sources

it

local
money.

federal

We
originally
had
planned
to
use
housing
as
part

project

include
housing,
and
so
you
wish
show
on
our
first
part
of
our
next
year
that
we're
planning
to
you
something
called
housing
set
aside:
HUD
home
funds
and
simply
come
on
housing
tax,
increment
funds,
the
first
to
our
monies
that
can
only
be
used
for
housing.

we
decided
to
take
out
the
housing
component
from
the
Senior
Center,
we
lost
the
first
two
amounts:
the
4.2
million
dollars
in
the
6.8
million
dollars.
The
second
one
is
six
point:
four
million
dollars
with
the
state
decided
to
dissolve
redevelopment
agencies.
They
took
all
our
uncommitted
funds,
and
so
those
ones
are
no
longer
available
as
well
the
remaining
funds
or
sources
we
still
have
left
for
the
Senior
Center,
but
we
have
a
different
amount.

have
still
the
CDBG
section
108
of
3
million
dollars,
so
you
see
under
the
column
for
Senior
Center.
Only
we
have
the
three
million
and
for
tactics
and
bond
funds.
What
we
did
is
we
increase.
The
amount
of
tax-exempt
bond
prompts
from
the
old
finance
plan
to
20
million.
We
also
still
kept
our
HUD
initiative
grant
or
what
we
call
our
economic
development
nishat
of
grand.
There
was
nine
different
ones.

have
expanded
all
of
those
monies,
but
they
weren't
spending
for
this
project
that
I'm
part
of
those
costs
went
to
pay
for
a
Gwen's
work
up
today,
and
many
of
the
lawyers
were
putting
together
our
MPs

into
land
preparation,
and
so
we
have
expended
in
books.
So
what
we
currently
have
is
approximately
23
million
dollars
remaining
for
this
project
and
those
will
cost

will
include
all
design
costs
and
the
actual
construction.

city

comments
experts
in
their
different
areas
to

up
with
a
design
guidelines

go

request

qualifications.

designing

building
this

with

we
come

you
here

We've
been
through
a
significant
listening
process.
We
took
a
first
attempt
at
incorporating
everybody's
information.
We
presented
that
to
you,
the
beginning
of
September
and
the
ninth,
and
we
received
various
comments
from
you.
We've
also
been
speaking
with
staff
with
Public
Safety
officers,
the
police,
the
fire
department,
all
of
the
departments
within
the
city,
and
so
a
lot
of
this
information
here
is
incorporated
in
this
now.

Some
of
it
will
be
verbal
in
Asia,
so
part
of
what
we're
going
to
be
showing
you
is
some
plans
now
they're,
not
the
plants
that
are
you're
going
to
end
up
with
as
your
final
senior
center,
so
be
aware
of
that.
The
purpose
of
these
plans
is
to
incorporate
the
information
that
you
in
us.
So
it's
issues
like
how
many
rooms
of
what
time,
how
many
meeting
rooms
already.

we
know
how
many
meeting
rooms
we
can
get
in
there
so
that
way,
when
we
put
it
in
the
RFP
the
request
for
proposal,
we
know
that
in
fact
we
can
get
that.
We
know
where
the
bathroom
that
bathrooms
will
be
located
and
they'll
be
a
variety
of
bathrooms
in
different
locations.
We
know
that
the
what's
a
reasonable
size
for
the
multi-purpose
room
and
how
many
people
reckon
to
could
seat.
So
all
of
those
kinds
of
things
are
the
purpose
of
this.

So
it's
really
about
the
intention,
rather
than
necessarily
the
specifics
of
the
design
that
you
will
be
seeing,
because
the
design
that
you
end
up
with
will
be
different.
One
of
the
things
that
we
will
be
going,
however,
is
holding
the
design
team
to
producing
something
at
least
as
good
as
this.
So
in
other
words,
if
they
try
and
sort
of
make
it
that
simpler,
because
it's
cheaper
to
build
it
simpler,
we'll
say:
no,
that's
not
the
intention.
The
intention
was
that
it'd
be
an
interesting
space
that
it's
more
than
just
a
box,
for
instance.

