Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Thanks
so
so
julie's
on
the
meeting,
so
everyone
thank
julie
for
figuring
all
this
stuff
out
for
us
how
to
stream
meetings
and
all
that
stuff.
So
pretty.
B
Anyway,
let
me
I'm
going
to
go
ahead
and
hit
record
here
and
then
we're
recording
so
cevante
sell
yours.
A
B
Are
two
additions
and
you
have
to
give
me
just
a
moment
to
pull
up
my
screen,
but
we've
got
a
resolution
to
allow
the
friends
of
stewart
park
to
use
the
carousel
for
free
on
the
100th
anniversary
of
the
park,
and
then
tom
knight
has
a
art
proposal.
B
B
So
let
me
give
me
just
a
second
here,
so
I
can
pull
up
the.
B
B
B
B
A
B
B
They
they
yeah
one.
The
resolution
for
the
carousel
definitely
is,
and
then
one
for
the
artwork
is
a
if
you
guys
feel
comfortable
doing
so,
so
I
would
put
them
both
under
11.
that
works.
A
Okay,
any
public
comment
did
we
receive
any
public
comment
today
this
week.
B
We
actually
received
one
public
comment,
but
it's
it's
related
to
the
to
item
number
9c,
so
I
included
it
in
the
agenda
materials.
It's
it's
a
comment
in
support
of
the
curb
cut
request
that
should
be
in
the
already
in
the
package.
C
It's
related
to
the
same
topic,
and
it
is
the
the
people
who
are
affected
by
this
change.
I
believe.
B
Okay,
I
did
not
receive
that,
was
it
in
favor
or
against.
Do
you
remember
julia.
C
B
Okay,
why
don't
we
wait
till
we
get
to
to
that
section?
I
guess.
A
Okay,
then,
let's
go
straight
to
any
reports.
The
reports
of
our
council
liaison
george
any
report
for
the
board.
D
Great,
I
just
want
to
tell
everybody
that,
at
their
last
meeting,
common
council
voted
to.
D
Pay
for
the
wastewater
treatment
plants
unplanned
for
repairs,
totaling
almost
two
million
dollars-
so
that's
that's
gonna
happen
and
maybe
we'll
get
some
help
from
our
federal
monies,
and
maybe
we
won't
the
only
other
thing
I
have
is
actually
from
constituents
on
spencer
road.
D
A
Thank
you
good
reports.
Can
we
yeah
like
mike?
Will
you
pass
that
make
sure
that
ends
up
on
the
appropriate
list.
B
D
B
It's
called
problem
tracker
and
they'll
need
to
sign
up,
and
you
know,
put
their
email
address
in
and
everything
like
that,
but
it's
pretty
straightforward.
Okay,
the
second
option
is
just
to
tell
them
just
hang
in
there,
because
I
think
our
streetlight
contractor
is
gonna,
be
starting,
probably
in
the
next
week
or
so
tim.
B
B
We
do
but
we're
gonna
go
ahead
and
the
contractor's
just
gonna
go
ahead
and
replace
all
the
bulbs
in
the
city.
Oh.
D
A
Thanks
george,
any
liaison
reports.
B
B
But
I've
got
a
lot
of
a
lot
of
expensive
items
on
my
list,
so
we're
seeing
how
we
can
possibly
pay
for
those
through
grants
and
things
like
that,
but
other
than
that
we're
just
kind
of
awaiting
budget
guidance
and
what
sort
of
hopefully
nice
surprises
this
year.
As
far
as
budget
message
goes,
but
we'll
see.
E
Yeah,
I
got
a
couple
things
just
kind
of
an
update
on
a
couple
projects.
One
is
I'm
happy
to
report.
The
boathouse
restoration
project
has
gone
to
construction,
so
we
have
work
started
down
there.
E
E
That
bridge
will
be
open
for
most
of
the
summer,
but
they
will
have
a
couple,
probably
four
long
weekends,
where
they
are
down
to
one
lane
in
each
direction
as
they
do
some
concrete
work
so
they're
going
to
try
to
push
a
little
bit
of
the
traffic
over
to
floral
avenue
and
route
13a
during
that
time,
but
that
would
certainly
have
a
little
impact
on
top
of
those
two
projects.
E
Nysex
contractor
dds
will
be
south
of
six
mile
creek
kind
of
finishing
up
some
of
the
gas
work
that
they
started
last
year,
so
that'll
include
some
main
replacement,
then
the
laterals
out
to
houses
and
then
restoration
of
the
street
in
people's
yards.
So
it's
going
to
be
a
busy
area
in
the
tightest
flats
area
this
summer.
E
Additionally,
we
have
started
on
the
college
avenue
project
to
put
the
electric
overhead
all
the
overhead
electric
system
underground
nice
x
contractor
has
begun
work,
they're
just
flagging
traffic
for
the
moment,
but
there'll
be
a
full
closure
coming
at
us
here
in
a
couple
weeks.
E
And
then
two
other
projects,
actually
three
one
is
the
elmira
road
paving
project
we'll
go
to
construction
here
in
a
couple
weeks.
That's
the
portion
that
we
own
from
old,
elmira
road
to
the
south
end
of
the
city.
That
will
be
mostly
some
kind
of
lane
shifts,
there's
no
road
closures
or
anything
we're
going
to
try
to
do
the
paving
work
at
night
to
try
to
minimize
the
impacts.
E
We
mentioned
the
streetlight
project.
They
will
be
starting
june.
1St
they'll
be
out
there
for
mostly
all
of
june
and
july.
Replacing
all
of
the
cobrahead
streetlights
around
the
city
shouldn't
have
too
much
impact,
but
will
be
a
noticeable
difference
and
then
the
last
one
I
wanted
to
mention
is
the
south
albany
street
bridge
over
six
mile
creek,
also
in
the
titus
flats
area,
is
in
design
right
now,
but
is
out
for
public
comment
for
some
of
the
design
options.
