say
ever
ever,
but
I
think
pretty
much
ever
for
I
don't
know
that
any
of
us
are
jumping
on
any
city
anything
soon,
but
it
definitely
is
our
last
city
administration
committee
meeting
so
graham-
and
I
have
certainly
enjoyed
our
time
on
this
committee
and
enjoyed
our
time
on
council,
but
I
think
we
do
have
a
few
just
a
few
items
to
go
over
for
what
will
hopefully
be
a
short
last
meeting,
so
I'll
call
to
order
officially
agenda
review.

just
wanted
to
let
everyone
know
that
the
sort
of
status
of
those
things
we
obviously
the
streetery
we
heard
already

situation

have
that
that
we
have
to
handle
the
human
services
coalition
kind
of
resolution
that
we
had
kind
of
defining
a
little
bit
more.

organizations

funding

had
a
very
good
meeting
with
the
human
services
coalition.

we
ironed

to
iron
out
some
of
those
other

we
heard
very
clearly
from

administration

we
wanted
consistency
across
the
organizations
that
we
were
funding.

do
is
just
do
a
little
double
check
with
steve
of
the
organizations
that
we
fund
before
we
put
conditions
on
some
organizations
and
don't
put
them
on
others,
so
that
still
has
a
little
bit
of
work
to
do.

not
brought
that
back
tonight
so
other
than
that.

contend
with
the
thefts,
violence
and
drug
activity
in
the
west
end.

aid

the
amount

for
preliminary
engineering
design,
with
the
understanding
that
the
city's
share
would
be
approximately

resolved-

council

authorizes

city

ithaca
to
pay.
In
the
first
instance,

of
the
federal
and

share
of
the
cost
of

project

portions
thereof.

that

mayor,

and

authorised

works
is

authorized
to
execute

necessary,

able

good
share

funding
for
the

they
haven't
been
able
to
commit
the

would

the
match
to

chance
that
it
would
be
in
the
next
state
budget
and
we
would
get
reimbursed
that
portion
also,
in
which
case
our
total
share
would
be
even
less
than

percent,
but
they
can't
commit
to
that
quite
yet.

still

play.

project
scope
was
to
keep
the
pedestrian
bridge
and
you
know
build
a
wider,
a
wider
bridge
deck.
But
you
know,
through
the
preliminary
design
phase,
we
decided
just
to
remove
the
pedestrian
bridge
and
increase
the
bridge
deck
to
include
both
both
side,
sidewalks
and
bike
lanes.
That's
pretty
much
increased
the
project
scope.
Obviously
the
construction
cost.
I
In
addition
to
that,
we
also
included
a
sidewalk
improvement
or
extension
between
the
bridge
and
the
new
railroad
crossing.
That
would
also
add
additional
costs
and
water
and
sewer
also
upgraded
their
system
added
one
sword
line
additional
sword
line
and,
of
course,
we
had
to
include
replacement
of
the
existing
warrants
or
water
line
in
solitary
lines.
I
Those
also
inc,
you
know,
plays
some
role
in
the
breach
increase
that
increases
the
the
project
was
overall
and
one
other
major
role
is
the
kovid
19
pandemic,
the
the
the
british
steel,
the
structural
steel
cost
increased,
I
would
say
by
you
know
almost
50,
60
percent.
You
know
our
original
estimate
was
about
200
000.
Now
we
are
talking
about
360
000,
which
also
you
know
you
have
to
have
design
and
construction.
On
top
of
that
that
you
know
when
you
sum
up
all
those
costs.
I
Now
we
are
talking
about
roughly
eight
hundred
thousand
dollar
price
increase
on.
On
top
of
you
know
what
we
originally
estimated
in
2018.

the
status
of
the
pedestrian
bridge
that
extends
sesame
on
across
the
show.

think
you

during
the
construction
phase,
we
are
planning
to
use
it
as
a
you
know,
pedestrian
crossing
because
you
know,
needs
floral.

it
has
a
lot
of
residents
who
use
that
bridge.

