Atwell
staff
recommends
that
a
public
hearing
be
conducted
to
consider
amending
chapter
3
of
the
Englewood
Municipal
Code
to
implements
a
citywide
permit
parking
districts
program.
So
phi
stadium
is
scheduled
to
open
late
summer
this
year
and
will
serve
approximately
70,000
patrons.
The
city
has
worked
to
develop
a
robust
offsite
parking
and
shuttle
program
to
help
address
the
parking
and
transportation
needs
for
the
stadium,
while
proactively
working
to
protect
the
parking
needs
of
surrounding
neighborhoods.

California
Vehicle
Code
section
22

authorizes
the
city
to
remove
a
vehicle
that
is
parked
where
the
city
has
prohibited
parking.
These
Vehicle
Code
sections
require
the
city
to
place
science
or
markings,

notice

enforcing
any
permanent
parking
prohibition

restriction
and
towing
a
vehicle
for
such
violation.

specific
items
that
I
know.

discussed

the
past
and
I
know

solution

already

up

one

clarify
that
and
the
reason
I

do.
That

so
that
it
can
be
brought
up
during
the
ordinance
whatever
it
means
to
be
written
into
it.
You

clarify
that
the
first
one
is
when
you
have
occasional
visit.

one

issues
that
I
brought
up

fact
that-

with
the
understanding
that
special
events,
you

clock

birthday,

visit

drop

family

public
feel

taken
into

agreeing

resolution,

don't
want

see
it

impossible

reason
is
because,

instance,
there
are
some
cities

meetings

they
get
two
hours.

instance,
if
a
ticket
giver
comes
by
a
street
and
there's

vehicle

middle

the
day

that

expectation
would
be
that
this
would
happen

6:00

7:00
p.m.

program
from

to

pension

city
did

pension
obligation,
bonds

issuance

city
had
at
that
time
is
an
unfunded
liability
and

watching

the
city
feels

in

city's
best
interest

taxable
pension
obligation
bond
to
amortize
a
portion
of
the

their
liability
when
the
city
did

2017
debt
issuance,
there
was
a
provision
that
was
put
in
the
documents
that
basically
enabled
the
city
to
have
a
stronger
credit
rating
and
to
get
bond
insurance,
and
what
this
was
was
it's
referred
to
as
the
additional
bonds
test
and
what
it
does.

this
time,
the
city-
it's
referred
to
additional
bonds
test,
which
also
requires
a
city
to
show
annually
that
we
can
provide
certain
debt
coverage.
So
basically,
the
amount
that
we're
proposing
to
issue
at
this
time
is
considered
senior
lien
debt,
and
it
is
supported
by
the
city's
pension
tax
override
right
now
that
value
the
maximum
that
we
can
issue
under.
This
is
about
a
hundred
million
dollars
and
by
issuing
the
2020
pension
tax
bonds.

employees
in
they
provide
pensions

they

on
a
biannual

reassess
the
monies

in
their
portfolio

city

7%
rate
for

unfunded
liability

as
if

expectation
is
that

received

had

had

high
interest
loan
and

things

around

would
pay
the
lower
house
payment,

happening
right

What
we're
doing
is
substituting
a
lower
interest
debt
for
a
higher
interest
one,
and
so
in
this
scenario,
basically,
what
we're
doing
is,
as
Sharon
said,
we'll
be
saving
seven
million
a
year
on
our
payment.
That's
a
smart
thing
to
do
now.
This
is
the
same
thing.

were
criticized
in
the
paper
for
a
couple
years
ago,
where
we
were
able
to
put
cash
in
the
bank
that
we
are
using
right
now,
so
that
we
don't
have
to
layoff
people
in
this
crisis.
So
this
is
just
what
smart
people

so
if
anyone
thinks
that
well,
why
are
they
getting
in
debt
you're
not
getting
in
debt?
You're
substituting
lower
interest
debt
for
a
higher
interest,
debt
and
you're
saving
payments
in
the
process,
so
I
want

make
that
clear.

debt
profile
of
the
city
and

we
have
such

good
bond
rating.

able
to
get
these
lower
interest
rates,

cities
are
not
able
to
avail

is
paid
for
by
the
pension
obligation
levy
that
we

authorizing
the
city
since

new
payments
for
residents

hurting

how
Wild
Bill
would
always
come
up
to
the
podium
and
he
have
his
issues.

more
importantly,
they
were
all
genuine
of
concern,

so
heart
goes
out
to
his
family

he
rest
in
peace,

Willie
Agee.

go
back
multiple
decades
back
in
the
days
when
I
used
to
be
the
chair

the
Park
and
Recreation
Commission,
and
he
came
on
board
as
the
commissioner
and
then
ultimately
succeeded
me
that
we
used
to
ride
together
going
from
Park
to
park
and
identifying
things
that
needed
to
be
done
in
the
park.

rubberised,
with
the
exercise
stations
that
is
there
and
then
also
with
a
kaboom
program
where
we
have
new
playground
apparatus
ease
throughout

the
number
of
our
park,
and
then
he
made
sure

us

boys

sure
they

a
football

with

mayor
and
council,
we
worked
on
the
multi-purpose
fields
that
is
now
advanced

part
and
which
he
was
excited

realize
that
he
played

leading
part
on

that

feel

my

new
leadership
taking

time

know
us
and

part

person

hurt
anybody's

city
that
he
loved
and
was
committed
to

years
went

his
support
consistently
grew
until
we

we

recently

have

say

one
of
the
best
things

Willie
is
that

he
was
with
you,
he
was
with
you
100%.

he

felt

support,

could
be
a
hundred
people
out
in
the

coming

us

saying
something
against
what
we

about
to

person

the
honorary
mayor

the
city

his
family

his

a

hero

reason
that

started
working
for
the
city
every
Sunday.
For

past
eight
years
we
have
breakfast
together
cruise

parks
and
fed
the
squirrels.
He
was
one
of
my
best
friends,
even

we
didn't
agree
politically,
he
loved
to
talk
politics
and
to
get
an
argument
going
trying
to
win
you
over
to
his
side.
Then,
when
he
saw
that
he
had
you
rattled
and
upset,
he
would
look
at
you
and
smile
and
laugh.

Willie
was
a
Korean
War
combat
veteran,
he
loved
his
country.
He
was
truly
honored
in
2012
windows,
South,
Korean
government
and
the
Department
of
Defense
honored
him
and
his
fellow
veterans
for
serving
by
warding
him
with
the
medal
that
he
always
wore
around
his
neck.
Although
his
greatest
honor
was
having
the
Willie
Agee,
Playhouse
name
from
him,
he
was
a
humble
man
who
came
from
humble
beginnings
and
he
never
forgot.
It.
Aging
was
one
of
a
kind.
You
always
knew
where
he's
on
issues,
whether
you
agree
with
him
or
not.
