Description
Part 1 of 2 Meeting Files - Public Hearing on 5G Telecommunications Technology
B
Perfect,
thank
you.
Julie,
welcome
everyone
to
the
september
22nd
special
meeting
of
the
common
council
is
actually
a
committee
meeting
of
the
whole
I'll
call
the
meeting
to
order
and
then
notice,
as
I
have
every
time,
this
issue
has
come
up
by
the
common
council
or
inside
city
hall
that
I
will
be
recusing
myself
from
the
discussion
because
of
a
family
member
that
works
for
a
telecom
company,
though
I
do.
B
I
have
no
reason
to
believe
that
either
his
income,
or
certainly
not
mine,
would
be
affected
by
the
decision
either
way.
I
do
want
to
avoid
even
the
appearance
of
a
conflict
of
interest,
so
I'll
be
recusing
myself
and
asking
deb
mulinhoff
to
chair
the
discussion
and
the
remainder
of
this
meeting.
Thank
you.
Deb
thanks.
Everybody.
C
Great,
thank
you.
Okay.
I
just
want
to
do
a
few
housekeeping
things
to
start
us
off,
so
I
see
a
couple
of
questions
in
the
chat
just
to
let
everyone
know.
The
format
on
zoom
for
this
meeting
is
webinar
format.
C
So
unless
you
are
a
panelist,
all
you'll
be
able
to
do
is
see
and
hear
us
until
julie
will
call
you
in
for
your
turn,
to
speak
for
the
public
hearing,
so
she'll
move
you
over,
promote
you
to
a
panelist
and
she'll.
Do
that
and
she'll
announce
who
is
going
to
speak
before
so
just
for
those
of
you
asking
questions
about
that?
C
That
is
how
that
will
work
just
wanted
to
review
our
just
sort
of
schedule
of
events
for
this
evening.
So
the
first
thing
that
we'll
do
is
open.
The
public
hearing
and
that'll,
be,
as
I
described
julie,
will
be
helping
get
everybody
in
to
do
the
public
comment
for
the
public
hearing
when
we
close
the
public
hearing.
What
we
will
do
is
we
will
most
likely
convene
into
an
executive
session,
and
so
the
public
will
have
to
be
patient.
C
While
we
work
through
that
executive
session
for
those
of
you
that
are
counsel
and
staff
and
are
invited
guests
into
that
executive
session,
you
you
have
in
your
email
a
a
different
link,
so
we
physically
will
have
to
leave
the
close
out
of
this
join
that
executive
session
and
then,
when
the
executive
session
is
over,
we
will
come
back
to
this
same
meeting
in
order
to
finish
out
our
discussion
and
hopefully
a
vote
on
our
5g
guidelines.
For
this
evening.
C
The
first
topic
when
we
come
back
out
of
executive
session,
will
be
just
a
review
of
the
maps
and
some
of
the
information
on
setbacks
and
distancing
that
our
wonderful
g,
I
s,
staff,
worked
on
with
joann's
staff
and
then
we'll
have
to
move
the
resolutions,
we'll
open
the
floor
for
potential
amendments,
and
then
hopefully
we
will
vote
on
the
final
guidelines.
That's
our
order
sort
of
procedural
order
for
this
evening
and
then
in
case
you
forgot,
we
have
to
have
a
city
administration
committee
meeting
after
we
do
all
of
that
with
5g.
C
So
anyone
who
is
not
related
to
the
city
administration
committee
meeting
will
be
excused
at
that
point,
although
you're
definitely
welcome
to
stay.
If
you
want,
it
should
be
a
short
meeting.
We
only
have
a
few
topics
at
that
and
we
will
not
need
to
exit
or
reconvene
that
that
zoom
link
that
we
go
back
to
we'll
just
continue
the
city
administration
committee
meeting
from
there
does
anyone
have
any
procedure
questions
before
I
take
a
motion
to
open
the
public
hearing,
all
righty.
C
A
Thank
you.
So
we
have
had
a
number
of
people
sign
up
to
seed
their
time
to
marie
and
andrew
mulmar.
So
there's
five
people
for
each
monarch,
which
gives
marie
seven
minutes
and
andrew
seven
minutes
to
speak.
So
our
first
speaker
tonight
will
be
marie
molnar
and
she
will
be
representing
sheila
out
jennifer
heatley,
jeff,
dorn,
maddie,
tormado
and
herself.
A
D
Oh,
thank
you
julie
for
coordinating
this
gosh.
It
feels
like
a
big
night.
It's
been
almost
a
year
and
a
half
since
we
started
this
5g
conversation,
so
I
personally
am
feeling
relieved
that,
hopefully
tonight
you
will
be
finalizing
these
wireless
code
changes-
and
I
imagine
that
many
of
you
are
also
ready
to
be
done
with
this
at
a
recent
council
meeting.
I
remember
someone
mentioning
that
they
were
frustrated,
that
this
topic
has
taken
so
long,
and
I
think
many
of
us,
including
myself,
feel
the
same.
D
That
said,
I
want
to
take
a
moment
and
say
I
don't
believe
this
whole
process
was
for
naught.
I
mean,
since
this
conversation
began.
I
know
that
I,
some
of
you
and
many
ithacans,
are
much
better
informed
about
5g
what
it
is
and
what
it
isn't,
the
actual
benefits,
the
real
costs
and,
however,
tedious
the
process.
D
I
believe
it's
ultimately
a
good
thing
for
a
community
for
a
democratic
process
to
have
the
public
more
educated
and
to
have
a
lot
of
public
participation
for
something
so
consequential,
and
I
will
say
that
for
every
voice
that
you
hear
tonight,
there
are
many
more
concerned.
Citizens
who
simply
cannot
speak
at
these
meetings
while
there
is
a
wide
diversity
of
opinions
about
how
wonderful
or
how
innocuous
or
how
ruinous
5g
may
be
over
the
past
year
and
a
half.
D
I
have
spoken
to
a
lot
of
ithacans
and
I've
consistently
heard
two
areas
of
concern
for
the
majority
of
people
and
sort
of
the
main
part
of
the
bell
curve,
and
that
is
the
number
of
antennas
and
the
proximity
of
antennas.
D
So,
first
regarding
the
number
of
antennas,
it
simply
doesn't
make
sense
to
most
people
that
we
would
have
any
more
antennas
than
we
actually
need.
Remember
5g
will
add
to
not
replace
the
existing
antennas
and
if
we
already
have
5g
here
with
our
existing
antennas,
then
we
may
not
need
any
more
whatsoever,
and
so
for
this
reason
I'm
glad
that
in
the
codes
as
proposed,
you
aim
to
avoid
redundancy
by
having
a
requirement
to
prove
a
gap
in
coverage
before
approving
any
new
wireless
antennas.
D
The
setbacks
and
the
concern
for
most
people
that
I
hear
is
that
adding
many
more
antennas
close
to
homes
exposes
families
to
even
more
and
constant
radiation
that
they
cannot
do
anything
about
short
of
moving.
Of
course,
it
seems
that
most
people
understand
and
accept
that
there
is
a
certain
amount
of
radiation
all
around
from
a
multiple
from
a
multitude
of
sources,
including
wi-fi
brought.
D
You
know,
bluetooth
stuff
that
they
can
control,
but
I
think
what
a
lot
of
people
find
disconcerting
is
that
the
overall
soup
of
constant
radiation
and
the
increasing
number
of
radiation
sources
that
is
beyond
one's
control.
I
think
that's
the
thing
that
most
people
seem
to
have
concern
about,
so
just
as
one's
first
cigarette
or
even
first
10
years
of
smoking
may
not
show
any
damage
to
one's
lungs.
The
long-term
cumulative
effects
of
all
the
extra
unnecessary
radiation
exposure
on
children
is
a
real,
serious
concern
that
I've
heard,
especially
for
many
parents.
D
So
I
urge
you
to
change
the
current
drafted
distances
from
antennas
and
homes
and
in
between
antennas
to
at
least
1500
feet
for
both.
It
is
now
abundantly
clear,
even
from
industry
experts
that
5g
antennas
can
easily
function
at
that
distance,
and
so
why?
Wouldn't
you
set
at
least
that
distance
would
be
my
question,
regardless
of
your
view,
on
the
impacts
by
requiring
at
least
a
1500
foot
setback.
