Description
08-23-22 Inglewood City Council Meeting
A
I'm
gonna
call
to
order
the
council
meeting
of
august
23
2022,
please
rise
for
the
pledge
of
allegiance
place
your
right
hand
over
your
heart.
I
pledge
allegiance
to
the
flag
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible
with
liberty
and
justice
for
all.
Madam
clerk.
A
E
It's
a
it's
a
hustle
where
they
have
concerts
chili
cook-offs
and
it
makes
it
difficult
for
new
candidates
to
beat
incumbents
already
feels
oh
watch
the
time
come
on.
I
call
your
office.
I
can't
even
get
a
phone
call
back.
Speaking
of
that,
I'm
waiting
for
police
records
from
george
meeks
he's
been.
A
All
right,
thank
you.
So
much
marvin
are
there
any
speakers.
B
D
Ourselves
report
good
afternoon,
mayor
and
members
of
the
city
council.
The
item
before
you
is
a
recommendation
to
conduct
a
public
hearing
and
receive
public
input
on
the
triannual
report
on
water
quality
relative
to
public
health
goals.
The
state
of
california
requires
that
public
water
agencies,
serving
more
than
10
service,
10
000
service
connections,
prepare
a
brief
written
report
providing
information
on
the
detection
of
any
contaminants
above
the
ph
g's,
which
are
public
health
goals
published
by
the
state
of
california.
D
D
The
attached
report
attachment
one
outlines:
the
city
of
inglewood's
drinking
water
quality
in
all
tests.
The
city
did
not
exceed
the
maximum
contaminant
level,
which
is
the
enforceable
level,
whereas
public
health
goals
and
maximum
contaminant
level
goals
are
not
enforceable
standards
and
no
action
is
required.
D
A
Okay,
are
there
any
speakers
in
the
library
lecture
hall?
No
speakers
mayor?
Okay,
with
that
we'll
close
public
comment.
I
move
to
adopt
the
report
zagat,
madam
city
clerk,.
A
B
A
Before
the
vote,
one
explains
some
people
may
not
know
what
that
term
summary
vacation
means.
I
assume
this
means
that
we
want
to
take
some
of
the
sidewalk
to
do
ada
expansion
or
what
have
you,
mr
atwell,
would
you
explain
that
mr.
D
D
D
A
A
And
by
the
way,
these
are
being
paid
by
measure
our
grant
funds,
so
there
are
no
city
funds
involved.
Madam
city
clerk
council.
B
B
A
J
A
J
And
as
to
cs2
mayor,
there
was
a
status
report
given
by
the
human
resource
director
regarding
the
seiu
bargaining
group,
and
there
was
just
the
status
as
that
and
as
to
a2.
There's
no
reports
from
the
city
attorney's
office.
B
Yes,
meredith.
Thank
you
just
wanting
to
ask
you
mayor
if
you
would
close
the
meeting
in
honor
of
a
beloved
son,
husband,
father
grandfather,
great
grandfather,
deacon
leon
davison.
He
was
a
great
man.
He
a
time
resident
here
in
district
1
over
30
years
he
passed
away
and
I'm
just
asking
that
you
keep
his
family
in
prayer
all
right.
A
A
Receive
and
file
during
the
joint
powers
authority
there
are
no
appointments
to
boards
commissions
committees,
public
comment:
any
persons
which
address
city
council
any
matter
connected
with
city
business,
not
elsewhere,
considered
on
the
agenda
may
do
so
at
this
time.
One
minute
operator
are
there
any
callers
on
the
line.
A
All
right
can
we
check
the
library
lecture
home.
K
Can
you
hear
me
yes,
sir?
Yes,
one
of
my
concerns
is
the
lack
of
community
involvement
on
the
new
intuit
dome.
I've
been
in
contact
with
several
members
of
the
building
trades
that
live
in
the
city
of
englewood,
such
as
myself,
an
operating
engineer
for
over
26
years
and
local
12.
we've
been
sold
bill
of
goods
that
they
were
going
to
get
us
on
the
project.
