from
1961-1993
and
in
1990.
She
co-founded
great
beginnings
for
black
babies,

premier
non-profit,
volunteer-run
prenatal
care
organization
aimed
at
addressing
the
disproportionate
infant
mortality
against
african
americans
and
promoting
the
healthy
development
and
growth
of
black
babies
and
their
families.

to
do
is
just

brief
progress
report.

wanted
to
tell
you
about
the
very
good,

good
news
that
we
have
the
draft
eir
that
was
released
and
the
close
of
the
public
comment
period
had
occurred.
We
had
received
roughly
about
80
comment,
letters
and,
in
large
part,
the
majority
way
majority
of
those
comment.
Letters
showed
support
for
the
project.

had
about
13
letters
that
raised
some
questions
about
the
historic
you
know
downtown
englewood
area.
We
can
talk
a
little
bit
about
that.
Those
were
generated
in
large
part
from
folks
that
do
not
live
in
inglewood,
and
so
we
wanted
to
let
you
know
we
had
a
great
success,
we're
making
great
progress.

The
comment
letters
that
we
received
again
are
all
being
addressed
in
a
final
eir
and
we'll
be
working
with
the
the
planning
department
to
wrap
up
the
eir
and
bring
it
forward
to
the
planning
commission
and
to
you
for
for
final
approval,
but
all
very,
very
positive.
Again.
In
the
eir
we
evaluated
all
of
the
environmental
resource
areas.
We
did
disclose
only
three
significant
impacts
during
construction.

air
quality,
temporary
construction
impacts,
the
largest
greatest
commitment
to
clean
construction
equipment
and
then
because
we,
the
elevated
automated
people,
mover
as
it
turns
from
market
to
manchester.

There
is
a
likely
to
be
a
demolition
of
of
one
historic
building,
the
hat
store,
the
the
people's
federal
association
building
and
that
was
disclosed
in
the
eir
as
a
demolition,
and
that
was
disclosed
as
an
impact.
And
so
I
wanted
to
make
sure
that
that
was
revealed
it's
disclosed
and
we
are
doing
a
lot
to
mitigate
that
impact.
And
we
have
a
huge
design
plan
for
market
street
and
an
activation
plan
for
market
street.
But
again
because
it's
a
disclosure
document.

all
of
these
letters

public
agencies
to
a
ton
of
support
from
local
businesses,
a
number
of
union
and

regional

homeowners,
association
and
block
clubs
and
some
support
also
from
the
industry
at
large.
So
I
wanted
to
let
you
know
that
that
that
all
came
in
extremely
positive.

management

be
coordinating
and
we
had
a
great
session
with
englewood
unified
school
district,
about
coordinating
a
traffic
management
plan
with
them
during
construction.
Again
we
had
a
robust
interface
with

aqmd
no
comment
letter
even
received
from
the
aqmd.

Finally,
we
also
have
made
progress
with
the
we're
going
to
be
releasing
a
request
for
information
to
the
industry.

of
folks
are
very
interested
to
build
this
program
and
on
march
17th,
we
are
likely
going
to
have
an
industry
forum
to
invite
folks
from
the
industry
to
talk
about
innovation
of
how
they
can
bring
forward
a
cost-effective
strategy,
and
so
that
part
is
coming
forward
to
you
as
well
as
a
ordinance
right
now.

city
charter
does
not
allow
does
not
include
the
tools
for
a
design,
build
finance,
operate,
maintain
delivery
strategy,
and
so
we
needed
to
update
the
authority
for
you
to
be
able
to
have
this
as
a
tool.
It
doesn't
mandate
you
in
any
way
shape
or
form
to
using
it
and
it
doesn't
affect
other
procurement,
but
it
is
an
enabling
ordinance
and
a
tool
for
you
which
that
will
come
before
you
also
beginning
of
april.
So
we
just
wanted
to
let
you
know.

these
are
things
coming
forward.

community
and
you
guys
did
a
great
job
of
interacting
and
engaging
with
the
spanish
speakers.

