business

guys
really
want
to

something
for
your
gentrifiers.

to

are
people
that

deserve

voice

Inglewood
has
no
support
for
the
homeless,
zero,
zero
zero,
and
you
need
to
chill
with
that.

need
to
change

been
talking

the
residents
in
my
community.
I
live
in
briarwood
and
had
an
opportunity
to
visit
a
town
hall
meeting
in
the
renaissance
and
a
major
question
came
up.
Often,
why
is
our
tax
base
so
high?
We
have
two
billion
dollar
stadiums
within
the
city
and
our
taxes
continue
to
rise.
Why
cannot
they
subsidize
those
taxes,
so
the
residents
are
not
penalized
for
living
here.
We
see
no
benefits
from
the
monies
coming
in
from
the
stadiums.

The
clippers
have
openly
displayed
and
tell
everyone
they
have
donated
a
hundred
million
dollars
to
the
city
of
inglewood.
The
the
residents
of
englewood
have
not
seen
any
benefits
from
that
they
feel
like
they
are
held
captive
because
we
get
no
notice
about
any
kind
of
traffic.
We
leave
our
houses
in
our
cars
and
boom
we're
in
the
traffic.
I
Fortunately,
the
hollywood
park
sent
out
a
schedule
of
what
events,
but
there
has
been
nothing
from
the
city.
They
have
city
of
inglewood
billboards.
They
don't
even
work,
they
I've.
Never.
I
haven't
seen
them
lit
up
in
the
last
six
months.
We
have
seen
no
benefits
from
the
contributions
from
these
stadiums
and
it
is
just
very
discerning.

good
now,
as
far
as

them

skid
row,
we
don't
ship
anybody
to
skid
row,

have
a
cold
weather
shelter
over
on
grosnover
and
we
do
have
an
agreement
with
saint

now
as
far
as
tax
base

high.
The
reality
is
this:
we
have
not
raised
taxes
in
the
city
of
inglewood
for
residents
during
the
time
that
I've
been
on
the
council.

city
has
benefited

we've
turned
that
money
into
added
street
street
repairs

tree
trimming
services
into
sidewalk
repairs
into
providing
opportunities
for
our
youth.
In
the
youth
orchestra
program,
we
have

city
subsidized,
low-income
family,
tennis,
training
program
and
then,
as
far
as
your
last
statement
about
we've
received
100
million.
We
have
not
received
one
dime
of
that
100
million
in
the
development
agreement.
It
says
it
will
be
dispersed
upon
the
certificate
of
arkansas
occupancy.

every
one
of
these
things
you're
ill-informed
misinformed
on
all
right
with
that.

I

we'll

the
fy
2223
recommended
annual
operating
and
capital
improvement
budget
for
your
consideration.
I
would
like
to
start
off
by
start

my
presentation
by
reminding
the
mayor,
council
and
public
that
the
city's
operating
budget
is
a
snapshot
in
time.
More
specifically,
the
budget
is
always
subject
to
a
number
of
variables,
such
as
fluctuations
in
revenues
and
expenditures,
service
modifications,
operating
emergencies,
regional
economic
changes,
intergovernmental
grants
and
legislative
initiatives.

The
recommended
fy
2223
general
fund
operating
budget
is
the
first
in
over
a
decade
that
is
balanced
without
the
use
of
reserves.
In
addition
to
not
recommending
the
use
of
reserves
to
balance
the
budget,
the
recommended
fy
2223
budget
is
forecasted
to
have
a
5.9
million
dollar
fund
balance
at
the
end
of
next
fiscal
year.
This
is
a
stark
contrast
to
the
fall
of
2010
when
the
city
faced,
the
17
million
dollar
projected
operating
deficit.

bond
rating
is
a
double

minus
and
there
were
no
annual
audit
findings
for
the
period
ending
september.

stunning
reversal
of
fortune
is

kind
of
story
that
deserves
aspirational
case

disciplined
and
even
courageous
political
leadership
and
exceptional
staff
execution.

factors
improving
the
city's
financial
condition
have
included
restructuring
pension
and
civic
center
debt,
resulting
in
substantial
savings,
implementing
operating
efficiencies.
Deferring
and
managing
employee
compensation
increases,
reforming
post-retirement
benefits,
actively
pursuing
grants,
community
benefits
packages
and
securing
pandemic
relief
assistance
by
any
measure.
Englewood's
financial
health
is
strong
and
its
economic
outlook
is
bright
if
further
proof
of
this
is
required.

only
look
at
our
historically
high
unemployment
rate,
unprecedented
rise
and
property
values
and
the
volume
of
calls
received
daily
from
investors
and
business
owners
wanting
to
move
to
the
city
of
inglewood
as
part
of
the
annual
budget
process,
certain
general
fund
expenditures
are
highlighted,
which
represents
specific
increased
costs
to
the
city's
general
fund.
These
items
include
salaries
and
benefits,
health
care
costs
for
active
and
retired
employees.

predict

we're

make

expenditures.