K
I've
spoken
with
several
superintendents
for
aecom
hunt
been
promised
that
I
would
get
on
the
project
and,
as
of
to
this
day
now,
I
can't
even
get
a
return
phone
call.
So
what
I'm
asking
mr
mayor
is
that
I
can
maybe
set
up
some
type
of
meeting
with
you,
so
we
can
address
this
matter.
Therefore,
we
can,
you
know,
gain
some
employment
in
building
this
arena
in
our
community.
K
A
A
It
also
speaks
to
percentages
of
inkwood
residents
that
we
would
like
to
see
hired
for
the
project
and-
and
that's
where
our
input
in
so
for
me
or
anyone
on
this
council
to
approach
them
to
tell
them
to
hire
a
specific
individual
would
be
completely
inappropriate
because,
as
you
can
see,
that
would
give
the
inference
that
if
you
know
the
mayor
or
you
know,
council
people,
then
you'll
be
hired.
So
all
I
can
do
is
I
can
have
someone
from
the
project
call
you
try
to
explain
to
you.
G
And
mayor
was
the
south
bay
workforce
brought
on
board
to
work
with
the.
K
Well,
local
12
is
the
operating
engineers.
Okay
and
what's
happening,
is
I'm
familiar
with
the
south
bay
workforce,
pda
consultants
and
several
of
these
entities
that
are
supposed
to
provide
the
oversight
for
the
project.
However,
after
this
date
you
know
they
talk
about
the
30
goal,
it
hasn't
been
met.
K
Far
as
30
percent
local
involvement,
community
involvement
on
the
project,
as
is
in
the
project
labor
agreement
and
saying
that
inglewood
residents
living
in
those
zip
codes,
have
priority.
A
K
A
G
Okay
and
if
I
could
just
pause
mary,
he
said
something
right
now.
He
said
that
aecom
is
trying
to
get
their
subcontractors
to
comply
and
that
that
actually
doesn't
mean
that
our
enforcement
is
not
working.
That
means
that
aecom
is
having
trouble
getting
their
subcontractors
to
comply
with
our
local
hire
department.
So
I'm
not
so
sure
that
you're
you're
in
the
right
place,
but
we
can,
you
can
speak.
Like
you
said
you,
you
would
call
somebody
anything.
A
Somebody
have
someone
to
call
you
that's
involved
in
heading
up
the
project,
but
what
we
won't
do
is
we
won't
call
them
say:
here's
who
you
must
hire
yeah
all
right.
A
And
so
let
me
see
what
give
me
your
name
again.
K
Like
returning
to
mac
yeah,
I
sent
you,
I
sent
you
an
email
and
I
also
sent
congresswoman
faulk
an
email.
K
Yes
check
it
out:
gmail.com,
okay,.
A
Okay,
here,
here's
what
you
do,
there's
a
good
looking
guy
there
in
the
suit
next
to
you,
his
name
is
emery.
Give
him
your
name
and
number
and
and
we'll
have
someone
contact
you
that's
him.
Thank.
K
E
He's
a
puppet
deon
fox
she's,
a
puppet
george
dyson.
I
don't
even
know-
if
he's
no
he's
there,
that
litmus
test
at
the
city
clerk
with
the
live
scan,
we're
still
not
done
with
that.
I'm
waiting
for
an
email
from
the
district
attorney,
but
I
promise
you
I'm
disappointed
that
I'm
not
on
the
ballot
but
I'll
be
watching
football
and
helping
getting
the
mayor
out.
A
I
see
all
right,
we'll
close
the
public
comment.
A
H
H
We
need
bike
lanes
so
that
families
can
safely
get
back
and
forth
from
our
you
know
the
neighborhood
which
warren
lane
was
located
to
now
kelso,
so
I'm
also
wondering,
as
you
guys
are
trying
to
get
funding
for
the
people
mover.
