it

make
sure
that
everything
that
comes
after
this
is
official

you've
all
sworn

the

different
swearing-in
than
any
in
the
city
of
ithaca's
history,
but
you've
all
rolled
with
the
the
changes
quite
admirably,
and
we
appreciate
it

city
of
dictates
that
the
mayor
shall,
at
the
beginning
of
each
year,
address
common
council
with
respect
to
the
needs
and
resources
of
the
city,
including
such
programs,
and
proposals
for
the
good
of
the
city
as
he
or
she
may
wish
to
commend.

It
has
been
my
privilege
to
give
a
state
of
the
city
address
nine
times
before,
and
it
is
it's
with
deeply
mixed
emotions
that
I
announced
that
this
will
be
my
final
state
of
the
city
address.

Being
the
44th
mayor
of
the
city
of
ithaca
has
been
the
honor
of
my
lifetime
and
fighting
for
this
community
is
all
I've
done
in
my
adult
life
from
the
age
of
20.
Until
now,
it
is
my
only
passion,
and
it's
what's
kept
me
motivated,
but
I
find
myself
deeply
concerned
because
I
love
our
country
too.
I
love
our
democracy.

really
truly
believe
that
the
american
experiment
this
this
american
ideal,
that
it
should
not
matter
where
you
were
born
and
how
you
were
born,
is
something
worth
protecting
something
worth
fighting
for
something
worth
defending.

intend
to
begin
that
work
in
earnest
next
month.

What
that
means
is
that
the
the
folks
we
are
about
to
swear
in
as
acting
mayor
and
alternate
acting
men,
most
especially
laura
lewis,
is
our
acting
mayor

alternate
acting
mayor.
Ducks
and
win
will
have
a
unique
responsibility
and
unique
obligation
to
lead
us
through
the
the
challenges
ahead,
and
I
want
to
in
no
way
make
harder
their
job
the
job
they've
got
and
the
job
that
all
of
you
have.

bit

thoughts
on
how
far
we've
come
and
just

sneak
peek
on
what
I
know
laura

and
all
of
you
are
committed

working

next

For
everything
I'm
about
to
say,
you
should
know
the
best
kept
secret
in
the
city
of
bethlehem.
Is
our
employees
there?
You
know
a
lot
of
cool
things
happen
in
at
the
end
of
topics
county,
a
lot
of
great
organizations,
non-profits
businesses,
entrepreneurs,
a
couple
pretty
good.
Three,
pretty
good
colleges
are
here
a
lot
of
nobel
prize
winners,
etc.
All
of
it
all
of
it
is
made
possible
by
500
people
who
will
just
knock
you
out
with
a
work
ethic
with
their
creativity
with
their
imagination
with
their
perseverance.

This
city
of
ithaca
employees
have
led
us
from
one
trial
to
another.
Ten
years
ago,
when
I
took
office,
we
were
facing
the
largest
budget
deficit
in
the
city
of
this
history,
three
and
a
half
million
dollars.
It
was
the
largest
fiscal
crisis
we've
ever
faced,
our
employees
all
pulled
together.
We
streamlined
a
lot
of
our
operations.

This
city
staff
and
this
common
council
of
our
also
made
a
series
of
decisions
and
choices
to
build
up
our
infrastructure
ten
years
ago,
when
it
was
crumbling,
a
few
prospects,
a
few
ideas
on
how
we'd
replace
it
to
now
right
we're.
Not
only
are
we
replacing
bridges
and
roads
at
every
turn,
sometimes
literally
at
every
turn.
It
can
be
tough
to
get
around
in
the
summer
here
these
last
couple
years,
but
the
parking
garages
that
are
not
just
being
rebuilt
but
being
reimagined
and
it's
larger,
more
beautiful.

The
comets
once
a
symbol
of
decay
with
a
vacancy
rate
of
15
20
on
the
storefront,
was
reinvigorated,
completely
remodeled
and
turned
into
the
cultural,
vibrant
heart
of
the
city,
where
businesses
are
dying
to
open
their
doors
and
people
flock
to
year
round,
not
just
in
the
spring
or
the
fall.
How
did
we
do?
We
did
it
by
getting
creative
with
the
stormwater,
with
the
the
sidewalk
improvement
district
again
by
chasing
those
state
and
federal
dollars.

