majority

property
have
owned

why
have

rental
ordinance
if
it's
gonna
be
that
expensive?
You
estimate
it's
gonna,
be
at
least
two
million
dollars
to
establish
this
rent
control
in
the
city
of
Englewood.
For
what
reason
and
the
owners
are
gonna
have
to
come
out
of
pocket
for
all
of
that
money
and
pass
through,
maybe
half
of
it
to
the
tenants,
so
you're
hurting
everybody
with
it.

with
that.
I
have
the
problem
with
the
fact
that
it's
gonna
take
two
million
at
least
two
million
dollars
to
establish
rent
control
in
the
city
of
Englewood,
and
we
all
know,
that's

more

that
and
that's
costing
the
owners
all
of
that
money
and
what
they
can't
half
of
its
going
to
be
pass-through
to
the
tenants.

becoming
partners
with

alarm

Saturday

November
9th

Derby
Park.
We
will
be
going
into
people's
homes,
we
have
about
a
hundred
appointments
scheduled
already
and
our
volunteers,
and
maybe
some
new
volunteers
in
the
room
will
be
going
into
their
home,
checking
their
smoke
alarm
and
replacing
it
for
free.

a
little
preparedness
program
with
them
about
how
to
respond.

there's
a
major
disaster
I

you
can
walk
on
the
day
of
event.

welcome
any
councilmember
to
be
there
too,
and
if
you
want

say
a
few

that
and
the
training
is
available
that
morning.

Red
Cross

like

in

speak

efforts
of
the
American
Red
Cross,
where
we
are
currently
in
a
discussion
with
the
emergency
services
management
team
to
coordinate,
setting
up
the
shelters
in
the
event
that
there
is
a
disaster
and
possibly
evacuation
centers
as
well.
Also
we'd
like
to
also
explore
the
opportunity
to
look
at
hosting
some
blood
drives
throughout
the
city.

because
that's
how
long
I've
been
a
real
estate
owner
in
the
city
of
Englewood
and
I've,
never
seen
it
done
quite
this
way.
But
it's
okay,
because
you
were
duly
elected
and
I
understand,
but
but
that
notwithstanding
I
think
the
issue
that
many
of
us
would
have
is
that
the
state
basically
occupied
this
field
and
you
could
have
simply
adopted
the
state
program
and
it
would
have
been
more
universal.

One
of
the
other
things
that
I
think
will
happen
is
that
one
of
the
tenants
or
owners
mentioned
is
that
when
you
operate
in
this
fashion,
what
will
happen
is
that
a
lot
of
smaller
owners
will
be
out
of
business
because
they
will
not
be
profitable
again.
I've
written
most
of
my
comments
and
I'll
distribute
them
and
again
because
it's
already
past
what
I'm
speaking
now
is
basically
for
the
good
of
the
order,
but
I
don't
think
it
was
fair
and
if
I
were
to
leave
you
with
one
thought.

like

kind
of
misunderstood
the
probe
a
little
bit,
but
I
clearly
understand
that
you
know
we
have
a
housing
shortage
and
the
council
is
doing
everything
they
can
and
I
know.
Even
though
the
state
at
1482
is
that
the
5%
and
the
council
get
2/3,
but
what
I
would
really
ask
if
they,
you
know
the
five-year
sunset
before
you
go
into
1482.
I
That
just
seems
like
a
long
time
for
an
emergency
ordinance
and
I
would
certainly
think
that
the
council
would
consider
a
shorter
sunset
on
a
bill.
Taking
a
bill
out
five
years
on
a
sunset
just
seems
extremely
long
for
an
emergency
situation,
so
I
would
think
that
the
council
would
have
the
ability
to
shorten
the
fire.
I
The
five-year
sunset
on
that
and
I
think
that
would
kind
of
help
all
parties,
those
people
with
that
it
ends
up
right
between
the
3
and
the
5
percent,
and
we'd
be
right
in
line
with
the
state
bill
that
1482,
because
some
of
the
things
ending
with
ordinance
does
present
some
problems
for
us
in
1482.
So
we're
trying
to
so.

