
not
only
looking
at
how
to
be
prepared
for
these
big
events
and
just
events
in
general,
but
we're
also
looking
at
how
we
can
encourage
transit
for
every
day,
and
so
as
we
are
underway
right
now.
Looking
at
you
know
long-range
plans
opening
day
neighborhood
protection
plans.

We
know
this
and
we
then
a
notice
of
preparation
and
E
is
underway
for
a
1.8
mile
length,
automated
people
mover
system
we're
looking
to
environmentally
clear
five
different
stations
and
we're
looking
to
accommodate
about
10,000
people.
Within
the
peak
hour
we
have
a
great
design
team,
we'll
be
doing
some
public
workshops.
We
shared
about
training
of
the
design
and
look
and
feel
of
the
program,
and
again
this
gives
you
a
little
snapshot
of
the
renderings
that
we
shared
early
on
and
we're
updating
these.

We
know
that
this
project,
because
it's
got
such
a
great
transit
ridership
profile,
can
reduce
greenhouse
gas
emissions
to
up
to
9,000
metric
tons
of
CO
and
in
any
given
year,
which
is
equivalent
to
1
million
gallons
of
gasoline
per
year.
This
makes
us
a
very
eligible
candidate
for
state
funds
and
local
funds.

So
we've
got
all
of
these
processes
happening
simultaneously
working
in
partnership
with
all
the
departments
here,
and
we've
done
some
preliminary
cost
estimates
and
we're
actively
applying
for
state
grants
which
are
due
in
January
and
also
working
with
the
South
Bay
cog
to
do
a
one-year
transfer
one
one-time
transfer
once
time
time.
Every
10
years
you
can
transfer
highway
dollars
to
transit
and
so
we're
working
in
concert
with
all
of
our
South
Bay
cog
members
to
be
able
to
be
eligible
for
funding
here
as
well.
I
We
have
a
unique
opportunity,
as
Lisa
mentioned
relative
to
the
opportunity
to
apply
for
state
funding,
as
well
as
the
ability
to
obtain
some
funds
from
South,
Bay
cog
and
everything
else
that
is
going
on,
that
delivery
method
ends
up
becoming
one
of
the
critical
or
the
lot
one
of
the
most
critical
polls
of
the
ten.
That
basically-
and
that
is
why
we
are
in
front
of
you
to
share
with
you
where
we
are
and
to
provide
you
with
this
report.
I
The
Inglewood
transit
connector
is
basically
made
up
of
a
capital
asset
which
consists
of
the
operating
system,
the
APM
system,
the
vehicles,
the
automated
train
control
system
and
the
infrastructure
ie,
the
guideways,
the
bridge
structure
of
the
stations
and
so
forth,
upon
which
the
operating
system
is
installed.
The
main
purpose,
as
Lisa
mentioned,
and
the
purpose
of
this
project,
is
to
make
sure
that
we
have
safe,
reliable
transportation
service
into
our
sports
and
entertainment
district
area
and
to
make
sure
that
we
do
not
basically
gridlock
the
city
as
everything
moves
forward.
I
So
the
main
purpose
of
this
project
is
to
make
sure
that
we
have
safe,
reliable
transportation
service.
So
we
have
a
capital
asset,
but
we
also
have
an
operating
asset
and
the
goal
is
to
ensure
that
our
life
cycle
performance
we
get
is
is
assured
through
the
overall
term
of
the
lease
range
of
delivery
options
they
range
from
the
traditional.
The
design-bid-build
example
is
the
Blue
Line
LRT
that
was
implemented.
I
We
have
the
design-build,
which
is
a
hard
bid,
the
Crenshaw
line
LRT,
and
then
we
have
the
design
build,
operate,
maintain
and
the
public-private
partnership
models,
which
are
the
revenue
risk
and
the
availability
payment.
The
most
recent
p3
availability
payment
model
was
the
one
that
Lauer
led
for
the
LAX
APM
system,
which
is
currently
underway.
I
As
we
mentioned,
the
main
purpose
is
to
make
sure
we
have
a
safe,
reliable
operating
asset
there
for
the
first
two
project,
delivery
options,
I,
either
design
bid
build
and
the
design-build
do
not
fit
and
they're
not
appropriate
for
the
Inglewood
transit
connector,
because
the
operations
and
maintenance
are
also
not
sourced
out
to
the
people
who
are
delivering
the
capital
project.
So
that
leaves
us
with
the
design
build
operate,
maintain
and
the
p3
models
main
difference
between
the
p3
model.
The
design
build
operate,
maintain
is
the
public
finance.
I
So
how
is
the
finance
procured
under
the
design
build
operate?
Maintain
it
is
a
city
or
the
owner
that
is
responsible
for
bringing
in
the
finance
and
paying
the
contractor
as
the
work
is
completed.
So
by
the
time
the
capital
project
is
finished,
we
would
have
paid
for
the
capital
project
in
form
under
the
p3
model
the
contractor
brings
in
some
equity
or
finance
for
the
project,
and
the
city,
basically
in
essence,
would
be
taking
on
a
mortgage.
I
So
really,
when
we
start
getting
into
the
p3
models,
the
availability
payments,
there's
