before

district
assessments,
budget
and
schedule
of
work
for
a
fiscal
year
2023,

I'll

note
that
we
generally
do
this
annually
gives
us
the
most
flexibility
with
our
budget
process
and
normally
we
wouldn't
have
to
go
over
the
budget.
I
think
we've
gone
over
the
tax
cap,
maybe
twice
I
believe
since
it's
been
Incorporated,
but
this
year
the
tax
cap
for
2023
is
what
percent
and
the
budget
that
is
before
you.
The
mayor's
budget
is
actually
8.9,
Levy
increase,
so
just
just
to
re
refresh
your
memories.

The
property
tax
cap
starts
with
the
lesser
of
two
percent
or
the
CPI,
and
we
know,
of
course,
CPI
is
well
over
two
percent.
In
fact,
it's
probably
about
8.2
percent
I
believe
in
the
current
months
activity.

So
we
start
at
two
percent
and
then
there's
a
number
of
calculations
that
go
into
that
tax
cap
calculation,
and
so
we
come
out
with
a
four
percent
cap
tax
cap
for
the
levy
award
2023.
So
it's
just
some
background
already
so
again,
four
percent
of
the
attacker
cap-
and
this
would
allow
us
to
override
that
cap.

2023
budget
proposed
proposes
no
change
to
the
tax
rate,
friends,
any
other
questions
on
that
storage
following.

yeah
it's
a
combination
of
many
things,
but
inflation
has
a
lot
to
do
with
all
City
operations
are
going
up.

Labor
costs
are
going
up
well
over
the
cap,
we're
seeing
all
kinds
of
increases
in
fuel
and
materials,
as
I
mentioned
in
labor
and
pension
related
costs,
health
insurance
all
going
up
above
four
percent,
so
that's
really
what's
driving
that
need
for
the
increase.

want
to
say
quickly:
I'm
pretty
I,
usually
vote
for
this
without
any
problems
and
I'm
a
broker
tonight,
but
I'm
pretty
recent
I'm
really
concerned
about
keeping
everybody
at
the
same
and
the
assessments
of
my
neighbors
in
20
or
higher,
including
my
own
I'm.
Incredibly
lucky
and
I
it'll
be
a
painful
but
doable
thing,
but
will
be
brutalized
by
a
recent
assessment
increases
and-
and
it
really
like
you,
know,
30
some
percent
of
people's
tax
bills.

The
schools
have
passed
a
big
budget
increase,
the
county
did
lower
the
rate
a
bit
and
then
I,
don't
think
it's
the
same,
but
they
were
running
a
massive
deficit
this
year,
where
they
will
next
year.
So
it's
tough
there's,
no
winners.
It's
really
crappy
situations
and
crank
and
I
wish
I
had
better
answers,
but
I
have
decisions
who
will
be
really
significantly
hurt
my
pleasure
as
it
stands,
and
on
top
of
that
there
are
things
that
we
want
to
add,
including
ourselves
and.

make
clear
that
the
tax
rate
is
not
increasing,
it
is
clear
that
assessments
have
increased
significantly
and
that
affects
everyone
in
our
community
homeowners,
renters
everyone
and
Community
I
heard
from
my
constituents
as
well.
There
is
really
concern-
and
this
is
an
ambitious
budget
this
year,
made
it
clear
that
we
have
priorities
that
have
cost
to
them,
and
these
are
difficult
decisions
to
make
I
totally
agree.

just
sort
of
want
to
Echo
Doug's
sentiment
because
I
I
looked
at
this
site,
I
see
the
zero
percent
rate,
changing
with
only
eight
percent
to
cause
child,
especially,
is
a
huge
tax
base
for
the
entire
city,
and,
although
I'm
not
happy
that
at
the
end,
there's
people
are
going
to
end
up
paying
more,
which
is
not
going
to
go
to
run
some.
They
end
up
paying
more
as
well.

But
I
I
hold
the
same
reservations
are
about
at
the
end
of
the
day.
The
number
for
them
is
still
going
up,
even
if
we're
only
for
less
than
a
third
of
why
the
number
goes
up.
But
I
am
happy
that
it
is
going
to
things
that
they
will
tangibly
see,
improve.