difference
between
5
and
3
is
2
percent
over
10
years.
That's
10%!
So
that's
the
the
amount
that
would
be
held
back
if
the
owners
could
do
under
the
state
bills
that
correct
okay,
that's
correct,
and
so,
if
the
purpose
is
to
try
to
ensure
that
the
residents
have
a
chance
for
the
new
jobs
that
are
coming
on
the
horizon.
So
that
means
whose
phone
is
that.

state's
at
five
in
a
lot
of
the
jurisdiction,
even
their
counties
at
three
but
but
I'm,
saying
it's
just
the
sunset-
is
two
five
years
out.
That

you

and
basically
most
times
emergency
ordinance

very
few
things
sunset

adopted

everyone
is
comparing
the
state
1482
that
just
passed
versus
the
city,
ordinance

we
passed

big
huge
different
on
what
they're
trying
to
address
and
what
we're
trying
to
address
they're,
trying
to
address
housing
overall
from
the
state
of
California
and
they're
trying
to
limit
it
to
5%.

been
women-owned

Inglewood

so

project

basically
bringing
startups
from
Latin,
America
and
Africa
to
the
England
area.

like

basically
project
a
physical
space,
one
in
which
they
can
live
and
work
as
they
accelerate
their
businesses
with
the
new,
the
new
tools
of
the
new
economy,
artificial
intelligence.

opposed
because,

congestion
safety
concerns
that
are
already
in
that
area,
attraction
of
crime,
it's
not
attracted
to
the
city,
the
area
of
64th
and
LaBrea,
there's
an
alleyway,
that's

literally
right
behind

area
that
would
attract
excessive,
deviant
behavior.
That's
already
there
in
that
area.

Law
enforcement
response
in
that
area,
excellent,
the
excellent
partners,
Nelson
liquor,
store
and
Alliance
gas,
have
maintained
and
kept
their
property
and
have
been
great
partners
with
keeping
the
area
in
that
since
I've

there

years
and
it's
a
convenience
store,
but
we're
asking
convenient
for
who
we
are
asking
that
that
that
you
all
could
take
consideration
of
not
allowing
or
approving
such
a
proposition
or
adventure.

where

proposed
7-eleven
project
is
is
proposed
to
go,
and
the
one
thing
I'd
like
to
talk
briefly
about
is
just
the

situation
on
64th
Street.
It's
a
narrow
street
that
has
LaBrea
on
the
west
side
and
over
Hill
on
the
east
side,
both
of
which
are
four-lane
highway
type
traffic,
and
that
section
we
can't
get
out
of
our
driveways
in
the
morning.
Literally,
the
cars
are
stacked
up
from
LaBrea
all
the
way
up
to
over
Hill
daily
basis.

There's
honking,
there's
congestion
and
you
know
try.
It
turns
basically
no
a
one-way
street
everyday,
because
you
really
can't
have
the
up
the
traffic
coming.
The
opposing
way
because
of
the
narrowness
of
the
street,
so
I
would
totally
ask
that
you
not
grant
a
conditional
permit
for
this
gas
station
24/7
our
7-eleven
and
liquor
sales.
It
would
it
would
it's
a
quality
of
life
issue,

are
opposing
the
special
use
request
case
number
SP
2019,
one
zero
one
zero
and
it's
primarily
because
of

as
previously

creme
quality
of
life
issue,
saturation
and
impact
on
local
businesses.
There
are
eight
gas
stations
within
a
half
mile
of
this
location
and
ten
liquor
stores
within
a
mile
liquor
and
wine
beer
sales.
We
are
also
concerned
about
the
environmental
impact.
There
is
an
exemption
based
on
the
square
footage
of
the
size
of
the
building
on
that
property.

would

about
a
solution.

like

work
in
with
the
city
of
La.
It

be

have
a
business
and
edutainment
how
the
facility,
but
it
also

profit
share

residents

have

business
components

bring

the
table
and

reduce
gang

dropping
out
of

city

residents

happy

water
rate.

to
ask
why
the
city
decides
to
go
ahead

increase,
put
a
tax

assessment
on
the
water
for
just
city
of
Englewood
and
Metropolitan
customers.

couple
of
weeks
ago,
the
mayor
and
I
went
to
England
Park
Cemetery
for
their
grand
reopening
of
the
Grace
Chapel,
which
was
built
over
a
hundred
years
ago
or,
and
they
had
shut
it
down.
What
was
it
2013
reopened
in
2019?
It's
a
great
little
chapel
there,
for
you
know
for
services
and
I
want
to
thank
you,
Inglewood
Park
Cemetery.
Not
only
did
they
invite
us
for
this,
but
then
about
three
weeks
ago
they
had
their
Dia
de
los
Muertos
there
at
the
cemetery
as
well.