D
You
make
it
clear
to
the
constituents
and
all
lithicians
that
you
are
taking
their
concerns
seriously
and
that
you
are
willing
to
take
a
stand
and
prioritize
their
values
instead
of
the
telecoms
making.
The
telecom
applicants
do
the
work
of
finding
the
least
intrusive
locale,
not
the
cheapest
or
most
convenient
at
the
public's
expense.
D
Lastly,
1500
feet
is
not
a
random
number
that
simply
feels
good
enough
to
to
be
safe.
1500
feet
are
technically
sixteen.
Forty
five
hundred
meters
was
the
conclusion
of
the
official
new
hampshire
state
commission
on
5g,
based
on
17
international
studies,
as
stated
in
the
report,
by
requiring
at
least
a
1500
foot
setback
distance,
you
are
following
the
best
science
available
now
about
what
is
reasonably
safe.
D
D
Isn't
there
some
kind
of
government
agency
that
oversees
or
regulates
all
this
stuff
to
make
sure
it's
safe
and
when
I
let
folks
know
that
the
fcc,
in
fact
does
not
require
federal
registration
for
any
wireless
facilities
under
200
feet
and
doesn't
even
know
the
location
of
most
wireless
antennas,
much
less
test
them,
nor
require
anyone
to
test
them
to
ensure
that
they
are
not
exposing
the
public
to
radiation
levels
exceeding
the
maximum
safe
levels.
Most
people
are
shocked
and
then
the
typical
response
is
well.
D
This
is
ithaca,
I'm
sure
the
city
is
taking
the
necessary
precautions,
and
so
I
share
that
to
let
you
know
it's.
I
think
it's
important
that
you
hear
that
ithacans
put
a
lot
of
faith
in
you
and
in
this
city
to
put
the
public
welfare
as
the
highest
priority.
As
do
I
so
thank
you
for
your
deep
and
thorough
consideration
on
this
topic,
and
I
wish
you
well
in
your
deliberations
and
I
hope
for
all
of
your
sakes
that
it
is
able
to
be
completed
this
evening.
Thank
you.
A
Thank
you
marie
next
up
is
jamie
love
following
jamie
is
laurie
labonte,
and
I
apologize
in
advance
to
everybody
if
I
mispronounce
your
names,
I
am
very
bad
at
this
job,
but
I
thank
you
for
your
patience.
E
Hi
everyone
I
come
to
this
meeting
as
a
constituent
of
tompkins
county.
I
personally
reside
in
the
outskirts
of
newfield
new
york
with
myself
and
my
three
home
school
children.
I'm
also
no
stranger
to
what
it's
like
to
live
with
very
slow
internet.
I'm
a
single
parent
and
I
run
two
businesses
from
home.
E
Our
home
has
very
slow
internet
speeds
and
at
times
I've
had
to
resort
to
using
the
local
library
systems
hot
spots
to
receive
service.
Where
I
live
in
some
cases
I
have
to
drive
to
town
just
to
download
my
large
files
for
my
clients,
it's
very
much
a
pain
in
the
butt
to
do
this,
but
this
is
how
I
prefer
to
live,
and
here
is
why
I
also
under
this
meeting
with
the
understanding
and
perspective
that
I
am,
the
minority
of
people
in
a
community
of
several
thousand-
have
experienced
personally
physical
disturbances
by
emf
waves.
E
I
myself
am
challenged
with
a
number
of
physical
symptoms
that
are
activated
when
I'm
heavily
exposed
to
emf
wave
frequencies
for
an
extended
period
of
time.
I
also
have
a
son
who
has
epilepsy
and
other
bare
neurological
conditions,
some
common
symptoms.
I've
personally
experienced
are
dizziness
severe
migraines
panic
attacks,
memory
loss
and
my
son,
who's
neurologically
compromised,
has
had
extreme
lack
of
focus,
migraines,
behavioral
changes
and
again
extreme
insomnia.
E
So
I
understand
that
most
of
y'all
might
not
feel
these
effects,
but
for
us
it
puts
our
immune
systems
into
overload.
The
fortunate
blessing
for
my
family
is
that,
since
we
live
away
out
here,
we
can
shut
off
our
wireless
inner
net
boxes
whenever
we
want
to
and
rest
easy
know
that
we're
not
being
bombarded
with
emf
waves,
while
we're
sleeping
and
the
time
when
the
phones
and
the
boxes
are
shut
off,
allows
our
systems
the
time
to
reset
and
recharge.
E
I
also
come
to
this
meeting
on
behalf
of
the
minority
of
other
people
in
this
county.
Who
may
have
these
same
experiences
me
on
a
regular
basis
and
don't
even
know
that
this
meeting
is
happening
and
there's
a
lot
of
people
that
don't
understand
that.
There's
a
group
of
you
all
sitting
here
before
me
that
are
deciding
and
making
the
choices
on
what
gets
put,
maybe
50
feet
outside
of
their
bedroom
window
or
their
living
rooms
or
the
offices
where
they
spend
a
lot
of
time.
E
So,
while
I
understand
the
majority
of
the
people
in
this
room
enough
experience
firsthand
the
effects
of
neurological
disturbances
based
on
5g
radiations,
I
do
understand
that
those
of
us
who
have
we
all
exist
and
we're
not
conspiracy,
theorists
and
we're
completely
valid
with
our
claims
and
our
quality
of
life
is
negatively
affected
by
it.
So
I'm
also
here
because
there's
definitely
going
to
be
a
mom
who
lives
down
the
block,
who
won't
be
able
to
shut
off
these
5g
towers
at
the
end
of
the
night.
E
So
her
child's
nervous
system
can
find
respite,
and
I'm
also
here,
because
I
believe
that
tompkins
county
elected
officials
ought
to
consider
all
their
constituents
needs
and
requests,
not
just
those
of
the
majority.
In
the
past
couple
years,
we've
been
shown
collectively
the
importance
of
doing
what's
in
the
best
interest
of
those
who
are
immunocompromised,
so
they
may
continue
to
live
and
thrive,
and
so
I'm
requesting
to
the
same
sentiment,
you
consider
with
your
own
moral
conscience,
doing
what
is
best
for
those
who
are
neurologically,
compromised
and
affected
by
5g
and
emf
waves.
E
E
Creation
and
doing
what's
in
the
best
interest
for
my
family
and
also
those
who
are
not
able
to
be
here
tonight.
So
thank
you
for
your
time
in
listening
and
I'm
definitely
in
favor
of
having
them
1500
feet
away
or
more.
So.
Thank
you.
A
Thank
you
very
much
jamie.
I
was
not
able
to
find
laurie
labonte
in
the
attendee
list,
so
instead
I'm
going
to
move
forward
irena
perez
and
then
following
irina
will
be
andrew,
mullner.
F
Hi
city,
council
members,
my
name
is:
irina,
paris,
I'm
a
long
time
ithacan,
and
I
wanted
to
speak
to
you
today,
because
I
am
also
concerned
about
cell
phone
antennas
near
homes
and
schools.
F
F
F
Verizon
says
that
their
5g
antennas
now
reach
at
least
2000
feet.
So
it's
not
prohibiting
5g
to
set
the
reasonable
distance
of
1500
feet.
If
there
is
a
gap
in
cell
phone
coverage
in
ithaca,
5g
antennas
could
be
added
to
existing
macro
cell
towers.
F
City
council
had
previously
agreed
in
june
that
the
distance
of
cell
antennas
should
be
at
least
1500
feet
from
homes,
and
I'm
wondering
who
has
cast
out
onto
this
sound
code's
decision.
F
F
Another
step
the
city
should
take
is
to
make
the
telecoms
prove
that
there's
a
significant
gap
in
cell
phone
coverage
before
allowing
any
new
antennas,
because
this
avoids
hundreds
of
unnecessary
and
redundant
holes
and
antennas,
which
you
know,
I'm
not
sure
why
ithaca
would
want
any
cell
antennas
that
are
not
necessary.
F
Such
unnecessary
antennas
would
detract
from
the
aesthetics
of
the
city,
lower
home
values
and
add
to
the
city's
electricity
costs
and
carbon
footprint
and
just
to
clarify
5g
is
not
home
internet.
