today
we're
here
for

public
hearing
to
adopt
the
2022-2026
consolidated
annual
action
plan
and
the
2022-2023
annual
action
plan
for
the
community
development
block,
grant
cdbg
and
home
investment
partnership
act
also
known
as
home
program.

I've
prepared
a
slide
that
will
go
through
to
describe
some
of
the
elements
of
the
plan
and
I'll
try
to
make
it
as
concise
as
possible,
consolidated
plan.
The
five-year
consolidated
plan
for
the
city
of
ingwood
serves
as
a
grant
application
to
hud
for
the
city
to
receive
federal
funds
for
entitlement
grant.
Programs
within
that
consolidated
plan
is
is,
is
the
annual
action
plan
carried
out
over
five
years
so
each
year,
we'll
have
an
annual
action
plan.

are
the
elements
again
consolidated
plan,
it's
good
for
five
years,
the
annual
action
plan,
the
analysis
of
impediments
to
fair
housing
and
the
community
participation
plan,
which
the
city
council
apple
approved
last
month,
cdbg
and
home
allocation.
What
you
see
before
you
is
the
annual
allocation
that
starts
october,
1st
2023,
as
you
can
see,
for
cdbg,
we
received
just
over
1.2
million
for
the
home
program,
just
under
900
000.

next

describes
a
year-over-year
comparison
for
the
cdbg
and
home
programs.
As
you
can
see
in
the
light
blue.
The
cdbg
program
received
just
about
a
decrease
of
6.1
for
the
home
program
in
dark
blue.
We
received
an
increase
of
about
4.1
percent
cdbg
program.
So
basically,
this
is
a
a
block
grant
program
that
helps
communities
by
providing
decent
housing
and
suitable
living
environment
and
by
expanding
economic
opportunity,
principally
for
low
and
moderate
income
persons.

few.
We
regulate
insurance
companies,
licensed
agents
and
brokers,

fraud.
Our
role
is
to
ensure
that
every
california
consumer
is
protected.

milestone

part
of
the
project.

enjoyed

and

the
mayor

our
residents

that
are

move

inglewood

get

inglewood,
but
we
don't
lose
sight
of
making
sure
that
we're
helping
our
families
right
to
make
sure
that
they're
stable,
that
they
have
a
roof
over
their
head
and
also
for
some
of
these
families
that
have
homes
that
need
rehabilitation.
They
need
some
work
done.
There's
funds
for
that.

that
application

advantage

these

best
things

I
think
I've
always
enjoyed

this
city

is
we're,

we

large
city,

our
entertainment
venues
have
made
us

large
city
in
the
large
destination
sites,
we're
still
kind
of
built
like
a
small
community,
and
we
all
all
of
our
ref
events
reflect
that.

so
proud
of
that.

fact

know

still
have
block
clubs,

still
have
little
events,
people
go
to
neighbors
houses
and
have
little
meetings,
and
I
have
to
tell
you
that
if
we
keep
that
charm,

we're

the

of
both
worlds,

the

clippers
arena
and
how
fast
they're
moving.

amazed

truth

that

lot

commitment

clippers

early

making

timeline
of
2024

they're
a
perfect
example

letting

stop

saw
them,

serious
obstacles
in
the
front
end

the
mayor's
relationship
with
them
got
them
through.

becoming

destination

and
you

it's

another

to
celebrate.

we
had.

said
there

million
dollars

red

accurate.
The
audit
report
basically
takes
the
sum
of
our
assets.

our
latest
estimation
of
our
pers
unfunded
liability
is

million,
and
so
as
of
2018,
our
net
position
was
a
minus

million

went

the

pay
their
retirement

to

the

say

number
that

that

If
the
city
stopped
business
today,
if
we
never
took
in
any
more
tax
revenue,
if
we
just
closed
down
and
we
sold
all
our
assets
and

still
owed

unfunded
liability

that's
what
we
would
have
to
pay
to
pers.
But
as
you
know,
the
city
is
an
ongoing
enterprise.
So
it's
it's
the
same
as
if
you
owned
five
houses
and
they
were
worth
a
hundred
thousand
dollars
a
piece
and
there
was
a
recession
and
those
houses
were
now
only
worth
50
000
apiece.

Then
your
net
position
is
going
to
be
negative
because
you're
gonna
you're
gonna
owe

000
more
than
you
have
in
asset
in
that
asset,
but
the
reality
is:
is
you're
going
to
keep
working,
keep
renting
and
keep
paying
for
those
houses.
So
it's
an
imaginary
number
that
you're
your
net
position,
but
it's
it
is
it's
an
accounting
technique
and
so
what
they
force
cities
to
do
is.
We
include
these
numbers
that
we
have
time
to
pay
for,
and
our
unfunded
liability
for
our
pers
is
is
extremely
modest.

instance,
if
you
go
to
like
anaheim,
I
think
theirs
is
892
million,
so
the
city
actually
is
very
well
situated,
even
when
it
comes
to
these
imaginary
numbers
as
though
you're
going
to
go
out
of
business
tomorrow,
and
so
the
reality
is
this-
that
we
have
about
74
million
in
unobligated
reserves
when
you
count
the
land
that
we
have
that
we
could
sell.
We
are
about

comes

safety
and
operations.

percentage
of
unobligated
reserves
that
we
have
compared
to
our
spending
plan
every
year
far
exceeds
any
city
in
the
country,
and
so
I
just
wanted
to,

that

wanted

clear.
It

only
one

that
I
saw
that
said
that,
but
the
reality
is
is
I
want
people
to
understand
this
net
position
of
net
assets
is
basically
a
number
that
assumes
if
you
went
out
of
business
today.

hope
I

that
kind
of
clear,

we
are
very
financially
sound,
wait
better
than
most.

more
money
in
the
bank

say
that
again

we
have
ever
had

a
city,
and

I
want

make
that
perfectly
clear
so
with
that
we're

clippers

been
magnificent
partners
with

city.

Community
benefits
agreement
package
for
the
city,
that's
supposed
to
take
effect
in
2024
when
they
opened
the
arena.
However,
they
released
money
early.
So
we
could
start
the
retrofit
of
the
main
library,
and
I
wanted
to
acknowledge
that
they
didn't
have
to
do
that,
and
so
with
that,
I'm
going
to
close
a
meeting
in
the