emails
to

city

folks

concern

this
going

impact
market
street?

sometimes
you

because
they
don't
know
they're.

once
we
explain
it
to
them
and
you've
explained
it
to
them

these
meetings

had
it
really
helped
calm
folks
down
and
resolve
some
of
their
uneasiness.

quarter,
we
had
the
treasurer
predict
last
year
that
we
would
have
a
10
million
or
more
budget
deficit.
What
was
our
deficit
for
the
close
of
last
fiscal
year?.

absorbed
out
of
general
fund
reserves.
Is
that
right,
correct,
okay,
so
now
we're
moving
forward
into
the
2021
budget
review.
With
this
caveat,
this
is
a
snapshot
at
three
months
correct
at
three
months
experience,
and
so
what
it
is
is
an
exercise
in
predicting
based
upon
the
way
revenues
have
come
in
so
far
what
our
potential
budget
deficit
will
be,
but
the
with
keeping
in
mind
that
revenues
do
not
come
in
in
a
straight
line.

Building
permit
activity
has
increased
33.4
percent
over
the
same
period.
Last
year,
our
uut
taxes,
utility
users
tax,
is
relatively
flat
over
the
same
period.
Last
year,
our
hotel
tax,
which
is
known
as
the
transit
transient
occupancy
tax,
has
decreased
18.1
percent
compared
to
prior
year
same
period.

For
this
fiscal
year,
revenues
are
129
million,

hundred

million
a
hundred
and
a
hundred
thousand

hundred
and
thirty

our
expenditures
are
a
hundred
and
thirty,
eight
million

thousand

and

projects

deficit
of
9.8
million
for
this
fiscal
year,
as
mayor
mentioned,
we're
still
within
our
first
three
months
of
the
fiscal
year.
Thus
far,
so
we
have
not
determined
what
we
actually
anticipate
our
year-end
would
be
this
early
on.

we

our

These
are
our
revenue
categories
that
make
up
the
total
general
fund
revenues
of
the
current
total
general
fund
revenue
budget
amount
of
129.1
million.
The
city
has
received
23.5
million
or
18.2
percent
in
revenues
at
first
quarter,
compared
to
26.3
million
in
the
prior
year
of
the
same
period.
Now,
on
the
next
slide,
I'll
go
through
each
revenue
category
and
briefly
discuss
the
increases
and
decreases
that
concluded
where
we
are
at
our
first
three
months.

So
on
this
slide,
you
can
see
our
revenue
performances
for
the
revenue
categories,
the
utility
users,
taxes
are
relatively
flat
experiencing
a
decrease
of
11
475
dollars,
which
is
a
point
three
percent
decrease.
Now,
although
the
users
tax
appears
to
be
relatively
flat,
this
quarter,
uut,
electric
and
water-
has
increased
while
the
uut
telephone
and
cable
has
decreased.
So
there
seems
to
have
been
a
shift
in
terms
of
how
the
utility
users
are
now
using
these
services.

Considering
that
they're
home
with
covet
our
sales
tax
are
down
five
hundred
and
thirty,
eight
thousand
three
hundred
and
eighty
nine
dollars
or
eleven
point
two
percent.
This
decrease
is
attributed
to
industry
groups
such
as
fuel
service
stations,
autos
and
transportation,
and
some
selected
business
industry
groups.

As
we
all
know,
autos
and
transportation
took
the
major
dive
during
the
cove
the
impacts
of
the
covet,
because
people
are
doing
less
traveling,
less
renting
vehicles
and
things
like
that.
Our
property
taxes
are
up.
Eight
hundred
and
seventy
five
thousand
nine
hundred
and
two
dollars
or
eleven
point.
Eight
percent
and
the
property
tax
has
experienced
the
thirteen
point.
Six:
six
net
taxable
value
increase,
city-wide
other
local
taxes.