So
that's
the
fear
in
terms
of
this
process.
The
process
in
this
city
is
one
about
with
a
design-build.
It's
the
lowest
cost
wins
the
game,
so
we
have
to
set
the
standards
very
strictly
in
terms
of
making
sure
that
is
the
lowest
cost.
On
the
quality
and
the
nature
and
the
design
that
you
want
as
part
of
your
senior
center,
so
that's
why
we've
done
what
we've
done?
We're
not
we're
not
able
to
do
what
they
call
a
best
value,
which
was
would
be
that
you
give
points
for
adding
extra
features.

So
we
have
to
make
sure
that
all
the
features
are
incorporating.
So
let's
take
a
look
and
see
where
we
are
so.
This
is
and
we'll
go
over
in
detail
the
various
rooms
through
here,
but
just
broadly
speaking,
one
of
the
bigger
things
that's
happened
since
we
spoke
with
you
last
time-
is
that
I
met
with
June
of
Elizabeth
and
they
expressed
concerns
about
how
the
center
was
oriented
so
that
the
primary
pedestrian
entrance
we
had
thought.
Maybe
it
would
be
best
off
queen.
G
But
the
concern
is
that
a
lot
of
the
seniors
are
living
already
living
on
locust
and
the
Queen
Street
itself
because
of
the
Sally
Army
Center
there
that's
across
the
road,
with
a
lot
of
the
homeless,
come
in
their
proximity
to
market
scream,
which
isn't
yet
a
street
of
that's
y
unos
Desirables.
It
might
be
that
that
it
was
really
important
to
do
that.

So
now
you
can
kind
of
see
that
we
have
the
primary
pedestrian
entrance
where
you
would
walk
up
to
it
as
being
off
of
Locust
Street
through
here,
and
we
took
it
away
from
Queen
Street.
However,
this
still
is
an
entrance
of
Queen
Street
and
you
can
kind
of
see
that's
where
that
bus
is
located,
that
there's
a
an
entrance
on
that
side
for
the
purposes
of
transportation,
so
that
you
can
separate
the
transportation
from
from
from
the
primary
entrance.

So
you'll
see
that
we've
colored
this
this
up,
so
the
green
spaces
are
the
sort
of
the
amenities
faces,
the
multi-purpose
rooms
and
specialty
rooms
of
the
billiard
rooms
and
all
of
those
kinds
of
things
are
in
our
are
in
that
sort
of
green
color
p.
The
yellow
color
is
sort
of
the
circulation
space
and
lounge
space
and
other
kinds
of
things
of
that
nature.

The
second
floor
is
has
been
reoriented,
based
on
what
happened
down
below
and
again,
you
can
see
the
same
kinds
of
things
happening
through
there.
There's
a
lot
more
staff
space
on
the
second
floor,
as
opposed
to
the
first
of
all,
and
that's
primarily
to
because
of
the
agencies
and
there's
other
kinds
of
the
staff
needs
on
the
second
floor.
But
the
second
floor
also
has
a
lot
of
amenity
spaces
for
the
seniors
as
well,
and
then
we
have
parking
this
two
levels
of
talking,
they're,
almost
identical
to
each
other.

One
of
the
things
that
are
now
the
only
issue
with
this
is
that
we've
got
to
see
how
that
works
with
the
budget,
but
at
the
very
least,
we
will
make
sure
that
we
match
what's
necessary
for
our
for
the
recode
requirement
and
increasing,
in
addition
to
that,
in
addition
to
that,
we've
made
them
all
full-size
spaces
large
full-size
spaces
of
not
a
minimum
full-size
space
and
we've
added
more
handicapped,
accessible
spaces
than
the
code
actually
requires,
so
that
all
allows
for
additional
facility
of
using
this.
So.

