legislation

authored

progress

year

budgetary
standpoint,
historical
budget
of
over
260
billion
dollars
with
over
a
50
billion
reserve.

state
of
california
is
moving
in
the
right
direction
and
doing
great
things
and
it's
honored
to
represent
the
city
of
gardena.

mean
inglewood,
I'm
sorry
and
the
35th
senate
district
and
the
legislature
has
worked
hard
during
this
pandemic
to
address
the
needs
of
cities
like
englewood
gardena,
harthorn
lawndale.

billion

burke
was
able
to
get

We
have
a
total
of
8.5
million
for
market
street
improvements,
a
project
that
will
make
pedestrian
space
vibrant,

workable

walkable,
and
inviting
to
the
business
and
consumers
and
maximize
the
advantage
of
the
metro,
crenshaw
lax
line,
which
is
a
quarter
mile
away.

So
I'm
excited
about
that,
and
I
stand
here
as
the
proud
author
of
the
original
bill,
sb
789
that
started
the
work
of
streamlining
the
construction
and
expedite
environmental
challenges
to
the
construction
of
the
clipper
arena
and
which
will
employ
thousands
of
local
residents
and
bringing
millions
of
revenues
to
the
city
of
englewood.
This
year,
I've
had
a
very
successful
legislative
session
and
the
governor
signed
seven
of
my
bills
and
we'll
start
with
the
first
one,
sb2
police
decertification,
better
known
as
the
kenneth
ross
jr
decertification
act.

He
was
a
young
25
year
old
african-american
who
lived
in
the
neighborhood
and
was
shot
less
than
200
yards
from
his
guarantee
running
away
from
a
police
officer.
And
when
I
heard
of
the
shooting-
and
they
told
me
the
officer's
name-
I
didn't
know
the
officer,
because
I've
lived
in
gardena
all
of
my
life
52
years
and
I've
been
on
a
first
name
basis
with
pretty
much
every
officer
for
the
last
35
40
years.
So
when
I
heard
the
name
it
didn't
ring
true
only
to
find
out
this
officer
was
transferred
from
orange
county
department.
H
After
being
involved
in
three
questionable
shootings.
There
had
this
bill
been
in
place,
then
this
officer
would
not
have
been
able
to
be
employed
by
the
city
of
gardena.
This
bill
corrects
the
misinterpretations
and
impediments
of
full
of
civil
rights
using
the
bain
act
and
bringing
in
conformity
with
federal
law.
It
is
unacceptable
that
officers
can
commit
misconduct
in
one
department,
as
we
just
described,
and
simply
move
to
another
without
repercussions.

As
we
say,
we
need
to
end
the
wash
wrench
and
repeat:
it
is
unfair
to
the
communities
is
unfair
to
the
victims
of
police
abuse
and,
most
importantly,
it's
unfair
to
the
men
and
women
who
put
that
uniform
on
every
day
and
do
their
job
in
a
respectful
honorable
way
by
the
book.
California
is
able
to
re,
revoke
certification
and
license
of
doctors,
lawyers,
bad
barbers
and
cosmetologists.

Even
remove
bad
politicians,
but
here
in
california,
we're
unable
to
decertify
police
officers
who
have
broken
the
law
and
violated
trumps.
California
now
joins
the
46
other
states
that
have
a
fair
and
transparent
decertification
process
in
place.
This
is
about
removing
bad
officers
again
in
our
state,
who
are
committing
serious
misconduct
and
breaking
the
trust
between
communities
and
law
enforcement.

Next
is
sb

returning
to
property,
bruce
beach
property
that
was
purchased
in
1912
by
willa
and
charles
bruce
african-american
couple
who
simply
want
to
live
out.
The
american
dream
bought
a
piece
of
property
open
up
a
lodge
a
dance
hall,
a
restaurant
and
a
changing
facility
for
african
americans
in
1912
to
access
the
beach
prior
to
that
it
was
only
one
other
place
to
inkwell
up
in
santa
monica
for
african-americans
that
have
beach
access
these
this
bill.

I
mean
this
property
was
very
successful
from
its
ins
start
and
only
due
to
racism
and
hatred
that
the
community
start
targeting
this
couple
burning
their
property
harassing
the
tenants
and
after
that
didn't
run
them
off.
The
city
used
eminent
domain
in
1924
to
steal
the
property
from
the
bruces.
This
bill
simply
puts
in
place
to
transfer
back
to
the
rightful
owners,
the
grand
great-grandson
and
the
great-great-grandson
a
willow
charles
bruce.
This
is
not
reparations,
but
it's
atonement
for
what
was
stolen.

determining
sentencing
reform,
sp

requires
recording
criminal
sentencing
procedures,
the
only
imposed
the
upper

maximal
terms
for
sufficient
aggravated
facts
that
are
first
considered

jury.

historically,

american
and
brown
people
always
get
to
range
upper
sentencing.
This
now
allows
the
judge
to
use
greater
discretion
and
separate
that
criminal
administration
fees
eliminates
and
reduces
assessments
in
collections,
administration
fees
opposed
against
people
in
the
criminal
justice
system.
These
fees
are
that
are
eliminated
include,
but
not
limited
to
the
cost
of
collecting
restitution.

