This
is
a

extremely
packed
agenda.
This
is
somehow
like
four
months
worth
of
meeting
materials
between
the
budget
revisions
to
the
zoning
code,
the
approval
of
the
pod
on
cliff
street,
the
electrification,
retrofitting
the
right
to
council
resolution
and
on
and
on
so
we'll
dive
right
in
I'll
ask.
Are
there
any
additions
to
a
deletions
from
the
agenda?

is

from
reimagining
public

one

pleased

city

ithaca

veterans
week
and
that
an
observer
in
observance
of
operation
green
light,
we
encourage
everybody
to
turn
a
public-facing
light
bulb
green.

great
building
facility

in
city

we'll
be
lighting
up
what
lights,
we
can
reach

in
recognition
of
all
that
veterans
have
done
for
us

mary
has

team
of

veteran
ambassadors

had

people
know

there
is
a
veterans
community
here

that
veterans
are
contributing
members
of
our
county
and
our
community,
and
there
are
folks
still
coming
in
town,

they're

know
that
it
is
a
place
to
call
home.

county
colleague,
deanna

also
want
to
acknowledge
our
chief
of
staff
faith,
barbara,
who
has
joined
our
project
management
team
and
has
already
provided
invaluable,
a
a
very
valuable
input
to
our
process.
So
we're
really
excited
about
that.

those
of
you
who
do
not
know
me,
I
am
shelley
michelle
nunn,
I'm
the
director
of
human
resources
and
am
the
on
the
project
management
team
for
reimagining
public
safety.

First
of
all,
we
always
start
out
with
our
charge.
We
know
there
are
people
out
there
there
that
may
be
joining
us
for
the
first
time.
So,
basically,
new
york,
state
executive
order,
203
charge,
was
to
involve
for
us
to
involve
key
stakeholders
in
creating
a
plan
to
improve
a
community
and
and
police
relationships
that
are
based
on
trust,
fairness,
accountability
and
transparency
and
basically
to
seek
to
reduce
any
racial
disparities.

Also,
we
have
been
charged
with
through
working
groups,
basically
outlining
the
structure
for
a
new
public
safety
system.
G
Progress
to
date,
we
have
been
involved
in
internal
kickoff
meetings
for
the
plan,
so
you
know
that
we
have
various
plans
as
we're
rolling
out
each
of
those
plans
we're
first
working
with
the
internal
stakeholders
and
we've
met
with
the
internal
stakeholders
for
officer
wellness,
the
d.a
assigned
council
data
and
the
healing
plan.
We
have
been
working
with
a
consultant
outside
consulting
on
healing
plan
as
well
as
when
we
met
with
the
internal
group
for
the
d.a
assigned
council.

We
had
an
outside
vendor
from
the
rochester
area.
Measures
for
measures
for
justice
is
the
name
of
the
entity
and
they
sort
of
walk
through
what
are
the
possibilities
when
it
comes
to
collecting
data
and
presenting
and
having
that
data
available
for
the
community.
So
those
those
conversations
have
started
we
have
rolled
out.
This
is
the
first
week
and
today
was
the
first
day
I
believe
tom
tompkins
weekly.
We
will
have
advertisements
that
will
provide
for
community
members
who
may
not
have
access
to
our
website
due
to
technology
issues.

They
can
have
hard
copies.
It
will
be
an
opportunity
to
educate
the
community
on.
You
know
the
plans
and,
what's
going
on
at
a
given
time,
we
also
are
providing
postcards
that
will
be
made
available
for
those
who
you
know
may
not
again
may
not
have
access
to
to
technology.
They
can
use
these
postcards
to
to
to
provide
information
and
they'll
be
able
to
put
the
postcard-
I
guess
no
longer
in
the
mayor's
box,
because
that's
blocked
off,
but
we
will
have
other
mechanisms
for
which
they
can
do
it.

They
can
mail
them
in
and
we're
looking
right
now
into
providing
no
postage
needed
opportunities
for
people
to
do
that.
So
we
continue
to
try
and
make
sure
as
many
people
as
possible
have
access
to
participate
in
this
process.

There
we've
held
two
website
training
sessions
with
the
public
and
upcoming
is
a
session
specifically
for
the
senior
living
community.
These
are
sessions
that
sort
of
walk
through
the
website
what's
available
and
how
to
utilize
it
and
again,
I
would
encourage
you
if
you
have
not
yet
signed
up.
Please
do
so.
It
is

We
have
determined
the
location
for
the
staff
when
they
they
are
hired
and
after
an
exhaustive
search
for
available
space
that
is
downtown.

The
conclusion
right
now
is
to
house
them
at
the
tompkins
county
mental
health
center
because
of
location,
because
the
space
is
available
and
it
is
already
receives
technical
support
from
the
county.