What
are
you
doing
for
the
community
to
make
sure
the
community
can
get
to
markets
grocery
stores
when
the
stadium
is
having
events.
M
My
name
is
ivan
mason
and
I
know
most
of
you,
honorable
council
members,
george
dodson,
I
used
I
used
to
be
a
executive
in
eloy
morales
district
as
of
august
12.,
I
retired
from
collaborate
communities,
and
I
just
wanted
to
make
sure
that
I
announced
it
here
publicly
that
I'm
still
a
resident
in
the
city
of
englewood
this
time
around,
I'm
in
dion
folks,
falk
district
and
didn't
have
the
opportunity
to
meet
you
personally.
Yet.
M
But
yes,
I
did
introduce
myself
to
you
last
veterans
day,
just
just
here
to
support
the
city
as
best
as
I
can
and
possibly
be
open
up
a
consulting
shop
right
here
in
your
city.
N
Hi,
I'm
making
another
request
for
our
city
clerk,
aisha
thompson
to
recuse
herself
from
all
duties
related
to
our
november
8th
election
in
order
for
our
residents
and
our
candidates
to
receive
a
fair
election
free
from
corruption
and
in
alignment
with
the
democratic
process.
When
I
submitted
my
nomination
papers
to
the
clerk
on
august
3rd,
she
told
me
that,
in
order
to
be
on
the
ballot
and
run
for
mayor,
I
needed
to
complete
a
live
scan.
However,
she
accepted
other
candidates
nomination
papers
without
the
live
scan.
N
Residents
of
inglewood
deserve
to
know
which
candidates
were
forced
to
take
the
live
scan.
What
the
clerk
intends
to
do
with
those
results
whose
possession
those
live
scan
results
are
in
and
who
has
access
to
them?
I
also
submitted
a
request
for
public
documents
to
aisha
thompson
on
may
10th.
However,
I
still
haven't
received
the
documents
I
requested
california
government
code,
section
6250-6253
mandate,
that,
upon
request
for
a
copy
of
records,
the
city
clerk's
office
shall
produce
any
disclosable
records
within
10
days
from
receipt
of
the
request.
A
Thank
you,
okay.
Are
there
any
other?
Is
there
any
other
public
comment?
Oh
yeah,
by
the
way
everybody
on
the
diet
said
turn
into
a
live
scan.
Would
you
raise
your
hand?
George?
Did
you
turn
into
light
skin?
Yes,
yeah
all
right.
Thank.
I
A
Looks
like
there's
no
further
speakers
with
that,
we'll
close
public
comment
and
and
for
the
record
myself,
councilman,
dotson
and
councilman
padilla
turned
in
live
scan
results
immediately.
I
A
We're
going
to
have
council
remarks,
I
was
getting
there
and
counseling
dots
in
district.
One.
O
O
Can
you
hear
me
now?
Yes,
yes,
on
saturday,
I
went
out
to
support
women
goodman
in
her
inspiration,
walk
mrs
goodman
and
her
family
have
been
doing
this
walk
for
18
years.
It's
support
for
healthy
hearts.
It
was.
It
was
really
special
as
you
walk
around
the
their
pathway.
O
There
was
always
an
inspiration
saying
ever
so
so
often
and
by
the
time
you
finish
this
walk.
You
could
also
go
to
the
small
garden
ahead
and
pick
out
one
that
you
would
like
to
do.
It's
like
hug
somebody
or
tell
somebody
hello,
and
they
also
had
a
gentleman
out
there
doing
massages.
O
So
I'd
like
to
thank
gwendolyn
and
her
husband
and
and
family
who
all
were
involved
in
this
for
doing
such
a
wonderful
job
and
thank
you
for
doing
it
every
year
I
also
was
able
to
go
to
the
search
graduation.
O
I
have
to
thank
the
firemen
for
a
wonderful
job.
The
mayor
I
and
the
rest
of
the
council
went
to
this
graduation
and
this
I
maybe
I
didn't
go
to
all
of
them,
but
this
seemed
to
be
a
very
large
class
and
everybody
seemed
to
have
had
a
wonderful
time
doing
this
class.