So
there's
information
on
the
city's
website.
E
E
I'm
mixing,
we
might
have
done
the
environmental
review
component
of
it.
Yeah.
A
Okay
and
jonathan
or
aaron
any
any
staff
reports.
B
For
water
we
did,
we
do.
We
have
found
a
pr,
a
decent
sized
leak
in
our
raw
water
main.
It
goes
through
a
tunnel
very
oddly
shaped
egg-shaped
tongue,
part
of
the
hillside,
and
we're
trying
to
gain
access
to
that
tunnel
and
work
with
the
fire
department
to
get
a
confined
space
entry.
Hopefully
it's
something
that
we
can
repair
with
the
materials
that
we
have
on
hand,
if
not,
that
could
get
a
little
bit
more
complicated.
B
A
Okay,
love
to
see
pictures
too,
if,
if
you
have
any
out
there
in
the.
A
Great,
so
our
next
item
on
the
agenda
is
7a.
This
is
the
resolution
for
vending
for
the
street
food
vending
policy
pertaining
to
root
based
vendors,
resolve
that
the
board
hereby
sets
the
rate
for
seasonal
route-based
street
vending
permit
five
hundred
dollars.
Five
hundred
dollars,
plus
100
administrative
fee.
A
Thank
you
for
a
second
I'll.
Second,
okay,
thank
you
rob
any
any
discussion
on
this
further
discussion.
A
All
those
in
favor,
oh
yeah,
before
we
vote.
B
F
B
Structure-
and
you
know
how
the
fee
structure
works
and
gets
gets
increased
each
year
is
a
little
bit
difficult
to
find.
B
One
thing
that
julie
and
I
and
crin
have
been
talking
about
is
simplifying
our
permit
fee
structure
so
that
in
the
future,
people
don't
have
to
look
through
five
or
six
different
documents
trying
to
locate
what
particular
fees
are
for
mobile
vending,
or
somebody
wants
to
put
a
card
out
in
the
the
park
to
sell
hot
dogs
or
things
like
that.
It's
just
it's
mine,
julie.
I
don't
know
if
you
want
to
say
anything
more
on
that,
but
I
know
you've
been
wrestling
with
this.
C
C
I
I
knew
that
they
were
based
on
the
cpi,
but
it's
a
difficult
calculation
and
the
sheet
that
we
we
currently
have
that
the
city
chamberlain's
office
has
been
tracking
and
updating
for
the
city
does
not
have
all
the
categories
listed
on
it
that
we
have
permits
for
so
I
could
figure
it
out
for
food
trucks.
C
We
didn't
have
anything
for
push
parts,
food,
food
carts
so
to
speak,
and
we
do
have
a
request
for
a
hot
dog
vendor
that
wants
to
be
in
stuart
park.
So
we
had
to.
We
had
to
figure
that
out
and
calculate
that.
We
figured
that
out.
We
didn't
have
anything
on
the
route-based
trucks
and
we
did
have
a
request.
C
C
I
would
much
rather
see
us
have
a
set
fee
of
five
hundred
dollars
for
the
season
or
a
thousand,
if
they're
going
to
do
it
annually-
and
I
remember
at
the
time
and
john
might
remember
as
well.
We
had
a
subcommittee
that
talked
about
all
of
these
things,
and
I
remember
thinking
this
is
way
too
complicated.
It's
going
to
be
very
difficult
for
staff
in
the
future
to
to
figure
this
out
and-
and
you
know,
as
it
may
kathy's
not
here
anymore,
to
figure
it
out-
I
inherited
it.
C
It
was
difficult,
I
think
I
have
finally
mastered
it.
I've
updated
the
2021
application
with
all
the
different
types
from
the
food
trucks
to
the
push
carts
to
the
route
base
to
the
heritage
permits,
but
I
you
know
I
would
caution,
I'm
not
going
to
be
here
forever
either,
and
I
need
to
hand
this
off
to
somebody
else
and
I
I
really
think
we
need
to
move
towards
simplifying
this,
because
you
know,
as
we
continue
to
see
a
reduction
in
resources.
C
A
Yeah
also,
I
appreciate
the
work
you've
done
on
this
and
agree
with
the
need
to
simplify.
It
does
seem
like,
quite
quite
a
lot
of
like
an
incredible
amount
of
staff,
time
and
board
discussion,
time
and
confusion
on
the
vendors
part,
all
for
a
scheme
that
doesn't
bring
in
the
city
a
significant
amount
of
revenue.
I
mean
you
know,
we
want
a
scheme
that
helps
us
know
who's
where
breaking
the
city
budget,
but
we
do
spend
quite
a
lot
of
time
on
these.
A
So
I
appreciate
that
at
least
the
the
fix
for
these
fees-
and
I
agree
with
this-
is
this
being
a
burning
issue.
We
should
sort.
A
Okay,
all
those
in
favor.
A
All
right
and
that
will
carry
unanimously,
I'm
afraid
I
do
have
to
jump
over
to
the
other
call
for
just
10
minutes
cj.
Would
you
would
you
feel
comfortable
taking
over
his
vice
chair
for
10
minutes
and
I'll,
be
right
back.
H
Okay,
let's
see
buildings
number
nine.
H
F
Negative
declaration
for
the
environmental
seeker
for
the
just
the
block
of
400
oak
ave
that
we've
brought
up
in
the
april
meeting
of
the
ppw.
I'm
john
sutra
with
the
city
sidewalk
program,.
H
H
Resolve
that
the
board
of
public
works
determines
the
project
for
400
block
of
oak
avenue.