So
they're
engaged
here
in
the
community
and
talked
about
going
to
community
events,
parent
school
and
Centinela
school
did
their
Halloween
Carnival
last
week,
and
these
kids
and
their
parents
dressed
them
all
up.
We
had
a
great
time
out
there.
It's
so
good
to
see
all
these
families
that
came
out
and
the
kids
they
got
involved
than
some
very
unique
costumes
that
some
of
these
folks,
these
young
kids,
had
so
I
want
to
thank
parent
and
Centinela
schools
for
inviting
me
to
go
out
there
and
share
in
their
Halloween
event.

You
know
we
don't
really
even
have
gadflies
that

unbothered
to
come,
because
we
try
to
make
sensible
decisions
in
the
interests
of

greater
good

Repeat
again,
this
issue
of
rent
stabilization
housing
protection
ordinance.
This
is
nothing
that
came
up
in
a
vacuum.
We
were
pretty
much
against
this
as
individuals
until
an
incident
that
I'm
gonna
talk
to
you
about
was
your
name.

Angela
happened
that
we
had
some
investors
come
in
and
they
raise
rents
75
under
percent,
and
so
the
exceptions
that
you're
talking
about
right
there.
There
are
two
buildings
owned
by
Regency,
Regent,
99,
LLC,
I
think
it
was,
and
I
met
with
the
principal
and
they
agreed
to
do
the
following
one
to
rescind
their
rent
increase
pulled
off
for
an
increase
until
this
past
June
is
back
in
January
and
now
and
then
hold
off
on
the
next
increase
until
January
the
next
year.

But
more
importantly,
they
agreed
to
pay
a
ten
thousand
dollar
relocation
allowance
to
every
tenant
that
wanted
to
leave
before
the
increase
came
in
June.

per
tenant
and
those
that
wanted
to
stay
in
houses
they
had,
they
offered
them
apartments
that
they
had
in
a
high
park
area
that
they
had
rehabilitated.
They
were
beautiful
at
comparable
rents
to
what
they
were
paying.

that's
why
they
were
exempted
because
they
came
to
the
table
when
we
could
have
done
nothing
about
it
and
nor
extremely
more
than
fair
relocation,
allowance
or
relocation
itself,
and
that's
why
they
were
exempted.

Okay,
Angela,
their
agreement
was
what
it
was.
They
allowed
people
$10,000
to
go
wherever
they
wanted
and
they
repealed
their
increase.
So
I,
you
know,
like
I,
said
I
understand
how
you
feel,
but
since
we
couldn't
have
done
anything
about
it,
I
think
we
did
really
really
well
by
those
residents,
the
majority
of
which
are
still
there.
No
we're
not
gonna
do
this,
because
you
asked
me
to
explain
to
you
have
explained
it
to
you
and.

Okay-
and
so
you
know
in
closing,
I
just
want
to
say
the
fact
that
good
people
here
disagree
with
us.
It
shows
that
we
try
to
do
things
in
a
holistic
manner.
Everybody's,
not
always
gonna,
be
happy
and-
and
the
reality
is,
is
that
most
of
the
property
owners
here
that
have
owned
since
2012
they
received
the
windfall
in
valuation
they
wouldn't
have
been
able
to
raise
rents
3%
a
year
if
we'd
had
the
prior
conditions,
the
crime
rate,
the
level
of
unemployment,
the
lack
of
economic
activity
and
growth.

You
wouldn't
even
be
taught
you'd,
be
grateful
if
you
get
3%,
so
it's
a
balancing
act
and
that's
why
I
believe
and
the
Council
believes.
But
the
five-year
sunset
is
fair
and
so
we'll
all
get
through
this
together
and
then
we'll
continue
to
be
friends
and
we'll
move
on
to
the
future
together
and,
as
I
said,
to
Malcolm
Bennett
we're
talking
about
10
percent,
complete
you'd
lose
compared
to
the
state
ten
percent.
