have
the
sad
news
to
report
that
Henry
Anderson
passed
away
are
former
religious
leader,

I

honoring
him
with

a
scholarship
fund
for
people
to
participate
in
the
public
library
readathon,
which
is
very
up
the
alliance
and
interests

legislature,

vacancy
right
now,
but
a
special
election
has
now
been
officially
set
for
January
24th
ballot
deadlines
have
passed,
there's
one
person
on
it
and
we
look
forward
to
the
results.

budget
has
also

The
community
Recovery
Fund
grant
program
is
toward
the
end
of
the
process.
We
we
committee,
a
scientific,
has
finished
doing
its
work
and
the
legislature

a
whole
is
charged
with
voting
on
the
grant
package
at
our
December
20th.

will
be
surprised
if
we
actually
finish

process

I'm
sure
it'll

exciting
time

wants

remind

proposed
award
package
would

applications

some

timeline

acting
chief
of
police
at
the
police
department,
I'm
here
tonight,
to
address
the
abhorrent
manner
which
I've
been
treated
and
provide
some
counterpoints.
I
Accomplishments
have
been
made
with
the
support
and
the
assistance
of
the
employees
within
IBD,
despite
immense
external
pressure,
increased
crime
in
the
lowest
Staffing
levels
in
modern
history,
as
a
team
ipe
has
made
great
strides.
It's
been
due
to
the
tremendous
character
and
commitment
and
dedication
of
the
officers
and
the
civilian
staff.
I
Almost
two
years
ago,
I
began
working
with
the
city
attorney's
office
to
publish
our
general
orders
and
department
policies
on
our
website.
I
also
had
several
policies
unredacted
and
made
available
to
the
public.
We
have
continued
to
update
that
database
online
students
and
remains
available
and
accessible
for
any
member
of
the
public
24
days,
seven
days
a
week
at
no
cost.
So
we
need
the
need
for
citizens
to
file
a
boy
request
to
receive
our
policies
with
reimagining.
One
of
the
first
chains
I
made
is
acting.
I
Cheap
was
in
response
to
the
feedback
received
early
in
the
reimagining
process
and
reoccurring
theme
continually
identified,
Community
by
community
members
and
common
Council
for
truck

The
IP
Command
truck
many
people
expressed.
Frustration
were
offended
by
the
aggressive
look
at
that
vehicle,
specifically
that
was
painted
black
in
April
21
I
had
the
truck
repainted
white
and
all
weapons
removed,
especially
people
with
team
leaders.
The
sheriff
under
share
of
both
agencies
agreed
to
update
the
technical
uniforms
and,
by
the
end
of
2020,
all
uniforms
were
updated
to
look
like
standard
Patrol
uniforms.

We
camouflage
was
no
longer
the
team
uniform
I'd,
be
in
Thomas
County
Sheriff
Department
Senate
joined
me
to
release
at
that
time.
The
IBD
Community
dashboard
has
been
live
on
our
website
since
May
of
22..
This
dashboard
is
available
online.
Anyone
with
internet
access
24
hours
a
day,
seven
days
a
week,
the
robust
database
that
allows
the
public
to
see
what
IP
is
doing
on
a
daily
basis.
I
The
software
allows
the
public
to
build
transfers
with
countless
parameters
by
virtually
any
detail
about
our
calls
or
service
locations
or
response
types
calls
and
exact
number
of
each,
as
well
as
the
average
number
of
officers
working
in
a
24-hour
period.
The
information
is
circle.
Vector
2019.
we've
updated
this
dashboard
several
times
since
it
went,
live
based
on
feedback
and
suggestions
provided
by
the
community.
I
also
met
with
the
CJC
director
in
September
to
initiate
organized
Community
discussions.
I
April
22
I
restructured
the
supervisory
positions
at
ipd,
where
I
created
a
dedicated
Sergeant's
position
responsible
for
policies,
procedures
and
accreditation.
I
also
created
a
community
outreach,
Sergeant
division,
allowing
a
dedicated
person
to
focus
on
social
media
Communications
and
organize
and
facilitate
community
outreach
events,
I
re-titled
the
civilian
position
within
the
investigative
division
to
more
accurately
identify
and
compensate
the
employee
for
the
work
successfully
created
a
civilian
supervisor
position
within
the
records
unit.
It
was
completely
new
position,
create
a
job
broke
and
additional
career
opportunities,
while
allowing
community
outreach
Sergeant
focus
on
her
duties
successfully.
I
Retitled
the
data
entry
positions
to
a
newly
creative
police
support
special
position
for
all
four
civilian
employees.
I've
implemented
police
wanted
Academy
to
support
police
training,
supplement
police
training
in
accordance
with
the
recommendations
of
the
community
and
County
Council
who,
since
utilizes
for
hundreds
of
hours
of
training
covering
topics
such
as
implicit
bias,
ethics,
interacting
with
the
homeless
population,
harassment
and
community
policing,
analysts
go
done,
everybody
likes
a
full
policy.

