hosts

advocates
hotel
workers
and
community
members,
and
I'm
calling
in
to
comment
on
council
initiative
number
one
about
adopting
an
intermoratorium
on
the
establishment
of
short-term
rentals
in
the
city
of
los
angeles
in
the
city
of
englewood.

Better
neighbors
la
believes
that
home
sharing
must
be
regulated
to
be
sustainable.
Regulations
must
ensure
housing
continues
to
be
available
to
long-term
residents
and
protect
affordable,
rent-controlled
housing
from
being
used
as
dedicated
short-term
rental
units.
The
englewood
planning
department
first
recommended
the
city
of
inglewood
prohibit
unhosted
short-term
rentals
in
2018..

Unhosted
short-term
rentals,
including
vacation
rentals,
are
the
most
likely
to
take
housing
off
the
market
and
be
turned
into
dedicated
tourist
housing.
Accelerating
gentrification
and
raising
rents
for
all
unhosted
short-term
rentals
are
often
used
as
party
houses.
They
cause
noise
disturbances,
create
trash
monopolize
parking
and,
as
sadly
illustrated
this
past
weekend,
unhosted
short-term
rentals
pose
a
threat
to
public
safety.

The
city
of
englewood
should
require
all
short-term
rentals
to
be
a
primary
residence.
All
short-term
rentals
must
have
a
host
on
site
throughout
the
rental
to
ensure
that
guests
are
supervised.
The
city
of
englewood
should
prohibit
all
short-term
rentals
in
any
rent,
controlled
housing
unit
to
ensure
affordable
housing
is
used
for
tenants
and
not
tourists.

moratorium

the
establishment

further
short-term
rental
use

city

prohibition

party
houses
and

establishment

requirements
for
host
platforms
to
immediately
remit,
transit
occupant
tax
taxes
to
the
city
for
all
short-term
rentals
operated
in
the
city.

all
know

the
tragedy

our
city
that

short-term

regards

how
we're
going
to
deal
with
short-term
rentals
in
the
long
run,
as
we
all
know,
having
a
temporary
moratorium
imposed,
gives
us
the
opportunity
to
freeze
and
really
think
about
how
we
want
to
address
this
in
the
long
term
for
the
safety
of
our
residents,
but
also
for
the
happiness
of
our
residents
and
the
best
use
of
of
any
property
that
is
deemed
worthy
of
of
being
a
short-term
rental.

agree

that
the
responsible
thing
to
do
is
to
take
this
pause
and
establish
the
fact
that
we
look
into
this
short-term
rental
ordinance
and
and
do
the
right
thing
for
everyone.

something

folks

been
approaching
us

a
long

something
just

overnight
decision
that
we're
just
you

flying
off

cuff.

timely
matter

think

we
need

initiating
this,

it
is
it's
time
for
us
to
be
take
a
pause
like
council
member
morales
said,

get
this
straightened
out,
so
that
we
can
work
for
the
best
benefits
of
our
residents
at
the
end
of
the
day.

say
you
know
there
was
a
time
when
no
one
would
have
ever
imagined
that
people
would
want
to
do
short-term
rentals
in
the
city
of
englewood
and
then,
as
we
have
evolved
as
a
community
as

evolved
socially,
we
have
people
that
want
to
live
here
that
would
never
have
considered
england
a
housing
option.

should
not
be
party
houses,
there
should
not
be
a
proliferation
of
short-term
rentals
that
are
enacted
by
llcs
that
buy
residential
units
and
use
them
strictly
as
an
economic
benefit,
and
the
incident
that
happened
sunday
before
last,
where
four
people
lost
their
lives
to
a
short-term
rental
that
was
rented
out
for
a
party.

there
was
an
ambush,
obviously
they
discovered
who
was
going
to
be
there
from
social
media,
and
so
the
city
has
no
idea.
What's
going
on,
the
owner
of
the
property
is
not
resident
on
the
property,
and
so
we
intend,
after
this
vote,
to
enact
a
very
strict,
short-term
rental
ordinance
that
will
be
developed
during
this
moratorium
and
we
intend
for
what
happened
sunday
before
last
to
never
happen
here
again.

make
a
comment
about
the
incident
that
did
occur
like
we're
talking
about
maybe
two
weeks
ago,
with
the
shooting
and
everything
it
was
an
unfortunate
situation,
and
I
don't
know
maybe
for
a
comment.
You
know.
Maybe
I
know
you
have
the
ink
with
police.
Maybe
they
can.
You
know
patrol
on
the
different
streets
that
they
feel
that
are
that
have
short
time
rentals.

