presentation
related
to
these
two
ordinances
regarding
something
we
find
very
reprehensible
in
the
city
and
that's
intersection,
takeovers
and
so
chief.
If

not

but
have
been
very
instrumental
in
providing
these
services
and
I'm
going
to
turn
it
over
to
them

a
second,
but
I
just
want
to
highlight
they
were
very
helpful,
as
you
know,
on
the
operation
that
we
had
on
august,
8th
my
glasses
on
they're,
pretty
sure
it's
eight
yeah,
it's
the
eighth
and
you
know
to
that
end.

a

a
short
presentation,
so
that
we
can
really
educate
our
citizens
on
what's
going
on
here
and
we
greatly
appreciate
their
assistance.

As
everybody
here
knows
and
has
seen
on
the
news,
these
street
takeovers
are
hugely
dangerous.
We
are
losing
lives
in
southern
california
to
this
behavior
people
are
getting
injured
in
these
intersection
takeovers
as
well
as
traveling
to
and
from
these
events,
our
grant
for
this
last
year,
just
kind
of
an
overview.
We
ran
54
operations.
We
made
1452
enforcement,
stops,
issued
1073
citations,
impounded
or
stored
249
vehicles
and
made
173
arrests
for
either
reckless
driving
or
street
racing
offenses.

Our
operation
took
us
outside
of
englewood,
and
somebody
threw
a
mortar
at
our
at
our
officers
that
were
on
foot,
so
they
become
quite
violent,
but
the
task
force
has
been
very,
very
productive
in
terms
of
curbing
this
thing,
and
our
model
is
just
to
follow
these
groups
wherever
they
go
in
the
county
in
in
past
years,
and
probably
before
social
media.

a,

would
say,
a
country-wide
phenomenon.
This
began
in
oakland.
I
don't
know,
I'm
sure
my
folks
could
probably
throw
a
data
at
you,
but
it
has.
It
has
gone
outside
of
our
counties.
We
know
that
the
adjoining
counties
hit
hard
for
this.
We've
actually
run
operations
where
we
became
aware
of
intelligence
that
they
were
traveling
to.
I
believe,
arizona
and
shared
intel
with
those
folks.
So
it's
occurring
all
over.

there

it's

has
worked
to
deter
this
kind
of
behavior
around

our
operation

significant
in

curbing
some
of
this,
but
I
don't
know
if
anybody's,
actually,
as
a
quantifiable
number
yeah,
I
don't
know
that
anybody's
actually
eliminated
it
from
a
girl,
and
you

I
speak
someone
anecdotally
about
where
it's
occurring
elsewhere.

just
know
it's
occurring
elsewhere
because
they
see
it
in
the
news.

residents

this
kind

most
important
thing

they
could

license
plate

go
call
you

like

would
be
a
step
that
they
could
take
for
themselves
because
they
they
don't
know
what
to
do
when
they
see
this.

bet

work

police

We
are
in
contact

folks
we're
ready

anytime
that
we
can
but
any
information

could
get
us

lot
of
the
places

things
occur.
They
occur
quite
frequently,
but
if
somebody's
having
a
problem
in
their
in
their
specific
area,
just
to
let
your
department
know
they'll
share
that
information
with
us

then
we'll
we'll
know
it's
becoming
a
problem,

really

talk

you
today
about
what
we
do
and
what
we're
trying
to
fix.

On
tv,
people
on
tv
won't
be
able
to
hear
you.
Oh
okay,
we're
really
here
today
to
talk
to
you
about
how
dangerous
this
problem
is
and
what
we
see
on
a
day-to-day
basis.
People
are
losing
their
lives.

everything
we
can
to
stop
it.
If
you
look
up
here
some
of
the
pictures,
these
show
us
we're
taking
cars
and
the
middle
picture
you
see.
This
is
what
a
normal
takeover
looks
like
there's
a
particularly
maybe
about
200
people
that
will
go
and
stand
around
the
intersection
blocking
it.
With
about
the
same
amount
of
cars,
one
driver
will
go
into
the
intersection
and
they'll
start
doing
basically
donuts
oftentimes.
These
guys
are
not
good
drivers
and
they
lose
control
and
go
into
the
crowd.
Frequently.

have
people
in
the
community.
Ask
you
to
pull
your
mask
down
because
they
really
want
to
hear
what
you're
saying
happily.