Installment
payments
return,
checks,
failure
to
appear
in
court,
medical
and
dental
cost,
recovery,
certificate,
rehabilitation
and
sealing
of
a
record
so
we're
just
seeing
remove
debtors,
prison
and
sb

insurance
diversity,
which
expands
diversity,
allows
more
women,
african-american,
latino
and
disabled
veterans
to
do
business
with
our
insurance
industry,
sponsored
by
our
insurance.

daily

wildfires
and

advantage

been
in
place
and

allocations
for
the

was
able
to
scare
140
million
for
the
35th
senate
district,
as
we
said:
8.5
for
the
city
of
1.2
million
for
the
cheryl
green
community
center
in
wilmington,
60
million
for
cal
state
dominguez
sales,
50
million
for
charleston
university,
10
million
for
martin
luther
king
hospital
and
another
1.5
million
for
the
ucla
labor
workforce
that
we
hope
will
be
named
after
reverend
james
lawson.
That
will
include
my
presence.

that
8.5
million,
which
will
help
to
revitalize
market
street,
which
at
one
time
was
the
business
district
core
of
the
city,
and
we
wanted
to
end
up
being
a
jurisdiction,

synergy

opposed
to

competition
with
the
sports
entertainment
district,
and
that
8.5
million
will
definitely
be
helpful.

on
behalf
of
the
council
and
the

I
will

presenting

you
all
the
staff
report
for
the
staff
report
to
receive
public
input
regarding
redistricting,
it's
recommended
that
the
mayor
and
council
members
conduct
this
public
hearing
to
receive
public
input
regarding
the
redrawing
of
the
city's
district
boundaries
in
accordance
with
the
fair
mass
act.
The
fair
maps
act
was
adopted
by
the
california
legislature
with
the
passage
of
ab-849
and
took
effect
january
1
2020..

In
the
listed
order
of
priority
and
to
the
extent
practicable
one,
the
council
district
shall
be
geographically
contiguous
areas
that
meet
only
at
the
points
of
adjourning
corners
are
not
contiguous.
The
geographic
integrity
of
any
local,
neighborhood
or
local
community
of
interest
shall
be
respected
in
the
manner
that
minimizes
division.

Council
districts
shall
be
bounded
by
natural
and
artificial
barriers
by
streets
or
by
boundaries
of
the
city,
where
it
does
not
conflict
with
the
preceding
criteria.
Council
districts
shall
be
drawn
to
encourage
geographical
compactness
competence
in
the
in
a
manner
that
nearby
areas
of
populations
are
not
bypassed
in
favor
or
of
more
distant
population.

the
members
of
the
council
shall
represent
about
the
same
number
of
constituents.
The
fair
maps
act
requires
cities
to
engage
communities

this
redistricting
process
by
holding
at
least
four
public
hearings
subject
to
the
following
one,

have
one
draw.

should
have
a
council
hearing
to
allow
for
public
comments
before
the
draft
map
or
maps
proposed
are
drawn
number
two.

hearings
shall
be
held

the
council

drawn

drafted

map,
and

least
one
public
hearing
or
public
workshop
shall
be
held
either
on
a
saturday
sunday
or
after

pm
on

few
dates
tentatively
with
the
approval
of
the
mayor
and
council,
such
as

election

that
enough
time
to
adopt
the
final
draft
map
prior
to
the
april
17
2022
deadline.

determined
that
we
need
this
position
in
order
to
assist

creating
the
contracts,
the
staff
reports

rfps
and
any
operational
agreements
that

the
police
department
has
during

year

upgrade
to
the
position.
So
it's
not
an
entirely
new
position
and
the
difference
in
the
pri
the
budget
would
be.

payroll
specialist
is

with
benefits

this
new
position
would
be

benefits
and
then
right
now
would
it
would.

difference
would
be

money

taxpayers

news,
hip-hop,
dx
and

The
psa
was
incredibly
effective
in
communicating
the
public
health
guidance
of
wearing
masks,
while
the
public
well
in
public,
to
slow
the
spread
of
covet
19.

viral
success.
I
encourage
the
team
to
enter
the
video
and
for
a
savvy
award,
which
is
a
national
competition.
The
savvy
award
savvy
awards
are
gold
standard
among
city
and
county
communications
and
marketing
professionals,

is

premier
network
of
local
government
community
communicators
for
the
past
32
years.
The
savvy
awards
have
been
champions

innovation
and
creativity,
and
out

more

800
submissions
from
across
the
united

city

englewood
took

we
created
a
tune
for
it
and
we
went
out
and
we
helped
with
the
assistance
of
the
council,
who
helped
us
with
finding
local
business
owners,
community
residents
and
everybody
kind
of
just
pitched
in,
and
it
was
just
this
grassroots
video
that
didn't
cost
us
anything.

people
saying
hey,
I
want

be
part
of
it.
We
got
local,
dj's,
local
graphic
designers
with
bobby
brimmer
local
dj,

quest
coast
from
englewood.

had
some
local
dancers
provided

brandon
rainey

was
just
a
all-out
community
affair
and
I
thank
everybody
who
helped
us
make
it
happen
and
definitely
thank

cma
and

I

property

sold
for
over
1.1
million
is
1.75
percent.

occupancy
transient

the

I
reminded

the
parking
permit
program
will
not
be
applied
to
residents
in
some
parking
zones
which
are
granted
an
opt-in
option
and
the
criteria
for
awarding
the
parking
permit
program.