Housing
is
and
will
be,
the
largest
challenge
in
the
city
of
ithaca
going
into
the
future.
In
2011
we
had
built
basically
net
zero
new
housing
in
the
city
for
the
previous
50
years.
The
population
has
stagnated
for
50
years,
but
over
the
last
10
years
we
built
not
just
housing,
more
housing
but
more
affordable
housing
right.

million
dollar
conference
center
parking
garage,
slash,
affordable
housing
project
right
next
to
city
hall,
breckenridge
apartments,
stone,
quarter,
apartments,
210,
hancock,
amici,
house,
west,
end
heights,
art
house.

Well
before
I
was
mayor
and
when
some
friends
of
mine
were
experiencing
a
crisis
at
cornell
university,
laura
in
the
wasn't
part
of
her
official
job
description
volunteered,
as
she
often
did,
volunteering
for
inhs
volunteering
with
the
continuum
of
care
volunteering
as
a
member
of
council
to
take
on
some
of
the
biggest
weightiest
subjects.
We've
got,
including
the
ithaca
urban
renewal
agency.
C
Laura
demonstrated
to
me
way
back
then
12
years
ago,
maybe
more
the
size
of
her
heart
and
the
size
of
her
compassion
and
that
heart,
and
that
compassion
will
lead
you
all
through
the
challenges
that
you're
going
to
face.
First
and
foremost
amongst
them
is
reimagining
public
safety,
a
process
that
is
well
underway.

Maybe
you
don't
know
this
if
you
have
not
ever
lived
anywhere
else,
but
we're
a
bit
unique
in
that
way,
we
have
more
volunteers
per
person
than
then
you
could
shake
a
stick
at
and
that
has
allowed
our
boards
and
commissions
to
play
an
extremely
important
role
in
the
health
and
vitality
of
our
city.
Now
this
pandemic
has
turned
that
on
a
second
and
our
boards
and
commissions
are
struggling
they're.
C
Looking
for
guidance,
a
working
group
led
by
former
older
person,
deb
malinhoff,
constituting
some
of
the
members
of
council,
are
going
to
take
a
look
at
how
we
can
use
city
resources
to
re-invigorate
and
revitalize
our
city's
boards
and
commissions.
So
I
want
to
thank
a
couple
more
things
that
I
just
want
to
mention
because
they
are
in
process,
and
I
want
everyone
watching
to
be
aware
of
this.
First,
the
work
being
done
by
our
city
staff
led
by
the
impeccable
nelsbone.

Rare
brief
and
non-recurrent
nells
has
engaged
a
broad
community
of
stakeholders
in
how
to
do
this,
and
when
his
recommendations
come
to
acting
mayor
lewis
and
to
the
common
council,
I
hope
you'll
give
them
full
and
thorough
consideration.

Similarly,
I
want
to
mention
that
anissa
in
the
ithaca
urban
renewal
agency
is
leading
a
working
group
that
is
studying
the
west
mlk
corridor,
finding
a
way
for
that
corridor
to
work
for
all
people
who
use
it,
regardless
of
their
social
status,
regardless
of
the
status
of
their
substance
use,
regardless
of
whether
they
hang
out
there
all
day
they
live
there.
They
do
business
there
or
they're,
just
walking
or
driving
through
all
through
a
red
lens
of
racial
justice,
justice
and
harm
reduction.

Similarly,
when
those
recommendations
come
back
later,
when
those
recommendations
come
back,
I
hope
you'll
give
them
full
consideration.

There's
so
much
more
to
do
from
our
electrification
program
that
the
whole
world
is
watching
to
the
full
implementation
of
the
green
new
deal.
Our
guaranteed
income
pilot
is
set
out
to
prove
that
that
a
new
form
of
public
safety
net
is
possible.
A
better
kind
of
public
safety
net
is
possible,
there's
so
much
work
ahead,
and
I
know
that.

you'll
be
able
to
do
it.
I
that
will
be
able
to

will
not
be
leaving
ethica.

one
of
your
constituents.

more
low-key
constituents-

I
just
know
this
community

this

a
city
of

do-gooders.

person.

is

city

environmentalists.

director

human
resources,
and
I

I
serve
on
the
project
management
team.