Sidewalk
project
located
in
the
city
of
ithaca
will
result
in
no
significant
negative
environmental
impact
and
that
a
negative
declaration
for
purposes
of
article
8
of
the
new
york
state
environmental
conservation
law
be
filed
in
accordance
with
the
provisions
of
part
617
of
the
state
environmental
quality
review
act
and
that
a
negative
declaration
for
purpose
of
section
176
of
the
city
code
be
filled
in
accordance
with
the
city.
Environmental
quality
review
ordinance
anybody
to
move
it.
H
I
F
Yeah,
so
page
11
should
have
the
the
next
resolution
for
the
directing
to
order
the
sidewalk
program.
I'm
sorry
the
uniform
sidewalk
improvement,
so
eric,
like
I
mentioned
in
previous
months
areas
outside
the
sidewalk
improvement
district,
revert
back
to
the
old
sidewalk
law
under
code
73
and
code89.
F
So
I
think
most
people
and
comments
I've
received
have
been
positive
in
favor
of
this.
F
But
that's
a
pretty
good
size
project
and
shows
how
the
neighboring
property
would
be
built
for
roughly
185
000,
and
then
part
of
the
continuous
project
would
also
be
within
this
district
of
about
three
lots.
So
the
sidewalk
program
would
be
responsible
for
roughly
60
thousand
dollars
and
for
the
curbing
and
stormwater
improvements.
F
The
city
general
fund
would
be
roughly
a
hundred
and
five
thousand
dollars
using
today's
today's
dollars.
So
if
a
capital
project
gets
approved
or
in
collaboration
with
mike
thorne
and
mark
forbank
with
streets,
we
find
a
way
of
tackling
that.
I'm
not
sure
whether
the
project
will
be
off
next
spring
or
two
springs
from
now,
but
or
maybe
even
three.
If
the
project
is
shelved.
But
passing
this
resolution
would
be
the
first
step
in
making
the
construction
feasible.
H
Okay,
I'm
going
to
read
the
last
resolve
that
the
board
of
public
works
hereby
request.
The
common
council
establish
a
capital
project
in
the
amount
of
350
000
to
cover
the
cost
of
the
sidewalk
construction
in
the
first
instance,
with
the
understanding
that
approximately
sixty
thousand
will
be
covered
by
sid
number.
Two,
a
hundred
and
five
thousand
will
be
covered
by
city
general
funds
for
storm
water
and
fifty
percent
of
the
curbing
costs
and
the
balance
of
185
000.
H
You
want
to
wait
till
we
get
to
the
discussion.
We
got
a
movement
first.
E
Wanted
to
point
out
cj
that
you
read
the
last
resolve
there,
but
just
to
make
sure
everybody's
clear,
there's
two
others
and
one
is
a
formal
approval
of
the
plans
that
have
been
included
in
your
agenda.
Packets
and
the
other.
One
is
the
one
that
directs
the
city
the
department
to
implement
this
project
and
then
we'll
assess
the
costs
afterwards.
So
just
to
clarify
those
two
other
parts
are
important.
H
F
All
right,
thank
you
I'll.
Just
one
last
comment
is
that
so
this
is
the
400
block
of
oak
avenue
and
the
300
block
of
fall
creek
drive.
I've
currently
got
to
go
back
to
the
ilpc
meeting
concurrently
right
now,
but
once
that
hopefully
gets
approved
or
certificate
appropriate
for
the
historical
district
that
it's
in
don't
come
back
for
a
similar
type
of
resolution.
F
B
John,
so
the
the
next
item
is
106
cascadella
park
road.
We
prepared
a
resolution
and
aaron
is
here
to
discuss
but
cj.
If
you
want
to
go
ahead
and.
H
Move
it
okay,
there's
only
one
result.
H
H
H
B
Yeah,
that's
a
good
idea
and
julie.
I
don't
know
if
this
is
the
same
public
comment
that
I
included
there's
a
lot
of
drawings
here
that
we
can
look
at
if
anyone
has
questions,
but
let
me
go
ahead
and
scroll
down
to
the
public.
B
B
B
This
was
all
in
the
packet,
I
don't
know
if
it's
it's
supportive.
C
4
56
this
afternoon,
and
it's
from
jason,
houghton
and
michael
scanlon
themselves,
and
it
said
dear
board
members.
We
are
the
property
owners
at
106
cascadilla
park,
road,
proposing
the
installation
of
an
off
street
parking
spot.
While
we
understand
that
our
request
for
steps
in
the
sidewalk
is
unusual,
we
hope
the
board
understands
from
the
city
employees
with
whom
we
have
worked,
that
our
current
circumstance
is
already
quite
unusual.
C
C
B
Thanks
julie,
there's
there's
a
number
of
drawings
and
photos.
I
think
the
photo
that's
on
the
screen
now
says
is
worth
a
thousand
words.
The
the
curb
is
ridiculously
high
and
it
terminates
in
a
set
of
stairs.
So
it's
it's
not
a
usual
sidewalk
by
any
means.
B
It
serves
exactly
two
properties.
This
particular
section,
the
sidewalk,
if
it's
pretty
obvious,
if
you
go
out
to
the
site,
see
what's
going
on,
why
they're
making
this
request
and
why
staff
thinks
it's
a
reasonable
request?
B
Aaron,
I
know
you've
worked
with
jason
and
you've
looked
at
this
a
lot
more,
I
don't
know
if
you
want
to
tell
me
which
page
to
scroll
to
or
definitely.
J
Yeah,
I
can
talk
a
little
bit
to
this,
so
if
we
want
to
look
at
page
13,
that's
the
letter
from
the
designer
stream
collaborative
who
explained
why
so
just
for
a
second,
I
just
want
to
speak
about
last
meeting.
I
wasn't
able
to
come,
but
I
watched
it
on
youtube
and
I
thought
it
was
so
funny
the
reactions
not
funny
I
sympathized,
with
the
reactions
of
the
board,
because
when
I
received
this
drawing
and
if
we
can
well,
we
don't
actually
need
to
speak
about
this.