And
quickly,
just
to
let
you
know
the
things
that
are
coming
up,
we
will
be
launching
these
these
plans
and
basically,
what
that
means
is.
We've
started
the
conversations
with
the
internal
stakeholders,
we're
ready
to
put
it
up
on
the
website
so
that
the
community
can
start
participating
by
with
giving
ideas
and
suggestions
for
ways
to
do
it.

renaming
ipd
is
coming
up
very
soon
and,
as
you
can
see,
quite
a
few
launches
will
be
taking
place
and,
as
I
mentioned
before,
our
process
is
to
meet
with
the
internal
internal
stakeholders
and
then
announce
it
on

website
and
allow
people
to
engage
that
way
and
that's
it.

become

monthly
tradition

really

our
council
liaisons

work

us

length

the
agenda

keep
my

town
update
brief
just
to
let
you
know
that
we
are
continuing
to
work
on
our
short-term
rental
law,
though
I'm
hoping
to
get
it
done
by
the
end
of
this
year,
since
we've
been
working
a
couple
of
years
on
it
already.

The
one
of
the
major
sticking
points
now
at
the
end
is
our
determination
of
how
many
days
to
let
folks
in
our
lakefront
residential
zone,
rent
out
their
houses
as
as
unhosted
rentals,
as
you
may
recall,
from
prior
discussions.
H
We're
not
planning
at
this
point
to
put
any
date
limits
on
the
number
of
days
that
you
can
rent
out
a
room
in
your
house
as
a
hosted
rental
when
you're
present,
but
our
our
general
limit
in
most
areas
of
the
town
for
unhosted
rentals
is
going
to
be
29
days,
but
because
of
the
special
nature
of
the
his
the
lakefront
residential
and
the
historical
nature
of
rentals
happening
there.
We're
we're
right
now
trying
to
settle
on
a
number
for
that.

Where
members
of
the
board
are
anywhere
between
six
months-
seven
months-
eight
months-
nine
months
currently
so
we're
going
to
try
and
work
that
out
on
monday
at
our
ton
board
meeting
monday.
So
we
can
get
something
passed
by
the
end
of
the
year
to
implement
that
we're
continuing
to
talk
about
5g
telecommunications
changes
to
our
telecommunications
law,
and
I'm
going
to
be
having
another
committee
meeting
on
that.

That's
in
the
codes
and
ordinances
committee
that
I
chair
next
wednesday
november
10th,
where
we
of
course
followed
closely
what
you
all
did
and
so
we're
gonna
next
week
be
looking
at
maps
showing
what
it
would
look
like
in
the
town.
If
we
had
a
250
foot
setback
from
residences,
which
is
our
current
draft
or
if
we
had
a
1500
foot
setback
from
distances.

We're
also
following
closely
right
now.
It's
happening
in
the
town
of
fishkill
down
near
new
york
city
as
andrew
campanelli
is
working
with
them
on
their
ordinance,
and
so
we've
been
reading
their
drafts
and
watching
their
public
meetings
to
see
what
they've
been
doing
to
get
some
ideas
as
well.
The
I
imagine,
we'll
still
probably
have
a
couple
more
months
in
committee
on
our
telecommunications
law
changes
before
we
bring
that
to
the
the
full-time
board
to
to
work
on
and
one
other
thing.

Set
up
some
type
of
a
a
little
celebration
or
ribbon
cutting.
I
hope
you
can
all
see
that
picture
they.
They
are
redoing
a
new
deck
on
what
was
known
as
the
bridge
to
nowhere,
and
so
some
folks
said
that
we
should
start
to
think
of
a
way
to
rename
the
bridge
or
at
least
get
some
new
new
name
for
it
out
there
in
public
parlance.

we
can
stop
calling
it
the
bridge
to
nowhere,
because
it
will
actually
be
a
bridge
to
somewhere

so
with

I'll

personal
note,
this
will
be
my
last
report
to
you
as
deputy
town
supervisor,
at
the
end
of
this
year.

the
end

december
I'll
be
finishing
my
role
as
deputy
town
supervisor.

still

a
couple
more
years,
but
won't
be
reporting
to
you
as
a
deputy
town
supervisor
anymore
and
that's
it

I'm

hearing
moved
by

by

all
those
in
favor
and
that
carries
unanimously.

hearing

comment

the

hearing.

I'll
just
make
this
announcement
as
to
how
I
was
breaking
it
out,

hopefully
the
speakers

think,
are
all
talking
about
budget
related
topics,
so
I'd
like
to
put
them
in
for
this
public
hearing,
and
then
we
have
a
couple
of
other
speakers
to
speak
during
the
public
comment
period.

whether
it's
appropriate
for
the
public
hearing

just
for
the
regular
public
comment

So
I
think
jordan
can
decide
where
it's
most
appropriate.

thank

the
opportunity
to
speak
with
you
this
evening
and
for
the
difficult
work
that
I
know
that
goes
into
every
budget
season.