go

work
months
or
any
other
place,
so
our
plan
is
at
least
as
a
temporary
detour
plan,
we're
going
to
use
the
bridge
for
pedestrian
crossing
and
right
after
construction.

to

in
2023.

think
he's
originally
planned.

work,
but
you

when
they
do
that,

railroad
crossing
it
was
a
good
opportunity
to
you
know,
do
some
work,
some
design
work
and
include
that
work
with
the
bridge
project.
So
I
think
you
already
planned
it
and
my
my
my
understanding
is
for

thing
on
our
action
item
agenda
today
is
to
move
the
bond
resolution.
Steve
sent
some
backup
information,
but
the
resolution
is
still
being
prepared
by
the
bond
attorney.
So
you'll
see
that

council
agenda,
I

it'll
just
be
easy.
I
can
go
ahead
and
just
move
that
and
ask
for
a
second
and
then
you'll
see
the
details
of
it
on
the
agenda,
but
I'll
move.
It
is
there
a
second
I'll
do
graham
and
then
steve
if
you
just
want
to
summarize
what
they
are
for
us
before.

sure
so
the
information
I
sent,
I
think
it
was
monday,
reflected
that
the
most
of
the
activity
in
in
our
early
year,
authorization
for
bonds
is
related
to
the
the
budget.
So
in
this
case
is
is
generally
the
case
we
are
asking

requesting
for
a
bond
resolution
amount
of
three
million
eight
hundred
and
nineteen
thousand
four
hundred
and
forty
dollars
again
all
those
projects
that
we
talked
about
during
the
budget.

funding

that
we
find
ourselves
needing
in

next
six

months

projects

last
authorization
back

june

total
amount

be
five
million.

these
projects
have
been
previously
authorized

council
and
if
you
recall,
what
we
try
to
do
is
only
issue
funds
as
needed
so

expect
that
interest
rates
will
start
to
move
upward,
probably
mid-year
or
what,
in
the
third
quarter
as
a
result
of
inflationary
factors
and
some
other
factors
coming
into
the
market.
So
it's
still
a
good
time
to
borrow,
certainly
if
you
can
afford
it,
we
did
back
in
july
when
we
issued
our
last
bond,
we
did
obtain
an
interest
rate
of
0.25
percent,
which
obviously
is
excellent
rates,
we're
still
a
good,
solid
investment
for
investors.

we
expect
that
our
interest
rates
for
this
bond
issuance
should
be
in
the
neighborhood
of
0.5
percent
to
probably
one
percent,
so
hopefully
in
that
neighborhood
and
we're
also
looking
at
the
possibility
of
going
out
long
term,
because
long-term
rates
are
also
very
attractive
at
this
point,
roughly
two
percent-
maybe
a
little
under
that,
so
we'll
look
at
our
renewals
and
work
with
our
of
financial
folks
and
see
if
we
need
to
go
long-term
with
some
of
this,
but
because
that's
kind
of
the
overview.

again
we
don't
have
the
resolution,

formal
resolution
from
the
bonding
attorney.

expect
to
have
that

a
week

and
we'll

that

bittersweet
to
be

served
a
miss
committee
for
quite
a
while
served

council.

digging
through

old
pictures

day

found

picture
of
cevante
in
his
fourth
ward
seat
and
me
in
my
fifth
ward
seat
and
we
look
like
little
babies
back
then
in
comparison
to
all
the
gray
hair
we
have
had
after
you
know
over
a
decade
of
service
together
on
council.

I
cannot
thank
the
staff
of
the
city
of
ithaca
enough.
I
know
that
common
council
gets
a
lot
of
the
public
attention.
We
get
a
lot
of
the
public
comments,
but
it's
really
extremely
dedicated
and
committed
and
hard-working
staff
for
the
city.
That
makes,
as
I
said
earlier,
what
we
do
look
much
easier
and
they
are
really
they
are
really
the
behind
the
scenes
that
make
all
this
happen.