For

this
initiative,

I

apologize

those
who
have
been
here,
but
I
I
thought
it
would
be
beneficial
just
to
sort
of
do
a
quick
summary
of
you
know
how
we
have
arrived
at
where
we
are,
and
I'm
sure
the
new
council
members
are,
are
well
aware,
but
I
I
I
think
it's
really
important
to
continue
to
to
emphasize
and
and
talk
about
this
work
and
and
why
it
began.

As
you
all
know,
the
former
governor
issued
an
executive
board
of
203
and
that
order
basically
was
a
a
mandate
to
all
policing
agencies
in
new
york
state
to
do
a
comprehensive
review
of
of
their
their
practices,
their
policies
and
their
procedures
as
it
relates
to
particularly
communities
of
color
and
with
with
with
the
hope
to
well,
not
the
hope,
with
the
expectation
that
we
would
create
an
environment
of
fairness
where
to
ensure
that
disproportionate
policing
is
not
occurring
as
it
relates
to
communities
of
color.

So
we
were
set
out
with
a
charge,
and
I
mean
it's,
it's
no
secret
cevante
is
was
enough,
is
an
unbelievable
champion
around
this
around
creating
an
environment
where
all
of
all
of
the
constituents
all
of
the
residents
and
and
the
visitors
passing
through
would
would
have,
would
would
feel
safe
and
feel
that
this
was,
you
know,
an
inclusive
area
and
a
welcoming
area
for
them.

So
we
set
out
last
fall,
embarking
upon
a
major
initiative
to
ensure
that
we
had
the
voices
of
the
most
marginalized
and
minoritized
community
members.
We,
in
addition
to
open
forums
for
the
entire
community.
We
made
an
extreme
effort
to
bring
in
the
voices
of
the
black
community,
the
latinx
community,
the
indigenous
community,
the
asian
community.
N
We
had
focus
groups
with
persons
with
disabilities,
we
had
focus
groups
for
the
lgbt
community,
we
had
also
the
unhoused
community,
both
in
person
focus
groups
acknowledging
that
not
everybody
has
access
to
materials
we
want
to
zoom.
So
we
wanted
to
make
sure
we.
We
went
out
of
our
way
to
really
ensure
that
we
got
those
voices.
We
had
those
voices
and
they
provided
input
in
terms
of
what
they
needed
in
order
to
feel
safe
and
be
safe
in
this
environment.

We
we
also
did
one-on-one
interviews
with
individuals
who
were
very
reluctant
to
even
be
a
part
of
an
in-person
focus
group.
N
So
we
a
lot
of
energy
and
a
lot
of
effort,
went
into
hearing
the
voices
and
understanding
what
is
going
on
for
marginalized
and
minoritized
communities
and
they
and
they
they
they
spoke
up
and
in
addition
to
that,
there
were
eight
focus
groups
that
were
specifically
for
law
enforcement
and
those
were
facilitated
by
the
consulting
group
that
we
have
partnered
with
with
it,
which
is
the
center
for
policing
equity,
and
I
I
I
I
think
it
goes
without
saying.
N
But
I'm
saying
all
this
to
say
we
did
all
of
this
in
collaboration
with
the
county,
it
was
the
city
and
the
county
moving
through,
so
that's
sort
of
the
pre-2021
next.
What
I
just
want
to
do
is
like
quickly
go
through
our
timeline
in
2021.
So
far.
One
thing
I
do
want
to
say
too,
and
people
who
know
me
well
have
heard
me
say
this
before
organizations
are
designed
to
get
the
results
that
they
get.

So
if
you
don't
like
the
output
of
of
of
what
you're
getting,
then
you
need
to
redesign
the
systems
that
support
that
output
and
create
systems
that
support
the
output
that
you
desire,
and
so
that's
what
we
have
actually
been
doing.
That's
what
we
have
been
working
for.
We
know
we
want
a
a
better
environment.

We
heard
not
only
from
the
community,
but
also
from
law
enforcement,
that
there
are
things
that
law
enforcement
is
doing,
that
it
would
be
better
if
other
individuals
do
or
that
are
not
necessarily
police
work.
So
we
have
been
moving
in
the
direction
of
trying
to
just
you
know,
distill
that
and
create
the
environment
that
is
beneficial
for
all
community
and
law
enforcement
in
the
spring
of
2021.

