just

clear
because
there's
some
confusion
and
in
fact
that's
why
we
created
this
meeting.
Sometimes
council
will
have
a
committee
the
whole

that
they
can

work

a
group
without
public
comment.

is
just
the
opposite
of
that.

pure
public

resolutions

members

that
went
with
creationist
proposal.

start
with
an
excerpt
from

proposal
itself
discussing
the
limitations
of
community
input
quote
the
quick
turnaround
set
by
the
executive
order
did
not
allow
researchers
to
follow
standard
research
methods
for
qualitative
data
collection.
Because
of
this,
the
information
gathered
during
this
process
should
not
be
viewed
as
equally
valid.
For
example,
the
community
input,
while
informative,
should
not
be
understood.

representing
all
community
voices,
there
is
very
little
quality
control
of
the
community
input.
We
have
little
to
no
demographic
information
or
geographic
information
on
respondents
who
participated
in
the
community
input
process,
making
it
impossible
to
judge
whether
respondents

representative

broader
community
or
are
primarily
members
of
a
single
demographic.

example,

participants
spoke
at
multiple
community

forums

messages
left
a

and

through
these
venues

response
is
that
I
have
not
commented
on
the
focus
group
data
in
this
speech.
Really
I
prefaced
that
when
I
quoted
the
report
as
it
is
about
community
input
limitations,
and
I
discussed
the
stats
that
are
not
in
the
report.

both
the
study
and
the
researcher
made
mentions
of
the
limitations
of
gathering
focus
group
data
and
conducting
interviews
with
people
in
a
pandemic
when
so
many
populations
are
so
difficult
to
reach.

do
generally
feel
the
researchers
did
the
best
they
could
given
the
circumstances,
but
why
are
we
limiting
ourselves
and
using
data
gathered
in
an
unprecedented
time
that
limits
the
scope
of
our
outreach?

broad

changes

data

study

conclusions

report

to

information
or
lack
lecture
of

is
based
on.

officer

ithaca
since
2016..
I
don't
want
to
discuss
item
1
of
the
proposal.
Instead,
I
want
to
talk
about
major
issues
affecting
the
ithaca
community
that
this
report
only
briefly
discusses
mental
health,
substance
abuse,
social
services
and
family
services.

I
think
anyone
would
argue
that
many
calls
to
police
for
service
involve
at
least
one
of
these
issues,
whether
it's
a
petted
larceny
domestic
dispute
or
a
welfare
check.
We
as
police
are
going
to
be
tasked
with
not
only
investigating
a
crime,
but
also
navigating
a
potential
mental
health,
substance,
abuse
or
family
issue,
essentially
we're
social
workers
who
carry
tasers
oc
spray
and
guns.

Many
of
my
peers
have
already
pointed
out
that
ipd
is
a
state
leader
when
it
comes
to
training,
tactics
and
leadership
in
these
areas.
They
have
already
pointed
out
our
willingness
to
adapt
and
change
to
make
the
community
a
better
place
to
be
given
that
this
reform
presents.
This
reform
presents
the
city
of
ithaca,
with
a
great,
perhaps
once
in
a
generational
opportunity
to
affect
real
change
in
the
lives
of
its
citizens.

It
could
look
to
greatly
enhance
services
provided
by
mental
health,
dss
and
substance
abuse
outreach,
centers
with
police
to
include
trained
staff
who
could
respond,
24
7
to
be
the
primary
responders
to
non-violent
situations.
It
can
include
family
counselors
to
respond
to
verbal
domestics
and
assist
families,
drug
counselors
to
respond
to
overdoses,
mental
health
counselors
to
respond
to
persons
in
crisis.

Enhanced
services
from
other
agencies
in
ithaca,
taking
the
bulk
of
these
calls
would
free
our
department
to
do
what
the
police
are
intended
to
do
deal
with
those
matters
that
are
of
a
criminal
nature
and
mental
health
substance
abuse
homelessness.
These
are
not
matters
of
a
criminal
nature.
It
would
allow
officers
the
time
to
get
out
of
their
patrol
vehicles.
Engage
with
the
community,
learn
more
about
its
members
as
well
as
allow
the
community
to
see
us
as
real
people.

