Description
7-30-19 City Of Inglewood Council Meeting
E
B
Okay
with
that
wheel,
closed
public
comments,
a
lot
of
people
here,
they
must
be
giving
stuff
away.
B
B
G
That
good
afternoon,
Marian
or
chairman
and
members
of
the
board
Robert
Chavez
housing
manager
for
the
housing
authority,
city
of
Inglewood,
I'm
honored
today
to
announce
the
first
time
homebuyer
program
lottery.
If
council
will
remember
several
months
back,
they
authorized
the
the
use
of
funds
for
this
first-time
homebuyer
program
and
that's
why
we're
here
for
the
lottery?
I'll
go
ahead
and
get
right
into
my
presentation.
G
The
purpose
provided
an
equal
and
transparent
opportunity
to
eligible
applicants,
create
and
maintain
a
waiting
list
for
the
first
time.
Homebuyer
program
purpose
continued,
as
described
in
the
first-time
homebuyer
program
policy.
Preference
for
eligible
applicants
include
the
three
following
categories:
households
this
place
due
to
actions
of
the
city
of
Inglewood
or
Inglewood,
Housing
Authority,
that's
the
first
priority.
Second,
priority
is
households
who
meet
the
definition
of
Inglewood
resident.
All
other
eligible
households
get
the
third
priority:
the
selection
process.
The
city
has
46
eligible
applicants
that
will
be
selected
from
today's.
G
Drawing
two
separate
drawings
will
take
place.
The
first
drawing
is
for
Inglewood
residents,
which
is
comprised
of
38
applicants.
The
second
drawing
is
for,
for
all
other
eligible
households,
which
is
8
applicants.
At
the
present
time,
one
household
qualifies
for
the
displaced
household
category.
All
three
categories
of
applicants
will
be
placed
on
one
master
list
in
the
order
of
their
preference
and
their
presentation
number.
B
Let's
make
something
clear
so
this
place
people
get
first
priority.
Inward
residents
get
second.
So
all
the
38
applicants
that
are
inward
residents,
no
matter
where
they
fall
in
the
drawing,
will
be
ahead
of
the
eight
applicants
that
are
other
households.
Is
that
right?
That
is
create
correcto.
So
someone
in
the
in
the
eight
applicants
can
be
no
better
than
39
right.
B
H
G
Bundy
is
currently
available
to
assist
five
households.
Five
households
will
be
awarded
a
certificate
of
eligibility.
The
certificate
authorizes
participation
in
the
first-time
homebuyer
program.
Selectees
will
need
to
facilitate
the
transaction
within
180
days
or
six
months
of
receiving
their
preliminary
eligibility.
Letter
selectees
will
be
invited
to
to
a
meeting
where
they
will
receive
their
official
preliminary
eligibility
letter.
I
B
H
D
Like
okay,
I
can
just
add
something
real,
quick.
All
the
folks
who
residents
who
submitted
applications
to
met
the
qualification
requirements
were
included
in
the
drawing,
so
there's
no
one
who
obviously
did
not
meet
all
the
requirements
laid
out
to
you.
That's
not
included
in
today's
raffle,
so
they
all,
you
know,
have
the
down
payment.
They
all
have
all
the
qualifications
to
be
in
today's.
B
A
G
K
D
B
D
A
D
Everybody
has
qualified
for
a
loan,
it's
about
them,
finding
a
house
within
six
months
at
this
point,
so
we're
gonna
give
put
five
people
out
in
the
market
where
we
say
four
people
today
on
the
mark
and
say:
look
have
that
it
for
six
months
and
look
for
home.
If
they're
unable
to
find
at
home
in
four
months,
staff
will
call
those
folks
and
say:
look
your
time
is
up
and
they
will
contact
the
next
people
on
the
list
and
we'll
keep
going
down
a
list
until
we
exhaust
our
funds.
Okay,.
I
B
A
G
B
A
A
A
A
F
B
I
F
A
B
B
A
A
A
A
A
A
A
A
G
B
I
A
L
B
B
B
N
N
B
B
H
Obviously,
there's
an
item
that
is
gonna
be
contemplated
where
we
don't
know
if
it's
going
to
be
approved,