The
plans
were
finalized
and
adopted
by
both
common
council
and
the
city
of
ithaca
reminded
that
the
city
of
ithaca
adopted
those
plans
unanimously
and
which
is
very,
very
impressive.
N
On
the
summer
of
2021,
the
city
working
group
was
onboarded,
and
this
was
the
group
that
was
specifically
tasked
with
redesigning
public,
safe
or
or
designing
a
new
public
safety
organization.
N
We
cut
the
community
justice
center
planning
began
and
the
community
justice
center
is
focused
on
all
of
the
collaborative
plans
that
we
are
attempting
to
put
in
place
in
fall
and
this
fall.
We
launched
the
amazing
website
for
community
input
and
I
would
say
that
if
you
are
not
signed
up
or
registered,
please
do
go
there
and
I
was
just
about
to
say
the
the
the
website,
but
it's
coming
up
later.
So
I
don't.

I
don't
want
to
say
the
wrong
thing,
but
I
really
encourage
you
to
go
it's
an
opportunity
to
provide
input.
It's
an
opportunity
to
see
what
other
people
in
the
community
have
to
say.
All
of
our
plans
are
launched
on
the
website
as
we
are
starting
to
embark
upon
them.
They
go
up
on
the
website,
and
so
anyone
in
the
community
is
has
an
opportunity
to
provide
ideas
and
input.
It's
really
a
really
an
amazing,
an
amazing
way
of
providing
access.

At
the
same
time,
we
realize
that
not
everyone
has
access
to
websites
or
has
internet
access,
so
we
also
have
other
methods
that
I'll
talk
about
a
little
bit
later
around
how
to
get
information
out
and
get
information
in.
So
also
the
budgets
were
passed
for
for
2022
and
we
have
between
the
two
municipalities
and
things
like
about.
1.7
million
dollars
has
been
allocated
for
this
reimagining
public
safety.
Most
of
it
is
collaborative.
Some
of
it
is
city.
N
Only
some
of
it
is
is
county
only,
but
most
of
it
is
collaborative
monies
that
we
will
share
of
the
cost
and
then,
in
the
winter,
this
winter.
Now
we
we're
in
the
process.
N
The
city
working
group,
that's
redesigning
the
or
designing
a
public
safety
unit
is
we're
at
the
stage
we're
finalizing
that
process,
and
you
will
get
those
recommendations
in
early
february.
Also.
We
are
excited
that
we
hired
the
new
project
director
mona
lita
smiley,
and
she
will
be
starting
with
us
next
monday
and
there
are
two
people
who
are
extremely
elated
about
that
myself
and
deanna
carribes.
We
cannot
wait
currently
the
plans
that
we
have
in
prosp
in
progress
right
now
for
the
city
of
ithaca.

Of
course,
I
just
mentioned
the
department
redesign,
both
the
city
and
the
county,
we're
working
on
a
community
healing
plan.
We've
had
an
opportunity
to
meet
with
representatives
from
various
organizations,
south
side,
community
center
g
act,
the
reach
program
lead
to
I'm
sorry.
I
said
reach
em
at
lead
and
and
some
others
from
the
community
just
to
sort
of
get
their
input
and
feedback
about
the
design
of
this
community
healing
plan.
The
initial
focus
will
be
work
intensely
with
the
bipark
community.

It's
it's
essential
that
that
group
do
some
work
prior
to
having
the
larger
community
healing
plan
events,
so
that's
underway
also
working
on
a
top
alternative
response
and
a
wrap
around
health
and
human
services.
We've
been
talking
with
mental
health
with
emergency
services
and
a
different
part
lead
also
in
that
case
and
reach
about
what
services
are
currently
being
provided,
and
then
the
county
has
the
assigned
council,
and
this
is
really
about
public
disclosure.

So
currently
we
there
is
an
assessment
of
their
information
right
now,
that's
being
done
by
an
organization
called
measured
for
just
for
justice,
and
that
is
underway
due
to
the
the
health
and
assistance
from
the
d.a
matt
van
houten,
and
we're
also
focused
right
now
on
office
of
wellness.
So
we're
we
initial
stages.

