certain
council
people
have
a
email
list.
Those
are
very
special
curated
lists
and
to
get
on
it
is,
is
it
took
me
in
particular,
more
than
16
tries
after
two
and
a
half
years
and
finding
out
about
the
first
time
by
accident.

is
outrageous.
You
need
to
improve
the
communication
that
are
going
on
and
stop
spending
the
money
and
whether
you're
spending
it
and
maybe
redirect
it
so
that
we
can
also
get
the
item.

Good
afternoon,
mayor
and
members
of
the
city
council,
you
have
before
you
a
zoning
code,
amendment
2021
0
0
1,
to
establish
regulations
for
smoke
shops.
A
smoke
shop
is
a
retail
store
that
primarily
sells
tobacco
and
tobacco
related
products.
I
One
of
the
things
that
staff
endeavored
to
do
was
after
consulting
with
city
administration,
as
well
as
englewood
police
department.
Looked
at
the
issues
of
the
number
of
proliferation,
if
you
will
of
smoke
shops
throughout
the
city.
As
you
know,
the
city
is
nine
square
miles,
so
it
gives
we're
relatively
small
city
in
terms
of
acreage.
I
So
the
first
thing
we
looked
at
was
the
entire
number
of
tobacco
licenses
that
we
hold
citywide,
as
is
indicating
your
staff
report.
There's
a
120
retail
tobacco
licenses,
that's
general
across
all
categories
and
that
works
out
to
about
a
density
of
about
13
tobacco
licenses
per
square
mile
within
the
city
boundaries.
I
When
you
get
to
smoke,
shops,
there's
actually
14
smoke.
Shops
city-wide,
which
gives
us
a
density
of
1.6
smoke
shops
per
square
mile
that
feeds
into
some
additional
evaluating
work.
That
staff
did,
which
is
looking
at
how
we
compare
against
other
cities.
I
won't
go
through
all
of
these,
but
I'll
just
kind
of
mention
the
two
on
on
both
ends
of
the
spectrum.
I
We
have
determined,
through
the
analysis
that
staff
conducted
that
there
is
a
greater
frequency
of
smoke
shops
in
inglewood
than
than
many
of
the
jurisdictions
that
are
throughout
the
southern
california
area.
In
particular,
we
looked
at
the
los
angeles
basin
and
I'll
just
point
out
to
beverly
hills
and
long
beach,
they're
kind
of
at
both
ends
of
those
spectrums.
I
Beverly
hills
has
.35
smoke,
shops
per
square
mile
and
that's
about
one
smoke
shop
for
every
13
617
residents
in
their
jurisdiction.
I
So
we
were
able
to
confirm
the
concerns
that
were
brought
up
by
administration,
as
well
as
the
inglewood
police
department
that
we
do
in
fact
have
a
proliferation
of
smoke
shops
in
in
the
city,
and
we
all
feel
that
and
know
that,
but
statistically
being
able
to
prove
it
takes
it
to
another
level.
In
terms
of
our
analysis,
at
the
planning
commission's
meeting
of
april
4th
2021
staff
excuse
me
august
4th
of
2021.
I
We
presented
our
staff's
analysis.
The
commission
considered
all
of
the
factors
involved
and
what
is
summarized
below,
as
well
as
in
your
staff
report,
is,
what's
reflected
in
plane,
commission
resolution
number
1903.
I
The
first
thing
is
to
define
smoke
shops.
We
did
not
have
a
definition
within
our
municipal
code
of
smoke
shots
itself,
so
we
wanted
to
have
that
definition
included
and
the
way
we've
defined
it
is.
Is
the
plan
commission
defined
as
any
business
with
25
or
more
of
total
retail
space
allotted
to
the
display
and
sale
of
tobacco
products
or
tobacco
paraphernalia
for
off-site
consumption?
I
That
is
in
line
with
how
we've
categorized
many
other
uses
that
are
sensitive
in
nature,
so
that
we
would
have
the
adequate
ability
to
be
able
to
evaluate
them
on
a
case-by-case
basis.
The
other
number
two
would
be
a
600
foot,
separation
from
schools,
playgrounds
and
youth
facilities.
That's
one
of
the
things
that
we
reservedly
heard
from
as
we
begin
to
have
this
discussion
with
with
staff
and
ant-man,
as
well
as
in
in
the
inglewood
police
department
that
the
proximity
to
schools
was.
I
You
know
something
that
they
were
concerned
about
and
we
were
concerned
about
as
well.
So
the
the
plan
commission
recommended
that
the
other
is
really
the
the
larger
impact
which
is
to
create
a
one-mile
separation
between
between
existing
licensed
smoke
shops.
What
that
will
do
is
they'll.
Do
two
things
number
one:
it
will
preclude
many
additional
smoke
shops
from
being
congregated
together,
which
is
one
of
the
things
that
tends
to
occur.
I
The
other
thing
that
it
will
do
is
it
will
create
non-conformity
for
those
that
are
within
that
one
mile.
So
as
as
time
progresses-
and
these
uses
turn
over
we'll
we'll
see
much
like
with
some
of
our
other
uses
that
they'll
begin
to
diminish
over
time.
I
The
other.
The
fourth
point
that
the
plan
commission
included
in
a
resolution
is
to
require
special
use.
Permit
review
makes
total
sense.
It's
a
discretionary
action.
It's
not
ministerial
comes
before
the
planning
commission.
They
consider
all
the
factors
and
make
an
informed
decision.
That
decision
is
appealable
to
the
city
council,
so
then,
in
on
appeal,
the
city
council
would
have
the
authority
to
make
a
final
determination
with
regard
to
the
appropriateness
of
that
use
and
then
finally,
one
of
the
things
that
was
maintained
was
permit
and
licensing.
I
Their
ability
to
to
say
no
is
a
lot
more
difficult
because
they
don't
have
findings
specifically
that
they
have
to
make
you
can
rescind
those
licenses
and
we've
done
that,
but
it
is
a
lot
more
difficult
to
rescind
it
than
it
is
to
go
through
a
revocation
of
a
special
use.
Permit,
as
it
relates
to
public
comments,
as
was
indicated
by
our
clerk,
we
haven't
received
any
public
comments
on
this
issue.
As
far
as
general
plan
consistency,
the
amendments
are
consistent
with
the
general
plan
and
then
the
environmental
determination
we've
included.