are
times

at
the
close

this

have

positive
fund
balance
of
over

million
dollars,
and
I
really
want

that,

some
people
that
make
this
big
deal
about.
The
city
is
in
such
financial
peril
and
difficulty.

reality

this

we
budget
to
give
the
maximum
amount
of
services
to
the
public
every
year,
and
some
of
these
projects
are
multi-year
projects
and
they
don't
all
get
completed
in
a
fiscal
year,
but
so
that
will
cause
us
to
show
a
negative
fund
balance
because
we
are
funding
them
as
though
they
will
all
be
completed
in
the
same
fiscal
year.

benefit
increases

prior

largely
due
to
cities
negotiated
agreement
with
public
safety,
in
addition

personnel
augmentation

what

consider

personnel
from
our
previous
years,
where
we
had
to
make
cuts
in
addition
to
other
attributes
related
to
this,
which
is
also
our
healthcare
and
calpers.
So
the
total
of
our
salary
and
benefit
increases
for
fiscal
year.

salary
and
benefits,
we
have
our
debt
services,
debt
services.
We
have
at
12
million
this
year,
which
is
an
increase
of
5
million
dollars
or
72.6
percent
debt
service
is
the
debt
service.
Payment
is
related
to
our
pension
obligation,
2005
series
bond,
though
it
appears
as
if
it
is
a
significant
increase.
The
city
has
saved
approximately
19
million
dollars
over
the
last
four
years
as
a
result
of
restructuring
our
bonds
in
2018,
as
well
as
2020.

one

we
heard
a
lot
of
bruha
about,
we

had

state
assemblyman

a
bad
thing

refinancing

pension
debt.

took
a
hundred
million
dollars
at
about
three
percent
and
paid
down
100
million
of
7.5
debt
and
that
led
to
that
figure.

being

refinance

house

fairly

cost,

also
in
the
annual
increase
in
terms
of
the
general
fund
on

upcoming

terms

city-wide
revenues.
The
total
citywide
revenues
are
projected
to
be

water
utility

them
they

have
significantly
grown
over
about
20
percent.

surface,

they
blend
into
our
quality
of
life
that
we
don't
tend

recognize.

now

sidewalks
at
a
number

unheard

years

streets
have
been
improved
to

moving

inside

compare
all
the
previous

previous
budgets,

it's
there

increases

amenities,

fact

larger

stadiums

housings

in
the

not

that
shade

kids

and
not
have
to
worry
about
burning

the

classic
car
show,

teamed

year

our
city
clerk
for
our

out

vote

as
she
mentioned
today's
national
voter
registration
day,
it
was
important
for
us
to
get.
You
know
to
always
work
together
as
a
team,
but
to
make
sure
that
we
let
our
residents
know
if
you're
new
in
the
city
of
england,
you
need
to
register
now.

So
you
can
be
a
voter
for
inglewood
for
the
issues
that
are
facing
our
community
for
the
folks
that
are
running
for
election,
and
so
we
want
to
make
sure
that
everybody
gets
the
registration
done.
If

have

people
drove
down

diego
to
be
a
part
of
this
car
show.
Folks
were
talking
that
you

it
was
the
best
car
show
all
summer
long,
and
it
happened
right
here
in
inglewood.
Everybody
wanted
to
come
down
to
be
a
part
of
what
we're
doing
in
inglewood
right,
and
so
I
just
want
to
thank
everybody
that
came
out
all
the
families.

smiles
on

kids
faces
our
school
district
mayor.

a
really

do
is
get
our
community
vaccinated

boosted.

invite
everybody
out.
There
will
be
free
vaccinations,
free,
booster
shots.

am
going
to
get
boosted
and
I'm
going
to
challenge
some
of
my
colleagues

out

get
boosted
too,
and
some
of
them
have
decided
to
take
me
on.

know
the
mayor
said
he's
already
boosted.
So
he's
he's
good,
but
it
would
be
a
great
event
for
the
family
but
a
healthy
event.

still
want
to
stay

family

and

show

did

amazing

saw
cars
there

probably

never
see
in
my
lifetime
and
they
were
beautifully
maintained.

was
a
great

eli
morales

something

closed
session.
That
really
resonated
with
me.
He
talked
about
his
time
on
the
council.
You

prior
to
12
years
ago,
and
there
was
a
separation
between
the
attendance
at
different
events
based
upon
the
ethnicity
of
the
event
and
and
one
of
the
things
that
he
really
brought
to
my
attention
is
how
homogeneous
we
are
in
this
community.
Where
it's
you
know,
we
don't
even
think
about
it.

It's
really
makes
me
proud
to
be
part
of
a
community.
That's
like
that.
I
want
to
thank
the
clerk
for
her
event.
However,
she
had
me
there
so
many
times
I
had
to
change
clothes.
If

look
at
the
pictures
and
one
day-
and
I
also
want
to
see
there-
you
go
see
first,
I
was
in
a
certain

thank
all
the
sororities
that
were
involved.

great