would
get
into

building,

the
the
primary
stairs
and
the
elevators
are
located
in
this
location

handicapped
stalls

located

to
the
elevator.
Basically,
so
there's
close
to
the
elevators,
we
could
put
them.

so
let's
talk
about
what
we
have
here
in
terms
of
sort
of
the
lobby
and
open
spaces,
so
your
primary
entrance
is
he
coming
in
through
the
injury
in
through
here.
This
is
a
two-story
space.
We
have
to
sort
of
the
ceremonial
stairs
where
you
can
parade
up
and
down
and
see.
What's
going
on
down
below,
you
can
be
up
on
the
balcony
looking
down
into
that.
So
that's
the
lounge
sort
of
a
general
seating
area
in
the
entry
area,
which
would
be
in
a
nice
open,
bigger,
open
space.

We've
also
put
the
history
wall
along
that
back
elevation
there,
so
that
so
that
almost
one
of
the
first
things
that
you
see
is
you
come
in
as
well
as
the
stairs
is
that
history
wall
through
that
which
was
a
request
that
we
that
we
saw
when
we
went
to
the
Lawndale
Center
that
people
thought
was
a
good
idea.
We've
got
the
reception
located
in
this
location
through
here,
and
that
reception
can
see
very
easily
the
primary
entrance
through
year,
but
also
can
see
the
secondary
entrance,
which
is
the
transportation
entrance.

So
that
is
that's
very
important
from
the
staffing
standpoint,
because
one
staff
member
can
basically
see
almost
everything
that's
going
on
in
the
public
area,
that
circulation
area
and
the
primary
entrances
to
some
of
the
multi-purpose
rooms
and
other
kinds
of
things.
So
you
can
kind
of
see
that
through
there
that
you've
got
these
these
these
doorways.
These
are
the
doorways
to
the
multi-purpose
room.
These
are
always
got
some
smaller
meeting
rooms
and
so
on.

Well,
being
with
the
camera,
sorry
Batman
that
that's
a
storage
place
where,
for
instance,
it's
a
larger
storage
place
where
you
could
roll
in
a
piano
or
roll
out
of
a
piano
through
there,
because
that
would
be
a
suitable
location
for
storing
of
musical
equipment
and
other
kinds
of
things
of
that
nature.
So
that
was
very
much
a
part
of
it.
One
of
the
things
in
terms
of
flow
materials.
Obviously
there's
a
great
concern
on
the
part
of
staff
in
terms
of
maintenance.

Maintenance
is
always
an
issue
in
a
public
facility,
so
having
very
resilient
materials,
particularly
for
materials,
is
important.
However,
they
should
be
beautiful
and
graceful
at
the
same
time
as
well,
because
this
is
your
home
away
from
home.
So
we're
really
seeing
that
as
being
the
primary
areas
through
there
as
being
colored
polished
concrete.

Now
some
of
you
went
to
the
palmdale
center
and
saw
that
you
were
a
little
concerned
that
it
might
be
a
bit
dark
that
can
be
adjusted,
but
you
can
make
it
very
decorative
and
it's
very
easy
to
maintain
and
I
said.
I
certainly
know
that
the
recreation
director
was
very
much
in
favor
of
ease
of
maintenance
on
that.

So
that's
that.
But
having
said
that,
there
are
going
to
be
spaces
where
we
have
would
force
is
going
to
be
some
limited
locations
where
we
have
carpet
things
of
that
nature.
Going
back
to
this
area
through
here
the
reception,
as
I
had
mentioned,
with
its
primary
office.
There's
the
activities
co-ordinate
coordinator
through
there
and
you
were
concerned,
would
that
be
sort
of
some
kind
of
health
facility.

My
understanding
from
from
the
city
is
that
they
wouldn't
staff
it
on
a
permanent
kind
of
way,
but
there
is
a
therapy
room
in
there,
so
somebody's
feeling
a
little
ill
or
their
it.
So
if
there's
a
going
to
be
a
medical
pick
up
or
something
of
that
nature,
if
somebody
needs
to
to
have
some
kind
of
thursday,
that
would
be
a
location
right
there
on
the
ground
floor.

