The
purpose
of
this
program
is
to
promote
the
rehabilitation
of
housing
stock
in
the
city
of
Englewood,
by
providing
assistance
to
low-income
property
owners
for
correction
of
health
and
safety
deficiencies
and
code
violations.
This
is
specifically
for
owner-occupied
single-family
homes,
condos
and
townhouses.

A
quick
program
outline
it
utilizes
$500,000
in
Community,
Development
Block,
Grant
funds.
It
will
generally
provide
up
to
$15,000
for
minor
home
repairs
and
improvements.
Funds
will
be
provided
as
grants
that
do
not
need
to
be
paid
back,
and
this
is
expected
to
assist
30
to
40,
low-income
homeowners
in
the
Inglewood.

Now
we
want
to
quickly
define
what
low-income
is
that's
defined
as
80
percent
or
less
of
the
area,
medium
income,
so
a
household
size
of
1.
The
limit
would
be
50
8450
for
a
household
size
of
2.
That's
sixty
six
thousand
eight
hundred
and
a
household
size
of
three
that
75
thousand
one
hundred
and
fifty.

Now
we
do
have
some
ineligible
uses.
Those
are
materials
that
exceed
the
type
and
quality
for
properties
in
the
area.
Fixtures
such
as
intercom
systems,
portable
fans,
barbecues,
bathtubs,
greenhouses,
swimming
swimming
pools,
saunas,
etc
and
other
items
that
are
deemed
by
the
city
to
be
ineligible.

Now,
there's
a
hierarchy
or
order
to
which
the
funds
must
be
used.
First,
they
must
be
used
to
correct
health
and
safety
deficiencies.
Second,
is
for
code
violations.
Third,
is
for
repairs
that
make
the
house
more
supportive
of
disabled
occupants
and
third
is
for.
Our
fourth:
is
energy
efficiency
upgrades.

The
city
developed
the
program,
but
then
we
went
for
and
through
the
RFP
process
to
find
an
entity
to
actually
operate
it
on
the
city's
behalf.
Now,
through
that
RFP
process,
the
city
is
recommended
recommending
Habitat
for
Humanity
to
run
the
program
and
some
of
the
reasons
that
we
were
recommending
habitat
was
they
have
experience
with
similar
programs
in
Whittier,
Lynwood,
Hawaiian,
Gardens,
Pico,
Rivera
and
Los
Angeles.

Most
work
will
be
performed
by
internal
staff,
that'll
keep
the
cost
down
and
allow
for
more
work
to
be
performed.
We
also
looked
at
the
prior
cities
that
they're
working
with
and
the
homeowners
had
a
very
high
level
of
satisfaction
for
work
that
was
performed
and
there
they
have
well
established
infrastructure
in
the
LA
area.
I
Of
the
council
staff,
we
appreciate
this
opportunity
to
bring
our
experience
from
other
repair
programs
to
your
city.
We
look

with
our
genders

and

look
forward

that
and
to
working

citizens

Inglewood
to
bring
some
improvements
to
those
who
are
eligible
for
this
program

thousand
will
go
strictly
to
overhead
for
operation
of
the
program,

the

overhead

pick
the

families
who,

selection

someone
apply?
How
would

hierarchy
of
work
that
needed
to
be
done.
So
that's
a
selection
tool
right
there
but
say
you
have
50
people
at
all
are
in
the
same
hierarchy.

you
pick

essentially
we
have
set
it
up
as
a
first-come
first-serve,
but
we
can't
help

40
homes,
which
is
quite
large.
We
are
gathering
an
interest
list
and
the
contractor
will
be
advertising
throughout

city
before
the
applications
are
accepted.
Now
the
city
does
have
the
right
to
move
people
up
that
list.
If
there's
work
that
we
put
deemed
to
be
more
necessary
than
others
than
the
city
has
the
right,
regardless
of
the
order
that
they
came
in
to
move
people
up
on
that
list
for
health
and
safety
concerns
based.

aware

are
taken

confidence,
what
what's
the
process
and
who
does
the
picking
to
decide
who
gets
in?
Who
doesn't
that's
going
to
be
important
to
people.

contractor
is,

they

to
keep

list

file
for
the
date
and
time
in
which
the
application
came
in
anybody?

from
that

city
staff

have

we
considered
a
safety
concern
or
some
specific
issue.

our
residents

sure

do
not

a
problem

we've

before

we

working

the
seniors

those
that
were
disabled

low-income,

that

contractors
who
makes
determination
as

viable
contractors

assigned
to
do
the
work
and
make
sure
it's
done
to
code.

So
this
is
one
of
the
main
reasons
that
we
picked
Habitat
LA.
They
have
most
of
the
contractors
in
house
and
there's
a
couple
of
reasons.
Why
that's
a
good
thing?
It
keeps
costs
low,
the
their
internal
staff
as
well
as
worked
for
other
agencies
and
they've
consistently
provided
quality
work,
so
the
only
times
that
they
would
hire
a
third
party
company
to
do
any
type
of
work.
It
might
be
mold
remediation
or
something
that
goes
above
and
beyond
the
skill
levels
that
they
have.

just
don't
want
to
hear:
what's
happened
in
our
previous
programs,
where
we
had
contractors
come
in
things
got
done
that
wasn't
permitted
now,
when
the
the
owner
of
the
property,
for
whatever
reason,
needs
to
downsize
and
move
out
of
that
property
that
they
file
there's
code
violations
and
they
have
to
cure
incorrect
before
it
can
go
on
the
market.
So,
if
you'll
take
care
of
that,
I'll
make
sure
I
appreciate
it.