Services
also
began
and

updating
all
Equity
policies
as
the
state
of
issued
over
30
policies,
all
which
are
available
to
the
public
on
the
IEP
website.

of
those
are
domestic
violence,

safety,

enforcement

anti-retaliation
speech,
expression
and
social
networking.

the
police
department
in
the
city
of
approximately
15
days
of
arbitration.
Testimony

internal
disciplinary

actions

were
initiated
by
previous
Administrations
delayed
relations.

set
no
requirement
to
time
off
requests
and
approvals.
I
have
assisted
settling
the
PVA
contract
in
2021
by
several
program,
complaints
and
helped
negotiate.

evolutions

lateral
transfer
incentives
to
help
attract

applicants

an

that
modified
the

July
of
2021
I
was
made
aware
of
complaints
in
the
neighborhood
surrounding
Ivy
range
facility.
The
town
of
advocate
had
reached
out
regarding
noise
complaints
being
made

due
to
the
sound
of
gunfire
at
the
training
facility
in
response
in
an
effort
to
be
better
neighbors,
we
ordered
suppressors
for
all
IP
rifles.
They
also
notified
the
surrounding
agency,
who
implemented
a
requirement
for
the
use
of
suppressors
on
all
by
all
departments
at
Future
trainings.
It's
not
eliminate
the
sound
of
gunfire.

is
significantly

I
challenged
myself
and
my
staff
to
rethink
how
we
deliver
Police,
Services,
I've,
empowered
them
to
think
outside
the
box
to
suggest
creative
ways
to
streamline
our
processes
and
reconnect
with
our
community.
We
have
implemented
many
of
those
suggestions.
We
have
organized
over
30
community
outreach
events
since
April
this
year.
I
Some
of
those
include
kickball
games
with
giac
volleyball,
with
Oar
Halloween
safety
with
ic3
ice
cream,
with
the
cops
cop
of
the
cop
Etc,
recently
read
one
of
our
patrol
cars
paying
to
bring
attention
to
breast
cancer
the
month
of
October
we're
currently
in
the
midst
of
our
annual
twice
for
cath
program
and
also
collecting
donations
for
the
local
fpca
next
month,
we're
going
to
be
partnering
with
the
Advocacy
Center
as
an
agency.
It
has
made
tremendous
progress
in
many
areas
identified
by
the
community
and
common
Council
during
the
relay
managing
process.

I
the
success
of
faith
in
the
effort
and
teamwork
with
my
staff.
They
deserve
leadership,
support
in
a
stable
work
environment.
They
deserve
to
have
a
permanent
sheet
and
not
a
new
administration.
Every
two
years,
the
manner
in
which
the
mayor
and
members
Council
have
handled
this
election
has
highlighted
the
underlying
dysfunction
within
city
government.
It's
been
devastating
to
me
personally
into
my
family
and
has
had
a
ripple
effect
on
all
the
employees
at
IBD.
I
would
direct
impact.
It
will
directly
impact
our
recruitment
efforts.
I
This
public
spectral
is
not
an
example
of
functioning
city
government
that
supports
its
employees
and
creates
a
positive
atmosphere
for
growth.
If
this
is
acceptable
between
Court
department
head
with
almost
18
years
of
experience
and
dedication
think
about

message
that
is
sent
to
new
employees
and
their
prospective
new
hires
I
believe
they
are
one
very
critical
point:
I
am
not
a
racist
I

human
being

compassion
for
others.

dedicated

last
22
years

my
life.

serving

community
I
strive
to
exemplify
honesty,
integrity
and
dedication,

angry.

call
the
person
deep
and

has
made
such
outrageous
insiders
accusations,

deserve
to
be
treated
with
respect

dignity
and
I

not
tolerate
these
basis.

to

labor
negotiations.