So
one
of
the
things
that
we
did
going
on
a
little
bit,
there's
the
transportation
office,
where
you
get
all
your
vouchers
and
all
of
those
kinds
of
things
that
are
necessary
for
that
and
then
what
we've
done
through
here
is.
This
is
the
primary
TV
space.
It
has
those
sort
of
tall
kind
of
bookshelves
of
those
of
you
who
went
to
palmdale
saw
the
TV
was
sort
of
out
there
in
the
middle
of
activity,
rather
than
being
in
sort
of
a
room
off
to
itself.

I've
done
them
both
ways
and
I
find
that
this
is
a
much
more
social
way
of
having
a
TV
room.
But
again
that's
something
that
we
can
that
if
you
want
to
comment
on
you
make
most
certainly
could
one
of
the
things
that
Palmdale
had
started.
Viewers
have
a
rolling
jigsaw
puzzle,
so
this
is
the
kind
of
space
that
that
could
happen
gained
if
you
like,
playing
chess
or
backgammon
or
cards
or
whatever
it
is.

This
is
the
kind
of
place
that
we
could
do
for
did
I
accommodate
that,
and
then
the
bathrooms
themselves
are
located
in
the
very
center
essential,
as
centrally
as
we
could.
The
main
bathrooms
are
located
in
that
in
in
the
main
area,
through
that
there
are
additional
single
occupancy
bathroom,
so
somebody
needs
assistance,
so
two
people
need
to
go
into
a
bathroom,
so
we
have
one:
that's
right,
opposite
the
multi-purpose
room
and
there's
also
one
right
opposite
where
most
of
the
staff
arts
of
this
assistance
of
night.

So
you
have
lots
of
locations,
whether
they
be
sort
of
a
multi
use,
our
bathroom
or
private
bathrooms
throughout
the
center
going
just-
and
so
this
is
just
a
bit
more
detail
on
the
entrance.
One
of
the
things
that
we
looked
at
was
the
idea
of
really
making
the
entrance
welcoming.
So
the
idea
is
whatever
the
pattern
is
that
might
occur
in
that
entry
lobby
actually
extends
all
the
way
out
to
the
curb.

So
it
feels
like,
as
you're
going
you
in,
that
the
welcome
mat
has
been
put
out
and
and
becomes
very
much
a
part
of
the
fabric
of
what's
going
on
through
there.
In
addition,
we
had
some
bike
racks
located
right
outside
the
office,
so
somebody
can
keep
an
eye
on
what's
going
on
and
you
can
also
see
from
the
entry
itself.

We've
talked
about
this.
Probably
what
we
do
is
put
a
double
double
doors,
on
that
there
would
be
a
sink
so
and
a
counter
in
that
particular
location.
This
is
the
transportation
Lobby
threw
here
with
the
transportation
office
and
coordinator
at
that
location.
You
can
also
see
Lee.
This
is
the
elevators
coming
up
from
the
front
down
below
and
who
would
go
up
to
the
second
floor.
So
this
is
the
TV
room
that
we
talked
about
through
there
in
a
bit
of
detail
with
additional
tables
or
chairs
and
other
kinds
of
things.

These
would
be
like
double-sided
bookstalls
bookshelves.
So
you
know
you
could
have
magazines
through
their
games
books
all
sorts
of
things
in
there
and
they
act
as
a
little
bit
of
a
privacy
screen
as
well.
So
it
will
create
a
sense
of
space
in
that
location,
going
to
the
large
multi-purpose
dining
room.
These
would
be
folding
doors
so
that
this
could
either
be
one
space
or
two.
It's
almost
five
and
a
half
thousand
square
feet.