However,
instead
of
talking
about
options
to
improve
our
community
in
the
ways
I've
just
discussed,
we're
focused
on
abolishing
one
of
the
premier
police
agencies
in
new
york
state
and
replacing
it
with
a
police
department.
That's
not
really
called
a
police
department,
as
well
as
creating
another
governmental
agency
of
unarmed
safety
officers,
to
address
what
we
already
have
agency
force
agencies
for
I.e,
mental
health
and
dss.

aim
of
this
report
and
what
the
community's
needs
are
are
not
aligned.
I
implore
you
to
do
what's
best
for
the
community
not
what's
best
personally
or
politically,
and
vote
against
this
reform,
as
it's
written,
revise
it
to
keep
ipd
and
include
research
in
how
to
better
improve
other
services
already
established
in
ithaca
in
ways
in
which
ipd
can
better
respond
with
those
agencies
to
better
serve
this
community
working
together,
we
can
make
it
a
great
place
to
live,
work
and
thrive.

I
employed
as
a
police
officer
with
the
ithaca
police
department.
I
transferred
here
a
little
over
a
year
ago
from
the
eastwood
city
police
department.
I
didn't
grow
up
here
and
I
grew
up
in
oswego
new
york,
which
is
a
smaller
city
up
north
everyone
kind
of
knows
everyone
there.
I
went
to
college
at
suny,
cortland
and
double
majored
in
criminology
and
psychology.

For
me,
some
of
the
reasons
I
chose
to
come
to
the
if
the
police
department
were
because
the
progressive
training
offered
to
the
officers
to
assist
them
in
performing
their
jobs
and
helping
the
community.
I
also
came
here
because
the
opportunities
available
to
the
officers
that
are
not
available
elsewhere
that
allow
us,
as
officers
to
help
people
in
unique,
unique
ways.
In
my
first
year
ipd,
I
interviewed
for
the
crisis,
negotiation
team,
the
lead
program
and
the
crime
scene
unit.

I'm
now
proud
to
say
that
I'm
a
member
of
both
the
crime
scene
unit
and
the
lead
program,
in
addition
to
my
normal
duties,
participating
in
both
lead
and
crime
scene
unit,
will
allow
me
to
further
assist
any
victims
of
crimes
and
victims
of
addictions
in
any
ways
that
I
would
never
be
able
to
anywhere
else,
especially
so
early
in
my
career.
I
believe
deeply
that
police
should
be
a
part
of
and
there
to
help
the
community,
and
that
is
what
I
saw
in
the
police
department.

been
with
itsco
for
a
little
over
a
year
now
and
truly
believe
they
have
trained
me
to
be
to
become
a
better
officer.

also
believe
that
my
colleagues
and
the
department
as
a
whole
support
me
in
trying
to
help

community

further

goals

have
in
my
career
this
community.
This
community
is
my
community
now
and
I
own
a
whole.

own

proud

be
starting

trying

say
is
that,
for
me,
ithaca
was
a
conscious
and
deliberate
choice.

great
things

ipd
is
open

change

meets

needs

won't

cannot
happen
if
the
police
department
is
abolished

all

good
officers
leave

officers
are
some
of
the
best
trained
in
the
state
and
can
only
get
better
with
your

tarnished

terrible
lies

misinformation

has
taken
over
this

police
department,

spoken
to
them.
I've
been
up
there
to
meet
with
them
very
professional
group,
and
the
solution
of
this
report
is:
let's
get
rid
of
them
all.