so
the
contingency
is
based
on
that
and
that's
the
kind
of
up
in
the
air
we
can
kind
of
put
out
there,
and
so
somebody's
gonna
need
to
clarify
it
at
some
point.
In
addition,
you
know,
since
we
went
out,
I
would
like
to
further
add
to
that
that
the
list
has
been
created
for
any
additional
funds
that
we
add
to
this
program
in
the
coming
three
years
to
leave
the
list
in
place.
Yeah.
J
B
D
B
Right
here
today
and
all
I'm
saying
is
making
it
contingent
to
add
the
additional
funds
in
the
event
that
this
further
revenue
source
manifests
itself,
I'm,
not
making
him
not
at
making
a
discussion
or
a
vote
on
the
coming
item.
So
I'll
modify
the
motion
that
if,
at
some
point
the
council
finds
additional
funds
there,
you
go
that
we
will
add
1.25
million
to
four
positions:
five,
six
through
ten
or.
J
B
B
B
Okay,
so
here's
the
deal
you
guys
Jeffery's
over
there
squirming
right
now,
but
check
this
out.
The
list
is
good
for
three
years:
isn't
that
right,
Robert
the
whole
46,
the
litter?
Wasn't
a
time
limit
laced
on
it,
so
so
the
nearest
Oh
Tim.
So
this
is
the
weekend.
So
this
is
a
one-time
thing.
Then
right,
one.
B
B
H
L
H
H
And
and
the
reason
that
that's
important
just
to
clarify
Thank
You
mr.
Hawley,
you
two
should
really
pay
attention,
but
the
reason
that
it's
important-
and
let
me
just
tell
you
because
I
think
what
we've
been
going
back
and
forth,
and
it's
getting
a
little
sloppy
up
here.
Our
intention
is
to
help
as
many
residents
as
possible
and
I
believe
that
all
of
you
have
gone
through
this
emotional
process
to
be
here
today
and
I.
L
J
H
B
G
E
M
F
B
M
H
F
B
Is
there
as
Knossos
these
hearings
been
given
in
the
forum
time
for
men
and
manners
decried
by
law?
Do
we
have
that
for
David
on
file?
Yes,.
F
O
As
in
can
I
speak
quickly,
alright
good
afternoon
mayor
and
members
of
the
City
Council,
this
public
hearing
is
to
receive
input
from
the
public
regarding
the
proposed
assessment
district
levies,
which
are
unchanged
compared
to
previous
years.
There
is
no
raising
of
these
district
fees.
This
one
is
for
the
Morningside
Park
maintance
assessment,
dis,
Bank
District,
the
Morningside
district
is
located
in
the
city
of
Inglewood.
It's
located
south
of
West
84th
north
of
West
Manchester
west
of
South,
Van,
Ness
and
east
of
Crenshaw.
O
Drive
funding
is
provided
for
the
construction
of
maintenance
of
parkways
parking
lots,
medians,
decorative
lighting
landscaping
and
other
incidental
improvements
since
fiscal
year
1992-93,
the
annual
assessment
for
this
district
has
remained
at
approximately
$86,000.
The
cost
incurred
by
the
city
has
remained
stable
over
the
past
several
years.
O
The
second
district
is
the
in
town
maintenance
district.
This
this
hearing
is
is
for
that
district.
The
in
town,
maintenance
district
is
located
in
the
city
of
Englewood
as
well.
It's
it's
located
just
east
of
LaBrea
west
of
Locust,
south
of
Regent
and
north
of
Kelso.
The
district
provides
funding
for
tree
trimming
street
and
sidewalk
maintenance,
sign
replacement,
placement
of
pavement
park,
markings
and
other
incentive
improvements.
O
This
district
has
been
in
remained
since
nineteen
ninety
two
ninety
three
fiscal
year
and
the
annual
assessment
has
not
changed
and
remains
at
seventy
two
thousand
dollars.
The
third
district
is
the
Inglewood
street
lighting
assessment
district.
This
assessment
district
was
created
in
1972
and
provides
for
the
maintenance
and
servicing
and
operation
of
landscaping
lighting
improvements
within
public
easements
and
brighter
ways
throughout
the
district
which
encompasses
the
entire
city.
It
includes
the
city's
own
street
lights,
as