really
two
types
of
payments
that
the
owner
would
be
able
to
make
to
the
selected
contractor.
One
is
what
is
known
as
a
milestone
payment
and
the
milestone
payment
is
payments
that
if
we
do
have
access
to
funding
such
as
the
grants
that
Lisa
was
mentioning,
then
we
might
go
ahead
during
construction,
make
certain
payments
and
that
would
lower
the
amount
of
finance
that
the
contractor
is
bringing
in
bringing
in
the
total
cost
lower,
because
the
finance
cost
has
been
lowered.
I
But
we
have
to
be
careful
with
how
much
we
pay
the
contractor
along
the
way,
because
if
we
pay
them
too
much
and
they
do
not
have
sufficient
equity
or
skin
in
the
game,
then
they
are
no
longer
incentivized
to
go
ahead
and
perform,
and
they
may
actually
walk
away
if
something
goes
wrong
with
the
project.
So
it's
it's
a
it's.
A
tightrope
and
it's
a
balancing
act
on
the
availability
payment
it
works.
I
Well
because
again
it
is,
we
are
paying
for
performance
that
is
delivered
and
the
contractor
is
incentivized
to
go
ahead
and
complete
the
project,
because
the
availability
payments
begin
with
the
start
of
passenger
service,
so
they
have
an
incentive
to
finish
the
project
on
time.
This
chart
here
just
basically
provides
you
with
some
of
what,
where
the
typical
risks
are
allocated.
As
you
can
see
in
the
bottom
two
rows
at
the
bottom
three
rows.
I
We
have
the
design
the
build
the
construct,
the
operate
and
the
maintain
which
is
transferred
over
to
the
contractor,
and
this
is
where
the
performance
comes
back
in
so
la
WA
is
basically
on
there.
The
APM
system,
which
is
under
way,
as
well
as
on
the
con,
the
contract
project
they're
using
the
same
availability
payment
structure.
Another
example
is
the
LA
City,
the
Civic
Center
building
and
the
Convention
Center
expansion
that
is
ongoing.
I
This
is
typically
done
on
a
hard
bid
manner.
So
this
way,
when
we
go
out
on
the
street
for
a
solicitation,
they
have
to
submit
both
a
technical
proposal
and
a
price
proposal
which
is
fixed
and
the
selection
criteria
would
typically
be
a
best
value
which
would
be
a
mix
of
the
technical
merit
and
the
price.
So
this
way
they're
competing
on
the
on
they're
costing
two
so
that
this
way
we
get
the
benefit
of
the
best
technical
as
well
as
the
pricing.
I
There
are
some
p3
models
where
they,
basically,
you
have
a
two
part
selection,
where
you
first
elect
them
based
on
a
qualification
and
then
you
negotiate
a
price,
but
typically,
when
you
do
a
competitive,
hard
bid,
you
can
find
an
advantage
of
anywhere
between
five
to
twelve
percent
in
in
the
pricing.
That's
a
technical
benefit
that
you
can
get.
I
Now
the
availability
payment
is
the
maximum
payment
that
they
would
receive
periodically
if
they
do
not
meet
the
performance
that
has
been
specified.
Then
there
are
deductions
which
are
taken
against
their
availability,
payment
and
those
deductions.
They
can
never
earn
back
because
we
are
paying
them
for
performance.
So
if
the
service
is
not
provided,
they
do
not
have
a
right
to
get
get
made
whole
again
now.
I
Obviously,
when
we
are
asking
a
third
party
to
go,
bring
equity
and
to
finance
the
project,
our
finance
costs
are
the
total
cost
of
the
project
will
be
a
little
bit
higher,
because
a
third
parties,
finance
costs
will
be
a
little
bit
higher
than
the
city's.
What
do
we
get
in
return?
For
that
one
is?
We
are
outsourcing
some
of
the
responsibilities
which
are
not
core
city
functions
because
we're
not
in
the
business
of
you
know,
building
and
operating
transit
systems,
B
you're,
shifting
risks.
I
The
example
that
I
gave
you
where
we're
not
gonna
make
any
availability
payments
until
the
asset
is
completed
and
actually
operating.
Okay,
the
developer
is
incentivized
to
go
ahead
and
finish
early
finish
on
time,
make
sure
it
is
working
well,
while
if
we
did
not
do
so,
that's
a
risk
on
schedule
and,
as
you
know,
us
delay
on
schedule
can
substantially
add
up
on
the
cost
side
and
then
again
we're
only
paying
for
performance
that
is
actually
delivered.
Not
promised
typical
structure
would
be.
We
are
the
owner.
I
You
have
the
developer,
who'd
be
selected
based
on
a
hard
bid
and
technical
price.
They
make
equity
contributions,
I
eat
their
skin
in
the
game
and
then
the
other
part
of
it.
They
get
the
lenders
to
go
ahead
and
and
help
them
finance
the
project
then
downstream
from
their
contractor,
as
well
as
your
O&M
contractor.
So
the
only
thing
different
between
this
and
your
design
build
operate.
Maintain
is
the
equity
and
the
lending
side.
The
amount
of
equity
is
critical
to
make
sure
that
we
reduce
the
walkaway
risk.