They
learned
a
lot
and
not
only
did
they
get
a
diploma,
they
got
a
backpack
full
of
all
the
necessary
stuff.
O
You
may
need
in
an
emergency,
so
my
hat's
off
to
the
fire
department
and
thank
you
so
much
for
doing
it.
I
also
have
want
to
invite
people
out
to
the
senior
luncheon.
It's
free
we're
serving
100
people
between
the
hours
of
12
and
two
on
our
first
come
server
basis.
O
O
O
So,
mr
mayor,
I'd
like
you
to
close
the
meeting
and
my
sister-in-law's
name,
madeleine
beller,
and
she
has
always
been
such
a
wonderful
person,
we
are
going
to
thoroughly
miss
her.
So
thank
you
very
much
and
everybody
have
a
wonderful
rest
of
your
day.
Thank
you.
F
Great,
thank
you
mayor.
You
know.
One
of
the
things
that
we
approved
today
was
what
we're
doing
with
residential
sound
insulation,
and
I
know
we
don't
have
a
big
area
in
my
district
in
district.
N
F
Two,
but
I
can
tell
you
that
you
know
through
the
other
parts
of
our
city,
you
know
it's
important
for
our
residents
to
take
advantage
of
this
opportunity.
F
You
know
for
rsi
the
residential,
sound
insulation,
it's
a
great
program.
It's
lawa
provides
the
funds
we
disperse
them
to
those
homes
or
our
apartment
buildings
that
need
the
sound
insulation.
F
I
also
want
to
thank
last
saturday,
the
mayor
and
I
had
an
opportunity
well
hold
on.
I
guess
we're
going
to
the
rotary
club
first,
so
I
had
a
chance
earlier
today
to
attend
the
rotary
clubs
meeting
the
inglewood
rotary
club.
I
want
to
thank
the
the
president
who
is
standing
to
my
right,
mr
carlos
zarita,
thank
him
for
inviting
me
to
be
there
and,
and
I'm
a
long
time
rotarian,
and
so
it's
just
good
to
see
how
engaged
and
involved
the
rotary
club
is
here
in
the
city
of
inglewood.
F
I'm
also
a
lion,
a
city
of
champions,
lions,
club
member,
and
I
want
to
invite
everybody
to
come
out
this
coming
saturday
morning
at
starting
at
8
a.m.
Till
11,
at
the
holy
trinity,
evangelical,
lutheran
church,
located
at
93rd
and
crenshaw
we're
having
our
third
annual
pancake
breakfast
I'll,
be
flipping
the
pancakes
and
cooking
some
of
the
bacon
and
sausage.
F
I
want
to
thank
mary
mcbride
and
the
residents
in
the
4
and
500
block
of
64th
place
the
mayor
and
I
had
an
opportunity
to
go
out
there
saturday
to
enjoy
their
black
club
annual
summer
celebration
off
the
charts.
I
mean
they
had
everybody
out
there
in
the
community
and
food.
I
mean
forget
it.
They
had
everything,
but
it
was
just
good
to
see
all
the
residents
there
together
mayor.
Can
I
get
a
minute.
F
We
have
a
new
business
in
our
city
and
and
it's
not
even
in
my
district,
but
I
got
to
tell
you:
that's:
okay,
I'm
not
hating
it's
in
district!
Four
and
you
know
I
love
cookies.
Right
and
keema
makes
the
killer
cookies.
Folks
in
okemah
here
in
the
city
staff,
and
but
I
tell
you,
I've
been
going
to
this
place-
called
crumble
cookies
in
hawthorne.
Well,
they
just
opened
up
a
new
one
here
in
inglewood
on
century,
just
west
of
crenshaw
on
the
north
side
of
the
street
is
called
crumble.
F
September
17th
is
our
hispanic
heritage
day,
so
please
come
out
and
support
the
city-wide
event.
