me
in
city
hall
this
morning
for
swearing
in

signage

the
book,
and
he
had
his
victory
taken
by
city
hall.
So
he
can
get
his
city
idea
did
warn
him.
My

I
was
20
years
old
and
if
security
ever
checked
it
they
would
not

city
manager

all

preparing
for
our
budget
discussions.

presentation
to
the
southern
tier
regional
economic
development
commission
seeking
10
million
dollars
in
grant
funding
so
that
that
presentation
went
well
and
attorney
general
tish
james
came
to
town
and
I
was
able
to
go
help
introduce
her
up
at
the
alcohol
and
drug
counsel
where
she
announced
that
as
part
of
that
huge
landmark
1.7
billion
dollar
settlement,
her
office
received
from
the
pharmaceutical
companies.

Millions
of
dollars
will
flow
to
ithaca
for
opioid
prevention
and
treatment
and
education,
which
is
really
good
and,
and
we
had
to
get
ready
to
do
special
meetings,
so
very
busy,
we'll
jump
right
in
I'll

with
the
amendment.

my
understanding
of
council's
intent
around
the
city
management
legislation
for
some
time
has
been
that
council
intended
under
a
council
manager
form
of
government
for
the
mayor
not
to
have
a
veto,
and
that
is
the
way
that
we
drafted
the
legislation
with
one
exception
that
in
my
final
check
through
it,
I
identified
so
my
apologies
that
that
had
slipped
through
and
what
I
just
sent
around
this
afternoon
simply
removes
a
provision
that
would
still
have
given
or
at
least
appear
to
give
the
mayor
veto
power,
which
is
at
the
bottom
of
page
13
of
the
word
document
in
section
c30
of
the
c30b3
of
the
city
charter
as
a
provision
that
otherwise
would
require
mayor's
approval
of
legislation
before
it
could
take
effect.

only

remind

that
this

the
last
time
we
can
make
changes
to

we're
doing
the
meeting
in
this
process
because
it
has
to
get
laid

once

can't

provide
a
procedural
reminder

So
a
local
laws
have
an
aging
requirement
in
a
way
that
ordinances
do
not.
You
have
both
a
local
law
and
an
ordinance
in
front
of
you
tonight.
The
local
law
is
required
for
amending
the
city
charter,
along
with
certain
provisions
of
the
city
code,
that,
due
to
legislative
legislative
equivalency,
must
be
amended
by
local
law.

ordinance
is
amending
other
elements
of
the
city
code
that
don't
have
to
be
amended
by
local
law,
they're
the
same
documents,
with
the
exception
that
the
mayor
just
asked
me
to
touch
on
that
you've
seen
recently
in
the
past,
and
my
recommendation
is
to
take
a
vote.

would
consider
a
committee
level
vote
for,
so
that
they
will
appear
for
a
final
vote
on
the
november
third
common
council
agenda
between
now
and
the
november
third
common
council
agenda.
We
will
need
to
lay
on
the
table,
as
we
say,
the
local
law,

that
it
can
age
at
which
point
that
version
of
the
local
law
cannot
be
further
amended.

vote

amended

the
way

that

mayor
has
the
ability
to
cast
a

wanted
to
explain
that
the
reason
this
makes
sense
to
remove
the
mayor's
veto
power
is
that
the
mayor
becomes
a
voting
member
of
common
council.
So
it
wouldn't
make
sense
that
anytime,
the
mayor
might
be
in
a
let's
say:
six:
five
minority
is
that
right.
The
mayor
would
also
have
the
ability
to
veto
the
whole
thing.

believe
in
my
32
years
here,
the
only
time
I
think
mayor
cohen,
was
the
only
one
who
vetoed
legislation
and
that
was
regarding
budgets.
I
think
that's
the
only
time
it's
been
used,
so,
yes,
it
is
indeed
very
rarely
used
because
most
mayors
prefer
the
consensus
method
or
you
know
or
realize,
when
there's
a
majority
that
if
they
veto,
there's
a
good
chance
that,
because
common
council
can
still
override
the
veto,
that
that
can
happen
as
well,
but
yeah.

I

question
for

is-
and
it's
been
a
long
time
since
I
read
the
charter,
so
I'm
pulling
this
from
memory.
My
understanding
is
the
power
of
the
veto
is
also
available
to
the
mayor.
If
the
mayor
is
has
a
concern
that
the
act
of
counsel
is
deemed
illegal
and
therefore
has
the
power
to
veto
legislation,
if
if
they
question
the
legality
of
the
act
of
counsel,
so
is
that
something
that
is
still
available
at
some
point.

I
guess
I
would
tell
you
procedurally
speaking
whether
the
mayor
merely
disagrees
on
a
policy
level
with
an
whether
the
mayor
under
our
current
system
merely
disagrees
with
legislation
on

policy
level
or
believes
that
it
was
an
illegal
act
of
counsel.

the
same
procedural
mechanism,
subject
to
the
same
council
override
that
exists
as
our
current
veto,
I
believe,
and
and
the
direction
that
I
understood
council
to
be
seeking
in
this
legislation,
was
simply
to
have
a
mayor
that
does
not
have
a
veto
power,
which
is
a
model
that
exists
elsewhere.
I'm
in
new
york
state.
We
would
not
be
you
know,
inventing
the
wheel
here.

add,
actually,
while
we're
having
this
conversation,
that
it
does
mean
that
the
precise
procedures
for
passing
local
laws,
in
particular
in
the
future,
under
a
manager
under
a
council
manager,
form
of
government
would
be
a
little
bit
different
and
would
require
public
hearings
at
council
as
part
of
the
passage
process.
So
I
do
want
to
flag
that
it's
not
a
major
issue.
It
will
create
some
procedural
change
in
the
way
local
laws,
in
particular
not
resolutions
or
ordinances.
Just
local
laws
need
to
be
passed
by
future
common
councils.

last
month

the
last
several
months.

very
specific
formatting
requirements
for
sending
a
local
law
to
referendum,
so
I
will
not
be
changing
anything
substantively
before
laying
it
on
the
table,
but
I
will
clean
up
the
way.
The
track

terms

gets
laid
on
the
table.
You'll
still
see
brackets
and
stuff,
though,
though,
because
that's
required
by
for
for
sending
it
to
referendum.