Should
something
go
wrong
so
now
we
basically
are
in
two
phases
relative
to.
Where
do
we
go
from
here-
and
this
is
a
decision
at
some
point
that
the
city
will
will
be
asked
to
make?
But
this
is
a
basically
a
report.
There
are
two
parts
to
the
process:
one
is
the
procurement.
Where
do
we
go
from
here?
Once
we
get
the
environmental?
How
do
we
go
through
the
process
of
procuring
competitively
the
p3
availability
contractor,
based
on
best
value?
The
city
can
conduct
the
procurement
process
and
lead
it
all
the
way
through
the
developers.

Financial

a
Notice
to
Proceed
and
they
basically
start
their
full-blown
design
work.
At
that
point,
the
city's
responsibility
is
related
to
oversight
of
making
sure
that
a
we

getting.

quality
promised

required
under
the
contract

sure
that
the
selected
developer
is
performing
to
the
obligations
that
they
have
taken
on
and
C,
making
sure
that
that
that
we,
the
city,
are
also
performing
to
the
obligations
and
responding
in
kind
to
make
sure
that
we
are
helping
the
developer
perform
and
not
getting
in
their
way.

Okay,
so
at
that
point
in
time
comes
the
question
of
the
permanence
governance
over
the
long-term
lease
ie
the
30
year
term.
That
would
come
in.
You
could
have
LA
metro.
Take
it
over
at
that,
but
there
to
date
they
have
declined
any
interest
in
taking
Oran
running
the
ITC.
You
could
have
a
joint
powers
authority
to
date.
There
has
not
been
any
interest.
I
They've
declined
interest
in
that
city
of
Englewood,
good
op
good,
manage
it
for
the
entire
30-year
term,
or
we
could
set
up
a
nonprofit
corporation,
the
main
difference
between
the
city
of
Englewood,
basically
running
it
or
the
nonprofit
corporation.
It
really
ties
back
to
how
you're
able
to
firewall
the
activities
and
the
finance
from
the
core
city
functions
related
to
our
general
funds
and
our
budgets
and
our
city
operations
relative
to
the
commitments
that
have
to
be
made
for
the
Englewood
transit
connector
project.

just
wanted
to
share
with
you
the
thinking
around
project,
delivery
method
and
governance.
There's
no
decision
to
be
made
today.
We
wanted
to
share
with
the
public
the
work
that
we're
doing
again
to
start
thinking
about
project
delivery,
while
we're
doing
the
planning
and
environmental
and
it's
very
important
that
we
articulate
an
approach.

public
funds
at
this
time

we're
so
excited
that
we
have
gotten
a
lot
of
positive
feedback,
not
only
just
from
the
industry,
from
labor
from
other
cities
from
other
transit
operators,
and
so
we're
going

do
the
critical
stakeholder
outreach
work,
we're
going
to
do
the
community
work,
so
we
really
sit
with
folks
in
the
community.
So
they
understand
the
benefits
from
that
and
then
we're
gonna
work
again
with
industry
and
with
the
city
family.

The
county

I'm
set
up
for
the
voting
solution
machine,
so
I
just
wanted

let
everybody

we're

pushing
for
that,
so
people
will
be
able
to
come
in
with
residents
and
people
who
don't
live
in
Inglewood
will
be
able
to
come
see
the
Machine
inspect
it
play
with
it.

had

chance

Vincent
Park.

LA
Rams
kicked
off
their
flag
football
league,
and
it
was
so
great.

always

our
schools,
to
all
our
youth
programs,
so
many
different
things
that
they
give
back
to
the
community
here
in
England
and
also
outside
of
Inglewood,
so
they've
become
a
big
partner
in

region.

I

them
excellent
event
and
you
can
see
again
the
smiles
on
the
kids
faces.