quite

so
part
of
this-
that
this
portion
in
in
through
here,
would
have
a
wood
floor
in
it.
So
that
would
be,
if
you
have
a
large
exercise
class,
if
you
have
a
dance,

you
have
other
kinds
of
activities
going
through
through
through
that,
that
can
happen
in
this
portion.
This
portion,
where
mostly
the
tables
and
chairs,
would
be
for
the
lunch
lunch
my
meal
program.
That
would
be
a
concrete
floor
through
in
that
location.

little
area
through
here
would
be
a
removable
platform
so
that,
if
you're
doing
a
show
or
somebody
is
giving
a
lecture
or
something
of
that
nature,
they
can
be
raised
up
a
little
bit
again
like
palmdale,
had
it's
a
little
small
stage
that
you
would
have
in
that
location.
One
of
the
things
that
we
did
on
this
was
pull
this
back
from
the
property
line,
so
we'll
be
able
to
get
some
windows
along
that.
So
you'll
get
light
coming
in
from
two
sides,
so
it
will
be
light-filled
room.

We
see
as
being
perhaps
having
a
little
bit
more
sound
in
through
that
one
of
the
things
that
we
did
is
that
corridor
that
goes
back
to
the
billiard
room
and
the
light
the
computer
room
is
going
to
be
light
filled
because
there's
going
to
be
what
they
call
clear
story-
lights,
in
other
words,
high
windows
that
bring
lightning
down
into
the
space
so
right
down
into
the
very
center
and
core
of
the
building.
You'll
have
daylight
coming
in
through
to
it
all
of
the
multi-purpose
rooms
of
the
like
have
have
windows
exterior
windows.

So
you
control
the
daylight.
That's
through
that.
So
this
is
an
outdoor
deck.
We've
provided
sort
of
boxes
through
there
that
you
can
grow
vegetables
or
just
be
for
flowers
or
whatever.
It
is
that
you
want
in
through
there.
So
that's
there's
some
options
for
that.
We
have.
One
of
these
multi-purpose
rooms
will
have
a
wood
floor
in
it
again.

It
could
be
for
yoga
or
something
of
that
nature
and
generally
the
floors
on
this
upper
level
will
be
a
final
or
Marmol
in
the
linoleum
tile,
so
bad
that
it's
a
little
bit
quiet
when
people
walk
around
on
it,
then
through
here
or
all
the
offices,
so
they
they
have
a
conference
room.
They
have
bears
outreach
services,
transportation,
officers,
accounting
and
then
there's
also.
Some
rooms
for
for
agencies
outside
agencies
in
this
location
they'll
also
be
quite
a
large
exercise,
room
with
exercise,
bicycles
and
running
machines
and
things
of
that
nature.

you
can
kind
of
see
that
we
have
a
little
library
and
TV
lounge,
that's
just
off
the
outdoor
deck
through
that,
and
that
can
be
rearranged
in
various
ways.
So
this
is
sort
of
concepts
of
what
the
design
might
look
like.
Part
of
the
idea
here
is
to
give
it
some
zest
some
make
it
a
little
bit
more
fun
so
that
you
can
see.
This
is
where
the
multi-purpose
room
would
be.
This
would
be
the
primary
entrance.
We
talked
about
bringing
the
pattern
of
the
floor
onto
the
outside.

has

deep
overhang
so
that
it
shelters
people

be
where
the

the

plan

is

the
process
is

an
RFQ,

essential
parts

RFQ
is
asking
what
the
quality
of
both
the
architects
and
the
contractors
it
oh
and
those

part
of
the
way
that
we're
doing
that
is
by
looking
at
the
work
that
they
present
whether
they've

recognized
as
having
quality
architecture
through
a
national
award
program,
so
that
when
one
of
the
objectives
of
this
is
that
we
will
end
up
with
three
teams
competing,
those
three
teams
will
be
up
the
highest
quality.
That
still
doesn't
mean
that
they're
not
going
to
produce
something
very
simple.

that's

these
diagrams

spend
a
lot

effort
and
time

city's
committed
funds

making
sure

fact,

you're