It's
only
cell
phone
coverage
which
ithaca
has
so
I
want
to
urge
the
city
council
members
to
be
on
the
right
side
of
history,
enact
strict
codes
now
to
protect
ithacans
from
predatory
profit
driven
private
telecoms.
F
This
is
not
saying
no
to
5g
and
it
is
perfectly
legal
to
have
strict
codes.
As
lawyer,
campanelli
has
advised
you
and
no
telecom
company
has
won
any
litigation
against
any
cities,
so
their
threats
are
hollow
and
I
want
to
encourage
you
to
stand
strong
and
thank
you
for
resisting
the
pressures
and
doing
the
right
thing
for
ithacans,
as
elected
officials.
A
G
All
right
well,
thank
you
to
the
city
staff,
especially
ari
crane
and
joanne,
and
julie,
and
the
council
members
for
all
your
work.
You've
done
on
this
issue.
It's
it's
so
much.
It's
been
a
lot,
and
especially
given
everything
else
you've
been
dealing
with,
so
why
so
much
uproar
about
5g,
both
locally
and
globally?
G
Well,
the
world
has
been
using
cell
technology
for
many
years.
So
why
have
whole
regions
and
countries
stopped
5g
implementation,
and
why
are
countless
american
towns
resisting
this?
The
simple
answer
is
science:
since
the
1996
telecom
law
and
the
fcc
wireless
wireless
radiation
guidelines
have
gone
into
effect.
There
have
literally
been
thousands
of
scientific
studies
showing
the
harm
from
wireless
radiation.
G
No
matter
what
some
misinformed.
Academics
like
robert
thorne
say
this
science
is
real
and
overwhelming
this
science
is
why
each
of
your
cell
phone
manuals
warn
you
to
keep
your
phone
away
from
your
heads.
This
science
is
why
no
insurance
companies
will
cover
telecom
companies
they
deem
it
too
high
risk.
G
H
Of
technology
being
somebody
familiar
with
the
how
the
technology
works
and
seeing
the
opportunities
it
might
provide,
I
thought
this
would
be
a
to
use
an
incorporeal
term,
a
slam
dunk.
It
would
find
that
there's
no
problem
with
it
and
that
we
would
simply
move
forward,
and
so,
in
this
case
the
majority
was
10
out
of
13
people
agreed
that
there
are
concerns
with
electromagnetic
exposure
and
they
wrote
the
majority
report.
H
Something
that
looks
pretty
promising
is
the
state
of
new
york
is
now
forming
a
commission
to
look
at
the
same
type
of
thing
and
we'll
be
in
touch
with
them,
and
the
one
thing
I
can
say
with
confidence
is
that
anybody
with
an
open
mind
that
knows
how
to
interpret
scientific
information
we'll
come
to
the
conclusion
that
we
do,
and
that
is
there
are
problems
with
exposure
and
we
need
to
identify
what
that
problem
is
how
much
of
a
problem
it
is
before.
We
just
we'll
start
rolling
it
out
to
everybody.
G
So
dr
chamberlain
was
a
part
of
this
new
hampshire
commit
commission
that
voted
overwhelmingly
in
the
end
to
raise
a
red
flag
on
the
5g
rollout
from
the
report.
The
commission,
acknowledged
quote
the
large
body
of
peer-reviewed
research
that
shows
the
type
of
radiation
generated
by
wireless
devices
can
have
a
deleterious
effect
on
humans,
especially
children
as
well
as
animals,
insects
and
vegetation.
G
G
Why
are
the
fcc
radio
frequency
exposure
limits
set
from
the
united
states
100
times
higher
than
countries
like
russia,
china
and
switzerland?
Why
have
thousands
of
peer-reviewed
studies
showing
a
wide
range
of
statistically
significant
dna
damage,
brain
and
heart,
tumors,
infertility,
and
so
many
other
ailments
been
ignored
by
the
fcc?
G
A
likely
explanation
is
that
those
agencies
are
captured.
The
commission
members
come
from
the
agencies
from
the
industry.
They
are
overseeing
unquote
when
confronted
in
the
u.s
senate.
Recently,
the
telecoms
admitted
that
they
had
done.
No
studies
proving
safety
in
this
technology-
it
is
the
charge
of
you
all
as
the
council
and
the
ithaca
codes
to
protect
the
health
and
safety
of
ithaca
residents.
The
fcc
and
the
telecoms
have
unethically
tried
to
take
this
power
away
from
local
governments.
G
Now,
two
years
ago,
one
of
the
five
members
of
the
fcc
jessica,
rosen
warsaw
wrote
as
a
minority
member
that
the
fcc
and
the
telecoms
have
overreached
in
their
dealings
with
local
governments.
She
wrote
quote:
the
fcc
is
telling
state
and
local
leaders
all
across
the
country
what
they
can
and
cannot
do
in
their
own
backyards.
G
G
The
assertion
that
local
aesthetic
requirements
in
a
city
are
tantamount
to
a
service
prohibition
stretches
the
statute
beyond
what
congress
intended
and
legal
precedent
affords
still
quoting
her.
In
fact,
too
many
municipalities
account
have
called
on
the
fcc
to
halt
this
federal
invasion
of
local
authority.
The
national
governors,
association
and
announce
national
conference
of
state
legislatures
have
asked
us
the
fcc
to
stop.
The
sentiment
is
shared
by
the
u.s
conference
of
mayors,
national
league
of
cities,
national
association,
county
of
counties
and
government
finance
officers
association,
in
other
words,
still
quoting.
G
G
Unquote,
mrs,
what
rosenwar
saw
was
only
a
minority
member
of
the
fcc
then,
but
now
she
is
the
chair
and
with
her
leadership,
a
new
byte
administration,
there
is
hope
the
fcc
will
begin,
favoring
local
governments
more.
In
the
meantime,
given
the
recent
court
ruling,
the
fcc
radiation
guidelines
are
now
clearly
out
of
date,
so
no
one
is
left
to
protect
ithaca
citizens
other
than
you.
G
For
decades,
the
tobacco
industry
denied
the
science
showing
harm
from
cigarettes
all
in
service
of
profits.
Untold
numbers
of
people
were
hurt
by
this.
For
decades,
the
fossil
fuel
companies
denied
the
clear
science
of
climate
change
all
in
the
service
of
profits.
Humanity
is
now
dealing
with
the
consequences,
and
now,
at
least
for
two
for
many
years,
the
telecom
companies
have
denied
the
clear
science
showing
harm
for
wireless
radiation.
G
A
Thank
you
very
much
andrew
following
andrew
is
laurie
lavonte
and
following
laurie
will
be
desiree
keones.
J
I
don't
think
I
can
get
an
actual
enough
data
to
show
my
picture,
but
can
you
hear
me?
Yes,
we
can.
Thank
you,
okay!
Thank
you.
Thank
you!
So
much
common
council,
I
I
I've
been
from
afar
watching
and
listening
to
what's
transpired
over
the
past
year
and
a
half,
and
I'm
I'm
really
grateful
and
and
appreciative
for
everybody's
efforts
on
both
sides
and
how
much
time
people
have
taken
on
this
topic.
J
It
is
one
that
I
I
feel
is
extremely
important
both
to
the
community
and,
I
think,
to
a
greater
population
at
large
because
it
certainly
does
set
a
precedence.
J
I
want
to
thank
everybody
that
has
already
discussed
a
lot
of
the
data
and
information
that
that
brings
about
information
about
5g
and
what
it
what
it
is
and
what
it
can
be
and
what
we
know
and
what
we
don't
know,
because
there
are
so
many
what
up?
What
if
still
happening
here
in
terms
of
what
people's
knowledge
base
of
5g
is.
J
My
concern
is
the
concentration
of
towers
and
the
distance
with
regard
to
our
our
city
and
and
what
that's
going
to
look
like
long
term
for
our
children,
with
the
concentration
around
the
schools,
because
there's
so
many
children
in
that
area.
J
Can
move
forward
and
preferably
to
have
a
longer
a
larger
distance,
but
I
know
everybody's
worked
really
hard
and-
and
I
and
I
just
want
to
say
thank
you
very
much
and
please
please
hold
on
to
what
what
you
have
in
terms
of
your
your
efforts
and
push
back
on
how
much
distance
we
can
give.
Thank
you
so
much.