J
J
They
should
do
a
standard
driveway.
Then,
later
that
day
I
went
to
the
street
and
I
actually
saw
what
the
sidewalk
there
is
like
and
then
I
came
home
and
I
wrote
him
another
email.
That
said,
please
disregard
my
previous
email.
I
was
wrong.
This
street
is
so
particular,
and
I,
in
my
professional
engineering
opinion,
do
not
believe
that
you
could
put
a
standard
driveway
curb
cut
into
this
street
without
a
couple
of
steps.
So
that's
just
to
say
that
I
completely
understood
your
reaction
at
the
last
meeting.
J
Those
of
you
who
are
very
concerned
about
the
steps,
because
I
had
the
same
reaction.
I
asked
for
the
designer
what
we're
looking
at
here
on
page
13
is
the
letter
from
the
design,
firm
stream
collaborative.
J
I
asked
for
them
to
answer
your
questions
about
whether
the
carport
could
be
moved
further
to
the
what
is
that
west
south,
so
that
perhaps
we
would
be
able
to
avoid
the
steps.
J
I
asked
them
to
show
more
more
things
on
the
drawings,
like
the
utilities
that
were
mentioned,
the
large
tree,
the
size
of
the
tree
trunk,
etc.
I
also
asked
them
if
they
could
narrow
the
carport
and
this.
What
you're
looking
at
here
is
the
letter
back
from
them
saying
that
they
they
did
respond
to
your
questions
and
my
questions.
So
then,
on
the
following
page
number,
page
14,
we
have
some
revised
drawings.
J
If
you
could
please
scroll
to
the
next
page,
we
could
see
those
wonderful
and
maybe
if
it
would
be
possible
to
scroll,
do
the
scroll
bar
a
little
bit
to
the
left.
We
could
see
yeah
exactly
that's
good
enough.
So
now
we
have
the
large
tree,
I'm
looking
at
the
the
the
left
side
of
that
page.
We
have
the
existing
26
inch
tree.
I
believe
it's
a
maple
tree.
We
have
the
driveway
at
its
new
narrower
dimension
of
12
feet.
J
Instead
of
15
feet,
we
have
the
utility
line
shown
with
the
orange
and
the
blue
dashed
lines
there,
and
so
there's
not
really
much
space
if
any
to
move
it.
I
think
it's
important
to
not
require
the
the
homeowners
to
cut
down
this.
This
large
tree,
I
think
probably
a
lot
of
people
agree
that
trees
are
good
for
our
neighborhoods
and
for
the
city,
and
we
want
to
keep
them
wherever
possible
at
this
location
with
such
a
large
tree.
J
I
think
that
even
at
this
distance,
the
construction
team
is
going
to
have
to
be
very
careful
with
the
tree
roots,
because
the
tree,
the
critical
root
zone
of
this
tree,
is
probably
still
going
to
be
affected
even
with
this
design.
So
we
see
the
sidewalk
slopes,
which
are
extremely
steep
19.6,
19.1
17.3.
J
I
Erin,
can
I
can,
I
ask
you
a
question
sure,
because
one
thing
they
don't
show
in
these
elevations
is
the
property
above
and
below,
and
how
how
they
relate
to
both
the
existing
conditions
and
the
and
the
and
the
proposed.
I
Yeah
in
terms
of
the
property
above
and
I
I
realize
that
it's
it
looks
like
the
sidewalk
terminates,
I
guess
yes,.
I
I
I
Are
we
talking
like
50
feet
or
whatever
it
is,
and
then
my
question
is:
why
not
at
that
point,
why
even
bother
putting
a
curb
cut
in
there
I
mean
it's
already
ridiculously
narrow
road
and
if
the
other
homeowner
is
okay
with
it,
why
not
just
sort
of
make
it?
So
it's
just
you
know,
you're
just
at
grade
with
the
sidewalk.
Is
that
great
with
the
road
realizing
that
it
only
affects
one
additional
property
and
and
then
it'll
actually
be
safer
for
everybody.
J
So
I
think
that
that's
a
much
larger
project,
it's
going
to
be
safer
for
everybody
if
and
when
the
sidewalk
is
turned
into
a
normal
height
sidewalk,
and
that
would
happen
only
if
the
retaining
wall
is
built
at
the
neighboring
property
to
the
right.
I
think
it
might
be
helpful
to
look
at
the
photos,
starting
on
page
21.,
the
so
to
answer
your
first
question
or
to
comment
on
your
first
comment
or
one
of
your
comments.
J
You're
right.
It
would
be
helpful
to
see
how
far
the
street
goes
on
both
sides.
There
is
only
one
property
to
the
left
on
the
street
and
it
doesn't
front
the
street.
I
J
J
It
doesn't
go
a
great
distance
to
the
to
the
to
university.
I
I
Feels
like,
if
not
now,
that's
something
john,
maybe
that
we
should
put
up
for
resolution
in
the
future,
because
that
just
just
just
under
you
know
really
seeing
these
photos
just
shows
that
this
is
a
really
hazardous
situation.
I
mean
I
wouldn't
want
to
walk
on
those
curves
on
those
sidewalks.
J
E
Can
I
just
interrupt,
I
mean
I
think,
for
staff
the
reason
that
we're
willing
to
support
this
is
the
extraordinary
nature
of
this
street
cascado
park.
Road
is
like
no
other
street
in
ithaca,
it's
like
very
few
streets
in
all
of
new
york.
It
reminds
you
of
something
you
might
see
in
san
francisco
or
italy
or
something
right,
the
chances
of
us
extending
a
sidewalk
any
farther
up
the
hill
or
extremely
low.
E
I
would
put
them
down
in
the
less
than
one
percent
chance,
there's
a
path
along
the
north
side
of
the
gorge,
so
there's
a
place
to
walk
there.
