property
tax
bill
for
collection.
The
majority
of
england
residents
and
businesses
receive
water,
refuse
and
sewer
services
from
the
city,
but
approximately
a
quarter
of
the
city
receives
refuse
and
sewer
services.

As
of
may
31
to
2020,
there
were
320
delinquent,
refuse
and
sewer
accounts
with
charges
in
excess
of
250
and
past
due
more
than
90
days.
The
total
outstanding
amount
of
these
accounts
represents
166
and
639
dollars
of
uncollected
revenue
each
year.
The
city
reviews
delinquent,
refuse
and
sewer
accounts
and
submits
them
to
the
county
of
la
for
placement
on
property
tax
rolls
for
collection.

Full
collection
of
these
outstanding
charges
prevents
utility
customers
who
are
in
good
standing
from
having
to
subsidize
the
service
delivery
costs
of
others.
The
proposed
2020
year
lean
list
contains
residential
single-family,
multi-unit
apartment
buildings
and
commercial
properties.
The
customer
service
division
of
the
finance
department
has
provided
copies
of
tenants,
delinquent
utility
bill
notices
to
the
affected
property
owners,
as
well
as
hearing
notices
in
both
english
and
spanish.

million
dollars,

senior
meals,
summer
camps,
things

nature,

eligible
activities,
such
as
the
housing
rehab
program
that
we
spoke

and
park
facilities

will
be
upgraded
throughout
the
city

coming

programs
along
with

that

money

specific
plan
was
adopted,
it
established
development
standards

designed
guidelines

were
aimed
at
the
development
of
an
industrial
office
park.

Though
the
city
took
these
legislative
actions
and
also
considered
multiple
industrial
or
business
park,
development
proposals
for
city
land
in
the
project
area,
only
a
limited
amount
of
development
has
transpired
in
the
project
site
area.
Over
the
past
40
years,
the
project
at
hand
presents
a
unique
economic
development
opportunity
that
allows
the
city
to
transform
vacant
and
underdeveloped
parcels
on
the
project
site
into
productive,
compatible
land
use.
Following
decades
of
prior
efforts.

On
the
west,
parking
garage
site
would
be
located.
Approximately

100
parking
spaces
in
a
six-story
parking
garage,
vehicle
entrances
and
exits
to
the
garage
would
be
on
prairie
and
century,
and
development
of
the
west
parking
garage
would
require
the
vacation
of
a
portion
of
101st
street
on
the
central
arena
site.

the
parking
facilities

be
proposed

be
constructed
as
part

this
project

the
arena,

this
lays

The
parking
for
the
inglewood,
basketball

center

designed
to
meet
municipal
code
requirements
with
a
few
limited
assumptions
of
shared
use
of
parking.

project,

number
of

are
proposed.
The
first
is
a
general
plan,
amendment
to
the
land,
use
circulation
and
safety
elements
of
the

plan
within
the

the
project
site
are
commercial
and
industrial.

would
be
a

change
to
change
the

the
commercial
properties
to

would
result

2.7
acres
of

along
prairie
avenue.
That
would
now

instead
of
a
commercial
designation,
and
that
change
is
shown

serve
two
purposes.

first

designations
into
conformance
with
the
underlying
general
plan
designation,
while
the
project
site
has
an
existing
commercial
industrial
general
plan
designation,
the
overlying
zoning

not
fully
conform
with
these
designations.

the
project
site
is

the

basketball
arena
and
ancillary

developer's
proposal,

keeping

underlying
zoning
in
place.

overlay
would
include
the
following
topic
areas
as
zoning
regulations
or
would
make
reference
to
the
applicable
design,
guidelines,
definitions
and
permitted
uses
would
define
key
terms
such
as
arena
and
sports
and
entertainment
complex

Overlay
review
process
under
the
overlay
sc
design
review
will
be
conducted
by
the
economic
and
community
development
department
director
or
their
designee
to
confirm
project
conformance
with
the
design
guidelines,
and
the
determination
of
the
director
can
be
appealed
to

city
council.