What
we've
done
is
looked
at
what
is
available,
we
understand
and
realize
the
experiences
of
law
enforcement
is
unique
and
our
traditional
programs,
our
efp
programs,
may
not
be
sufficient
for
the
the
type
of
assistance
that
they
need
in
order
to
make
their
their
full
wellness.
And
then
the
county
is
is
looking
at
the
unarmed
pilot
program.

Let's
see
so
and
and
soon
we
will
be
launching
the
traffic
stop
enforcement
data.
The
recommendation
this
plan
was
about
looking
at
traffic
stops,
specifically
primarily
because
the
it
it
is,
it
has
been
found
that
when
it
comes
to
traffic
stops,
there's
a
disproportionate
impact
for
people
of
color.
N
So
we
want
to
look
at
our
data
here
locally,
and
so
this
is
what
we
will
be
doing
soon,
as
well
as
creating
the
plan
that
asks
us
to
create
an
inclusive
recruitment
and
retention
for
police
officers,
so
that
will
soon
be
underway,
and
here
is
our
community
justice
center
project
director.
As
I
mentioned,
melita
mona
lita,
smiley
mona,
it
will
be
starting
next
monday.

She
brings
a
wealth
of
of
experience
working
in
our
community,
a
long
long-term
resident
here
very
strong
connections,
particularly
with
the
youth,
as
well
as
with
the
populations
that
have
been
disproportionately
impacted
in
law
enforcement
here.
So
we're
we're
again
very
excited
about
her
coming
on
and
the
role.

know
it's
a
big,
it's
a
hefty
role,
but
she
will
be
leading
the
implementation
of
all
of
the
joint
plans
and
will
shortly
be
bringing
on
a
data
analyst
and
administrative
assistants
and,
of
course,
mona
will
be
located
in
the
tompkins
towns,
tompkins
county
mental
health
building
in
a
very
lovely
office
suite.

There's
also,
you
know
the
different
types
of
plans
we
have
as
we're
establishing
rubrics
for
each
of
those,
so
there'll,
be
an
opportunity

you
know,
weigh
in
based
upon
the
criteria
in
order
to
select
them.
So
it's
it's
actually
a
great
tool.
If
you
have
access
to
it.

also
the
as
I
mentioned
before,
we
do
recognize
that
not
everyone
has
access
to
the
website
or
internet.

So
every
week
in
the
tompkins
weekly,
there
is
an
opportunity
that
mirrors
what's
available
in
terms
of
getting
input
and
receiving
information
what's
available
on
the
website,
people
can
use
the
top
ones
weekly,
fill
that
out
and
submit
that
and
two
and
their
information
will
be
uploaded
onto
the
website,
so
we're
attempting
to
to
to
get
to
to
make
sure
that
everyone
has
access
who
wants
it
and
then
on
the
website.

Also
we'll
be
doing
updates
information
notes
about
specific
the
various
plans
in
their
meetings
and,
what's
going
on,
that,
will
all
be
available
and
you
will
be
able
to
track
the
plan
through
implementation
and
it'll
be
a
means
for
archiving
the
progress.

This
is
all
a
mouthful,
but
what's
next
public
plan
launching
will
continue
to
do,
and
so
we
will
launch
them
and
then
people
will
community
will
be
able
to
provide
input
and
there'll
be
more
information
about.
What's
going
on,
we
are
currently
with
monalida
coming
on
board.

be
going
through
an
onboarding
process
and
begin
the
search
for
a
data
analyst
and
then,
of
course,
we
mentioned
this
already,
but
the
city
working
group
will
deliver
its
report
to
common
council
in
february
on
the
department
redesign
and
I
think
that's
it.
That's
it

once
again
I
just
want
to
point
out
the
beautiful
murals
that
we
have
in
this
community.
They
they
it's
it's
outstanding.

this

crowd
task
force,
which
is
a
circularity
reuse,
zero
waste
development
which
is
finger.

reuse,
cornell,
professor
felix
heisel,
his
circular
construction
lab
at
cornell,
aap
cornell,
professor
jenny
minner
in
her
lab
just
places
lab
the
susan
christopherson
center
for
community
planning,
the
city
of
ithaca
and
a
lot
of
cornell
interns
plus
historic
ithaca,
and
this
deconstruction
project
is
led
by
finger
lakes,
reuse,
trade,
design,
build
and
the
circular
construction
lab
that
I
just
spoke
about
being
an
engaged
cornell
grant,
but
it's
much
bigger
than
that.