This
sidewalk
that
goes
past,
where
the
proposed
curb
cut
is
another
four
squares
of
sidewalks,
so
maybe
20
feet
to
the
next
house,
which
has
stairs
going
up
to
it.
E
I
E
B
J
J
J
And
then
you
know
this
this
this,
this
current
project
doesn't
cause
any
issues
for
us
in
the
future.
So
if
we
can
maybe
show
a
little
bit
more
of
this
picture,
if
you
can
scroll
to
the
left
a
little
bit.
J
And
then
well
that's
fine,
so
this
is
actually
my
second
picture,
but
that's
okay.
This
shows
well
that
the
sidewalk
is
already
quite
high
at
this
point.
This
is
this
is
in
front
of
106
cascadilla.
The
steps
that
you
see
in
this
picture
are
their
steps
up
to
their
house.
J
They
would
be
rebuilding
the
steps
in
the
same
or
similar
place
to
where
they
are
now
under
their
proposal.
The
next
photo
continues
on
here's
their
steps.
Again.
These
are
the
same
steps
we
just
saw
in
the
previous
photo.
J
This
is
the
the
the
small
wall
you
see
there
with
the
plants
on
top
is
now
the
neighbor's
property.
That's
108,
cascadilla
now
we're
almost.
This
is
the
last
house
on
the
street.
So
if
you
scroll
down
one
more
photo,
so
this
is
the
neighboring
property
here,
108
cascadilla,
and
at
this
point
the
the
curb
is
as
high
as
the
car
tire
and
then,
if
you
scroll
down
to
the
next
photo,
you
see
that
the
sidewalk
ends
it
ends
in
steps
down
to
the
street,
and
this
is
at
the
neighboring
house.
J
So,
ideally
we
would
fix
this
in
the
future.
Ideally,
we
would
correct
this
for
everyone,
but
not
allowing
this
proposal
to
go
forward
doesn't
help
this
situation
where
people
have
to
use
steps
to
enter
and
exit
the
sidewalk
anyway.
D
When
it's
time,
yes,
the
width
of
the
carport,
did
we
suggest
they
narrow
that
for
the
tree
roots,
I
I'm,
I
think.
J
Yeah
they
12
feet
is
okay
with
the
designers
and
the
and
the
property
owners
we
did
ask
them
to
try
to
reduce
it
from
15.
15
is
what
they
proposed,
but
15
is
rather
large
and
not
standard
for
the
city,
and
they
were
able
to
to
reduce
it
to
12
and
12
is
sufficient
for
their
needs.
J
To
reduce
it,
we
wanted
them
to
reduce
it,
because
it's
it's
just
unusual
to
have
properties
that
have
a
15
foot
wide,
curb
cut.
A
K
I'd
like
to
comment,
I
suppose
the
the
additional
information
is
really
helpful.
I
knew
that
the
sidewalk
didn't
go
very
far,
but
I
I
hadn't.
Maybe
the
information
was
there,
but
I
hadn't
seen
I
hadn't
had
caught
my
attention
that
it
ended
in
two
steps:
two
somewhat
absurd
steps
with
that
with
the
giant
curve,
I'm
in
it.
K
I
agree
with
john
that
it's
something
we
should
probably
look
at
in
the
future,
but
knowing
that
it's
there,
I
I
think
it's
far
less
of
a
concern
than
I
had
thought
before
the
one
thing
looking
at
it
now
and
I
I
don't
think
that
this
is
a
reason
to
two
more
thoughts,
one
I
don't
think
there's
a
reason
to
say
no
to
the
project,
but
I'd
be
interested
to
know
the
the
drainage.
K
It
almost
looks
as
though
water
might
flow
onto
the
sidewalk
in
a
heavy
rain
or
in
a
snowmelt.
Has
anybody
looked
at
that.
J
Well,
the
contour
lines
on
this
drawing
at
least,
are
showing
the
contours
heading
perpendicular
to
the
sidewalk.
Okay,.
J
It
should
the
rain
should
go
perpendicular.
The
the
rain
on
the
street
should
go
parallel
to
the
curb
in
sidewalk,
not.
K
Much
yeah
great,
I
hope
that
that's
the
case.
The
other
thing
that
I
wanted
to
mention
was,
I
can
imagine
that
being,
I
think
it's
jason
or
the
other
the
property
owners,
how
frustrating
it
would
have
been
to
have
been
on
youtube
and
not
have
been
able
to
comment
during
our
last
meeting-
and
I
I
guess
I'd
like
to
know
that
that
we
are
inviting
property
owners
or
applicants
of
the
sort
to
the
zoom
meeting
so
that
they
could
participate,
and
maybe
they
just
hadn't
didn't.
B
B
I'm
sure
he's
watching
right
now
and
one
of
the
things
that
I
promised
them
is
that
we
would
kind
of
I'm
not
trying
to
force
a
vote
on
this
tonight,
because
I
wanted
the
ability
for
board
members
to
actually
go
out
and
meet
with
us
and
meet
on
site.
If
there
were
any
additional
questions,
if
everybody's
satisfied,
we
could
vote
on
it
tonight,.
K
I'm
satisfied
and
I'm
and
I'd
be
fine
voting,
and
I
understand
that
it's
not
required
by
law
that
we
invite
property
owners
to
the
meetings.
But
I
I
still
think
that
we
should,
as
long
as
there's
not
a
huge
administrative
burden
to
it,
which
I
wouldn't
imagine
there
is.
A
Yeah
well
I'll
I'll.
Second,
that
I
mean
I
I'm
comfortable
voting
for
this.
I'm
comfortable
voting
tonight
yeah.
I
think,
finding
a
way
to
allow
property
owners
to
be
at
the
meeting
in
the
event
that
there
are
questions
we
have
is
definitely
a
good
thing.
Finding
a
way
to
do
that.