I'm
here
tonight
to
speak
in
support
of
the
commission
coordinator
and
constituent
services
position
proposed
in
this
year's
budget
as
an
individual
who
has
served
as
a
member
and
chair
of
a
city
commission.
I
believe
this
is
exactly
the
sort
of
resource
that
will
amplify
public
input
and
strengthen
the
work
of
these
important
research
and
advisory
bodies.

I've
been
a
vocal
proponent
for
further
training
and
capacity
building
for
our
volunteer
commissioners,
and
I
believe
this
new
position
will
create
transparency
and
further
accountability
in
the
policy
making
process
by
easing
the
burden
on
our
excellent
city
staff,
coordinating
effort
across
and
between
commissions
and
ensuring
that
there
remains
sustained
and
high
level
administrative
attention
on
the
work
of
the
commissions.
This
investment
in
community
relations
offers
improved
channels
for
the
public
to
meaningfully
engage
in
the
policy
making
process.

I
I'm
also
a
grant
writer
for
unbroken
promise
initiative,
while
at
cornell
I
witness
much
of
the
tension
that
exists
between
the
city
and
the
university,
and
I
believe
that
upi
is
well
equipped
to
speak
on
these
issues.
While
when
I
first
met
jordan
and
yasmine,
I
was
awestruck
by
their
courage
and
plain
passion.
I
It
wasn't
long
before
jordan
called
me
up
and
was
making
some
pretty
hearty
asks,
but
I
jumped
right
into
that
too,
because
when
someone
with
purpose
asked
you
to
rise
to
an
occasion,
it
sparked
something
in
you.
I
think
deep
down.
All
of
us
want
to
fulfill
our
purpose
and
our
passions
for
jordan
and
his
team.
Their
purpose
aligns
with
something
big
something
at
the
heart
of
what
most
of
us
care
most
about
home
for
jordan
and
yasmine,
and
so
many
others
in
this
community.
I
We
exist
in
a
particularly
important
time
in
history,
and
it
is
up
to
each
of
us
to
decide
how
we
want
history
to
remember
us.

we
want
to
continue
reciprocating
or
a
destructive
and
exclusive
culture
in
our
society,
or
do
we
want
to
build
a
future
built
on
mutual
understanding,
respect
and
justice?

it

nowhere
within
a
convenient
distance
of
the
green
street
bus
stop
downtown

buy

bus
pass.

suggested
to
the
owner
of
the
ithaca
mini
mart
that
he
sell
them,
as
he
has
to
pay
5
fee
on
change
from
his
bank,
and
it
literally
costs
him
money
to
make
change.

told
me
that
there
is
no
profit
margin
on
the
bus
passes
due
to
their
fixed
price
and
he
would
take
a
loss
by
selling
them
via
credit
card
credit
card.

to

I
would
also
like
to
reiterate
my
objections
to
any
funds
being
disbursed
to
the
unbroken
promise
initiative.
Reimagining
public
safety
advisory
committee,

yasmin,
rashid,
is
also
vice.

president

promise
initiative
and
I
believe
this
presents
a
conflict
of
interest
and
could
call
into
question
the
legitimacy
of
the
process
due
to
it
potentially
being
viewed
as
a
payoff
for
services
rendered
that
committee.

talk
about
how
I
guess
appalling
is
the
word
it
is
to
be
a
member
of
this
community
and
just
on
a
stroll
through

evening,
see
ipd
officers,
four
of
them,
plus
the
sheriff
attack,
tackle
and
assault
a
pregnant
woman.

A
pregnant
black
woman
on
my
block
even
further
more
appalling,
is
to
hear
nothing
of
it
from
any
of
our
politicians
in
office
and
then
to
have
the
police's
budget
increased
and
sort
of
a
fake
out
of
using
abolitionist
language
while
increasing
their
budget
and
that's
kind
of
all.

have
to
say
I'm
really
appalled
and
I
would
love
someone
to
acknowledge
what
has
happened
at
the
hands
of
our
police
department.

still
getting

people
spoke

about
reimagining
public
safety

it's

veterans
week
next
week,
like
that's
dope,

there's
a
bunch
of
houseless
veterans
that
I
know
who
get
harassed
by
the
police
on
a
daily
basis
like
and
like
that's.

thing
like
when
I
get
off
of
this

like
tonight.
I'm
going
to
be
handling
a
bunch
of
calls
from
people
who
need
help
who
are
veterans
or
just
houses
individuals.
So
it's
like.
Why
isn't
that
money
that
the
police
got
going
towards
housing
or
anything
else,
or
maybe
we
could
give
some
of
that
money
if
the
police
are
gonna
be
around
right
like
if
y'all
gonna
give
the
police
money?

they
gonna
solve
that
murder?