well
as
Edison
lights.
We
pay
the
bill
out
of
this
assessment
district
for
the
Edison
streetlights.
O
We
do
not
maintain
their
street
lights
and
it
also.
This
assessment
district
is
for
tree
trimming
and
landscaping
within
the
median
islands,
and
this
district
has
been
in
effect,
will
unchanged
since
night,
the
fiscal
year
90
to
93,
and
it
remains
at
about
2.4
million
dollars.
The
final
district
is
the
Darby
Dixon
maintenance
assessment
district.
This
district
is
located
in
the
city
of
Inglewood
west
of
century
Boulevard,
north
of
West
100
and
4th
Street
west
of
Crenshaw,
Boulevard
and
east
of
Club
Drive.
O
The
district
was
formed
in
1986
and
it
provides
funding
to
upgrade
and
maintain
existing
public
improvements
along
the
streets,
sidewalks
parkways
alleys
and
general
landscape
and
maintenance
within
that
district.
The
annual
assessment
for
the
Darby
Dixon
district,
which
only
affects
the
parcel
owners
as
well
as
the
other
ones.
It's
just
a
parcel
owners,
has
remained
at
sixty
$6,700
since
fiscal
year,
92
93
and
just
in
recapping.
If
this
is
not
past,
the
maintenance
cost
described
previously
would
be
subsidized
entirely
by
the
general
fund,
or
they
would
be
reduced
significantly
or
eliminated.
And
that
concludes.
L
P
With
the
downtown
district,
if
anything,
you
may
need
more
money,
I
think
that
would
probably
be
something
that
should
be
looked
at
because
its
city's
changing
things
have
been
static
for
many
years.
That's
why
there
was
never
need
for
an
increase,
I
mean
we
had
vacant
lots
and
empty
fields
and
folks
those
days
are
over,
though
I'll
be
waiting
to
go
to
the
hearing.
I
know
you
guys
will
spend
the
money
wisely.
Thank
you
for
your
time.
F
B
G
G
You
so
the
city
of
Englewood,
public
hearing,
Community,
Development,
Block,
Grant
and
home
investment
partnership
back
home
program,
draft
fiscal
year,
2019
2020
annual
action
plan,
ad
BG
and
home
program.
The
city
receives
an
annual
allocation
of
federal
CDBG
and
home
funding
for
eligible
programs
to
address
affordable
housing
and
community
development
needs.
The
annual
action
plan,
the
Department
of
Housing
and
Urban
Development
HUD
Office
of
Community,
Plan
and
and
development
requires
CPD
grantees
to
execute
an
annual
action
plan
and
identify
community
needs.
G
Action
plan
and
schedule
and
recommendation
the
CDBG,
a
division
held
for
community
meetings
to
receive
public
comment
at
various
locations
and
mailed
out
questionnaires
conduct.
Today
we
want
to
conduct
a
public
hearing
to
approve
the
fiscal
year,
2019
2020
annual
action
plan.
Daniel
action
plan
is
due
to
HUD
no
less
than
45
days
before
the
city's
fiscal
year,
October
1st.
G
Next,
we
will
want
to
approve
the
fiscal
year,
2019
2020
annual
action
plan,
the
adoption,
so
here's
a
proposed
budget
for
the
CDBG
program
for
19
and
20,
so
just
over
1.4
million
dollars
and
it's
distributed
through
administration,
public
service
and
public
facilities
and
improvements
proposed
home
budget
for
1920.
It's
broken
down
as
administration,
the
chotto,
which
is
the
community
housing
development
organizations
and
eligible
activities.
G
Here's
a
side-by-side
comparison
of
eighteen
and
nineteen.
As
you
can
see,
there's
a
slight
difference.
In
the
in
the
CDBG
budget
we
received
the
home.
There
was
a
larger
deficit
there,
other
cdbg
home
activity
for
fiscal
year,
2018
2019.
There
was
a
carryover
for
the
CDBG
program
just
over
300,000
and
in
1819
there
was
a
home
carryover
just
about
3.7
million
dollars.
The
city
is
currently
in
a
pre
development
phase
of
a
proposed,
affordable
housing
development
to
construct
43
units.
G
B
I

