regarding
the
internal
control
that
was
done
by
state
trailer

treasurer
grady
yee.
She
brought
out
a
number
of
concerns,
some
of
the
ones
that
I
had
brought
out
also
regarding
the
lack
of
internal
control
for
the
finance
department
and
basically
said
that
the
financial
records
basically
are
not.
The
financial
records
basically
are
not
trustworthy,
and
I
think
that
I
had
recommended
years
ago
that
we
need
to
hire
an
internal
audit
department
in
that
finance
department.
I
She
mentioned
with
with
policies
for
the
general
fund,
and
also
she
mentioned
that
this
report
has
been
provided
to
the
mayor
as
well
as
each
member
of
the
council,
and
that
she
mentioned
also
that
the
lack
of
individual
individualized
justification
for
the
executive
bonuses
she
liked
it.
That
was
also
one
of
the
conclusions.
One
of
the
other
conclusions
was
the
mayor
and
city
council
expenditures
substantially
higher
than
comparable
with
other
cities
and
also
failure
to
monitor
and
write
off
transit
occupants
and
tax.

So
so
those
are
some
of
the
deficiencies
that
she
brought
out
in
our
certainly.
It
is
my
hope
that
this
council
and
this
mayor
and
council
will
will
devote
their
full
attention
to
hopefully
bringing
some
attention
to
this,
so
that
our
financial
records
will
be
reliable,
and
I
also
would
like
to
request
that
my
seating
put
doc
into
the
council,
I'm
an
elected
official
city-wide,
eight
times
treasurer.

in

would

to

to
get

the
financial
audit
done
by
the
auditor's
office.

First
of
all,
as
far
as
fixed
assets,
they
didn't
feel
that
we
had
a
total
accounting
of
all
of
our
fist
act,
fixed
assets
to
our
to
our
belief.
We
did
and
we
engaged
our
personnel
to
go
again
to
look
at
all
of
our
fixed
assets.
That's
a
that's
an
accounting
vehicle,
you
just
okay.
What
do
you
own?
How
much
is
it
worth
update
the
valuation?

That's
nothing
to
talk
about,
failing
to
write
off
transit,
occupancy
tax,
that
t.o.t
number
was
money
that
had
not
been
collected
for
well
over
a
decade,
and
so
it
stayed
on
the
books
as
a
liability
as
an
asset
that
we
accrued
and
we
wrote
it
off.

It
was
something
like
470
000
over
a
number
of
years
and
it
just
was
not
collected.
So
that's
just
ridiculous
to
say
that's
an
indication
of
a
problem,

just

wasn't
ever
able
to
be
collected.

want

want
people
to
only
be
in
workplaces
that

reason
to
be
there.
We
don't
want
social

so

number

we
encourage
people

their
own
workplaces
unless
they
have
business
and

there

problem.

there

also
the
issue
of
salaries
that
was
mentioned
in
the

auditor's
report.
I
would
have
to
tell
you
that
I've
been
in
city
government
for
48
years
and
I've
never
seen
such
a
political
audit
in
my
life.
First
of
all,
the
auditors
knew
that
the
salaries
paid
to
the
council
were
set
by
the
voters
and
set
by
the
voters
decades
ago.

2003
and
so
as
if
to
infer
that
the
current
president
council
has
has
any
methodology
or
or
had
any
hand
in
the
set
of
our
salaries
and
for
the
treasurer
who
makes
somewhere
around
80
000
a
year
and
there's
no
treasure
in
the
south
bay
or
anywhere.
I
know
of
us
of
a
city
this
size
that
makes
that
kind
of
a
salary
versus
make
that
kind
of
a
salary.

had
your

bring
that

when
it
came
to

salary
that
the
city
council
and
the
mayor
is
now
receiving,
it
was
what
we
inherited
by
the
voting
of
the
parties
in
2003,
one

those
council
members
at
that
time
made.
That
decision
got
permission
from
the
voters
to
implement
that.
To
this
day,
we
have
not
done
anything
as
far
as
increasing
our
salaries
etc
without
going
to
the
public
and
has
been
status
quo
since
I've
been
here
since
right
after
the
fall
of
2003.

the
other
thing
of
piggybacking
with
councilman
vadia
and
the
fireworks.