It's
going
to
be
in
downtown
market
street,
along
in
conjunction
with
that.
Our
city
clerk
is
having
her
voter
registration
celebration
as
well
on
market
street
so
that
we
can
get
our
folks
to
vote
to
register
to
vote.
F
Make
your
voice
heard,
make
your
voice
count
it'll,
be
on
saturday
september
17th
from
noon
till
7.
I'll
be
doing.
My
annual
councilman
padilla
classic
car
show
I'm
going
to
have
at
least
200
classic
cars
out
there.
So,
if
you're
interested
in
having
a
booth
for
our
event,
reach
out
to
teresa
estrada
at
310-412-5396.
A
I
A
A
L
Thank
you
mayor,
so
I
had
an
exciting
week.
L
On
saturday
I
went
to
morningside
alumni
class
reunion
celebration
and
that
was
in
edwin
misson
park,
and
that
was
saturday
from
10
to
3,
and
I
want
to
thank
my
commissioner
sheryl
williams
for
having.
I
think
I
have
some
pictures,
but
they're
not
coming
up.
So
oh
there
we
go
there.
We
go
y'all
y'all
on
it.
Okay.
L
L
I
also
want
to
thank
cinderella
for
her
participation
in
the
event
and
our
lovely
first
lady
of
inglewood
was
out
there
as
well
judy,
but.
L
So
we
had
a
great
time
and
it
was
a
lovely
day
I'm
looking
forward
to
next
year
and
I
just
again
want
to
just
give
a
big
shout
out
for
such
a
fantastic
event,
no
problems
just
all
good
fun.
Also,
yesterday
I
attended
inglewood
unified
school
district's
first
day
of
school.
It
was
at
oak
street
elementary
and
it
was
a
lot
of
fun,
a
lot
of
celebration.
There
I
was
celebrating
with
dr
erica
torres
in
her
cabinet.
L
L
We
had
a
wonderful
day,
and
so
I
want
to
thank
her
for
just
going
big
for
the
first
day
of
school,
so
it
was
wonderful
and,
lastly,
I
will
be
having
a
community
meeting
in
the
darby
dixon
area
and
we're
going
to
connect
with
the
residents
in
darby
dixon
and
have
a
good
conversation
with
them.
Let
them
know
we
are
beautifying
that
area
we
want
to
hear
from
them.
We
want
to
hear
what
your
concerns
are
in
the
area.
We
want
to
hear
what
you
want
to
do
at
the
darby
dixon
park.
L
We
just
want
to
hear
from
you,
so
I'm
looking
forward
to
getting
out
and
connecting
with
my
darby
dixon
residents
and
and
seeing
what
you
guys
want
to
do
going
forward
and
how
we
want
to
move
forward
with
the
park.
What
you
guys
want,
what
kind
of
service
you
services
you
want
to
see,
so
that
will
be
this
saturday
again
from
10
to
12..
A
Thank
you,
councilman
morales.
G
District
three
continue.
I
had
the
opportunity
to
go
to
the
sir
graduation
great
great
class,
for
anyone
who
is
able
to
take
that
the
more
people
that
are
prepared
for
any
any
tragic
event
here
in
the
city,
the
better
for
the
city.
So
I
just
wanted
to
thank
brian
walker
and
his
crew
for
putting
that
together.
All
the
time
I
did
want
to
touch
alex
mentioned
the
sound
installation
program,
which
is
always
good
to
promote
he's
right,
so
many
people
do
not
take
advantage
of
it.
G
I
do
want
to
clarify
that
it
changes
it
has
changed
over
the
years,
because
I
did
get
someone
who
was
disappointed
that
they
no
longer
offer
everything
that
they
offered
the
first
time
around,
which
was
the
entire
home,
the
air
conditioning
units
and
certain
vents
and
everything
else.
So
the
longer
you
wait,
the
more
it
changes.