K
K
We
can
thank
you,
oh
okay,
so
you
know
I'm
not
as
well
versed
as
everything
I've
just
listened
to,
but
my
heart
just
doesn't
feel
right
about
all
the
dangers
and
you
know
our
children.
I
have
grandchildren
and
I'm
thinking
of
all
the
children,
and
I
just
hope
that
you
take
into
consideration
all
this
great
information
that
was
received
tonight
and
do
what's
right
for
the
constituents
and
the
children
and
this
whole
entire
community,
which
I
only
moved
here
seven
years
ago.
K
But
I
gotta
say
I
rather
like
it
here
and
you
know
I'm
just
concerned
for
the
people
and
I'm
speaking
for
people
who
don't
know
about
this
and
speaking
for
all
of
my
family,
that
I'm
just
hoping
that
you
make
the
right
decisions,
the
ethical
decisions
and
do
what's
right
for
the
people
and
the
children
and
not
for
the
telecommunication
company,
and
that's
really
pretty
much
all
I
have
to
say
and
for
everyone's
efforts,
and
you
know
digging
into
what
is
actually
involved
in
the
science
and
sharing
that
with
all
of
us.
A
Thank
you
very
much.
Next
up
is
april,
but
I
don't
see
in
april
in
our
attendee
list
so
april,
if
you're
named
something
else
in
there.
Can
you
just
chat
me
I'm
going
to
move
on
to
michelle
and
following
michelle
will
be
vanessa
wood
and
then
we'll
we'll
work
april
back
in.
Thank
you.
L
Hi,
my
name
is
michelle
piatti,
thank
you
to
everyone,
who's
spoken
and
all
the
rest
that
will
speak
after
me
and
to
the
panelists.
I
know
that
sitting
on
any
committee
is
time
consuming
arteries,
often
not
given
a
lot
of
kudos
to
it's
a
big
job.
L
I
do,
however,
want
to
state
my
concerns
as
a
resident
here
in
ithaca
mother
teacher
daughter,
sister
friend,
and,
above
all
else,
a
person
who
is
being
affected
by
this.
I
listen
to
jamie
speak
and
can
confer
that.
I
too
have
some
of
these
issues.
I
think
my
son
deals
with
many
of
these
issues
with
stress
and
anxiety.
L
L
Verizon
is
just
another
huge
company
that
is
going
to
make
money
at
the
cost
of
our
residents
and
all
the
people
who
live
here
in
this
beloved
city.
There's
numerous
videos
and
studies,
beginning
studies
to
suggest
the
possible
catastrophic
outcomes
of
rolling
out
all
these
5g
antennas.
Really
close
to
homesteads
and
large
environments
of
people
and
the
effects
are
not
studied
thoroughly.
We
need
extensive
scientific
research
to
measure
all
of
the
effects
on
human
population,
and
even
our
living
environments
are
our
pets,
our
food
supply.
L
There
have
been
a
few
actual
instances
in
areas
where
5g
limited
5g
studies
were
conducted,
antennas
were
rolled
out
and
all
this
and
birds
and
animals
died.
There's
a
lot
of
people.
That
say
those
occurrences
didn't
happen
because
of
the
5g
antennas,
but
there's
a
lot
of
reason
to
believe
that
they
did,
which
demonstrates
the
need
for
more
intensive
studies.
L
During
some
of
my
research
readings
into
this
issue,
I
found
an
excerpt
that
I
wholeheartedly
agree
with
and
wish
to
quote
and
that
which
I'll
leave
you
with
this
comes
from
a
dr
martin
powell,
professor
emeritus
of
biochemical
and
basic
medical
sciences
at
washington
state
university
right
here
in
the
great
usm
bay
he
said-
and
I
quote,
putting
in
tens
of
millions
of
5g
antenna
without
a
single
biological
test
of
safety
has
got
to
be
the
stupidest
idea.
Anyone
has
had
in
the
history
of
the
world,
and
I
wholeheartedly
agree
with
that.
L
A
Thank
you
so
much
I
found
april,
so
I
am
going
to
take
her
first
and
then,
following
april
will
be
vanessa.
M
You're
welcome
I'm
glad
that
you
found
me
and
that
I
found
you.
I
am
concerned
that
the
codes
which
are
currently
being
proposed
do
not
provide
sufficient
protection
for
our
population
and
I'm
urging
you
to
set
a
distance
of
at
least
1500
feet
between
cell
antennas,
because
it's
really
important
that
they're
not
near
homes
or
schools
or
daycare
centers.
M
M
M
It's
also
very
important
to
require
the
test
needed
to
prove
a
gap
in
coverage,
because,
if
there's
no
gap
in
coverage,
there's
no
need
at
all
for
5g
and
ithaca.
It's
according
to
verizon.
Their
5g
network
can
currently
reach
a
distance
of
2000
feet
and
also
they
can
put
the
antennas
on
already
existing
cell
phone
towers.
M
So
I
don't
know
it.
I'm
just
going
to
end
with
some
questions
of
like
why
put
up
new
towers
at
all.
Why
aren't
we
protecting
the
residents
of
ithaca
from
5g
wireless
radiation
and
why
aren't
we
investigating
instead
using
fiber
optics
broadband,
which
is
safer,
faster,
more
reliable,
provides
greater
capacity
and
is
more
cyber
secure?
M
A
Thank
you
so
much
april
next
up
is
vanessa.
Wood
and
following
vanessa
will
be
jerome
gagliano.
N
N
Thank
you
for
taking
the
time
to
consider
my
comments
and
for
everyone's
hard
work.
I'm.
I
would
like
to
express
my
concern
about
setting
up
5g
antennas
or
towers
in
ithaca,
especially
near
where
children
spend
a
lot
of
time,
such
as
schools
and
libraries
and
also
homes.
I
also
do
not
support
adding
more
4g
towers
or
antennas
in
close
range
where
people
live
and
work.
I'm
especially
concerned
about
the
change
plan
from
the
1500
feet
to
the
50
feet,
as
was
discussed
already,
that's
a
really
big
difference.
N
So
I'm
curious
about
the
justification
in
terms
of
health.
For
such
a
proposal
or
a
change
in
in
amount
of
proximity,
health
is
priceless
and
damage
may
be
irreversible.
This
is
a
very
serious
issue
which
affects
us
all
and
from
which
we
cannot
hide
or
opt
out
of
sort
of
moving.
You
may
be
familiar
with
the
recent
lawsuit
that
other
people
have
mentioned
about
the
fcc,
not
using
updated
evidence.
N
In
august
13th
2021,
the
9th
district
court
of
appeals
in
washington
d.c,
the
country's
second
highest
court,
quote,
ruled
in
favor
of
the
nonprofit,
and
its
fellow
petitioners
argued
arguing
that
the
federal
agency
had
not
taken
into
account
new
scientific
evidence
in
drafting
guidelines
for
exposure
to
radiation
for
cell
phones
and
cell
towers.
The
last
time
the
fcc
updated
its
guidelines
for
safe
levels
of
radiation
exposure
was
was
1996
but
from
the
jackson
hole
daily.
N
The
industry
and
regulatory
agencies
have
not
responsibly
taken
into
account
the
scientific
findings
of
harm,
especially
to
children,
but
to
adults
as
well
that
wireless
technologies
has
caused
and
can
cause
to
humans,
and,
as
mentioned,
there's
also
scientific
evidence
that
this
technology
causes
harm
to
plant
and
animal
life.
This
is
especially
true
for
4g
and
5g
radiation.
N
I
care
deeply
about
the
human
plant
and
animal
life
of
our
community,
I'm
an
elementary
teacher
who
works
at
a
school
located
in
the
heart
of
downtown
ithaca.
I
care
deeply
for
all
in
ithaca
and
I
hope
that
the
council
will
do
all
they
can
to
protect
our
children,
the
most
vulnerable
to
this
kind
of
documented
harm.
I
also
expect
you
to
protect
adults
in
our
beloved
environment,
since
the
fcc
has
not
changed
their
guidelines
since
1996
most
of
the
cellular.
N
Technology
that
we
use
today
has
not
been
taken
into
account
even
a
little
bit
when
presented
clear
scientific
evidence.
They
did
not
take
it
into
account
or
revisit
their
guidelines
since
we're
waiting
for
them
to
respond
to
the
actual
world
around
us
with
its
new
risks.