They
worked
with
the
developers,
novar
mcassy
and
integrated
acquisition
and
development
to
allow
deconstruction,
salvaging
and
documentation
of
the
11
buildings
that
will
be
cleared
for
the
college
town
development.
Catherine
commons,
which
many
of
you
know
about
the
project,
is
going
to
maximize
the
salvage
of
really
valuable
materials
of
the
demo
site,
as
well
as
complete
deconstruction
of
one
of
the
structures.
As
a
case
study
for
more
sustainable
progress
processes
in
the
local
economy,
the
workforce
has
included
besides
finger
lakes,
reuse
and
significant
elements,
which
is
our
store.

Our
salvage
store
a
cadre
of
more
than
30
volunteers
from
the
community
so
far,
and
that
just
started
last
week
between
christmas
and
new
year's
actually
and
also
local
laborers
union
785
has
collaborated
for
a
training
and
workforce
development
at
the
site.
If
you
hadn't
read
our
email,
we
truly
believe
that
this
is
a
great
step
in
ithaca's
green
new
deal
and
the
goals
regarding
green
new
jobs
for
our
residents.

We
also
excited
to
see
that
council
member
brock's
ask
for
an
authorization
to
apply
for
workforce
development,
grant
monies
to
support
the
electrification
program.
Many
of
us
in
crowd
are
also
working
with
the
electrification
program,
and
we
see
these
initiatives
collectively
as
our
future
here
for
green
new
jobs
and
workforce
development
for
all
of
our
residents.

Finally,
just
a
few
statistics:
according
to
the
epa
construction
and
demolition
debris,
which
is
also
called
cdd,
are
the
largest
single
waste
stream
in
landfills.
At
about
40
percent
plus
from
place
economics
at
least
80
percent
of
landfill.
Cdd
is
reusable,
so
I
hope
to
see
you
all
at
the
corner
of
college
ave
and
catherine
street
to
see
this
diversion
from
landfills
to
see
the
economic
potential
for
green
new
jobs,
to
see
the
cooperation
between
developers
and
not-for-profits
and
to
see
the
valuable
materials
being
saved.

look

are
far

final

financial
report,

jump

couple
areas
that
you
should

aware
of:

sales
tax
collections.

collections
to
date
are
20
percent
higher
than
the
2020
numbers,
so
about
two
million

hundred
thousand
dollars

budget
for
sales.
Tax
collections
was
at
13

so
we
have
exceeded

budget

the
sales
tax
recovery
seems
to
be
moving
much
faster
than
anticipated.

good

alert
council

fact
that
we
should

cautious
in

with

current
increasing
trend

sales
tax
collections,

parking

There
are
only
four
representatives
for
the
city
and,

we
all

have

overlap
with
the

our

groups

group
coalescing
around
the
commercial
retail
entities

more
active
neighborhood
group,
centered
at
nate's
floral
estates
and
perhaps
to
expand
out
to
the
new
residents

residing
on
cherry
street
at
the
art
house
and,
of
course,
other
residents

coalesced

concerns

regards
to
the
encampments
on
the
former
jungle
site,
and
in
response
to
that
there
is
a
draft
policy
for
city
response
to
homeless
encampments
that

recently

shared

circulated

the
continuum
of
care.

policy
is
looking
to
create
some
guidance
for
city
approaches,

the
mayor
has
mentioned,
on

what
our
policy

regards
to

homeless

brought
forward

council

16th
meeting

ithaca
urban
renewal
agency,

approval
by

agency
for
technical
assistance,

request

street
books

help
them
with
conducting
an
operational
review,
and
that
amount
was
forty
four
hundred
dollars
finger.
Lakes
reuse
also
proposed
a
request
for
seventy
five
thousand
dollars
to
be
repurposed
and
then
an
additional
75
000
again,
this
is
from
iura
funds
that
will
result
in
the
creation
of
five
jobs.

deadlines
for
iura
funds
have
been
affected
due
to
covid,
and
this
is
one
of
those
the
salvation
army
contracts
that
will
provide
mortgage
assistance
to
four
low,
moderate
income
homeowners,
so

deadline

2022
and
then
finally,
security
deposit
assistance
offered
through
catholic
charities.
