environmental
justice
in
their
Journal
plan,
cities
and
counties
may
adopt
to
either
adopt
a
separate
standalone
environmental
justice
element
or
incorporate
those
goals
and
objectives
of
the
environmental
justice.
Throughout
the
general
plan,
it
is
required
upon
revision
of
two
or
more
general
plan
elements.

anticipation
of
future
current
and
long-range
planning
projects
that
could
trigger
the
environmental
justice
element,
the
city
decided
to
proactively
adopt
an
environmental
justice
element
ahead
of
state
mandated
guidelines.

city
commenced
preparation

2018,
the
city,
along
with
our
consultant,
civic
solutions.

several
outreach
sessions
in
January
2019,
we
had
a
community
workshop
in
February
of
2019.
We
conducted
two
focus
groups,
one
conducted
in
English
and
one
conducted
in
Spanish.
We
also
had
additional
input
through
the
city's
website
and
add
boots
at
the
2019
Martin
Luther
King
celebration,
as
well
as
the
2019
Earth
Earth
Day.

to
the
California
Environmental
Protection's
age
agency,
disadvantaged
communities
are
those
Dysport
ly
burdened
by
multiple
sources
of
pollution
and
with
population
characteristics
that
make
them
more
sensitive
to
pollution.
To
identify
disadvantaged
communities.
Cal
EPA
uses
calenviroscreen
3.0,
which
is
a
computer
mapping
tool
that
identifies
communities
that
are
most
affected
by
pollution.

Lower
scores,
less
pollution
burden
tend
to
be
located
in
northern
eastern
limits
of
the
community,
while
higher
scores,
more
pollution
burden
are
located
in
the
West
Southwest
and
south.
It
is
important
to
note
that
the
city

Inglewood

unique

metropolitan

vulnerabilities.

the

environmental
justice

addressed

and

living.
Fourth,
the
access
to
healthy
food,

healthy
and
affordable
housing

six
public
facilities.

the

goal
is
to
have
residents
and
stakeholders

city

employment

a
result
of
the
coronavirus,

19

estimated
to
be
approximately
18
percent
statewide
about
4.6
Californians

filed

unemployment
to
date.
So,
just
to
give
you
a
good
understanding
of
the
magnitude
of
the
matter
during
the
recession
in
the
late
2000s,
there
were
two

million
California's
applying
for
unemployment.
That's.

increases

decreases
occur

taxes,

increase
is
attributed
to
an
increase
in
collections
for
our
cable,
TV,
water,
electric
and
gas
receipts.
Sales
tax
are
slightly
down
by
five
hundred
and
forty

thousand

percent.

decreases
a
slight
decline
in
the
activity
related
to
auto
transportations,
building
construction,
general
consumer
goods,
restaurants
and
service
stations.

addition,
there
was
the
swift
reaction
by
consumers
and
businesses
to
the
outbreak
of
the
corona
virus,
though
that
was
very
premature
for
our
timing.
It
was
a
very,
very
minimal,
less
than
1%
factor
of
the
decrease
related

our
revenues.

of
right
now
for
sales,
tax
property
taxes
are
up
1.9
million
or
15%.

amending

Municipal
Code,

regard

Motor,
Vehicles

traffic

implement
citywide,
permit
parking
program
and
preparation
of
the
August
2020
scheduled
sofa
stadium.
Opening
during
the
meeting
council
members
raised
concerns
regarding
the
practicality
of
requiring
all
visitors
to
have
parking
permits
for
short
visits,
and
this
was
an
issue
regarding
you
know,
gardeners
or
family
members
coming
over
even
for
a
barbecue
or
whatever

reading
the
resolution
that
by
city
manager
already
fails
to
disband
the
treasurer's
Oversight
Committee
and
instead
install
the
mayor's
committee
installed
in
his
city
manager
and
his
city
attorney
and
on
a
council
member.
Sadly,
mr.
fields
has
no
knowledge
of
the
function
of
an
investment,
Oversight
Committee
and
allowed
himself
to
be
manipulated
used
by
his
boss
mayor,
but
in
a
way
he
chooses
in
order
to
protect
his
unearned,
undeserved,
salary
of
477
thousand
dollars
and
this
annual
Christmas
boss
bonus
of
36,000.