This
shouldn't
be
visited
upon
them,
they're
serving
the
community
they're,
raising
families,
they're
part
of
the
community,
they're
professional
they're
not
objecting
to
change.
Everybody
looks
to
change
if
more
training
is
needed.
That's
fine!
That's
all
well
and
good,
but
just
to
get
rid
of
them
for
incidents
that
they
had.
Nothing
to
do
with
seems
a
very
radical
move.
I
In
addition
to
that,
the
report,
though
lengthy,
is
very
short
on
specifics.
This
unarmed
contingent
of
of
the
new
department,
whatever
it's
going
to
be
called
what
is
their
authority?
Are
they
going
to
be
peace
officers?
Are
they
going
to
be
police
officers?
Are
they
going
to
be
community
workers,
who's
going
to
train
them?
What
kind
of
equipment
are
they
going
to
be
given?
I
Because
the
unfortunate
reality
is
many
calls
of
police
officers
go
on
that
may
not
seem
to
warrant
the
presence
of
an
armed
police
officer,
initially
turn
into
a
violent
confrontation
in
a
split
second
you're
dealing
with
all
different
types
of
people.
You
never
know
what's
going
to
happen
and
to
send
unarmed
people
into
the
situations
that
this
report
proceeds
to
do
is
highly
irresponsible
and
it's
dangerous
to
those
workers,
not
to
mention
the
people
that
they're
trying
to
help
police
work
sometimes
is
ugly
to
watch.

know
that
you
were
doxed
by
a
person
who
refers
to
themselves
as
genevieve
rand,
who
posted
a
picture
of
a
banner
that
was
put
on
your
house,
and
I
was
able
to
retrieve
that
banner
in
less
than
an
hour
by
determining
your
address
from
the
photo
and
if
I
was
able
to
do
it,
basically
anyone
could
do
it.
So
these
individuals,
who
are
very
comfortable
with
labeling
people
as
racists
and
nazis,
perhaps
had
exposed
your
address
to
those
exact
people
and
basically
everyone.

So
I
would
like
to
also
say
that
this
entire
endeavor,
as
far
as
police
reform,
was
done
under
the
auspices
of
an
executive
order
from
governor
cuomo,
a
governor
who
is
responsible
for
the
deaths
of
thousands
of
elderly
people
mentally
disabled
people
in
care
homes,
and
also
for
potentially
harassing
women,
which
is
the
lesser
charge.
So
I
call
on
the
members
of
the
council
to
call
on
governor
cuomo
to
step
down.

personally
to
ask
for
governor
cuomo
to
step
down
and
perhaps
himself
to
consider
stepping
down,
as
he
has
done
something
with
this
reform
effort
that
is
universally
unpopular
amongst
the
radicals,

rhetoric
he
co-opted
in
an
attempt
to
get
himself
national
news
coverage
at
the
same
time
stabbing
his
own
to
police
department
in
the
back
and
damaging
what
little
remaining
faith
they
had
in
support.

biggest
concern
with

proposal
is
recommendation
number
one.
I
feel
like
there's
a
lot
left
for
interpretation
and
a
lot
of
questions
that
have
to
be
answered
prior
to
any
jurassic
change.

key
element
to
governor
cuomo's
order
that
keeps
being
missed
is
in
coordination
with
the
police
agency.
The
chiefs
of
police
are
not
the
agency.
It's
the
members
of
the
police
department
that
should
have
should
have
their
voices
heard.
It's
those
members
who
are
dealing
with
the
people
in
crisis,
such
as
homelessness,
mental
health
and
addiction.
We,
the
police,
are
the
ones
who
spend
countless
hours
talking
to
people
in
need
and
know
their
situations.
A
45-minute
zoom
conference
is
not
an
adequate
way
to
collaborate
with
the
police
department.

your
10-minute
rebuttal
to
the
comments
made
at
the
monthly
meeting,
you
stated
that
you
sent
an
email
to
all
the
supervisors,
asking
them
to
meet
with
you
the
following.
Following
the
release
of
your
proposal,
the
next
day
at
11am.
When
did
you
want
us
to
have
time
to
read
that
report
and
digest
everything?