sure
that
they're
not
having
parties-
and
you
know-
they're-
not
you
know
getting
affiliated
and
that
they're,
not
oh,
not
going
by
the
rules
of
the
short-term
rental.

if
they
do
see
that
occurring,

they

call
for
backup,
and
then
they
can
tell
the
people.

to

premises.

you
can't
use
these
short
term
rentals.

we
want

sure

neighborhood
is

working
together
to
make
sure

community
continues

I

to
touch
on
the
super
bowl.

economic
situation
and
let
everybody
benefit

bowl
sunday,
no
there's
going

be
traffic,
take
advantage
of
our
public
transportation
system.

sidewalks

being
torn

day

group

went

celebrate

she

I
have

note
that
councilman
padilla
has
been
such
a
bad
influence
on
all
the
council
people.
With
these

everybody's
got

with
me
everybody

think
it's
great
and
congratulations

something
with
burke
who's
been
great
for
all
of
us.

know
a
little
more

feels
good

part

seen

positive
images

know
everybody's
excited
every
employee
in
here
that
played
a
role

part

amazing

planning
department,
our
city
manager,
our
our
public
works,
everybody
who
did
their
part
we're
not
used
to
building
stadiums,
but
they
made
it
happen,

that
should
be
commended
equally.

this.
The

city
has
grown
exponentially
in
so
many
ways,
and
yet
our
police
department
has
not
grown
but
they've
handled
everything.
So
more
of
what
alex
said,
it's
amazing
to
me
when
there
is
all
this
going
on
in
the
city
on
any
given
sunday,
and
you
could
still
call
them
and
get
a
response.

I've
seen
it.
It's
happened
in
the
neighborhood
and
they
should
be
commended.
So
part
of
it
is
just
kind
of
understanding.
I
guess
how
it
works,
and
these
two
gentlemen
of
course
know
how
it
works,
but
it's
also,
you
know
the
fact
that
we
have
such
experienced
leadership
over
at
the
department
that
can
just
absorb
all
this
extra
stuff
and
just
identify
what
needs
to
be
done.
So
that
being
said,
I
just
want
to
thank
everyone
for
for
their
role,
in
that
I
did
want
to
mention.

know
councilman
dodson
mentioned
black
history
month
and
it's
amazing.
You
know
I
I,
since
I
grew
up
here
in
inglewood.
You
know
I
thought
everybody
had
classes
that
heard
about
black
history
month
in
classes
heard
about
martin
luther
king
during
their
days,
but
not
everybody
did,
and
you
know
I
can
tell
you
that.
That's
why
I
think
it's
so
important
that
these
months
are
recognized.
You
know
so
that
being
said,
an
important
city
in
an
important
month
having
an
important
things
happen.
So
that's
awesome.

Wanted
to
acknowledge
assemblywoman
burke,
the
entire
city
council
was
here
for
her
when
she
first
ran.
I
don't
know
if
it's
2014
2015.

and
you
know
she
got
elected
right
off
the
bat
non-incumbent
and
we're
very
proud
of
her,
we're
very
grateful
for
the
things
that
she
has
done
for
the
city.
She
was
heavily
involved
in
us
getting
an
8.5
million
dollar
grant
to
redo
market
street,
which
we
are
in
the
planning
phases.
Right
now,
I
wanted
to
say
that,
after
50
years
of
service,
public
service,
three
different
cities-
this
one
twice
that
this
moment
this
moment
in
time-
is
the
ultimate
of
of
my
career.

They
are
grateful
to
the
council,
for
you
know
what
we've
done,
but
the
reality
is
is
that
this
is
a
an
organization
of
about
785
people
now
and
we
all
we
all
in
the
city
of
england
family
play
a
role
without
most
of
us.
I
can't
say
all
of
us,
because
you
know
we
have
a
few,
but
most
of
us
without
most
of
us-
we're
not
where
we
are
today,
and
it
becomes
even
more
important
when
you
get
the
big
things
that
you
take
care
of.

have
worked
so
hard
on
renewing
the
infrastructure
over
the
last
eight
years
when
we
saved
the
money
to
do
it,
and
you
know
I
have
to
give
a
lot
of
kudos
to
the
public
works
department.
I
was
in
the
basement
with
three
of
the
guys
coming
up
this
morning
and
they
were
talking
about
how
proud
they
are
to
work
for
the
city
of
inglewood
and.
A
When
you
have
people
over,
you
usually
clean
up
the
living
room.
A
So
we're
cleaning
up
the
living
room,
everybody-
and
I
just
want
to
tell
you
I'm
grateful
for
the
city
council,
I'm
grateful
for
the
employees,
our
executive
staff,
for
making
this
the
time
of
my
life
and
with
that
we'll
close.