Opt-In,
privilege
were
explained
in
the
public
works
staff
report
to
the
city
council
and
letter
to
residents,
specifically
due
to
these
parking
zones
being
farther
from
the
stadium
in
hollywood
park
and
having
low
residential
density.

driven
through
most
of
parking
zone
3b,
which
has
the
opt-in
option
and
was
surprised
to
see
that
it
appears
to
be
nearly
all
multi-family
housing
in
sharp
contrast
to
my
parking
zone,
11,
which
is
nearly
all
single
family
houses,
thereby
having
a
lower
residential
density
than
zone
3b,
which
has
the
opt-in
options.

force

parking
permit
program
upon
our
parking
zone

grant
us

opt-in

a
quick
drive
through
it's

and
the
kids
really

enjoy

advantage

to
also
talk
about
the
election
and
basically
you
know
I
I
have
to
say
you
know
we
are
up
here
and
we
all
stand
in
one
space.

know
the
truth
is
you'll
find
very
few
things
that
we
all
super
duper
agree
on,
and
I
personally
am
very
supportive
of
those
two
initiatives
and
I'll.
Tell
you
why
so
many
questions
about
how
it
impacts,
residents
and
all
have
caused
confusion.

They
can
the
one
transaction
tax
that
can
be
transferred
over
to
the
buyer,
of
whatever
the
property
is,
and
that's
the
only
thing,
the
hotel
tax
that
exists
that
is
going
to
be
paid
by
our
tourism
that
comes
in,
and
it's
going
to
stay
here
and
help
us
develop
parks
and
help
us
pay
our
police
officers
and
help
us
fix
sidewalks.
That's
that's
an
amazing
revenue
stream.
That's
what
I
call
it
equally,
the
transaction
tax
for
the
real
estate
that
you
sell.
K
That
is
a
one-time
that
you
can
pass
on.
It
doesn't
even
have
to
impact
you
at
all
and
that
equally
stays
here
with
the
city
of
englewood.
Those
are
two
revenue
streams
that
any
city
would
love
to
have
the
opportunity
to
set
up.
We
are
finally
putting
them
on
the
ballot,
and
I'm
very
proud
of
that.
I'm
supporting
it
100
mayor.

And
to
follow
up
on
that,
the
reality
is
that
our
transfer
fee
is
so
much
lower
than
los
angeles,
culver
city
center.
A
This
is
four
four
dollars
and
fifty
cents
per
thousand,
and
these
are
funds
that
allow
cities
to
do
greater
things
and
the
way
that
I
I
put
this
to
the
groups
that
I
talked
to
was
that
as
you
grow
and
as
you
expand,
you
incur
greater
expenses,
and
very
few
people
live
in
the
same
apartment
that
they
moved
into
when
they
left
their
house.
Very
few
people
even
live
in
the
same
first
house
that
they
bought
they
buy
a
bigger
house.
A
The
roof
costs
more
to
repair
when
it
needs
to
be
repaired,
they
used
to
cut
their
own
grass.
They
have
a
gardener.
Now,
when
there's
plumbing
problems,
costs
more
bigger
house,
more
elaborate,
remodel,
a
kitchen
costs
more
inglewood
is
undergoing
a
significant
metamorphosis,
and
one
of
the
most
important
things
for
a
city
is
infrastructure,
renewal
and
improvement.

That's
just
a
fact,
and
so
what
we've
done
is
undercut
ourselves
by
not
staying
with
parity
at
other
cities,
and
there
are
a
lot
of
people
investing
in
englewood
right
now,
spending
millions
of
dollars
to
buy
property,
commercial
properties,
and
so
these
are
the
kinds
of
revenues
that
are
going
unrealized
and
we
want
to
capture
those.
So
this
is
again.
This
is
not
going
to
affect
your
property
tax
bill.
It
is
not
a
property
tax,
it
does
not
affect
you.

Transferring
you,
your
property
to
your
children
and,
if
you're
fortunate
enough
to
sell
a
house
for
more
than
1.1
million,
you
can
put
it
in
the
escrow
instructions
that
the
documentary
transfer
fee
will
be
paid
by
the
buyer,
and
I
don't
think
that
buyer
who's
willing
to
pay
1.1
million
for
the
house
you
paid
200
000
for
is
going
to
argue
at
paying
that
additional
fee.
So
with
that,
I
want
to
again
and
congratulate

was
another
one
of
those
decisions,
as
eloy
mentioned
earlier,
that
everybody
was
critical
about
us
starting
a
videography
unit,
because
we
felt
it
was
necessary