recommending
that
you
consider
the
staff
report
public
testimony
and
make
a
determination
and
if
you
so
desire
to
introduce
the
code
amendment
for
adoption.
So
if
we
do
that,
we're
recommending
you
affirm
the
category
of
exemption
and
that
you
introduce
the
ordinance
to
adopt
the
zoning
code
amendment

be

problems
they
cause

amount

retail
goods
that
are
associated
with
different
kinds
of
smoking,

just
tobacco,

so
that
would
be
my
cause
for
concern.

some
reason.

market
to
that
customer,

the
the
last
ones
that
open
they're
literally
it
says,
mart
like
with
six
inches
of
letters
and
then
it
says
like
two
feet:
tall
letters.
It's
a
smoke
shop

I've
walked
in
there
to
see,
and
I
know
that
they
cater
to
different
kinds
of
smokers.
Not
that.

safety
issue

has

mentioned

department

certainly
provide
that
information.

did
qualify
for
a
grant
earlier
in
the
year
that
we're
working
on
because
of
the
number
of
established
establishments
that
we
have
in
the
city
that
are
tobacco-related
establishments,
and
there
was
a
threshold
that
had
to
be
met
and
the
state
of
california
deemed
that
the
city
of
inglewood
met
that
criteria
to
address
tobacco
use,
not
only
as
far
as
sales
of
individual
tobacco
products,
which,
as
many
of
you
might
be
aware,
is
illegal,
and
that
does
happen,
but
also
as
it
relates
specifically
to
youth
using
tobacco
products.
So

in
law
enforcement
for
37
years

smoke
shops
throughout
my
tenure
had
a
higher
percentage

radio
calls

ended
up
being
a
place
where
kids
hung
out
and

they
did
have
an
impact
on
the
development
of
youth,
in
my
opinion,
but
I
didn't
want
to
pollute
the
conversation
with
that
statement

but

my
colleagues

I

to

allegedly
vandalized

homeowners

70
years

explained

importance

need

quantitative

parking
complaints
and
now
complaints
about
the
parking
permit
program,
sadly
unacknowledged.
I
appreciate
comments
about
long-standing
parking
problems,
including
from
fellow
chargers
fan
councilman
padilla,
in
whose
district
the
permit
park
parking
permit
program
will
not
be
applied
to
residents
in
most
parking
zones
being
granted
an
opt-in
option.

for
awarding
this
opt-in
privilege
were
explained
in
the
public
works
staff
report
to
the
city
council
and
letter
to
residents,
specifically
due
to
these
parking
zones
being
farther
from
the
stadium
in
hollywood
park
and
having
low
residential
density.

parking
zone
11
has
the
permit
program
applied
to
us,
despite
being
of
similar
distance
from
the
stadium
in
hollywood
park
with
similar
residential
density.

do
not
force
the
parking
permit
program
upon
our
parking
zone

grant
us
the
opt-in
option
consistent
with
the
opt-in
parking
zones
in

parity
with

beverly

Pasadena
los
angeles,
cetera
englewood
should
receive

same
remuneration
as
other
cities
so
that
we
can
provide
greater
service
for
our
residents.

about
the
other
measure,
the
real
estate,
property
transfer,
tax

fee,
as
I
like
to
say
it,
and
basically
right
now,
if
you
sell
a
property
on
every
thousand
dollars
of
the
purchase,
a
55
cent
fee
is
levied.

This
is
extracted
at
the
end
of
escrow.
Let
me
say
that

55
cents,
that's
the
lowest
in
the
county,
la
50
cents
cover
city,
450,
santa
monica,
450
pasadena,
and
they
have
escalators.
The
city
of
culver
city
goes
to
six
dollars
per
thousand
for
a
sale
of
three
million
or
more,
and
they
go
to
30
dollars
per
thousand
for
sales
of
10
million
or
more.
These
are
largely
exacted
on
commercial
transactions
and
even
with
that,
our
increase
kicks
in
for
sales
over
1.1
million
okay
to
a
dollar
seventy
five
per
thousand.

million

year

roads

me
we're
going
to
have
to
invest
in
public
transportation.

free
lunch
when
you
have
the
entertainment
and
the
venues
that
we've
attracted
here,
we're
enough
to
upgrade
our
transportation
infrastructure.

what
responsible
people
do

the
things
that
accentuate
greatness