We
cannot,
in
good
shape,
cite
the
fcc
guidelines
as
what
guides
our
choices.
N
It
would
not
make
logical
sense
to
take
the
word
of
the
industries
who
install
and
sell
or
profit
from
these
technologies
when
deciding
what
is
safe
alone.
I
don't
know
why
the
fcc
chose
to
ignore
science,
but
I
would
hope
that
in
a
place
like
ithaca,
we
would
not
parrot
their
irresponsible
choices.
N
Our
values
of
caring
for
the
environment
and
health
and
looking
to
science
should
be
forefront
here,
as
in
all
of
our
decisions,
it
does
not
make
sense
to
only
use
a
narrow
industry
supported
view
of
what
is
safe
while
ignoring
a
vast
amount
of
solid
scientific
evidence,
and
it's
not
humane.
N
We
look
to
you
to
make
decisions
for
us,
those
who
live
and
work
in
ithaca.
We
don't
expect
you
to
make
decisions
to
benefit
outside
corporations
or
entities.
You
are
our
voice.
Thank
you
for
listening
to
those
of
us
concerned
in
the
past.
Please
do
not
backslide
by
lowering
the
distance
requirement
by
such
a
large
amount.
Please
proceed
with
caution
and
our
health
in
mind.
N
I
That
being
said
is
my
professional
opinion
that
the
50-foot
setback
of
the
small
cells
and
the
pwsfs,
the
personal
wireless
service
facilities,
I
think
they
are
to
our
homes
of
schools
in
the
draft
code.
Changes
is
entirely
too
close,
while
some
professors
or
scientists
may
say,
hey,
we've
been
exposed
to
rf
radiation
for
decades
now
many
many
decades
and
does
not
hurt
us
they're,
usually
not
qualified,
to
speak
about
the
biological
effects
of
rf
radiation,
even
though
they
may
be
physicists,
and
you
know,
experts
in
their
own
fields.
I
If
you
do
not
put
a
highly
restricted
distance
in,
you
cannot
legally
deny
an
apple
telecon's
application
to
put
an
antenna
wherever
they
want,
not
where
the
community
wants
and
given
that
the
current
5g
coverage
in
ithaca,
as
in
5,
we
have
5g
here
from
the
macro
towers
and
according
to
the
verizon
ceo,
that
their
5g
can
travel
up
to
a
half
mile
away
unaffected
by
trees.
You
are
not
prohibiting
5g
by
setting
a
small
cell
setback
from
homes
and
schools
to
1500
feet.
I
I'm
also
concerned
about
what
appears
to
be
inconsistencies
in
the
language
of
the
draft
code
as
it
distinguishes
between
the
pwsfs
and
the
small
cells.
I
don't
want
to
get
too
technical
here,
but
just
look
into
the
language.
Some
sections
reference,
one
or
the
other,
or
both
one
section
as
written,
would
actually
make
all
non-side
mounted
pwsfs
completely
exempt
from
the
setback
provisions
of
the
code.
So
I'm
guessing.
This
cannot
be
correct
and
I
want
to
make
sure
that
our
code
does
not
present
loopholes
just
because
of
unintended
errors
in
language.
I
It
is
my
professional
opinion
that
it
would
be
a
little
reckless
to
adopt
codes
that
allow
the
telecoms
to
blanket
every
street,
with
small
cell
antennas
emitting
a
24
7
point
source
of
rf
radiation
near
our
homes,
while
the
fcc
is
being
required
to
update
their
wireless
rf
radiation
emission
guidelines,
specifically
about
the
biological
effects
of
non-ionizing
radiation.
So
I
ask
that
you
please
listen
to
the
community.
Your
constituents
make
this
small
change
to
setback
to
further
strengthen
our
codes,
future-proof
our
community
from
the
unnecessary
and
potentially
hazardous
infrastructure.
A
Thank
you
so

P
P
Hi,
my
name
is
molly
cormbloom
and
I'm
a
long
time
ithaca
resident
and
a
nurse
practitioner,
I'm
here
before
you
to
ask
that
the
council
vote
to
adopt
a
1500
foot
setback,
distance
between
small
cell
towers
and
our
homes,
schools
and
places
of
gathering
there's
a
growing
body
of
evidence
that
people
who
live
within
close
proximity
to
cell
phone
towers
experience,
higher
rates
of
cancers
and
other
health
issues
as
a
nurse
practitioner
and
also
as
someone
for
whom
cancer
has
touched
our
family
personally.
This
is
a
particular
concern
for
me.
Here
are
some
examples.
P
In
germany
they
discovered
that
the
proportion
of
newly
developed
cancer
cases
was
three
times
higher
for
those
living
within
thirteen
hundred
feet
of
a
cellular
transmitter
compared
to
those
living
further
away.
Also,
in
february
2020,
the
scientific
journal
environmental
research
stated
that
in
epidemiological
studies,
80
percent
reported
increased
prevalence
of
adverse
neurobehavioral
symptoms
or
a
cancer
in
populations
living
at
distances
less
than
feet
from
cellular
base
stations.
P
Moreover,
a
new
study
from
brazil
reports
that
the
higher
the
emf
exposure
level,
the
higher
the
rate
of
cancer
mortality
in
cities
where
there
were
many
cell
transmitters
close
to
residences
the
mortality
rate,
was
the
highest
for
all
types
of
cancers,
but
especially
for
breast
cervix,
lung
and
esophagus
cancers.
The
rates
were
highest
within
500
meters
of
the
towers.
P
P
There
is
very
little
upside
and
much
potential
harm.
Please
can
we
exercise
the
precautionary
principle
and
wait
and
see,
or
at
least
protect
our
citizens.
Please
vote
in
favor
of
the
safety
of
our
citizens.
Please
adopt
a
1500
foot
setback
for
the
towers.
Please
protect
us.
Thank
you
so
very
much
for
your
time.
In
this
matter.
I
really
truly
appreciate
it.
A
Thank
you,
molly
next
up
is
lisa,
followed
by
brian,
and
I
apologize.
If
I
mispronounce
your
name.
Q
I'd
like
to
start
with
a
quote
from
the
overview
and
duties
of
common
council
section
from
the
city's
website
and
the
quote
starts
the
legislative
power
of
the
city
is
vested
in
the
common
council
and
it
has
the
power
to
enact
and
enforce
any
ordinance
or
resolution
for
any
local
purpose
pertaining
to
the
government
of
the
city
and
the
management
of
its
business.
Q
The
protection
of
the
business
and
property
interests
of
its
citizens,
the
preservation
of
order,
peace
and
help,
and
the
safety
and
welfare
of
the
city.
End
quote
this
protection
of
health
is
perhaps
the
most
important
job
of
the
government,
which
makes
the
1996
tcas
disallowing
of
the
consideration
of
health
and
the
approval
of
wireless
facilities,
so
wrong
immorally.
So,
as
great
leaders
have
reminded
us
through
time,
immoral
laws
should
not
be
followed.
Q
An
unjust
law
is
itself
a
species
of
violence
and
then,
lastly,
from
henry
david
thoreau,
when
a
man's
conscience
and
the
laws
clash,
it
is
his
conscience
that
he
must
follow
common
sense
and
conscience
dictate
that
you
seriously
consider
the
proven
negative
health
impacts
of
wireless
radiation.
In
your
closed
deliberation
process
to
preserve
the
health
and
vitality
of
our
precious
community,
it
has
truly
been
an
enormous
pleasure
to
work
with
all
of
you
in
this
past
year
and
a
half.
I
remain
forever
grateful.
A
R
Hello
hi,
my
name
is
wendy
ives.
I
am
a
resident
of
the
ithaca
community
for
33
years,
I'm
a
small
business
owner.
I
was
an
early
cell
phone
adopter.
R
I
got
my
first
cell
phone,
I
believe
in
95
very
early,
so
I
know
the
cell
phone
coverage
quite
well,
because
I've
lived
in
the
city
of
ithaca
and
in
the
surrounding
towns
and
way
out
in
the
country
this
that
we
have
fine
cell
coverage,
there's
very
little
gaps
and
the
gaps
that
exist
are
way
out
in
the
country.
R
There's
no
problems
with
the
cell
coverage.
Quite
honestly,
I
I
use
my
cell
phone
for
my
business.
I
accept
electronic
payments
through
my
cell
phone.