All
right
so
kind
of
the
makeup
of
its
of
a
street
takeover
they'll,
put
it
out
on
social
media,
most
of
the
fault
most
of
the
organizers
of
the
groups.
They
have
around
50
000
followers
on
instagram,
it's
not
small,
with
50
000
people,
a
pro
they'll
get
between
200
and
500
people
to
go
to
several
different
spots,
all
night
driving
quickly
and
fast
to
get
to
those
spots
before
law
enforcement
do
which
causes
accidents
in
between
once
they
get
to
the
spot.

They
completely
block
the
intersection,
either
with
their
bodies
or
with
their
vehicles,
and
some
and
a
car
will
go
in
and
start
doing,
donuts
all
right
frequently
that
car
will
lose
control
and
go
into
the
crowd
oftentimes
the
victims,
because
that's
what
they
are
at
that
point
of
a
felony
hit
and
run,
will
not
come
forward
and
talk
to
us
because
they're
worried
about
getting
in
trouble
at
the
takeover.
So
the
guy
who's
doing
everything
wrong
is
getting
in
trouble.
He's
not
getting
in
trouble
he's
getting
away
scot-free.

Anybody
can
look
this
up,
just
a
clip
of
it.
How
vice
did
they
interview
with
they
take
over
crews
out
of
compton
and
they
really
romanticize
this
and
show
the
cops
can't
do
anything.
You
know
no
one
gets
hurt
out
here,
just
so
we're
out
having
fun.

like
captain
mulder
said
the
highway
patrol
you're
going
to
see
this,
but
what
we
ended
up
started
doing
is
going
after
the
spectators,
which
is
great
with
the
municipal
code
that
was
just
passed
because
they
are
the
problem
because
they're
blocking
our
patrol
cars,
there's
200
of
them,
not
letting
us
get
to
the
guy.
That's
actually
performing
the
exhibition
of
speed,
they're
damaging
patrol
cars.
We
all
know
that
from
the
highway
patrol
to
inglewood
to
lapd.

The
way
we
define
things
with
these
groups
is
very
important,
because
it's
the
way
that
they
define
things
all
right
say
sideshow
take
over
to
leave
a
legal
gathering
where
they
go
to
perform
an
exhibition
of
speed,
a
swinger,
that's
what
they
that's.
What
they
call
themselves
is
someone
who
goes
into
the
intersection
to
do
donuts
spectators,
anybody
who's
out
there
watching
it
can
be
someone
stepping
out
on
their
front
porch
or
someone
who's
going
from
spot
to
spot
with
them
all
night.

sideshows
been
around
for
many
years.
They
started
in
the
90s
and
they've
just
become
more
prevalent
since
then
they've
grown
in
popularity
in
the
last
few
years,
with
social
media.
Being
such
a
big
part
of
it,
50
000
followers
on

nothing
to
nothing
to
snub
your
nose
at
there's.

lot
of
people
are
following
these
guys
and
there's
a
lot
of
people
going
out
to
the
events
as
we've
seen
when
you
push
them
out
of
one
area
they
go
to
the
next,
they
travel.

was
more
of
the
romanticized
right.
That's
the
vice,
showing
them
that
you
know
how
takeovers
are.
This
is
the
reality.

just
forewarned,
there's
cars
that
you're
swinging
gonna
be
hitting
individuals
that
are
at
the
takeovers,
and
this
is
what
really
happens
at
the
sideshows.

reality

a
sideshow

takeover.
That
is
every
weekend
every
weekend
someone
gets
hit,
they
are
a
victim
to
it
and
they
rarely
come
forward.
Just
like
my
partner
was
talking
about

they're
afraid
of
you
know,
they're
getting
in
trouble
being
at
the
illegal
side,
show
some
of
the
inglewood

my
partner
put
together.

