and
feel
that
it
needs
to
be

council

implement

proposed
resolution
and

neighbors,
my
family

eviction
notice
effective
as
a
july
1st
for
just
pause.

just
wanted

express
my
opinion
on
that
and
thank

for
letting
being

allow
increased
density

values
without
considering

of
life

values

our
voices

our
input

in

short
staffing
in
many
departments
and
farming

to
the
tune

one
million
dollars
an
apparent
lack
of

department
in
hr
oversight,
as
it
looks
like

city

potentially
liable
for
fines.
According
to
the
paperwork,
it
appears
that
there
are
city
employees
who
have
also
misrepresented
the
work
that
they
say.
They've
done,
it
looks
like
the
general
fund
is
subsidizing.
What
should
be
department,
budget
items
and
I'm
questioning
continued
warrant
payments
for
broad,
ranging
and
other
legal
fees.

we
paying
for?
Whose
law
fees
are
we
paying
for
under

Cdbg
needs
to
have
provisions
for
prior
applicants
who
are
high
on
the
list,
and
the
work
needs
to
be
done
immediately
for
those

support

renters
rights,
but
also
for
equity
for
individual
homeowners

honest
mom-and-pop
landlords.

disagree
with
this
ordinance
in
areas
I
mean
I
did
not
get
any
notices
to
weigh
in

it

protect
my
rights.

ordinance
is
unfairly
restrictive
to
many
long-time
homeowners

there's
virtually
no
way
to
evict
legitimately
problem
tenants
only
with
the
great
expense
and
the
math

provision

recouping

city
hasn't
ignored
my
alert
regarding
bad
corporation
flippers,
with
no
permits
who
make
a
large

make

profits
when
they

their
sales.

poor
enforcement,

you've
been
restrictive
on
what
we
can
do
with
our
own
homes,
extremely
restrictive,

pay

lot

money

homeowners
can't
get
basic
services

that's

done
well
or
at
all
permits
have
been
unavailable
so
that
you
know
no
hot
water
for

months
during
coven,

alerts
ignored
the
uncriminal,

unhoused

be
criminalized
and
you

now
this
you
did

similar
move
regarding
city-wide
parking

other
things

on
many
levels

homeowners.

city

doing

behalf

encourage

council
to
consider
the
long-term
impact
that
the
proposed
ordinance
will
have
on
both
owners
and
tenants.

structure
of
the
ordinance
is
such
that
it
disproportionately
impacts
small
business
owners
like
me
that
have
been
providing
affordable
housing
at
rents
that
are
significantly
below
the
mean,
as
you
can
see,
from
the
calculations,
I've
provided
the
apartment
unit.
Registration
fees
will
result
over
time
in
a
compression
of
the
effective
or
net
rent
cap
after
paying
the
fees,
the
apartment
unit,
registration
fees.
The
three
percent
cap
currently
is
effectively
a
2.4
cap
for
businesses
that
rent
at
the
bottom.

After
you
subtract
fees
and
if
you're
at
the
top
of
the
market,
that's
closer
to
a
2.7
cap
right
so
over
time,
what's
going
to
happen,
is
the
apartment
unit?
Registration
fees
are
going
to
increase
right
and
that's
going
to
take
up
a
larger
and
larger
share
of
the
rent
cap
and
it's
more
extreme
at
the
bottom
than
at
the
top,
so
for
every
new
dollar
received
by
a
by
a
business
in
increased
rent.

businesses

rent

mean,

continue
to
enjoy
a
reasonable
profit,
while
businesses

rent

rates
near

bottom

market

squeezed

only
path
to
profitability
is
to
remodel
the
units

rent
them
out
for
the
maximum
rate
that
the
market
will
support

getting
evicted

cause

owner
can
renovate

unit

rent

blame

people

can't

other

in

fees
with
service

concern

fund,

no
organization
by

concerned

overseeing
the

register

concern

turn
it

gentrification,

fact

housing

people
are
being
evicted,
that's
only
to
raise
the
rents
once
they're

in

just

the
housing
ordinance
that
we
did
for
the
rental
protection
act.
I
have

say
we're.
Definitely
not
the
only
city
in
the
state
of
california
dealing
with
these
type
of
ordinance
and
trying
to
get
it
right.
That's
what
we're
doing
so.
You
know
we
will
do
what
we
have
to
do
in

future
as
well.
If
we
have

fix
something,
but
the
truth
of
the
matter
is
we're
trying
to
help
as
many
of
our
residents
as
possible.

juggle

loves

she

hard

teachers
are
working
right
now,

them

I

like

moment

a
little
bit
about

brother,
who
became
the
first
person
of
color
to

appointed

ventura
county
superintendent
of
schools.

morales,

he

person

color

believe
the
youngest,

say
that
we
are
very
proud
of
him.
He
works
extremely
hard
and

only

He
was
recently
commended

governor

he
became

the
county
leaders
who
got
all

teachers
and
staff
vaccinated
at
the
fastest
rate.

commendation,

we're
just
very
proud

of