The
our
audit
firm
found
no
issue
with
the
treasurer
whatsoever
and
the
32
years.
She
has
served
as
this
treasure,
but
the
city
manager,
who
has
no
accounting
no
finance,
did
this
on
his
own
and
I
certainly
disagree
with
that
and,
in
my
opinion,
in
my
32
years,
he's
without
a
doubt
the
most
ineffective
city
manager.
We've
ever
had
number
two:
the
city
expenditure
to
support
Englewood.
Today
in
a
Los
Angeles
Business
Journal,
the
city
has
expended
some
two
hundred
and
forty
three
thousand
dollars
at
April
2022
equal
today,
a
strictly
throwaway
paper.

ministers
support
the

firm

Cain
bomber
and
Berkman,
who
employs
city
consultant
North,
Jones
I'd

to
point
out
that
voice
Jones
is
employed
by
this
particular
firm.

does

lot

work

the

Redevelopment
in
the
past
sits
on
the
bond
issues
and
refunded
committees.
He
actually
has
a
small
office
in

city.

probably
six
demonstrations
in
the
city
and
we
want
to
facilitate
the
First
Amendment
rights
of
people,
because
you
know
what
happened
was
absolutely
terrible.
I've
spoken,
half
a
dozen
or
more
times
on
radio
and
television
about
how
I
feel
about
and
how
I
see
it.
But
that
being
said,
you
know
we
had
people
that
wanted
to
gather,
and
so
at
the
same
time
we
had
an
obligation
to
look
at.
What's
happened
in
other
cities
were
along
with
people
that
just
wanted
to
protest
and
have
their
feelings
known.
There
were
two
other
factions.

There
was
a
group
that
went
into
a
DMV
and
they
set
fire
to
every
piece
of
paper
computer
that
they
could
find
there
and
that
had
nothing
to
do
with
protesting
for
George
Floyd
and
so
the
police
departments
caught
in
a
conundrum
to
provide
Public
Safety
without
suppressing
or
intimidating
people
from
exercising
free
speech,
either
by
posture
or
actual
physicality
and
Chief.
Ron
erotic
came
up
with
an
excellent
deployment
plan
where
we
had
all
of
our
mutual
aid
resources
from
area
G.

If
things
got
out
of
hand
and
but
by
being
invisible,
people
weren't
intimidated,
and
it
was
an
excellent
strategy
and,
quite
frankly,
Inglewood
grew
on
those
days
of
protests
and
we're
very
proud
of
that
and
I
want
to
thank
everyone
in
the
police
department
from
the
chief,
the
captains,
every
one
of
the
command
people,
all
the
lieutenant's.
All
the
officers
went
over
and
assembled
with
them
after
the
protest
on
Saturday
and
they
have
great
morale
greatest
beauty
core
and
they
have
the
right
attitudes.

Their
service,
oriented
people
and
I
just
have
such
admiration
for
our
Police
Department.
Okay,
talk
about
fireworks.
You
know
we
all
know.
This
is
not
the
first
year
that
people
start
using
fireworks
early
right.
This
is
like
nothing
new
and
we
know
they're,
probably
gonna
go
past
the
July
4th,
but
one
of
the
things
that
makes
me
really
happy
is
that
we've
come
to
the
point
where
crime
has
been
so
diminished,
where
people
are
no
longer
in
fear
of
their
lives
and
safety.

So
here's
the
thing
that
we
have
to
do
if
if
this
is
indeed
really
important
to
us-
and
there
are
people
that
have
suffered
from
PTSD
and
there
are
animals
that
are
frightened
if
we
truly
feel
this
way
as
a
community,
why
don't
we
let
our
neighbors
know
we're
not
feeling
this
now?
It
happens
on
my
block
and
I
get
up
and
I
go
out
and
I
knock
on
my
neighbor's
door
and
say
hey
what
I
said
what's
going
on
now,
so.

but
something
that
we
we're
gonna
have
to
it's
a
culture
and
we're
gonna
have
to
come
together
as
a
community
and
we're
gonna
have
to
talk
as
a
neighbors
and
say
we're
just
not
down
with
this,
because
you

want

police
going
in
and
getting
in
altercations
over
fireworks.

Just
don't
think
so.
That
being
said,
you
call
us
we're
gonna
come
out,
but
just
it's
a
pretty
impossible
bar
for
us
to
enforce
a
cultural
norm.

like

proved
with
all
the
protests
over
George
Floyd
people
can
only
be
policed
when
they
allow
themselves
to
be
policed.

people
feel
the
government's
unreasonable
and
intrusive.

us
down

slope

people

enough

I'm

don't
like
it.
I
get
up
and
knock
on
people's
doors.
They
don't
like
it
but
too
bad,

we

it's
a
combination,
isn't
just
the
police
and

code.

about

worked
for
three
cities.

airport,

for

Englewood,

was
in
Santa
Monica

manager
when
I
was
in
Santa
Monica,
and
so
you
know,
I
know
what
it's
like
to
work
with
me.

managers.

pay
her

invest
our
money
somewhere
along
the
way
somebody
said:

it

nice
thing
for
you

have
to
do
to
invest
our
short-term
cash
funds
in
half
percent
instruments
that
we
can
get
out

was
just
a
nice
thing.
That
was
done.
That's
not
her
job
and
that's
why
we
have
an
investment
committee.

gonna
decide
where
that
goes.