I
don't
know
what
to
say
about
the
coverage.
It's
really
unnecessary
to
have
5g,
especially
closer
than
the
minimum.
R
I
mean
you
should
be
the
you
should.
The
towers
should
be
as
far
apart
as
the
maximum
distance
to.
If,
if
you
even
see
the
point
in
getting
these
towers,
as
somebody
who
has
a
small
business,
I
would
like
to
point
out
that
a
lot
of
people
come
here
to
ithaca
and
the
ithaca
community
thrives
on
its
visitors.
R
Students,
tourists
there's
a
lot
of
empty
housing
in
the
outskirts
of
ithaca
and
if
you
think
it
begins
to
have
problems
because
of
its
cell
towers,
people
won't
come
here
and
they
may
not
know
why
they're
not
coming
here,
but
our
visitors
will
leave
after
not
having
fun
from
high
levels
of
radiation.
R
We
are
an
exquisite
agricultural
community
which
rivals
the
the
quality
of
food
from
paris,
and
I
know
this
because
parisians
have
come
here
and
told
me
so,
and
why
would
you
want
to
tamper
with
that?
R
That
that
to
me
is
doesn't
make
any
sense,
so
the
radiation
levels
affecting
the
food
source
that
we
have
here
and
all
the
farmers
that
work
so
hard
to
make
our
local
food
supply
really
stunning.
R
R
My
cousin
was
a
con
edison
employee
in
new
york
city,
and
his
name
is
on
quite
a
few
patents,
and
he
said
5g
is
already
outdated.
It's
already
outdated
technology.
Why
would
you
want
to
get
something?
That's
already
outdated
when
the
new
internet
that
other
large
companies
have
invested
in
is
already
a
better
technology
and
we're
not
even
talking
about
the
internet,
we're
talking
about
only
cell
phones.
A
Andy,
that's
your
three
minutes.
Thank
you
for
hearing
me
so
much
next
up
is
david.
Gallahan
following
david
is
nate
marshall,
but
I
don't
see
nate
here
so
following
nate
would
be
isa
piper.
S
S
Well,
thank
you
so
much
for
being
offering
us
this
opportunity
to
comment.
I'm
sorry,
we
couldn't
be
in
person
with
this
big
crowd
in
the
in
the
common
council
chambers
with
our
masks
on,
but
I
just
I
mean
people
have
said
it
so
well.
I
can't
really
add
too
much
to
what's
already
been
said,
but
I
just
want
to
urge
you
to
do
whatever
you
can
to
reinstate
the
1500
foot
spacing
from
homes
and
schools.
S
I
also
have
concerns
just
with
the
basic,
the
juarez
section
of
the
of
the
code
that
it's
like
the
assumptions
that
this
is
based
on
I
mean
I
have
trouble
with
the,
whereas
the
city
recognizes
that
access
to
4g
or
5g
will
enhance
city
residents,
access
to
advanced
technologies,
wirelessly
and
ability
to
conduct
business.
I
think
that's
not
true,
and
we
get
at
the
very
last.
S
At
least
that
should
be
changed
to
may
rather
than
will,
and
why
not
have
a,
whereas
because
to
explain
why
we
might
be
more
restrictive,
whereas
a
significant
number
of
citizens
do
not
want
any
additional
electric
magnetic
radiation
to
enter
their
property,
and
I
mean
those
are
small
points,
but
I
feel,
like
you
know,
the
basis
of
our
assumptions
should
be
more
explicit.
S
I
just
urge
you
to
make
the
guidelines
extra
restrictive
as
as
that's
they
can
always
be
modified
on
a
case-by-case
basis.
If
there
is
any
reason
to
do
that,
I
can't
imagine
compelling
reasons,
but
there
might
exist,
such
so
I'll,
just
echo
what
other
people
have
said
and
urge
you
to
keep
our
health
in
mind
when
you
make
this
decision.
Thank
you
very
much.
A
Thank
you
david,
not
seeing
nate
marshall
isa
piper
will
be
next
followed
by
britain,
doherty.
T
So
it's
issa
by
the
way,
I'm
just
telling
you
it's
no
problem.
So
what
I
would
like
to
tell
you
is
this
evening
I
had
the
unpleasant
task
of
sending
my
good
friend
of
many
years
to
the
hospital
he's
dealing
with
muscular
neuropathy
and
swears
up
and
down
that
his
rapid
decline
directly
coincided
with
the
installation
of
the
5g
tower,
that's
visible
from
his
house.
T
I
understand
some
might
not
care
about
that,
because
we've
already
laid
out
the
many
problems
with
5g
or
believe
it
or
whatever,
but
I
don't
care,
I'm
just
telling
you
the
truth.
Further.
I
have
a
question
that
I
understand
isn't
going
to
be
answered
right
now.
Is
it
true
that
the
mayor
has
recused
himself
from
the
conversation
around
5g
because
his
cousin
works
for
verizon,
and
does
that
mean
he
is
or
is
not
listening
to
our
concerns?
T
I
know
he
wasn't
at
the
last
meeting,
so
the
installation
of
5g,
at
the
rate
you're
proposing,
will
microwave
this
town.
This
is
either
carelessness
or
stupidity
or
downright
wickedness.
T
I
am
planning
to
move
to
another
town
as
soon
as
possible,
yet
leaving
with
a
bitterness
at
whoever
is
responsible
for
this
actual
disaster.
I've
lived
in
ithaca
12
years
and
have
so
much
family
here
that
you
and
whoever
you
represent,
if
you're
poised
to
become
predatory
toward
and
should
anything
happen
to
any
of
them.
I
intend
to
find
out
exactly
who
it
is
that's
responsible
and
these
people
will
be
held
personally
accountable.
T
So
many
of
my
people
feel
the
approaching
danger
and
know
of
the
psychotic
agenda
to
fill
five
g
phil
ithaca
with
5g
and
would
love
to
leave,
but
can't
for
one
reason
or
another
they
feel
trapped
here
and
at
the
mercy
of
the
corporate
overlords
who
apparently
run
this
town
if
your
members
of
the
council
are
not
connected
to
god,
not
an
accusation.
T
Just
if
I
applaud
and
beseech
you
to
look
within
for
the
clarity
of
the
divine
for
universal
long
code
is
being
further
severed
in
pursuit
of
what
that's
a
real
question:
faster
internet.
What's
your
motive,
why
is
it
not
to
protect
the
people
children
absorb
radiation
at
10
times
the
rate
that
adults
do
5g
towers
are
clocking
in
at
thousands
of
times
higher
radiation
than
fcc
levels
theoretically
consider
safe,
and
why
are
they
now
uninvolved.
T
T
I
would
hate
to
imply
that
anyone
on
the
council
or
whomever
you
work
for
are
being
paid
by
these
corporations
to
make
such
decisions
or
that
the
purpose
of
this
council
is
merely
symbolic.
But
that's
what's
on
my
mind
and
good
luck
with
your
decisions
tonight
and
thank
you
for
listening.
A
U
Thanks
hello,
council
members,
I'm
grateful
to
have
the
opportunity
to
address
you
this
evening.
I'd
like
to
say
thank
you
to
all
the
council
members
who
care
about
and
listen
to
their
community
and
their
constituents
in
addressing
the
members
that
think
it
is
somehow
in
alignment
with
any
form
of
integrity,
to
go
back
on
the
proposed
distances
that
were
discussed
of
having
towers
be
at
least
1500
feet
from
houses
and
shortening
the
acceptable
distance
to
50
feet.
U
That
is
wrong.
You
are
intentionally
putting
your
community
in
more
danger
and
for
what?
For
what?
Literally?
For
what
for
profits
for
the
telecommunication
industry?
That's
the
only
reason
you
need
to
reinstate
the
1
500
foot
distance
minimum
and
serve
your
community,
not
the
telecommunication
industry's
profit
margin.
U
Why
would
you
put
towers
where
there
aren't
where
they
aren't
needed,
if
not
for
the
sole
purpose
of
giving
more
money
to
the
wireless
industry?
I
call
on
you
to
stand
by
your
word
and
live
in
integrity
and
not
put
towers
where
there
are
no
gaps
in
coverage
literally
makes
no
sense
literally,
and
then
I
wrote
some
stuff
that
people
have
already
said.