that
murder,
that
of

express

support

funding
for
the
unbroken
promises
initiative
as
well.
I
apologize

background
noise

I
too
met
jordan
and
yasmine
last
summer
at
the
truth
and
justice
rallies
when
I
went
down
to
the
comments
to
join
in
with
the
protests
against
police
violence
generally
in
america,
and
also
to
push
back
against
the
large
budgets
of
the
police
department,
I
was
moved
by
what
jordan
and
yasmine
had
to
say
and
how
much
they
were
able
to
move
a
group
of
mostly
white
people
to
follow
them
into
the
street
and
in
align
with
their
mission
I
reached
out
to
volunteer
and
have
been
volunteering
as
an
administrative
assistant
for
the
past
year
or
almost
a
year
and
a
half.

Now
jordan
and
yadmin
are
incredibly
committed
to
addressing
the
unmet
needs
of
the
most
vulnerable
populations
of
ithaca
and
have
been
doing
a
ton
of
work.

I'd
like
to
echo
the
sentiments
of
these
speakers
before
me,
it
does
feel
like
we
had
a
big
movement
last
summer
with
a
lot
of
voices
that
came
out
across
the
entire
country,
looking
to
redistribute
funds
from
bloated
police
budgets
to
really
address
needs
like
housing
and
food
and
education
and
and
things
that
really
address
the
core
problems
that
lead
to
crime,
and
it
does
feel
like
a
lot
of
that.

The
wind
was
taken
out
of
the
sales
of
that
movement
with
empty
promises
and
cushy
language
and
promises
to
make
things
different,
but
really
budgets
are
increasing
and
we're
just
re-labeling
things
so
just
to
wrap
it
up
really
quickly.
I
think
if
we
really
want
to
address
a
lot
of
the
issues
in
this
community,
we
need
to
support
the
most
vulnerable
in
our
community,
and
upi
is
attempting
to
do
that.

much

process

the
last

saw
that

000

that
we
spoke

last
time

it

000

still

money
would

essential
partner
on
our

half
the
funds
are
still
available
in
arpa
and
we

looking
to
compete
for

some
funding

seeking
with
the
funding
on
leveraging
state

federal
grants,
and
we
are
also
going
to
be
looking

seek
funding

the
county
and
other
as
well

potential

owner

the
west

city

business
owners

a
really
good
meeting.

thought
I
was
surprised
at
the
turnout
and
the
clear
message
from
the
business
owners
and
residents
from
the
inlet
all
the
way
to
elmira
road,
expressing
real
concern
and
frustration
about
the
escalation
and
the
expansion
of
the
camping
and
the
problems
that
have
arisen.
Related
to
that.

also
say
that
the
meeting
was
very
clear
one
person
after
another
talked
about
how
these
are
people
in
real
need
that
there

two
comments
or
two
topics:
I'll
try
to
keep
it
very
brief.
First,
regarding
the
hiring
of
a
program
manager
for
the
city
of
ithaca's
energy
efficiency,
retrofitting
program,
I
think
this
is
fantastic.
I
was
unaware
of
until
now
great
way
to
make
a
huge
impact
in
anything
with
climate
goals,
economy
and
community.

Obviously,
I'm
just
coming
to
this
now,
so
I
don't
know
much
more
about
it
than
that
and
then
the
winning
company
block
power
will
they
hire
and
or
use
all
local
contractors
and
engineers.

You
said
I
said
this
before,
but
it
opens
a
huge
loophole:
conflicts
with
a
lot
of
the
goals
written
in
the
codes
of
minimizing
unnecessary
infrastructure
and
preserving
our
downtown
aesthetic,
and
it
goes
against
what
many
evidence
of
it
have
been,
calling
for
or
speaking
out
against
and
overrides
the
values
that
we've
heard
from
you
by
a
number
of
you.
That
last
minute
edition
goes
against
the
clear
device
from
attorney
campanelli
back
in

july
city
administration
meeting.

said,
then
this
kind
of
data
exemption
clause
is
ineffective
and
that
any
minimum
data
number

matter

big

small
is
able
to
be
manipulated.

able
to

answer

can't

provision

added
with

discussion,

see
any
debate

it
appeared
that

taking

not
blaming,

most

like

voted

false
pretense
that

not
knowing

impact
this
could
have.
Despite
mr
campanelli's
warning,
it
seems
to
serve
no
purpose
other
than
providing
the
telecom
applicants
with

free
pass,
accepting
them
from
the
mindfully
crafted
codes
that
you
all
work

hard
on.
So,
given
this,
we
urge
to
re
urge
to
rescind
this
provision
from
the
code.

cannot
have
such
impactful
changes
to
our
codes
just
happen
unintentionally.
If
there
are
somehow

some
place
significance
who
are
consistently
unable

do
basic

browsing,
those
citizens
could
petition
the
council
for
a
change
again.

wealthier