three

they've
taken
these
aerial
footage
and
photographs.

can
see
the
takeover
marks.
The
burnout
marks
at
the
intersections
these.

partner
explained,
they
do
not
have
a
high
opinion
of
law
enforcement
that
bob
mentality
kicks
in
and
they
don't
care
when
there's
only
one
officer
there
or
one
patrol
car,
they
know
that
there's
200
of
them
and
they
can
do
what
they
want
and,
as
you
can
see,
this
is
a
video
from
oakland.
Thankfully
there's
nobody
in
this
patrol
car
but
you'll
see
just
what
happens
when
the
mob
mentality
kicks
in.

So
that's
that's
what
it
is.
That's

the
to
take
over,
and
that
is
the
mentality.
The
spectators
are
blockers.
That's
what
they're
known
for
meaning
block
the
police?
Don't
let
them
come
after
the
guy
doing
the
donuts
highway
patrol.

ended
up
changing
mentality
a
little
bit
and
going
after
everybody.
That's
out
there,
it's
a
mismeter
to
spectate
in
l.a
county.
It
is
a
mismeter

which
is
the
la
county
code
spectated
in
los
angeles
county.

what
this

is
going
to
show
is
the
operation
that
took
place
on
august
8th.
It
was
a
joint
operation
between
chp
street
enforcement
unit
and
inglewood
pd,
as
you
can
see
right
here,
the
entire
about
half
a
mile
out.
Finally
about
100
people
gathered
around
the
intersection.
You
can
see
that
white
car
which
who
was
arrested,
hey
guys,
no
time
on
the
exhibition,
speed
in
the
middle.

And
that
white
vehicle
just
exited
the
intersection
and
pulled
to
the
right
he's
going
to
be
on
van
ness,
just
north
of
108th
and
he's
stopped
along
the
right
curb
right
now,
passenger
got
out.

that's
a
negative:
they
got
it
shut
down
south
of
the
intersection.

And
that
white
vehicle
still
parked
it
looks
like
the
two
occupants
are
getting
back
in
the
car
like
I
said
they
were
both
they
switched
drivers,
but
then
they
were
both
doing
stunts
in
the
intersection.
So
I'll
stick
with
that
white
vehicle.

now
going
to
be
still
just
north
of
the
intersection
on
van
ness.

a

arrest
and
one

for
traffic
violations
on
the
eighth,
all

assure
everybody,
we
certainly
appreciate
the
highway
patrol's
assistance,
but
we
are.
We
are
also
putting
out
patrol
units
every
weekend
this
past
weekend,
for
example,
this
past
sunday
we
encountered
two
of
these
street
takeover
events
and
we
had
multiple
citations
several
in
pounds,
so
we
are
addressing
this
every
weekend
and
every
time
that
it
happens.

redevelopment

very

There's
a

happening

inglewood.

lot

complaints

I

prairie.
I've
noticed
those
marks
on
prairie,
so
I
think
that
it's
actually
happening
in
my
district

well

watching

videos
were
very
compelling.

fact,
it
made
me
cringe
to
see
them
hit
some
spectators
on
the
side,
while
they
were
doing
that.

was
very
unfortunate
and
I'm
so
glad
that
everybody
is
is
working
on
that
and
task
force
has
been
convened.
For
that
also
a
couple
of
things.

want
to
make
sure
that
everybody
is
aware
this
thursday
august
19th.

There

a
grand
opening
in
district
4.,
it's
the
all-in
co-working
event.
They
are
doing
a
grand
opening
there.
I
believe
they're
going
to
have
food
cocktails,
networking
and
just
they're
wanting
city
of
englewood
residents
to
come
out,
see
their
venue
and
get
more
information
on
working
in
that
that's
specific
location,
so
come
on
out
check
it
out
should
be
really
good.
I'm
excited
to
see
new
small
businesses
opening
up
in
district
four
and
the
mayor
will
be
there

me

that
that'll

really
good.

residents

call

police