G
It
doesn't
mean
it's
going
to
change
to
less
all
the
time,
but
it's
not
always
going
to
remain
the
same,
and
sometimes
investing
a
lot
of
folks
are
are
worried
because
they
have
some
code
enforcement
violation
and
they're
worried
about
fixing
it
before
they
apply,
and
I
always
encourage
that.
You
know
it's
worth
it.
G
It's
worth
it
to
fix,
whatever
code
enforcement
violation,
you
have
and
invest
in
that
home
that
way
and
then
apply
while
this
is
good,
but
more
importantly,
I
also
want
to
you
know
remind
folks
that,
unfortunately,
we
deal
with
the
faa
and
their
their
flying
patterns,
which
a
lot
of
folks
are
are
not
included
in.
We
do
believe
that
everyone
should
be
included,
but
these
are
standards
that
the
faa
has
set,
so
we
have
to
abide
by
them,
and
I
just
wanted
to
clarify
that
before.
G
A
I
wanted
to
announce
that
the
city
received
a
15
million
dollar,
raise
grant
from
the
federal
transportation
administration
that
took
going
towards
the
ingui
transit
connector
and
they
gave
out
a
total
of
119
million
in
grants.
The
only
cities
that
received
more
than
we
did
was
the
los
angeles
long
beach
area.
A
I
got
return
of
the
mac
up
here.
I'm
scared.
N
A
That
out
and
then
we
opened
the
fairview
heights
metro
station.
This
saturday
was
part
of
the
reason
I
was
not
at
the
park
for
the
morningside
celebration.
A
It
was
a
beautiful
station
and
I
was
the
mc
for
the
program
which
you
can
find
on
facebook
and
it
was
heralded
hands
down
by
the
metro,
personnel
and
board
members
and
ceo
as
the
best
station
opening
of
the
probably
six
that
have
occurred
in
the
last
six
weeks.
So
we're
very
proud
of
that.
It's
a
very
beautiful
station
at
florence
or
india,
wolf,
redondo,
redondo
and
west
florence
and
west
yeah.
It
used
to
be
a
big
parking
lot
empty,
but
it's
a
beautiful
station.
A
That's
mark
ridley,
thomas
right
there,
that's
right
and-
and
in
fact
he
was
our
partner
in
opening.
He
was
on
the
metro
board
with
me
when
this
was
designed.
He
also
was
our
partner
in
opening
the
101
unit,
transitional
homeless,
plus,
affordable
housing,
building
right
across
the
street
from
it,
and
so
you
know
we
were
glad
that
he
was
able
to
attend
and
pam
o'connor.
Is
there
too?
A
A
A
A
Every
employee
that
comes
to
work
for
the
city
is
subjected
to
live
scan
and
the
records
go
to
the
bless
you
go
to
the
personnel
department,
they
don't
go
to
the
clerk's
office
and,
if
you're
not
convicted
of
one
of
the
enumerated
felonies,
they
are
secured
in
a
locked
file,
never
to
be
seen
now.
I
find
it
interesting
all
this
hubbub
about
being
backgrounded.
A
It
doesn't
make
any
sense
to
me,
however,
the
clerk
still
when
people
declined
only
asked
that
they
signed
basically
an
affidavit
stating
that
they
had
not
been
convicted
of
any
one
of
a
several
enumerated
felonies,
and
it
may
be
something
that
we
take
up
later
as
a
council
as
to
whether
or
not
it
will
be
an
ordinance,
and
we
heard
that
well,
nobody
else
does
this
well,
the
thing
about
it
is
election
coach
says
very
clearly.
You
shall
not
be
a
candidate
if
you're
convicted
of
any
one
of
a
number
enumerated
felony.
A
A
Mr
davidson
was
a
beloved
son,
husband,
father
grandfather,
great
grandfather,
brother
and
uncle.
He
was
a
deacon
of
his
church,
a
faithful
man,
a
good
neighbor
and
friend
in
this
church
in
his
block
club
neighborhood
he'll
always
be
remembered
as
a
kind
and
generous
man
and
sorely
missed,
and
with
that
we're
adjourned.