includes
height
limitations,
maximum
height
of

feet
for
the
arena
and
event,
center
structure
and

feet
for
all
other
supporting
structures

the
underlying

overlay
also
includes
parking

implementation

administration
portion
includes
procedures
related

administration

the
sec
development
guidelines.
The
overarching
review
processes
under
the
development
guidelines
would
be
the
sec
design,
review
and
sec
infrastructure
review.

development
agreement
would
best
entitlements
and
establish
community
benefits
to
be
provided
as
part
of
the
project.
These
benefits
include:
creation
of
jobs
and
workforce
equity,
and
a
couple
examples
from
the
development
agreement
are
minority
and
disadvantaged
business
enterprises,
participation
goals
and
job
training
for
englewood
residents.

2018,
a
notice
of
preparation
of
the
of
an
eir
was
released
by
the
city
to
collect
feedback
on
the
scope
of
the
environmental
analysis
to
be
prepared,
and
the
city
also
held
an
eir
scoping
meeting
in
march
2018
to
collect
additional
feedback
in
person
on
december
27
2019
the
city
released.
The
draft
environmental
impact
reports
and
comments
on
the
drafts
report
were
collected
for
88
days
88
days,
which
is
43
days
more
than
the
required
45
day
comment
period.

Stadium

a
result
from
the
environmental
impact
reports,
a
number
of
significant
impacts
were
determined.
Some
were
medicaid
mitigated.
Some
were
not
fully
mitigated,

number

transportation
improvements

came
out

the

the
impacts

were
realized

revisions

mitigation
measures

revisions
included

errata

stringent
the
requirements
of
several
mitigation
measures.

in
the

errata

weaken
or
eliminate
any
mitigation

reflected

chapters

and

amended
in
this

city

them
up
and
met
with
them

gained
further

that
many
of
the
responses

comments
reflect
follow-up
meetings
and
phone
calls
with
commenters,
including
caltrans,
the
los
angeles
department
of
transportation,
the
south
coast,
air
quality
management,
district,
the
natural
resources,
defense,
council
and
many
others,
and,
as
you'll,
see
based
on
those
meetings.
Those
phone
calls.

city
responded
to
the
commenters
proposals
by
incorporating
their
recommendations
into
the
project.
Despite
these
efforts,
the
city
has
received
critical
comments
from
a
couple
of
people
who
own
property
in
the
area
or
the
lawyers
who
represent
them.
These
people
did
not
participate
in
the
secret
process.
Instead,
they
have
submitted
critical
comments
at
the
last
moment.

tactics
are
unfortunate.
They
are
not
trying
to
make
the
project
better.
They
are
simply
trying
to
use
the
sql
process
to
obstruct
things.
That
is,
unfortunately,
the
nature
of
the
beast
and
the
nature
of
the
process,
and
in
fact
those
tactics
have
continued
at

the
city
was
emailed
a
27-page
comment
letter
from
someone
who
had
not
participated
in
the
draft
bir
comment
process.

claim
is
made
that

project
is
somehow
getting
a
free
pass.
That
claim

mitigation

approval
and

guidelines

by
any
measure
impressive
as
consultants
to
the

comments

they

direct
benefits
we
went
over
zero
net
greenhouse
gas
emissions.

will
be
generating
on-site
over
a
million
kilowatt
hours
of
electricity
through
the
solar
use
of
solar
panels
on
the
rooftop

water
savings,

mentioned

we
will
also
be
planting
a
thousand
trees
in
the
city
of
england
to
increase
the
green
canopy.

will
also
be
providing
the
citizens
of
ingots
with
the
opportunity

a
rebate
program
to
change
over

charges

homes
as
the
vehicle
fleet
changes
from
gas
to
electric
and
then
finally
assisting

replacing
ten
of
those
vehicles
on
the
community

seven
thousand
union
construction
jobs

generated

percent

those
will
be
earmarked

residents

construction
with
thirty
five
percent
of
those
earmarked

overall
safety

can't

maybe
put
some
emphasis
in

we
have
access
facilities,

own

concerned
traffic
impact

direct

funds
towards
long-term
residents
and
homeowners,

all

the
initiatives
that
come
out

homeless,

for

renters

project