These
taxes
include
business,
license
fees
card
club,
transient
pair
mutual
franchise
tax,
which
these
are
the
heart
of
some
of
the
revenues
that
are
currently
being
impacted
because
of
covet.
Our
our
other
local
tax
are
down
2.8
million
or
46.3
percent.
This
is
directly
related
to
the
impacts
of
covet
which
has
affected
the
card
club,
the
tlt,
the
emissions
parking
and
paramutual
taxes
in
the
last
category,
which
is
other
revenues
they're
also
slightly
down
by
358,
000
or
7.8
percent.

so
on
the
next
slide
here
we
will
go
into
our
general
fund
expenditures
and
performances
of
the
total
current
general
fund
expenditures,
budget
amount
of
145.7
million.
The
city
has
expended
30
million
or
20.6
percent
in
expenses
at
first
quarter,
compared
to
28.1
million
in
the
prior
year
of
the
same
period
and
again
on
this
next
slide.

The
special
revenue
fund
revenues
are
down
2.6
million
or
17.3
percent.
Collectively,
for
the
same
quarter,
last
fiscal
year
we
received
10
percent
of
the
budget.
This
is
mostly
attributed
to
less
revenue
activity
activity
related
to
rsi
projects
in
terms
of
the
special
revenues
for
the
expenditure
side.
For
those
funds,
these
expenses
are
also
down
by
683
thousand
or
five
point.
Two
percent
we've
expended
eight
percent
of
the
budget.

The
next
category,
which
I
have
an
asterisk
and
a
footnote
for
that's
the
internal
services
special
fund
category,
which
is
only
used
for
internal
financial
purposes,
only
so
we'll
go
on
to
the
proprietary
fund.
The
proprietary
fund
revenues
are
up
915,
000
or
9.5
percent.
Collectively,
for
the
same
quarter,
last
fiscal
year
we've
received
23
percent
of
the
budget.
The
increase
is
mostly
due
to
the
increase
in
water
rates,
resulting
in
increased
water
sales
in
terms
of
the
expenses
for
the
property
proprietary
funds.

Those
expenses
are
down
507,
000
or
6.2
percent.
Collectively,
for
the
same
quarter,
last
fiscal
year
we
have
expended
15
of
the
budget.
The
decrease
is
mostly
attributed
to
the
parking
and
sewer
fund
sewers
decreases
attributed
to
a
one-time
machinery
and
equipment
purchase
that
was
made
during
the
same
period
last
fiscal
year
and
then
the
parking
funds
decrease
is
attributed
to
contract
and
special
expense
reductions
related
to
pending
contracts.

our
debt
service
shows
we're
up
3.8
compared
to
the
prior
year.
The
amount
could
vary
based
on
the
debt
schedule
and
or
transfers
in
and
out.
The
transfer
in
for
this
increase
is
related
to
our
bond
payment
and
there
were
no
reportable
expenditures
for
the
first
quarter
for
borrowing
payments,
which
are
due,
I
believe,
in
march
and
september.

issue

with
the
information
that
I
have
received,
based
on.
I'm
gave
a
tenant
a
lease
and
when
I
went
to
when
he
did
not
move
and
on
according
date
I
reached
out
to
the
city
the
court
clerk's
office.
They
informed
me
that
I
need
to
complete
an
unlawful
detainer,
which
I
did
as
the
sheriff
served
him.
He
avoided
them.

attempts
were
made,
but
then
I
got
a
post
served
when
I
went
in
on
the
16th
of
this
month
to
get
that
unlock
on
the
the
sheriff
to
lock
him
out
they,
the
clerk
told
me
that
I
could
not
lock
him
out
because
he
had
answered,
and
my
issue
is
just
the
least
determination.

pay

quit

termination

of

static
way

he

paid

getting
delayed
information
consistently

bill

steps

through

to

if

were

specifically

them

step

need
to
take
before
the
sheriffs
come
to
perform.

county
right
now

our
eight
senior
homes
to
see
if
we
can
either
have
them
vaccinated
at
the
senior
center
or
ideally
go
to
our
senior
center
homes,
so
that
the
non-ambulatory
folks
can
get
their
vaccinations.