U
So
I
thought
this
was
really
interesting
when
you
all
were
discussing
why
ithaca
needs
to
even
why
do
you?
Even?
Why
do
we
even
need
5g
at
all?
One
of
the
council
members
said
well,
syracuse
has
5g,
we
should
have
it
too.
Syracuse
also
has
more
cases
of
multiple
sclerosis
than
almost
anywhere
in
the
country.
U
Various
forms
of
pollution
can
cause
this
to
happen.
Pulsed
and
polarized
non-ionizing
radiation,
which
is
wireless
radiation,
is
warm
one
form
of
pollution
that
has
been
shown
in
several
scientific
studies
to
cause.
Degeneration
of
myelin
nerves
are
surrounded
by
fatty,
electrically,
inert
insulating
myelin,
the
polar
structures
associated
with
electrical
nerve
signal,
conduction
interact
with
fluctuating
electromagnetic
fields,
while
the
myelin
doesn't
causing
stress
and
breakdown
of
the
interface
between
the
anterior
nerve
and
its
myelin
sheaths.
Children
in
adolescent
nervous
systems
and
myelin
are
still
developing,
making
them
more
vulnerable
to
harm
from
electromagnetic
radiation.
U
U
Also,
I'd
like
to
share
on
a
personal
note
I
wasn't
going
to,
but
some
other
people
have
shared
like
jamie.
I
love
that
she's
sensitive
to
it,
so
I
developed
a
lot
of
health
issues
living
about
300
feet
from
a
cell
phone
tower.
I
stopped
having
a
period
for
over
two
years
because
of
it
it
came
back
within
a
month
of
me
moving
away
from
it,
and
I
am
forever
have
sensitivity
to
emf
because
of
my
overexposure.
A
Bye
next
up
is
lydia
garrison.
I
do
not
see
joe
damiano
in
in
the
room,
but
if
he
is
please
let
me
know
so:
following
lydia
will
be
adam
monzella.
V
Hello,
I
have
just
been
all
right-
I'm
not
so
good
at
public
speaking
but
good
to
be
here
with
everyone.
I
am
a
local
ithaca
born
and
raised,
as
was
my
dad
and
his
parents
in
the
area
too.
I
haven't
been
aware
of
this
issue
going
on
being
deliberated.
V
I
just
kind
of
thought
it
was
going
to
be
rolled
out
and
I'm
so
grateful
that
to
have
learned
just
today,
actually
how
long
you
all
have
been
working
on
this-
and
I
just
want
to
thank
you
all
from
the
bottom
of
my
heart,
because
I'm
not
as
educated
as
all
of
you
about
it
and
just
having
listened
to
the
comments.
So
far,
I'm
just
very
scared-
and
you
know
like
this-
is
very
sobering-
to
learn
these
things
and,
of
course,
we're
all
dependent
on
our
cell
phones.
V
V
It
feels
great
to
just
learn
that
you
know
to
learn
enough
about
this,
that
we
can
hopefully
protect
ourselves
better.
So
all
right,
let
me
try
to
be
a
little
more
organized
here.
Yeah,
I'm
I'm
shocked
and
upset
to
hear
that
the
fcc
doesn't
test
or
regulate
this
technology
and
its
effect
on
people.
V
This
is
news
to
me,
and
it's
also
news
to
me
that
the
insurance
industry
won't
ensure
to
the
telecom
industry.
V
To
me:
that's
just
the
proof's
in
the
pudding
right
there
and
if
that's
not
sobering
them,
I
don't
know
what
is,
and
I
think
it
makes
perfect
sense
to
write
the
city
codes
in
a
way
that
puts
the
power
into
the
hands
of
local
people
who
care
about
our
hometown
and
our
neighbors
rather
than
the
companies
whose
focus
is
about
doing
business
and
I'm
sure
that
those
are
good.
People
too.
V
They
just
have
different
priorities,
and
you
know
talking
with
brotherly
love
to
people
in
your
own
community,
and
you
know
we
all
have
kids
and
relatives
living
here.
It's
just
a
different
focus
than
people
who
are
just
working
for
a
company.
So
I'm
just
really.
I'm
really
happy
to
hear
that
you
know
you
all
have
have
worked
to
to
change
the
city
code
so
that
we
can
all
be
safeguarded
and
from
what
I've
learned.
V
It
sounds
like
this
1640
foot,
distance
setback
is
very
important,
so
I
hope
that
that
gets
adopted
because
it
sounds
like
if
a
variance
needs
to
be
written,
then
that
can
be
done
and
and
certainly
if
the
current
coverage
provided
by
the
large
cell
towers
is
already
taking
care
of
our
needs.
Then
you
know,
as
my
auto
mechanics
boces
teacher
said,
if
it
ain't
broke,
don't
fix
it.
So
I
just
feel
like.
V
If
it
comes
to
a
time
when
it
is
broke,
we
can
fix
it,
but
for
now
I
think
it's
very
prudent
to
just
you
know,
learn
more,
let
more
studies
accumulate
and
my
mom
was
a
nurse.
So
you
know
I'm
all
about
the
science
and
and
the
common
sense.
V
And,
of
course
I
don't
want
to
know,
but
I
just
have
a
that's,
really
is
related
to
what
the
the
radiation
is.
That's
used
in
cancer
treatment-
I
probably
shouldn't
say
this
since
I
don't
know
about
it,
but
you
know
that
stuff
is
used
to
kill
cells
right,
so
it's
it
can
be
used
as
a
weapon
in
a
good
way,
but
we
just
need
to
be
real
careful.
It
seems
like
when
it
comes
to
just
letting
it
pervade
the
airspace.
So
all
right.
Thank
you.
A
Thank
you
lydia.
Next,
one.
A
Oh
okay,
great,
why
don't
we
let
joe
go
next
and,
following
joe
will
be
adam
monzella.
W
W
I
just
appreciate
the
you
know
opportunity
to
be
able
to
speak
about
it,
so
I
I
share
the
same
view
as
so
many
others
before
me
tonight
that
I
think
it's
really
important
for
city
council
to
ensure
that
setbacks
are
set
at
1500
feet
at
least
1500.
W
And
yes,
I
don't
I
don't
see,
you
know
why
50
feet
would
be
needed
when
best
practices
have
determined
by
many
studies
to
be
sixteen
hundred
and
forty
feet
yeah.
So
I
I
guess
a
question.
I
would
have
a
lot
of
other
people
wonder
also.
I
guess
why
50
feet
it's.
I
think
a
really
valid
question
also.
I
would
just
like
to
point
out
that
I
believe
every
comment
tonight
has
been.
W
W
W
And
not
listen
to
any
pressure
from
telecom
companies.
You
know
we
have.
A
lot
of
people
have
taken
a
lot
of
time
to
make
these
comments.
A
lot
of
people
are
not
commenting.
W
W
W
A
Thank
you
very
much.
Joe
next
up
is
adam
manzela,
followed
by
natasha
keller,.
O
Hi,
my
name
is
adam
manzella.
I've
lived
in
ithaca
for
over
10
years
and
I
plan
on
continuing
to
live
here.
A
lot
of
people
talked
about
what
I
was
going
to
comment
on,
so
I
want
to
talk
about
something
more
personal.
O
I
also
suffer
from
electrical
hypersensitivity
started
about
two
years
ago,
seemingly
out
of
the
blue,
it
was
definitely
one
of
the
scariest
experiences
of
my
life
to
just
be
constantly
dizzy.
Nauseous
super
bad
brain
fog,
like
I
couldn't
think
straight,
and
when
I
finally
realized
what
was
going
on,
it
was
almost
even
more
scary.
You
know
just
holding
my
cell
phone
in
my
hand
and
having
pins
and
needles
pain.
O
All
these
uncomfortable
experiences
get
heightened
around
my
cell
phone.
It
was
just
really
really
freaky.
I
spent
a
lot
of
money
going
to
a
lot
of
different
doctors,
doing
a
lot
of
different
things
and
I've
been
feeling
better
the
last
few
months.
It
still
is
an
issue,
but
it's
much
better,
but
I
just
wanted
to
share
that.
O
This
is
a
real
thing
and
it's
really
a
cause
for
concern,
and
I
think
something
that's
really
concerning
to
me
is
that
you
know
the
telecommunications
act
makes
us
that
city
councils,
like
you,
can't
take
into
account
health
concerns
when
placing
cell
phone
antenna.