They
were
again
busy
last
night
in
my
area,
and
I
can't
wait
to
see
it
finally
subsiding
because
my
granddaughter
was
hit

one

the
obstacles
objects
that
was
in
the
air
and
and
she's
only
10
years
old,
we're
doing
the
safe
and
sane
using
earplugs,
and
we
had
to
stop
because
she
was
so
intimidated
to
continue
to
light
her
fireworks
for
the
balance
of
the
evening,
all
because
of
the
illegal
stuff.
And
so
it
was
very
disheartening.

away
the
quality
of
life

Hopefully
that
starts
to
subside.

spend

terms

bringing

promoting.

do

her

great

want
her
to
get
better,

help

put
us

a
situation
where
we
dominate
the
city
council
meeting
by
accepting
negative
challenges
and
having
to
spend
our
time,
defending
them
is
not
constructive
to
us
having
a
council
meeting
for
our
residents,
it
just
it's.

is
the
city's
business
and
when
the
mayor
says
you
know
you,
you
he's
supposed
to
run
the
meeting,
you
know
it's
not
just
him
stopping
someone
from
talking
it's
it's
really
all
of
us,
because
I
can
tell
you
that
if,
in
fact
somebody
has
something
to
point
out
that
they
believe
is
illegal
or
they
believe
something
needs
to
get
looked
at.
There's
a
process
for
that
and
while
you
may
be
able
to
bring
it
up
here
one
time
and
then
it
gets
into
the
process.

process
outside
of
these
chambers,
where
that
is,
is
looked
at
use
it.
Otherwise
it
starts
to
look
like
you
are
pushing
a
political
agenda
just
to
beat
up
on
people
and
just
reignite.

hatred
towards

person

there's
no
place
for
that
here.

like
you

what
my
colleagues
said
in
terms
of
how
we
feel
about
treasurer
brown
she's
our
friend,
but
we
cannot
allow
our
council
meetings
to
be
taken
in
that
direction.

legitimately.

had
great
love
for
miss
brown,
there's
something
wrong,
there's
something
very
wrong
because
for
someone
to
continually
mislead
and
misrepresent
the
status
of
the
city
to

public,

to
be
something
wrong
as
much
time
as
you
sat
in
office

auditors
were
on
site
for
maybe
six
weeks.

we
had
many
discussions,
starting
from
the
beginning,
what

scope
of
the
audit
was.
They
basically
said
their
scope
was
wide
open
and
that
they
could
go
anywhere.
They
wanted
so
all
the
requests
that
they
made
of
us.
We
provided
to
them
before
they
came
on
site,
so
in
other
words
they
made
us.
They
gave
us
a
list.
We
provided
everything
and
submitted
it
to
them.
So
when
they
came
on
site,
they
had
everything.

give
you
an
example
of
that:
where
is
it
the
auditor's
business
to
determine
as
whether
or
not
our
reasons
for
giving
bonuses
are
sufficient?
That's
a
management
issue.
There
was
never
an
accounting
issue,
they
never
said
we
couldn't
account
for
the
bonuses
that
were
paid
did
they
they
didn't
say
we
couldn't
account
for
the
money
they
just
threw
out.
This
opinion
as
to
whether
we
gave
management
bonuses
is
that
right.

in

had
all
supporting
documentations

policy
as
it
relates

maintaining

balance

our
spending
plan.

requirement

cities

and
procedures
being
outdated.

did
that
mean?

they
say
that
any
of
our

were

longer

it
the

the
auditors,
the
state

auditors,
business?

our
vehicle
use
policy
is.
How
is
that
a
financial
control.

Well,
we
did
state
what
our
policies
were
and
that
we
did
have
something
in
place,
but
in
their
opinion
they
didn't
want
to
hear
that.
I
think
they
were
surprised
that
we
did
have
policies
and
procedures
in
place.
We
didn't
have
logs,
and
that
was
another
point
of
discussion
with
them,
because
the
things
that
they
came
back
to
us
with
as
far
as
not
having
in
place,
we
in
fact
had
things
in
place.

and
so
I
thank

miss
quick

so
that's
the
point
I'm
making.
I
was
going
to
let
this
auditor
thing
go,
but
this
was
happening
during
the
msg
lawsuits
and
I
have
great
feel
with
great
certainty.
This
was
politically
based
and
the
findings
that
they
that
they
they
found
or
that
they
put
in
their
report
were
a
reach.

were
in
extreme
reach
and
then
for
our
city
treasurer
to
set
and
parrot
findings
that,
to
me
were
outrageous
racially
based,
because
there's
no
other
city
that
gets
dinged
for
the
kind
of
things
we
got
dinged
for
we,
our
finance
department,
has
done
an
excellent
job.
This
city
and
councilman
franklin,
councilman
rallies,
will
tell
you
has
engaged
in
outside
auditing
since
I've
been
in
office.
I
know
for
the
last
nine
years
we
have
an
outside
firm.

Seven
months
later,
with
these
kind
of
ticky
tac,
things
shows
a
malicious
motivation
and
again
we
just
we
sucked
it
up
and
went
through
it,
but
to
have
our
treasurer
get
up
and
parrot
this
stuff,
then
that
is,
that
is
no
place
for
a
treasure
who
speaks
at
the
pleasure
of
the
chair
to
just
attempt
to
damage
the
city
by
parroting
propaganda
and
that's
all
it
was,
and
that's
why
she
leaves
every
time
it's
done.
Her
talk
is
done
because
she
doesn't
want
to
hear
that
she's
being
called
on
what
she's
doing
so
with
that.