feels
like
a
very
top-down
approach,
to
address
the
issues
that
were
raised.

yourself
if
simply
swapping
out
one
lawyer
for
another
is
going
to
rebuild
the
trust
between
public
workers
and
the
city,
Administration
the
FDA
admin
and
DPW,
as
well
as
the
executive
association
with
no
legal
representation

are
reasonable
people
just
looking
for
fair
treatment.
Why
can't
we
just
meet
with
honesty
and
respect
and
come
to
a
compromise
without
arguing
through
lawyers?

attorney
has
not
always
been
the
lead
negotiator
for

return

taking
the

new
achievement

better

labor

chief
of

know

issues
facing

city

chat

but
the
struggling
Workforce

one

issues

deserves
time
too,
and
we
have
a
meeting
with
the
mayor,
the
new
Chief
of
Staff,
a
few
council
members,
Union
and
Union
leadership
to
talk
through
some
potential
solutions
that
would
feel
more
like
a
tangible,
meaningful
change.

to

of
other

than
just
send
another
attorney
to
deal
with
us.

encourage
Council

make
a
push
to
have

council
liaison
immediately
begin
observing
negotiation,

knowledge
of
each
side's
position.

like
to
encourage
Council
to
think
about
how
the
newly
appointed
Chief
of
Staff
can
play
a
direct
role
in
facilitating
negotiations.

showed

lot
faith

support

disgusting

ripping

supporting

the
people

community

came

support
the
people
that
were
going

talk

some
more
organized
modeling

came

there's

whole
reason

unions

workplace.
People
need
to
be
able
to
come
here

I
was
so
proud
to
see
the
people
that
came
came
here
last
time
and
they
spoke
up.

mean
it
has
to
be
scary.

you
guys
are
you
guys,

elected

taxpayers
to
watch
over

money
and
make
sure
you
use
it
to
the
best
of
its
making
the
best

finances

doing

everybody
safe
and
lives
on
workshare
and
to
keep
the
infrastructure
up

instances

officers

forced
to
cover
shifts
to
meet
Staffing
levels
that
don't
even
meet
our
preferred
minimum
complement.
Despite
our
shortages,
though,
we
continue
to
make
strides

reimagining
initiatives,
our
members
have
developed
a
community
dashboard
to
increase
transparency.

do
this
all,
while
at
least
in
a
community
of
32,
000,
plus,
typically
Fielding
only
three
to
four
police
officers
on
each
ship,
a
number
that
is
unsafe
and
not
sustainable.
How
much
more
do
you
expect
us

supposed
to
endure
under
these
conditions,
especially
with
no
formal
leadership?

demonstrated

commitment

assisted

many
difficult

unprecedented

inspire
unity

officer

the

do

right
thing

officers
who
need

bargaining

nothing
happens

all
happens
somewhere

idea

let

City
attorney
sit
outside

spend
a
hundred

ten
thousand
dollars

taxpayers
running
when
we
have
a
very
confident,
cheapest
bat

somebody
at
HR

be
trained
to
bargain,
because
the
HR
department
has
never
been
given

city

do
anything,
it's
all
set
with

City
attorney
you
the
mistake.

collective
bargaining,

my
experience
of
over
20
years
of
negotiating
with
different
parties
in
different
situations,

bargained
with
employers
who
are
the
owners
of
the
business
and
that
bargaining
typically
is
resolved
in
three
or
four
sessions.
They
are
directly
connected
to
the
workers.

They
understand
what
the
workers
are
doing
and
they
can
sympathize
with
local
workers
are
asking
for
that's.
My
duties
is
to
represent
the
workers
that
I
represent
in
here
simple
as
that
I'm
just
their
spokesperson
at
the
table,
so
that
money
goes
remarkably
well,
then,
and
I'm
not
saying
if
it
doesn't
go
well,
but
there's
bargaining
with
Cornell
University
with
lawyers
involved.

contract
lowers
come
in

bargaining
sessions
for
whatever
it's
worth,
and
it's
been
that
that
way,
ever
since
every
contract,
thereafter,
lawyers

both
sides

the
table,
no
disrespecting
lawyers

lawyer
when
I
need
advice
on
a
regular
basis.
I
have
all

respect

firm
lawyers,
but
they
don't
necessarily
need
to
be
at
the
bargaining
table
who

be
at
the
table,

this

complicated,
perhaps
by
the
Taylor
law.