That
sounds
kind
of
crazy.
That's
like
saying
you
can't
take
health
concerns
into
account
when
deciding
where
people
can
smoke
cigarettes
or
where
lead
paint
is
used
or
where
mercury
is
used
right.
O
These
are
all
carcinogens,
toxins
and
so
is
emf,
and
that's
shown
in
the
studies
and
in
the
fact
that
insurance
policies
consider
it
a
toxin.
So
yeah
I
mean
it's
definitely
changed
my
life
and
at
the
I
actually
dated
a
woman
who
lived
in
fall
creek
where
there
are
cell
phone
antennas,
there's
a
bunch
of
small
cells
down
on
fall,
creek,
and
I
couldn't
be
at
her
house
for
more
than
like
two
hours,
and
I
I
would
try
really
hard
and
by
the
time
I
had
to
leave.
O
I
was
like
just
feeling
wrecked
and
I
would
go
home
and
just
try
to
recover
for
a
couple
hours
and
it
was
really
debilitating
and
I
really
fear
that
if
5g
comes
ithaca,
then
my
sensitivities
will
go
up
again
and
then
I'll
have
trouble
recreating
living
working,
downtown
and
still
in
the
fall
creek
area.
With
all
this
small
cells,
I
have
the
most
issues
and
yeah.
Just
please
take
this
seriously,
because
I
mean
people
take
peanut
allergies
seriously,
but
most
people
eat
peanuts
and
are
fine
right.
O
So
you
know
there's
this
disbelief
around
emf
sensitivity,
and
yet
it
clearly
does
something.
It's
making.
Our
cell
phones
communicate
and
most
people
eat
peanuts
and
feel
fine.
Most
people
eat
dairy
and
feel
fine,
but
nobody's
doubting
peanut
allergies
or
lactose
intolerance,
issues
correct
so
yeah,
please
reinstate
the
1500
feet
and
I
think
that
having
1500
feet
between
antennas
is
smart
too,
and
the
gap
in
coverage
stuff.
I
mean,
if
there's
cell
phone
coverage,
then
why
should
there
be
more
unnecessary
cell
phone
coverage?
O
X
Hi
natasha
here
it's
a
bit
crazy
at
my
house
right
now
and
it's
dinner
time.
X
So
I'm
going
to
keep
my
comments
very
brief
and
just
say
that
I'm
a
downtown
fall
creek
resident
and
I
have
two
kids
at
the
fall
creek
school
and
I'm
especially
concerned
about
how
close
the
5g
cans
are
both
to
my
house
and
to
the
school
where
my
kids
are
for
such
a
large
portion
of
the
day
and
I've
read
the
research
about
the
distance,
the
recommended
distance
being
no
no
shorter
than
1500
feet,
and
so
my
question
would
be
if
you
want
to
put
them
as
close
as
50
feet,
which
it
seems
like
such
an
arbitrary
number
like.
X
What's
the
signs
that
support
that
that
is
safe
because
we
have,
I
think
plenty
of
science
that
supports
the
farther
distance.
So
knowing
that
children
are
so
much
more
sensitive
to
this,
I
cannot
understand
the
any
any
logic
supporting
5g
being
that
close
to
children.
A
Thank
you
so
much
natasha
jackie
for
some
reason,
I'm
having
trouble
promoting
you
to
a
panelist,
but
I
am
going
to
hit
allow
to
talk.
So
we
may
not
be
able
to
see
you
if
you
are
going
to
use
your
video,
but
we'll
be
able
to
hear
you.
Y
Thank
you,
hello.
My
name
is
jackie.
I
live
in
ithaca
new
york
going
on
10
years
now,
and
I
just
wanted
to
state
that
I
do
not
consent
to
having
these
5g
small
antennas
installed
in
our
city.
Y
Clearly,
for
whatever
reason,
verizon
and
the
other
telecom
giants
are
pushing
this
plan
extremely
hard
in
ithaca
and
is,
it
seems,
like
they've,
convinced
members
of
this
council
to
you
know,
go
against
seemingly,
like
a
lot
of
people.
Who've
been
coming
to
these
meetings
for
months.
We,
the
community
and
people
living
in
this
city,
have
come
to
these
meetings
with
the
research
with
the
peer-reviewed
studies
full
of
credible
legitimate
data
and
with
reasonable
requests
as
well.
Y
But
it's
I
don't
know.
It
feels
pretty
obvious
that
the
members
of
this
council
will
not
budge.
So,
if
y'all
really
feel
that
we
must
have
these
new
antennas
and
and
we
should
ignore
the
safer
obvious
kind
of
fiber
optic
option,
at
least
honor-
our
reasonable
request
to
space
them
out
a
bit
the
1500
feet,
rather
than
the
completely
unnecessary
50
feet,
as
many
people
have
already
stated,
will
work
just
as
well
at
1500
feet
than
50
feet.
Y
So,
just
as
many
people
have
already
said,
what
is
going
on
like
what
are
your
motives?
It
is
embarrassing.
I
agree
with
adam.
The
fact
that
you
went
back
on
your
word
is
a
slap
it
to
in
the
face
to
people
to
us,
the
people
who
you're
supposed
to
be
kind
of
serving
and
protecting,
and
I
feel
like
this
is
an
issue
honestly
that
should
be
like
requiring
informed
consent
from
the
citizens
that
it
will
be
affecting
because
it's
potentially
very
hazardous,
especially
to
the
children.
Y
Y
A
Thank
you
very
much.
Jackie
next
up
is
helen
and
again
I'll.
I
can
allow
you
to
talk,
I'm
having
trouble
promoting
you.
Okay,
helen
has
declined
to
talk,
so
our
last
speaker
tonight
is
neil
golder
and
let
me
get
him
in
the
room.
I
wasn't
that
scared.
A
Neil
I'm
gonna
just
hit
allow
to
talk
because
I'm
having
trouble
with
promoting
people
to
panelists.
So
whenever
you're
ready.
Z
Okay,
well
gee
wow.
Z
I
I
I
didn't
know
when
my
time
would
come
and
I
didn't
know
I
would
be
the
last,
but
it's
almost
an
hour
and
a
half
of
comments,
and
I
was
going
to
say
I
just
I
just
want
to
add
my
voice
to
just
about
all
the
people
who
spoke
for
a
minimum
of
the
1500
feet,
distance
from
where
people
would
be
and
a
requirement
for
a
gap
in
coverage
before
we
even
consider
allowing
any
kind
of
antennas,
yeah
and
and
yeah,
I
say,
add
my
voice.
Z
It's
it's
of
course
unfortunate
that
we
can't
meet
in
person
and
be
all
be
there,
and
I
really
appreciate
people
who
have
decided
and
who've
managed
to
use
the
technology,
and
I
also
want
to
thank
common
council
and
staff.
But
especially,
I
want
to
thank
all
the
people
who
have
taken
the
time
and
effort
and
been
brave
enough
to
to
speak
and
the
people
who've
done
research.
Z
I
think
I
think
it's
pretty
clear
what
the
people
want,
and
so
I
urge
common
council
members
to
vote
for
the
safety
of
the
people
of
ithaca.
Thank
you.
A
C
Thank
you,
julie
and
thank
you
everyone
for
speaking.
So
what
we'll
need
now
is
a
motion
to
come
out
of
our
public
hearing
moved
by
donna
seconded
by
laura.
Thank
you.
C
Great,
so
I
believe
what
we
had
next
on
our
order
of
business
was
to
start
with
our
executive
session,
so
I
think
we
need
a
motion
to
go
into
executive
session,
move
by
donna.
I'm
sorry,
we
didn't
vote
to
come
out
of
the
public
hearing.
I'm
assuming
everyone
is
voting
to
come
out
of
the
public
hearing.
C
Yes,
okay,
my
fault,
sorry:
now
what
we're
going
to
do
is
move
into
our
executive
session
and
the
purpose
of
our
executive
session
is
to
discuss
possible
litigation,
and
what
we
will
have
to
do
is
all
leave
this
zoom
and
then
click
into
the
other
link
for
the
executive
session
in
order
to
do
that.
So
if
you
want
to
also
use
this
as
an
opportunity
to
use
facilities,
if
you
need
got
a
beverage,
do
whatever
we
will