That's
not
disruptive
to
make
sure
we
can't
get
zoom
span
right,
zoom
and
maybe
a
challenge,
so
it
might
take
some
staff
to
figure
out
how
to
do
that.
But
you
know.
G
B
If
I
was
if
I
was
better
at
zoom,
I
know
there's
a
way
to
do
it,
but
I
don't
know
how
to
do
that
without
letting
everybody
on,
and
so
it
hasn't
been
that
much
of
an
issue
again.
We
do
try
to
communicate
with
people
there's
one
other
person
who
may
or
may
not
be
on
the
call,
but
I
promise
to
present
the
case
as
well.
You
know
it's
it's
the
times
we
live
in,
hopefully
we'll
be
back
to
in-person
meetings,
because
this
is
difficult.
A
I
Yeah,
so
I
I
realize
I'm
I'm
trying
to
play
engineer
here
without
having
an
engineering
degree
tim
and
aaron,
so
I
apologize,
I'm
gonna
throw
out
a
crazy
idea,
because
I
I
think
it's
absurd.
I
I
Do
I
have
that
direction
right
and
and
literally
just
grade
down
the
their
sidewalk
all
the
way
down
to
the
next
property,
to
the
point
where
it's
all
safe,
because
I
and
just
looking
at
these
pictures
I
mean
they
can't
even
open
their
door
like
I
just
don't
understand
why
we
would
want
to
even
re
recreate
all
of
that.
B
John,
I
think
one
one
thing
and
probably
aaron
would
say
the
same
thing
if
we
could
do
that,
but
we'll
have
to
install
a
retaining
wall
right
now.
The
curb,
unfortunately,
is
acting
as
a
retaining
wall.
B
I
Understood
so
I
all
I'm
suggesting
is
maybe
just
may,
if,
if
staff
is
even
willing
to
consider
it-
and
I
realize
that
may
not
be
something
that
you
all
want
to
consider-
maybe
suggest
it
to
the
homeowner
and
or
stream
to
to
think
about
it
and
think
about
what
that
might
do,
because
it
might
in
the
end
it
might
actually
make
the
the
the
situation
a
lot
more
tenable
and
kind
of
set
the
whole
area
up
for
a
better
pedestrian
experience.
Long
term.
J
J
We
can
vote
on
it.
It's
okay.
There
would
be
a
drainage
issue
with
that.
Having
the
sidewalk
exist
in
front
of
the
property
to
the
left
having
to
step
down,
and
then
this
would
be
all
at
street
grade
for
the
for
a
certain
length
in
front
of
106
cascadella
park
road,
and
then
we
would
step.
You
still
need
to
step
up
to
that
huge
sidewalk
in
front
of
108
cascadilla
park
road.
So
I'm
afraid
it
would
cause
ponding
at
the
driveway
of
106
cascadilla
park.
Road.
I
J
I
think
that
in
the
future
I
I
do
think
it.
Maybe
we
do
want
to
remove
a
sidewalk
at
some
point
or
rebuild
it
as
a
more
normal
height
sidewalk,
but
that's
probably
not
going
to
happen
in
the
next
year
or
two
just
frankly,
and
so
in
the
meantime,
these
people
could
have
an
attractive,
a
more
attractive,
sidewalk
in
front
of
their
home,
as
well
as
a
nice.
Looking,
you
know,
curb
cut.
I
think
we
could
pretty
easily
remove
the
sidewalk
in
the
future
without
really
doing
too
much.
J
I
mean
I
guess
it
would
displace
their
sidewalk,
but
in
how
many
years
would
that
be?
They
probably
would
still
get
some
use
out
of
the
sidewalk
in
the
meantime.
J
So
I
understand
your
idea
and
I
think
it's
a
good
idea
on
a
different
timeline.
If
that
makes
sense.
J
I
think
that
this
plan
is
a
good,
immediate
plan
to
fix
the
problems
in
front
of
this
one
property.
J
J
Says
cascadilla
road
and
it
should
be
cascadilla
park.
Road.
B
J
But
otherwise
it's
correct.
B
L
Everybody
thank
you
very
much
for
having
me
here
and
joining
me
is
megan
barber
executive
director
of
community
arts
partnership.
This
project
has
been
a
collaboration
from
the
beginning
between
the
city
of
the
community
arts,
partnership
and
the
center
for
community
transportation.
L
The
burning
kiosk,
just
south
of
the
wooden
bridge
that
is
colloquially
known,
I
think,
is
coaches
crossing
in
an
area
between
the
inlet
and
the
waterfront
trail,
and
this
this
project
started
back
in
2019,
with
a
vision
to
develop
a
sculpture
project
that
celebrates
ithaca's
bicycle
culture,
helps
promote
active
transportation
as
a
viable
mode
and
does
so
in
a
really
creative
way
that
we
were
aiming
for
the
beginning
to
create
a
project
that
was
kinetic
that
had
movement
in
it
that
reused
materials
and
that
invited
the
community
to
participate
through
a
community
build
process.
L
We
we
went
through
an
request
for
expressions
of
interest
process
selected
an
artist
and
I've
worked
with
that
artist
to
develop
a
design
concept.
We
were
fortunate
to
find
someone
who
is
extremely
experienced
in
developing
this
type
of
project
named
patricia
vader,
who
actually
lives
in
california
and
is
preparing
to
move
here
for
a
few
weeks
and
construct
the
project
if
we're
able
to
move
forward
and
and
the
design
that
that
she
came
up
with
based
on
the
guidance
of
the
steering
committee.
L
That's
been
working
with
us
all
throughout
the
project
is
one
that
has
a
series
of
bicycles,
wrapped
around
a
three-sided
tower.
Essentially
that's
constructed
from
three
poles
and
connected
at
the
top.
With
some
clouds,
there'll
be
windmills
moving
parts
the
wheels
will
move
with
the
wind
and
we,
the
the
the
sculpture,
will
be
donated
to
the
city.