their

they
could

offenses

people
come

driver's
licenses

people
run
through
our
city
and
not
obeying
the
laws.

quick

fourth

For
me
personally,
it's
been
the
most
civil
in
a
long
time,
a
lot
of
things
that
I
had
had
to
tolerate
for
years.
All
of
a
sudden
wasn't
there
anymore.
Now
we
contribute
that
to
one
of
two
things:
maybe
tighter
policing
and
possibly
just
the
folks
that
were
doing
it
before.

it's

mixed
reviews,

the
police
and

code
enforcement
did
have

team
out

would
go

source
for
a

of
youth
activities,

see

Englewood
high
school
band
that
was
there
as

viola

group
from
Englewood

was
there
a
lot

Englewood
residents
that
came
out
to
support
the
parade,
so
it
was
just
a
good
way
to
kick
off
the
parade,
but
a
lot
of
the
top
was
the
earthquake
because
there
was
quake
it
occurred
just
before
the
parade
in
regards
to
thee,
there's
the
Ballet
Folklorico
folks
they
from
Englewood.
So
it's
really
good
to
have
seen
our
young
kids
out
there
participating
in
the
parade.

I

I

emergency
office

emergency

great

out

folks

beach
and
we're

canned

that

some
needed
blankets
as

son
passed
away.

all,
I
do
want
to
acknowledge
that
earthquake
preparedness
is
rather
critical.
It's
it's
hard
to
imagine
that
in
trona
and
Ridgecrest,
clear
out
in
Kern
County
that
got
the
mega
impact
that
it
domino
effect
all
the
way
to
here
to
Inglewood
and
beyond.
If
you're
not
prepared,
it's
critical
that
you
also
rise
to
the
occasion
become
part
of
the
cert
training
program
that
we
provide.
That
would
also
provide
that,
and
also
it's
not
just
necessary
the
food
but
I
mean
flashlights
and
and
having
shutoff
systems.

So
that
way
you
can
turn
off
your
gas
and
other
other
supplies
is
very
the
critical.
Unfortunately,
my
family
I
do
have
the
lose
out
in
Bakersfield.
They
did
have
some
damage,
and
so
it's
critical
that
you
are
prepared
and
addressed
to
that
and
speaking
of
damage.
I
have
to
tell
you
I'm,
certainly
glad
this
year.
I
did
not
have
my
grandchildren
with
me
for
the
fourth
of
July,
those
that
had
safe
and
sane
fireworks
that
was
on
my
block
could
not
even
use
the
street.

They
actually
had
to
use
the
their
own
personal
driveways
to
do
the
safe
and
sane,
because
the
illegal
fireworks
and
Bridgette
tiles
that
were
was
used
for
so
loud
and
in
several
cases
they
misfired
and
instead
of
going
up
in
the
air,
they
went
down
the
street
and
and
landed
underneath
vehicles.
So
it
was
rather
critical
and
I'm
glad
I
found
it
was
I
was
not
there
and
that
I
water
down
my
yard,
etc.

I'm
very
impressed
and
I
do
want
to
emphasize
that
Sharon
Garrett,
our
new
economic
manager,
has
been
expounding
employee
on
board
with
us,
particularly
when
she
resurrected
this
restaurant
boot
camp
I
think
it
was
outstanding
to
not
only
entice
the
restaurant
owner
operators,
but
also
people
that
had
strong
interests
that
had
strong
presenters
for
them
to
prepare
for
today
and
for
the
future
and
the
strong
interest
of
now
wanting
to
bond
together
with
all
the
multiple
development
that
takes
place
there.
So
I'm
very
satisfied,
I'm
very
pleased
that
one
was
well
attended
to.

was
professionally
done
and
looking
forward
for
you
doing
it
again
or
some
other
program
down
as
we
continue
to
develop
in
the
city
and
in
speaking
of
development.

want

acknowledge.
Imperial
Highway
is
almost
done
from
Venice
on
the
east
to
Prairie
on
the
west
and
that
we
will
have
it
striped
and
everything
completed
by
the
end
of
this
month
and
I
don't
have
a
great
day.

One
of
the
big
things
that
is
made
about
our
resurgence
and
achievement
is
that
you
know
the
story
that
renters
will
be
priced
out
and
that
small
businesses
will
be
impacted.
The
reality
is
is
that
small
businesses
are
positively
impacted
by
an
increase
in
vehicular
and
foot
traffic
period.
Not
everyone
wants
to
go
to
high-end
dining
every
day.
A
Not
everyone
wants
to
go
to
expensive
retail
every
day
and
there's
that's
just
not
the
way
it
is,
and
so
one
of
the
things
that
we
are
doing
is
we're
driving
more
people
to
the
community,
and
so
then
it
becomes
the
responsibility
of
the
Bennis
business
owner
to
make
sure
they
have
a
product
that
people
want
and
that's
what
the
bootcamp
does
it.
It's
like
an
educational
program,
and
so
I
want
to
applaud
you
again
for
that
share.

Earthquakes,
rich
crest
does
about
22,000
people
and
there
was
a
7.0
earthquake
and
if
there
was
a
7.0
here
closer
this
way
along
the
fault
lines
of
near
Santa,
Monica,
Culver
City
and
the
the
I
call
it.
The
Newport
Culver
City
fault,
because
you're
supposed
to
name
faults
where
they
begin
an
end
and
that
fault
runs
through
England,
but
somehow
I
got
named
the
England
Newport
fault,
but
anyway
it's
really
Culver
City
Newport
fault
it.

are
about
two
million
people,
and
so
it
would
be
much
more
chaotic
here
and
there'd
be
much
more
damage
and