It's
unfortunately
ordered
the
chief's
office
not
to
release
the
reform
to
the
members
of
the
department
when
you
release
it
to
the
chief's
office,
because

have
had
at
least
some
time
to

it

The
first
thing

read
was

article,

referred
to
the
ipd
as
a
fish
tank
with

dye.

can't

rid
of.

employee

city

reading,

don't
know
is
you're
anticipated
after

anticipated
zoom
call
with

stood
out

mental
health
crisis

waited

minutes
for
the
mental
health
worker
to
arrive.

didn't
hear
about
the
incident
because
it's
what
we
do
and

just
another
interaction
for
us

like
the

plus
thousand
calls
we
go
on
each
year.

past

what

think
the
police

no
experience

never
dealt

stress,

comments

can

tell
someone

something
better
when

don't
know
what

only
contracts

contracts

it's
time

question

idea

recommendation

neo-nazis

assaulted

beat
your

over
and

your

not

they

their
gun

police

she
stated
that
the
folks
that
we
talked
to
including
bipod
communities,
did
not
use
the
language
by
and
large
of
abolishing
the
police
or
defunding
the
police.

did,
however,
talk
about
resource
allocation,
so
distributing
resources
differently.
Although
the
specific
term
of
defund
wasn't
used,
reallocation
of
resources
to
social
services
from
the
police
budget
is
literally
the
core
demand
defining
the
police,

that
was

theme
in
the
research.
So
a
question
I
have
for
those
who
created
the
proposal
is:
why
is
defunding
not
included
when
it
seems
that
research
shows
that
people
want
the
police
defunded,
although
the
specific

on
march

union
busting
in

guise
of
reform,
while
the
fact
of
the
matter
is
that
there's
broad
support
for
actual
reform,
I'm
going

read
a
quote.
Our
public
safety
officers
need
to
be
better
need
to
do
better,
representing

diversity
of
the
community,
be
better
equipped
to
de-escalate
conflict
and
be
better
able
to
connect
people
in
crisis
with
social
services.

Reforms

necessary

evolve
a
modern
day
policing,
but
abolishing

police
and
replacing
them
with
unarmed
community
solutions
workers.

appears
an
imprudent
and
irresponsible
move.

is
this
going

affect

of
those
living

city

labor
contract
with

charismatic

articulate

hope

use
those
talents
to
heal
the
divide
between

civilians

and
at

progressive

to

that

community

whole

vocal

they
want
and
what
is
needed,
and
I
don't
believe
that
at
the
moment,

we
really
want
to
do
what's
best
for
the
community,
that
we
should
allow
officers
to
engage
in
fear-mongering
of
community
members
and
business
owners
of
what
will
become
of
them.

that's

rightful
that
they
should

structure

adequate

marginalized

whole

community

have

control
and

over

officers
stay

insensitive
things

police
union
did
in

press
release
was
that
one
of

first
officers

decided

thank
was
vincent
monticello,
who
has
most
recently
and
in
the
past,
been
the
center
of
very,
very
disrespectful
behavior,
not
just
as
an
officer,
but
as
a
member
of
this
community,
towards
whom
he
feels
is
easy
for
him
to
silence
that
should
not
be
allowed
by
him
or
any
other
officer
in
the
community
and
as
a
community.

support

to
schools
inside

gives
us

much

a
stake
in
the
level

type

public
safety
measures
being

to

beyond

high
disdain
for
the
people
that
were
burning

blm,
antifa
and

come
out
with

being

on
several
occasions.

want
to
commend
the
mayor

myrick,

taking

a

bold
stand
on

change,
it
isn't

sixth
generation
born
and
raised
in
ithaca.

I
come
from
the
marginalized
black
and
brown
community
and
I'm
currently
working
directly
with
my
community
over
on
the
west
hill,
which
I
believe
to
be
the
most
vulnerable
in
the
city
of
ithaca
to
build
it
up,
and
so
I
believe
the
best
thing
for
our
community
is
accountability
and
transparency
as
it
goes
as
it
pertains
to
the
police.
History
shows
no
matter
how
much
we
reform
policing
the
effects
on
black
and
brown
and
the
most
vulnerable
are
still
the
same.