We
will
have
a
maintenance
fund
to
support
maintenance
of
the
project
and
we'll
be
going
to
common
council
planning
economic
development
committee
tomorrow
night.
B
Actually
tom
I
can,
I
can
put
that
up.
I
I
thought
that
maybe
what
we
could
do
is
if
you
want
to
guide
me
through
which
slides
you
would
like
to
talk
to.
I
think
the
resolution
is
fairly
simple.
B
There's
a
lot
of
whereases,
but
the
actual
resolve
is
simply
a
support
type
of
thing,
so
I
don't
know
if
it
would
be
best
if
you
want
to
walk
through
the
design
or
if
anyone
had
comments
on
the
design
or
actually
more
more
than
the
design
the
location
in
the
park,
which
I
think
is
really
the
board's
purview
but.
L
Yeah
absolutely
yeah,
I
I'm
happy
to
to
do.
It,
however,
makes
sense
for
the
board-
and
you
might
I
you
know
I
did
describe
in
the
memo
the
process
that
we
followed
to
identify
the
location,
really
narrowed
it
down
from
a
couple
dozen
locations
and
did
site
visits,
and
this
location
was
selected.
L
Based
on
its
visibility
from
the
trail
and
the
inlet,
the
the
the
access
from
for
people
from
the
trail
compared
to
some
other
sites,
this
would
this
would
be
an
easier
site
to
come
and
visit
and
say
have
a
picnic
under
the
salty
or
something
like
that
and
it's
it's
performed
better
on
a
couple
other
measures
as
well.
L
We
then
vetted
the
site
with
jim
delterio
and
gene
grace,
and
actually,
coincidentally,
this
site
was
the
site
that
was
selected
for
another
sculpture
project
that
did
not
move
forward
as
a
preferred
site.
So
it's
already,
you
know,
been
sort
of
approved
for
a
public
sculpture
if
you
will
by
city
staff
as
a
as
a
good
location
and
there's
room
here.
You
know
we
haven't,
you
know,
pinpointed
precisely
where
the
sculpture
would
be.
L
We
would
work
with
the
jim
and
jean
and
and
engineering
staff
and
and
we're
going
to
hire
an
engineer
to
actually
design
the
base
and
confirm
the
structural.
You
know
integrity
of
the
piece.
The
artist
happens
to
have
a
background
in
aerospace,
so
you
know:
we've.
We've
got
we're
at
a
good
starting
place,
with
sort
of
understanding
of
the
engineering
requirements
to
have
a
of
a
piece.
That's
structurally
sound
and
safe.
One
more
note
on
safety,
because
I
know
that's
you
know
an
important
factor
to
consider.
L
The
the
height
of
the
lowest
height
of
the
actual
bicycles
themselves
will
be
at
about
eight
feet,
so
this
isn't
something
that
somebody's
gonna
be
able
to
walk
up
to
and
climb,
and
that
was
important
to
us.
L
I
think
you
know,
since
you've
got
the
memo
in
front
of
you
and
I'm
just
going
to
stop
talking
and
answer
any
questions
that
you
may
have
and
I'm
very
curious
to
know
if
you
are
interested
in
voting
on
a
resolution
tonight
that
from
a
timing,
standpoint
that
would
allow
us
to
you
know,
start
getting
our
ducks
in
a
row
to
do
this
project
this
year.
M
L
Yeah
it
was,
it
was
the
site
and
I'm
I'm
remiss
in
not
inviting
megan
to
also
you
know,
add
her
thoughts
to
to
the
conversation.
Megan
would
be
the
best
person
to
answer
that
question
as
well.
I
think,
as
the
you
know,
the
cap
worked
on
that
project
as
well.
It's
my
understanding,
that's
not
moving
forward,
but
megan.
G
B
But
there,
hopefully
you
can
see
the
resolution
on
the
screen,
I'm
hoping
that
you
see.
B
A
Yeah
I'll
share
for
myself,
I
feel
comfortable
that
we've
vetted
this
location.
I
think
this
location
is
a
great
one
for
art.
I
know
this
is
not
your
purview
for
good
reason.
Speaking
personally,
but
I
think
it's
a
nice
piece
as
well
and-
and
I
think
the
fact
that
the
giant
never
appeared
we
can-
I
too
can
become
part
of
the
lore
rumor
has
it
that
the
giant
is
still
out
there
somewhere
roaming.
A
Looking
for
a
final
location,
did
I
see
I'm
sorry,
I
saw
a
hand.
Was
that
marshall's
hand
yeah,
I
think
marshall
then
did
he
just
disappear.
L
I
I
forgot
to
mention
one
of
the
pieces.
I
know
we're
not
supposed
to
talk
about
design
mike,
but
I
can't
help
myself
to
mention
one
one
additional
element.
You
know,
one
of
the
goals
of
the
project
is
really
to
demonstrate
the
diversity
of
different
types
of
people
who
ride
bicycles
and
different
types
of
bicycles,
and
one
of
the
reasons
the
committee
like
this
design
concept
is,
you
know
it's
pretty
straightforward
to
construct
and
it
allows
the
community
group.
L
You
know
the
volunteers,
essentially
who
would
help
the
artist
and
the
artist
herself
to
apply
creativity
to
the
design
of
the
riders
of
the
bicycles,
and
she
showed
us
some
examples
of
some
other
pieces
of
art
that
she's
done
where
she
has
different
animals,
and
so
the
vision
here
is
that
we
would
use
reused,
bicycle
parts
and
metal
to
fabricate
whimsical
animals
of
different
types.
That
would
be
the
riders
on
the
bicycles
and
people.
I
think
were
tickled
with
that.
K
I
am
sorry
if
I
I
guess
my
computer
died
without
warning
some
of
my
phone,
I'm
fine
moving
forward.