of
that

That
was
for
the

It
is

now
for
the

but
total

You
it
was
more
committees

today
this

called
for
the

to

a

that

Now
the
the

The
the

at
two

ten-year
2.06
and
the

would
like
to
mention
the
national

As
of
July,
the

2019
is
22
million
point
zero.
Two
two
October
2018.
It
was
21.
B
B
P
What
mr.
Chavez
was
speaking
on
and
I'm
difficult
looking
to
that
rehab,
because
I
live
in
an
H
away
and
maybe
I
can
get
the
entire
HOA
involved,
we're
18
units.
We
could
use
new
windows
for
all
the
units
and
if
it's
can
be
put
together,
that'd
be
great
and
with
that
what
you
doing
guys
every
week,
something
better.
Thank
you
for
your
time.
Thank
you.
R
My
name
is
Brandon
with
Assemblywoman
autumn
Burke's
office.
Here
just
make
an
announcement
about
our
back-to-school
elde
Fair,
this
Saturday
at
Crozier
middle
school
events,
gonna,
be
from.
We
started
at
10:30
to
3:00
we're
gonna
be
providing
dental
checkups
diabetes,
checkups
first
500
students
will
receive
a
backpack
will
have
raffle
prizes,
entertainment.
So
please
will
welcome
all.
Are
you
and
your
child
is
not
to
live
in
and
go
school
district?
We're
welcoming
all
students
throughout
the
62nd
district
that
we
represent,
so
that's
Venice,
Marina
del
Rey,
Hawthorne,
Gardena,
Inglewood,
Lawndale
cities
of
that
nature.
R
I
S
You
mister
I'd,
like
to
congratulate
everybody
who
was
picked
to
be
able
to
get
a
new
homework,
get
out
there
and
select
at
home.
This
is
something
to
me,
and
it's
a
wonderful
thing
too.
For
me
to
be
a
part
of
that,
because
you
we
have
now
made
someone
very,
very
happy,
there's
not
many
times
in
your
life.
You
get
a
chance
to
really
do
something
special
for
someone
else
and
I
want
to
congratulate
this
council
for
doing
something
that
will
really
impact
these
people's
lives.
S
The
other
thing
I'd
like
to
talk
about
or
say
something
about
was
the
Clippers
announcement.
I
was
privileged
to
be
there
with
the
mayor
when
they
had
veiled
the
rendering
of
the
potential
new
arena,
and
if
you
have
I
hope
that
they
have
a
showing
of
this
arena,
because
it
was
really
something
look.
H
S
E
You
know
again
just
congratulations
to
everybody
that
participated
in
their
drawing
for
their
homes
and
wish
you
nothing,
but
the
best.
My
our
hope
is
that
we
can
find
more
funding
sources
where,
wherever
that
may
be,
to
put
some
more
money
in
the
pot
and
get
some
more
homeowners
here
in
the
city
of
Englewood.
That's
our
hope
and
that's
what
we're
gonna
shoot
for,
but
again,
congratulations
to
everybody
that
participated
and
those
that
were
selected
go
get
six
months.
E
Do
your
due
diligence
and
find
yourself
a
spot,
so
I
want
to
also
thank
Roberto
Chavez,
our
new
housing
manager.
He
did
a
really
excellent
job
on
his
presentations
today.
The
staff
reports
that
he's
been
putting
together.
So
you
know
we
really
have
some
good
quality
and
not
just
you
know,
Roberto
Chavez,
but
all
our
staff.
You
know
you
look
at
everything
that
we're
doing
and
I
always
tell
folks
it's
where
the
rubber
meets
the
road
is
our
staff
that
make
us
all
look
good.
You
know
and
they
continue
to
work
hard
every
single
day.
E
So
I
want
to
congratulate
all
our
staff
for
everything
they're
doing
and
continue
to
represent
the
city
of
Inglewood
and
a
positive
perspective,
and
then
I
also
want
to
say
that
you
know
we
approve
the
development
for
the
housing.
You
know
over
a
four
housing
at
7:16
to
720
West
Beach
with
TSA
Tama
saffron
and
associates,
I'm
glad
that
we
did
that
I'm
glad
we're
moving
forward.
You
know
we
can
put
something
in
there.
It's
gonna,
look
beautiful
again:
that's
gonna
provide
affordable
housing.
E
43
units
are
gonna,
be
going
in
that
area
there.
They
TSA
also
purchased
the
adjoining
properties
722
to
730
West
Beach,
to
make
this
project
even
bigger
and
better
so
again,
I'm
glad
we're
moving
forward
in
that
direction.
I
also
want
to
invite
everybody
again
to
save
the
date
for
September
7th,
for
my
sixth
annual
chili
cook-off,
the
picnic
over
at
North
Park,
that's
on
a
Saturday
from
12:00
to
4:00,
as
I
mentioned
last
week.
If
you
want
to
enter
enter
the
chili
cook-off,
please
call
Ramon.
E
I
B
Real
quick,
very
briefly,
we
we
really
had
the
opportunity
to
do
something
that
was
really
important.
You
know
a
lot
of
people
talk
about
the
prosperity
of
the
city
and
you
know,
is
everyone
going
to
come
along
to
the
next
phase
and
and
so
for
the
council
to
commit
to
trying
to
find
another
1.25
million
so
that
we
spent
a
total
of
two
and
a
half
million
to
give
ten
families
a
chance
to
own
is
huge
and
you
won't
find
any
city
in
the
South
Bay
in
Los
Angeles.
That
will
do
that.
B
The
model
for
the
Clippers
arena
was
displayed
to
the
public
on
Friday.
It
was
beautiful.
George
took
plenty
of
pictures
with
Steve
Ballmer.
It
was
a
time
it
was
a
time
and
now
I
want
to
close
the
meeting.
In
the
memory
of
a
dear
friend
of
my
mother-in-law
and
someone
that
Judy
and
I
called
aunt
Margie
Margie
Garrett,
the
mayor
and
council
members,
city
of
Englewood
extend
their
deepest
condolences.
B
The
family
and
friends
of
march
margie
neil
hunt,
garrett
Margie,
was
an
active
participant
leader
in
many
organizations,
including
the
Church
of
Redeemer,
where
she
served
faithfully
in
many
capacities
for
over
30
years.
Margie
began
her
career
as
an
educator
in
the
Compton
Unified
School
District,
she
retired
after
40-plus
years
of
service
and
was
elected
to
the
company
Unified
School
District
governing
board
of
trustees
during
her
tenure.
She
served
proudly
as
president
vice
president
and
state
legislative
representative,
where
she
advocated
for
public
and
early
childhood
education.