We
need
change
and
the
nation
needs
change.
In
order
to
move
towards
change,
you
must
have
leadership
and
a
collective
that
is
open
to
move
towards
that
change,
and
anytime
change
occurs.
You're
always
met
with
resistance.

If
we
go
back
in
history,
the
14th
amendment
was
supposed
to
be
absolutely
pivotal
in
moving
us
from
a
white
male
nation
into
a
future
in
which
there
was
a
possibility
for
diversity
when
our
within
our
democracy.
We
talk
about
equality
and
a
lot
a
lot
in
america.
We
talk
about
justice,
we
have
a
pledge
of
allegiance.
That
was
that
has
these
words
in
it,
and
the
14th
amendment
was
intended
to
make
that
vision.
Real.
What
we
didn't
account
for
is
how
unprepared
we
were
to
actually
embrace
true
equality
and
change.

As
soon
as
the
14th
amendment
was
ratified,
which
freed
black
people
from
slavery,
it
was
attacked
in
the
courts
and
in
the
streets
and
even
in
history
books.
I
say
I
have
to
say,
I'm
a
visionary.

I
believe
that
ithaca
with
all
the
great
things
that
we
do
here
has
a
responsibility
to
be
the
model
for
the
rest
of
the
nation
and
moving
the
nation
forward
in
all
areas
of
of
life
for
all
people
for
justice
and
equality.

perfect
landscape
and
community
of
individuals
and
leadership
in

myrick.

believe

reimagining
of
policing

that
chance,

urge

our
entire
community

come

band

is

perfect
place

not
the
people
have
different
views

simplification

detailed
nuanced
plan
to
restructure
our
public
safety
department.

fear
its
opposition
comes
largely
from
a
place
of
hearsay
and
misunderstanding.

as
the
phrase
defunds,
the
police
has
been
largely
misunderstood
and
therefore
mischaracterized.
So
too
has
ithaca's.
Public
safety
plan
been
disper,
distorted
by
knee-jerk
reactions
and
forgive
the
loaded
term
ignorance,
but
this
plan
is
also
a
sort
of
campaign
and
campaigns,
utilize
messaging
to
hopefully
gain
a
groundswell
of
support.
I
know
it's
still
early.

But
let's
be
real.
People
are
not
going
to
read
the
plan.
Some
people
struggle
to
read
anything
that
isn't
a
pixelated
meme
on
their
facebook
feed
they're,
not
going
to
critically
consider
the
clauses
and
appendices
of
a
96-page
document,
and
if
people
are
not
going
to
read
that
document,
their
understanding
of
it
will
come
from
a
pixelated
meme
circulated
on
facebook.

reactions
to

proposal

believe

history

policing

needs
to

clear

minneapolis
right
now,
with

cop
that's
being
held
on
trial,

most
likely,
he
won't

accountable

right

What
is
true
is
there's
also
a
history
of
violence
in
ithaca
against
african-americans
and
people
of
color
by
police
officers.

are
so
many
peop
residents
of
ithaca,

that
fear
the
ithaca
police
department.

part
of
a
progressive
movement
movement
that
has
it's
it's
ours
for
the
opportunity,
as
jordan

model

united
states
of
doing
something

love

great
things.

people,

don't
see
it

read

cops
are
getting
abolished,

need
something
different
than
what
we
currently
have
reasons
for

have
in
place
is
not
currently

has
not
stopped
recent
violent
crime,

has
not
stopped
devastating
historical
drug
deaths
in
our
community.

a
feeling
of
safety
in
our
community.
Currently,

needs
of
our
community
members
are
not
being
addressed
with
regard
to
mental
health,
homelessness,
drug
addiction,
efforts
to
provide
incremental
changes
have

broad
feeling
of
safety
for
all
of
the
members
in
our
community,
and
that
is
what
we
need
moving
forward.

it
was

going
to
be
imperative
to
continue
to
engage
the
community

process

clear

organized
processes
for

involvement.