I
felt
like
we
vetted
this
location
pretty
well.
When
we
were
considering
the
giant.
I
do
think
I
didn't
get
a
chance
to
read
the
whole
whereases.
A
Yeah,
I
consider
that
a
I
think
that's
a
useful
and
friendly
amendment.
Would
it
be
possible
to
make
that
amendment
post
meeting
they
might.
A
A
B
Let's
see,
I'm
gonna,
I
think
I'll,
try
and
squeeze
in
the
let's
see
there
was
another
quick
resolution.
E
Yeah
I
tried
to
keep
this
one
simple,
but
the
friends
of
sewer
park
have
asked
that
we
waive
the
typical
350
fee
that
the
board
approved
in
2018.
If
one
would
want
to
basically
rent
the
carousel
in
stuart
park
for
the
whole
day,
it's
not
an
exclusive
use
rental.
It
basically
just
makes
it
free
for
everybody
for
the
day.
E
So,
if
you're
having
an
event
in
a
birthday
party
or
whatever,
you
could
have
everybody
ride,
but
then
the
public
can
ride
for
free,
also,
it's
kind
of
on
you,
so
the
friends
have
asked
if
the
city
would
be
willing
to
waive
that
fee
and
make
the
carousel
free
for
the
whole
day.
Otherwise,
our
standard
fee
is
a
dollar
per
ride.
So
that's
the
request.
It's
in
conjunction
with
the
celebration
they're
hosting
kind
of
all
year,
long
for
the
100
year
anniversary
of
stewart
park
and
that's
pretty
much
the
request.
A
Yeah,
I
think
this
is
also
an
exchange
they
keep.
Dropping
hints
about
the
the
park
is
named
after
mayor
stewart
who,
100
years
ago,
donated
a
hundred
thousand
dollars
to
the
park
and
something
they
keep
reminding
me
as
they
do
fundraising,
say:
yeah
they
weren't
mayor,
100
grand.
So
this
seems
more
reasonable.
A
Thanks
cj,
is
there
a
second
I'll?
Second,
thank
you
jonathan.
No,
I
heard
marshall
heard
marshall
any
discussion
all
those
in
favor
and
that
carries
unanimously.
That
should.
G
A
No
no
fireworks
this
year,
I
don't
know
if
everybody's
heard,
oh
rotary,
just
felt
like
we
couldn't
fundraise
and
organizing
time
with
the
weren't
sure
where
the
social
restrictions
were
going
to
be.
But
next
year.
B
Up
next,
I
think
we're
to
our
last
item,
which
was
the
water
bill
appeal
that
we
discussed
our
last
meeting
and
I've
since
had
some
conversation
with
the.
B
With
the
property
owner
who's
making
the
request,
I
think
the
last
time
we
discussed
there
was
some
difficulties
and
some
change
up
in
the
management
of
the
properties
and
she
did
not
get
the
leak
letters
or
did
actually
didn't
see
the
leak
letters
in
time.
B
Unfortunately,
it
turned
out
that
the
her
water
bill
was
about
four
times
higher
than
normal
and
she
was
asking
for
relief.
The
board
directed
me
last
time
or
last
meeting
to
check
with
the
chamberlain
and
see
what's
available.
I
did
check
with
the
chamberlain
who
said
that
the
chamberlain's
office
is
pretty
flexible.
B
They
could
stretch
out
payments
for
a
year
or
two
years
or
three
years.
The
question
is:
do
we
want
to
charge
interest
for
the
later
fees?
I
know
in
the
past
we've
waived
interest
on
some
of
these
cases.
B
The
property
owner
has
requested
to
me
that
she
would
be
really
appreciative
if
we
could
waive
interest
for
two
years.
I
left
that
section
blank
in
the
resolve
in
case
there
is
any
other
discussion
on
this.
Okay.
A
Well,
that
seems
that
seems
both
reasonable
and
compassionate
within
the
bounds
of
reason
to
me
I'll
support
waving
it
for
two
years.
Did
you
say
a
few
years
or
two
years,
two.
B
Years
and
then
I
think
beyond
that
point
we
start
charging
interest.
A
K
I
have
a
question
on
the
two
years,
so
we're
saying
two
years
from
the
date
of
original
bill.
I
believe
that
was
a
long
time
ago.
K
B
K
B
This
year,
and
so
the
property
has
just
made
the
request
at
our
last
meeting,
so
I
would
say,
probably
from
this
meeting
two
years
from,
I
guess-
may
2023.
K
Okay,
I
think
I
think
that's
fine.
I
was
worried
that
it
was
two
years
from
the
date
of
the
bill,
which
may
have
been
a
long
time
from
february.
That's
not
that
long
either.
B
No,
this
allows
some
time
for
payment
and
I
took
some
liberties
on
this
resolution.
I
think
the
the
request
was
that
the
bill
was
about
four
times
larger
than
normal,
and
so
what
I
did
is
I
took
75
percent
of
the
bill
and
that's
how
I
came
up
with
the
value
of
1910.
B
I
had
not
discussed
that
with
the
property
owner,
but
if
you
do
the
math,
that's
what
it
works
out
to
be,
so
I
just
wanted
to
put
a
number
there
so
that
I
could
tell
the
chamberlain
this
amount
for
this
period
of
time
because
interest
free.
I
So
that's
that's
in
it
in
addition
to
the
interest,
or
that
is
the
equivalent
to
the
interest.
I
guess
when
I'm.
M
Just
last
meeting
this
came
up,
I
want
to
just
reiterate:
I
have
to
recuse
myself
from
this
because
I'm
well
acquainted
with
the
owner
of
the
property
not
on
this
specific
property,
but
I
felt
appropriate
to
stay
out
of
this.
So
I'm
just
reiterating.
So
I
I
guess
I
don't
vote
on
the
resolution
or
anything
then
I
assume
so.
